The Senate today passed several bills in their first meeting earlier this afternoon. The first bill, proposed by a leading member of the Siberian Socialist Party, is a seperate, dedicated military rail and road network. This mssive undertaking is to avoid military traffic using roads used by civilians and to allow a rapid deployment, should the military be required in any part of the nation for whatever reason. The second bill is for the construction of the Republican Navy. This was put forward by the President himself. The production of a Navy will allow the USRS to better protect its territorial waters, lend humanitarian aid to those to require it aswell as work as an efficient force on the open seas to defend the Republic. Global Defence Industries and BAE Global Weapon Systems have also accepted contracts from the Government in regards to military hardware ranging from jeeps, right up to aircraft carriers and warplanes. Whilst some have critised the decision to allow foreign companies to immediately establish factories, a press release from BAE, GDI and Siberian Heavy Industries, or SHI have revealed plans to merge the three companies into a conglomerate which will provide up to four million jobs nationwide. In other news, the Capital city of Logashinko has unveiled a great monument in honour of the Republic and the people of Siberia. The Stockmarket hopes to attract foriegn investors to Siberia to boost the national economy and GDP. Alongside the opening of the stockmarket, the Governments Social Security program was made active. Senators say that the Social Security program will benefit those of the Republic later in life. [b]Culture[/b] The Department of Culture and Tourism have been granted permission by the Senate to make the twelfth of July, every year, the National Siberian Film Day, a celebration of Siberian directors and producers who are striving to give the Siberian film industry a boost. [b]Science[/b] President Malenkov has begun pressuring the Senate to allocate funding to the development of a Space Program with the aims of landing a man on the moon. The present Siberian Space Agency has only been tasked with launching dozens of satellites for commerical companies and the military. Furthermore, a special branch of the militaries top minds have been put together to create a network of National Research Labratories. Speculation as to what these labs will produce is varied with many stating that they could be made to produce WMD's, whilst others have voiced the opinions that these labratories will be used to develop vaccines and cures for disease and biological weaponry. [b]Military[/b] The Peoples Republican Airforce today became fully operational as all of its ordered aircraft were delivered. Contracts are underway with several large military companies to fully kit out the Peoples Republican Army with heavy vehicles and fire support after they received their small arms and personal protection gear earlier this week from GDI. Plans are already underway to deploy a revolutionary missile defence system produced by BAE systems that can either be used in conjuction with conventional defences for ground based emplacements or be made small enough to be fit onto aircraft in the The Peoples Republican Airforce to defend against missile attack. [b]Infrastructure[/b] Billions have been allocated by the Government for massive development programs across all villages, towns and cities across the Republic today. Such plans including the expansion of Logashinko and the further development of the massive industrial sectors now springing up around our oil fields. [b]Energy[/b] Up to forty nuclear power stations are to be build says President Malenkov as he aims to reduce the USRS's green emmisions by up to 30%. Windfarms are also being proposed to the Senate later this week as protestors against the mass industrialisation of the tundra celebrated a victory. Having spent weeks protesting against the pollution such sectors will be immiting, new environmental protection laws have been put in place requiring all industrial buildings to be constructed and operated with minimum emmissions. Following this victory for the greens, the Democratic Republican Party leader, Dolohov Gorsky siezed the initiatve and requested that the Government hire contractors to build massive offshore windfarms along the coastline aswell as massive windfarms in the Tundra to help power the country. The Peoples Navy launched well over twenty submarines today. The BAE Systems Astute Class submarine, a nuclear attack submarine in wide use with the Royal Navy of the United Kingdom is said to be the mainstay of the nations submarine fleet with the larger, heavier Borei Class SSBN. Siberian News has been told by a spokes person for BAE that the Peoples Republican Fleet Pacific will be fully deployed within the year with the peoples Republican Fleet Arctic mid next year. The