Gallifreyan-Lunar diplomacy

With that the diplomat took the earliest flight from the Gallifreyan Diplomatic Airport to Georgetown. He arrived at 10:0 AM, it was a short flight but it was safer then driving, so it was the only way diplomats were to travel. He was a tall average looking guy in a regular suit and dress shoes. All he had on his person was a Sonic Screwdriver which he planned on giving to the Lunar diplomat as a gift, which is Gallifreyan tradition, and a cell phone. He began a short drive to the Bureau of Foreign Affairs in his rental car that he got at the air port (TARDIS's are for high ranking officials). He arrived at the BoFA at around 12:30 PM. He proceeded to the welcome desk. "Hello I am Rory Williams, I am a diplomat from Gallifrey".

After a quick verification from the reception desk, Rory would be directed to the meeting room in which the Lunar diplomat, Sam Hinds, was waiting.
Upon entering the room, Hinds stood up with a smile. "Welcome to the Lunar Republic, Mr. Williams. Please, have a seat." He gestured to one of the chairs, which looked relatively comfortable, if utilitarian.
"Would you like something to drink? Water, juice, wine? Something else?"

Williams sat down in the chair. "Water is fine thanks, now then Gallifrey has taken interest in lunar as an economic ally. You seem to be the biggest economic force in the continent, and your technology is astounding. We also are interested in it for the growth of South American relations, Gallifrey has not spoken to many South American nations since the unfortunate business in USAN." He sat back and took a sip of his water.

"As far as I know, the Republic isn't just the largest economy on the continent, but one of the most powerful economies in the world, barring a select few others. Anyways, I presume you would like to formalise a treaty of economic cooperation? If so, I'm certain something could be arranged for that to make it happen."
Hinds nodded with a smile.

"Economic cooperation, trade and the like would be no problem at all, though I must admit that our leadership would likely see little use in signing a treaty of non-aggression. Similarly, I will have to decline your proposal for technological cooperation at the time, though I thank you for the offer.
Now, would you happen to have a treaty ready that I could look through?"

"That is totally understandable. Here is what I have so far". Williams handed him the treaty.It was a rough draft so it didnt have all of the fancy additions on it.



Article I: Common trade

Both signatories will lift all trade barriers between them and the other respective signatory.
No tax on business or trade will be imposed on the other signatory.

Article II: Civility

Both signatories will agree to act civil towards each other and not get into arguments in public.
Both signatories will treat the civilians and military of the other with up most respect.

Article III: Cancellation

Either signatory may cancel the treaty at any time, the cancellation period will be 72 hours.

Article VI: Embassies

Both signatories will maintain an embassy in the capital city of the other with the general international laws for an embassy in order.

Article V: Upgrade

Either signatory may propose an upgrade of this treaty at any time and if an agreement is made by both sides the upgrade is effective immediately.

Hinds reads through the document, nodding once or twice.
"I believe I can sign this as it is right now, if you don't mind."

He scanned the treaty into his holoPC, then signed it there, printing a copy for the Gallifreyan diplomat.
