Pacifica currently holds no effective means of defending any nations from tech-raids or any other attacks, without violating terms. It is determined by the standard of the surrender instrument, that we are an demilitarized protectorate of the victors and they provide for our security. As such, our willingness or unwillingness is beside the point.

As this is an OOC area and my post OOC, if I can make a plea to you and other posters on OOC level that the retarded and as such unusable uses of the term "playing victims" in all and any situations where there is debate between an NPO poster and other parties (and in this case, by simple clarification why we lost 9 members in a recent update) be stopped and some common sense be used as the travesty of it all is getting a little too much to handle for my personal sensibilities.
