It depends on your nation and your existing improvements and resource set. However, at 2999.99 infra, it will be beneficial for every nation, regardless of the preceeding comments. You will just have to calculate how many days will be required for it be profitable in your case.
The more infra you have, the easier it is, because you can destroy the cheaper improvements that you won't purchase for awhile, namely churches & intel agencies. Early on, you'll be destroying PH, which are 75k, whereas churches are 40k and Intel agencies are 38.5k.

There is no particular infrastructure level that one should start improvement swapping because everyone has different trade and improvement sets.
A more fair assessment of when one should improvement swap is bills. To be safe if your bills exceed 175k and you plan to backlog for 6 or more days then it will be worth it for you to improvement swap.

I am a 4700 and I dont completely understand what improvement swapping is. Is there any chance someone can explain it to me, or take a look at my nation and give me some advice? My bills are at 1.8 mil, and I am making 2.75 mil after my bills. Thanks alot. My ruler name is thewho.

Improvement swapping is easy for you, since you already have most if not all of the economic improvements. The key is that having labor camps reduces your happiness 5, right? If you destroy them, you have gained about $10 and some change per citizen. Keeping that in mind:
The idea is to save up enough cash to pay your bills for a certain number of days (whatever you feel would be safe, but for you a minimum of two days). Then, assuming you have labor camps already, pay your bills like normal, but do not collect your taxes. When you have run down your money after a while, pay your bills the last time, destroy your labor camps, collect your taxes. You could collect your taxes the next day as well, then buy back your labor camps.
Basically you are paying your bills when they are the lowest, but collecting your taxes only on certain days when you have destroyed your labor camps temporarily.
