Good evening, ladies and gentlemen, and welcome to a thrilling conclusion to this sentence. But don't stop here! Below, you will find a sprawling and very well-written analysis of Pacifica and its place within the world at large, and I very much hope that you will get past this horribly wordy introduction and onto the meat of the publication. The New Pacific Order has had some fairly decent shakeups in things such as major leadership and departmental shiftings (always thrilling, I know), and this here issue is to help keep the world at large up to date. We also have a secret goal of subliminally tricking everyone into fearing/liking us (or fearking us, as I like to refer to it when trying to save time), but shhh, don't tell anyone.

Anyway, I hope you, dear reader, have the same quantity of fun reading these articles as the amount of pain and suffering our writers went through to write them.

New Imperial Leadership in Peace Time[/size][/color][/b][/center]


On the 30th of March 2011, the NPO-DH war was coming to its climax, both sides involved in a bitter struggle each trying to strangle to life out of each other. Peace looked very unlikely for both sides but then a very surprising event took place. Our dear Emperor, Cortath stepped down as Emperor of the New Pacific Order. This was a shock to some, but not a surprise to others as Cortath was already very busy in RL. Therefore, our long serving Imperial Regent was proclaimed Emperor of the New Pacific Order. Emperor Mary the Fantabulous, the Dragon Emperor is and was the only real choice as no other Pacifican is a dedicated, loyal and as hardworking to the order as our new Emperor, Mary. Mary decided to adopt the title of "Emperor" as it was the title that all her predecessors held before her. Mary then faced the tough challenge of appointing a Regent, once she had narrowed down the candidates there was no competition for who was clearly the best man for the job. Brehon arose to becoming Imperial Regent of The New Pacific Order on the 30th of March, 2011.


The New Imperial Leadership gave a great morale boost to all when announced to the alliance, Mary and Brehon are well liked, if not "loved" among the Pacifican ranks and overall everyone was overjoyed to see our new Emperor sit in her throne with her Regent standing tall beside her. There first major task was to decide the next course of action in the crippling war that the NPO and her allies faced. After much debate between the Body Republic and with plenty of speculation, our strong new Emperor stepped in and announced that peace talks were on the table. As always the Pacificans flocked behind our Emperor's decision, supported her decisions and declared themselves happy if our leadership was satisfied. After much talks our new Imperial leadership finally reached an agreement with the opposing coalition, and despite many delays, peace was eventually achieved.


Mary and Brehon then without taking time to think about our hard earned peace turned to look at the damage that had been suffered at yet another war. Re-building is on going and its a tough slow process but it is working, we are gaining our membership and our NS back, our tech levels are flying back up and under the leadership of Mary and Brehon we are all sure of a better, brighter future for the New Pacific Order. We thank our past Emperors but for now, Cortath especially for his undying servitude as Emperor until his final day in office. We look forward to a bright full-filling future under Emperor Mary, and Imperial Regent Brehon.

With a new leadership, and entering a new post-war era, the Pacific has sought to re-evaluate its strategics partnerships with its friends. After several weeks of discussion, both within the alliance and with our partners, this has resulted in the dissolution of ties with the New Sith Order and Legion. These are some old ties, and the decision to let them go was not taken lightly.

The NPO and NSO have long enjoyed a good relationship, owing in many ways to the large contingent of former Pacificans within the Sith. On the 19th of May, 2010, this resulted in the New Pacific Order and the New Sith Order announcing to the world their new treaty, a [url="http://forums.cybernations.net/index.php?showtopic=86173"]Mutual Defense Pact[/url]. Both sides were thrilled at the time by this announcement and many were sure of a great partnership for years to come for the very foreseeable future. However, in the post-war environment, both sides discovered that whilst the bonds of friendship between the two orders were very strong, and whilst both governments co-operated well, there was little strategic value within the pact. With many alliances not on good terms with the Pacific or the Sith, it hindered opportunities for both alliances, resulting in a mutual decision that their collective best interests would be served by making the treaty null and void and deciding they could very well remain friends without any need for pieces of paper.

The relationship between the Legion and NPO has gone through many stages, with both alliances being amongst the founding fathers of CN politics. The latest era of friendship between the two started largely as a result of the reconstruction of Legion during its Viceroy period, with the bond surviving the hardship of Karma and the Order's 10 month sentence before a treaty was signed in 2010. However, the Legion and the NPO eventually came to reconsider the strength of that relationship, and where it would lead each alliance. With the latest war highlighting some mutual communication issues, the decision was eventually made to let the treaty go.

