It looks like you're pushing out 2000 tech a day, on target for a 6 month completion of the terms (350k/180 days ~ 2k/day). 2000 tech is worth about 0.03 score. So, whatever your daily gain is, just add 0.03 to it and you would get a decent approximation of your daily gain without reparations. Of course, your growth is still very good, but it is not largely affected by your reparations at the moment. As for VE, they seem to be getting about 0.02 score a day from your tech, so gaining 0.09 is not half bad. I'm not sure who started the rumor that tech reparation payments prevent an alliance's score from rebounding, but it always annoyed me when I heard it said about us. Losing tech at the speeds allowable by limited aid slots is actually a pretty minor hindrance in the larger picture of rebuilding. Would be interesting. Off the top of my head, we were gaining about 1 million a month at the start and NPO is gaining 1.2 million. Of course, more members means more destroyed infrastructure to buy back. Either way, NPO's rebuilding effort is doing quite well.
