A huge chunk of new players go inactive, so they lost a lot of those guys. I would second that opinion. It's obviously a mix of different factors, game shrinkage, alliance size dispersion (i.e. lots of new alliances pulling people), people who switched into them during the war, the NSO incident making them seem "unsafe" compared to other neutrals, and the often neglected fact that while everybody else was fighting the war and not accepting new recruits TDO really stepped up and took advantage in an organized way. Nearly every new nation ( if not EVERY nation ) got a message to join TDO.