The viewpoint that treaties are supposed to reflect both a strong bond and a strategic need between two equal partners is one that is often praised, but seldom followed through in the wider political world, with treaties being often valued in the context of a statistics race, and being signed merely on the basis of "getting along". It is this practice that is largely responsible for the interconnected mess of the greater MDP web, and the Order is proud in being able to do at least a small part in keeping things tidier. Whilst a four-dimensional representation is still needed to visually represent the web in a readily understandable form, it is our hope that at least in our immediate surroundings, things will be simpler and more accurately reflect the needs of each alliance involved.

Experiencing a 4-month long beatdown for the second time in as many years is not something most alliances would find easy to recover from. However, the Order is unlike most alliances, and has always focused itself on having the mental and economic capacity to quickly get back on its feet in the aftermath of any conflict.

A large part of that is owed to the resilience of the Pacifican fighter. Wars, particularly prolonged and one-sided ones, place immense stress on the membership of an alliance, and the Pacific is proud to have a strong fighting core that does not desert during war. Whilst this does little to diminish the damage from such wars, it enhances post-war growth and the long-term prospects of an alliance that retains a core of experienced and battle-hardened nations.

In few places can this be seen more strikingly than in terms of Wonders, an area where the Pacific saw rapid growth prior to the war. The NPO begun the war with 113 WRC's, and ended it with 105; a remarkable retention of core nations that outmatched what even alliances on the winning side experienced. And whilst the first weeks after the war saw a number of resignations and deletions by nations that had waited until the end of the war to complete the duty, the Pacific has managed to retain its position as the absolute world leader in military wonders.

The war and post-war period did have their effect however, whilst other close competitors such as MK and Polar have slipped down the ranks, XX alliances have increased their relative standing. Fark in particular has experienced a period of very good growth, edging past the Pacific in WRC's and nipping at its heels in other areas.

But NPO has not merely been content with the resilience of its members, and has made immense efforts to regain its economic momentum. With the advantage of having a set date upon which the war would end, the Order's excellent economic system was able to tackle the immense logistical task of organizing a combined alliance-wide backcollect and aid-chain, pouring 750 million francos across 130 nations. Nicknamed as the [i]“perpetual money machine”[/i], each nation was able to recoup their initial investment through their backcollect before passing it on to the next person in the chain, multiplying the money until, by the end, the Order was closing in on having moved 2 billion within a week.

This had an immediate impact on the Order's growth and has allowed it to rebuild far faster than any other alliance in the conflict. Within the first week after the war, the NPO had jumped by 1.65m NS, and by almost 3m NS and 9.6 score within 40 days, doubling its infrastructure and increasing avg NS by 80%. With warchests slowly inching back up, the NPO hopes to be returning to full-time economic activity soon, further accelerating its growth and return to the upper reaches of the sanction race.

The Red Dawn Economic treaty is an economic pact that exists between the Cult of Justia, The New Pacific Order, North American Confederacy, Regnum Invictorum, and The Union of Communist Republics. These 5 alliances have worked together to create a stronger, better Red Sphere, to create a mutual understanding of each others culture, customs and membership. Each other these alliances have worked tirelessly to forge a strong and powerful bond of friendship which now exists. There are many benefits to this treaty, the first being that we all know each other very well which is a good practice to follow when you have so many neighbors on the team. The greatest benefit though is the economic part of our treaty, this helps all of our alliances, so all the people of the Sphere benefit, Tech Deals are organized by all sides at different rates. The NPO itself gives 3/50 to ALL people who come to us for tech deals, which is made available to our Red Dawn partners. This also gives the chance to form some good friendships.

As Invicta's Minister of Finance said to me [i]"speaking for Invicta alone, yes, it has forged some. Remember, though, that when we entered Red Dawn, we already had a fairly strong bond with NPO and NAC. CoJ (and, at the time, TMF) were the only ones we didn't know, so we already had a bit head start. I can't really speak about bonds between other alliances though. I'm sure that they have formed"[/i]. So this is a sign that the Red Dawn is a developing bloc and hopefully in the future will be one of the major Economic blocs in Planet Bob. I touched down on the freshly tarmac of a quickly rebuilt Trotsky International Airport. A new portrait of Emperor Mary the Fantabulous was hung at before the immigration hall. I quickly strode through arrival checks and passed by the city tours. I wasn't here for Francograd, but for our renowned tropical sites for some rest and relaxation. A short bus trip led me to the Karpathos docks, where the SS Cortath awaited a thousand vacationers. As a corespondent from PNN I was reserved a business class cabin, with a full view of the Francograd river scene. Construction cranes filled the skyline as our infrastructure rebuilding plans go ahead. As the liner departed, a container ship with TIO tech came passed by. The cheery captain waved at us, bristling at the $3million/50 tech rates offered. The sea came, with glowing pink dolphins greeting those on the deck.

In a few days we arrive at our destination- a tropical town dated from Moo's reign, accompanied with a beautiful beach. It is a popular destination for our Red Dawn comrades. The blocky but elaborate architecture of the place can be attributed to our local minecrafter's guild. Departing from the docks, some Praetorian Guardsmen checked my passport, ever vigilant of possible pirates and hoodlums. A military jeep-turned van carried us to a nearby resort. Many Pacificans of all departments and of the BR could be seen, knowing that their homes would be safe with our Sitter Guard. There were some foreign ambassadors, escorted by our fine diplomats into the casino and our *ahem* 'massage' parlors. Outside, innocent children were playing in the sun as a group of battalion officers chatted under the shade of trees. I joined them and was handed a menu for drinks. Baby Cocktail Delight was in the season, so I treated the officers to a glass. Unfortunately, the sea was officially closed due to radiation. Close to a dozen technicians with hazmat suits were working on the blue-green waters.

The evening came and it was time for a safari trip. The safari jeep had Bootleg Radio on, and us sightseers could hear the ebullient rantings of our beloved Regent Brehon. A lot of interesting, mutated wild animals came up. A three-headed giraffe and elephants resembling those from Lord of the Rings were the favorite sights. Each attraction was accompanied with a concise description from our Wiki Division personnel, who work day and night to enlighten us. A professional photographer takes pictures for free and quickly uploads them to our Photobooth gallery.

The nights are dedicated to a traditional BBQ on the beach. Baby meat of all nationalities and sizes were available. A drunk Rogal Dorn appeared and pranced around the sand. The day ended with a massive [s]orgy[/s] dance around the fire. Foreign diplomats joined in with their escorts. The tropics are indeed an amazing spectacle here in Pacifica. Every Wednesday from 8pm CST to Midnight CST some of the Jackbooted Tyrannical Pacificans take time off from running the 24 hour baby grill and instead take to the airwaves to bring you the the latest news from around planet Bob, wonderful guests and the finest angry rants. The show is generally broken down into roughly hour long segments with the first hour taken over by general chat about the current going-ons of the citizens of planet Bob, followed by an hour each spent chatting to the guests, with the final hour saved for close out and random chatter.

So far the show has featured guests from NPO allies such as TIO and people from the other side of the treaty web such as VE. goldielax25 from VE said 'it was a lot of fun' with some guests even demanding the opportunity for repeat appearances you can be sure an appearance will be enjoyable (even if it is just a chance to claim you appeared on a radio show and are now 'famous' , something your reporter has been known to attempt). Bootleg is always looking for more guests so feel free to contact Brehon over at the NPO forums (or on IRC) if your interested.

We won't claim that Bootleg is without biases but we will claim that if you tune in you are almost guaranteed a good time [size="1"](guarantee is made solely by Uncle B and all complaints of having a bad time can be directed to him via a PM on the NPO forums)[/size].

I'm actually looking forward to seeing the NPO's new FA direction... when you guys came out of terms post Karma I was somewhat deflated by the lack of popcorn worthy treaty announcements you guys made. Perhaps there may be a few interesting moves now in the near future?

"Most" reflects absolute numbers, not relative percentages. The fact that we are a larger alliance does mean that we'll have more wonders than most, and the fact that we are also not a high-NS nation alliance means that the percentages of wonder-holding nations will be less. Not quite sure what point you are trying to make.

I don't see how that's a paradox. There exists a core group of members that didn't desert and there were members that weren't part of that core during the war that deserted.

I thought the same thing regarding percentages, but then I was thinking what would be more relevant would be nations over 50k NS by percentage.

MP's are a possibility at 15K NS, or maybe even sooner, but if you have nukes, it really doesn't do much for you.

So there is some merit to the percentage theory imho.

But congrats on the rebuilding regardless.