network defences include sensors, software and signatures to detect and detain malicious code. When a cyber event occurs, the system will grade it based on magnitude, scope, apparent intended target. Once it has identifed the mangitude, scope and apparent intended target it will be able to isolate whether or not it is an attack by a group, a program, or even a sovereign entity. If it is a program, it will attempt to sniff the packets and look at the code of the virus. If it is a human it will to look at the packet flow to see what commands, instructions, and protocols are being used in the breach, this however is just the role of the Strategic Cyber Defence Division. The Strategic Cyber Offence Division's objective is to take the online battle to the enemy in the aftermath of a cyber attack. Moreover in a time of war, the Offence Division will activity attack military command and control networks of the OPFOR to cause disruption in their lines. The Strategic Cyber Tracking Division's objective is to work with both the Offensive and Defensive Divisions to trace attacks to their point of origin. In times of war, ontop of the tracing duties, this division will activily seek out and track radio signals and other transmissions from the OPFOR to track enemy positions and use the data to raidly deploy Republican Forces to the area. All equipment used in NetOps has been manufactured within the USRS to avoid hardware loopholes that can be exploited by foreign nations. [b]Strategic Rocket Command[/b] BAE systems are working with Siberian Heavy Industries to install an intricate network of Counter-RAM facilities and a multi layered Air Defence Network. Furthermore, alongside this major undertaking, the Strategic Rocket Command will co-operate heavily with SatOps in the development of a multi layered missile shield. In charge of the Missile Shield will be the Strategic Rocket Defence Division, a division which will operate theatre and strategic missile defences to protect Republican or Allied forces against conventional or ballistic missile attack. The Strategic Rocket Observation Division is tasked with working closely with the SatOps Satellite Missile Observation Division to detect hostile missile launches against USRS territory, allies or other interests. Broken down into three distinct divisions, each has a specific task aimed to further increase efficiency and response times. The Satellite Missile Observation Division was formed to moniter forty Missile Launch Detection and Transmission Satellites. This paticular division works in close collaboration with Strategic Rocket Command. The Satellite Reconnaissance Division was created to moniter ninety spy satellites which in turn watch for possible threads to USRS Sovereignty and Interests. Furthermore the Reconnaissance Division also moniters forty Synthetic Aperture Radar Satellites which have been modified to also provide high-range-resolution ground moving target indication (GMTI), as well as SAR imaging and high-resolution digital mapping. The Satellite Communications and Navigation was created as an afterthought for the military. Tasked with maintaining twenty eight NavCom satellites, this divisons aim to to ensure the continuation of communications throughout the military. Eight Cossack Class Corvettes entered active duty today when the were deployed to the Sea of Okhotsk and the Pacific to begin patrolling USRS territorial waters and EEZ. The Department of Defence confirmed earlier today that the new Corvettes would only be tasked with coastal defence duties and anti submarine activities along with elements of the Peoples Republican Airforce naval wing. With four ships tasked with the Sea of Okhotsk and four ships assigned to the Pacific coastline of Kamchatka Oblast many are asking if the warships will be enough to cover such a large coast, but in a bid to re-assure the concerned, the Peoples Republican Navy have confirmed that a great number of smaller, coastal craft will be built and launched to cover the gaps. [b]Science[/b] The nations first National Research Labratory has opened in Petropavlovsk-Kamchatsky today and has already announced it will begin producing and distributing vaccines to chemical and biological agents across the nation to NRL Centers that are due to open later in the year. This comes at the forefront of a Government initiative to ensure everything can be done to minimise damage done after a Chemical or Biological weapons attack. The disaster relief agency will be formed to rapidly combat natural and man made disasters in the Republic aswell as assist other nations around the world who undergo a catastrophe. The DRA head, Gregovich Akilina, has said the funds will be used to build up stockpiles of medicine, food, clean water and an air fleet to rapidly deploy to stricken areas, furthermore it's estimated that the DRA will employ anything up to 50,000 staff. Incorporating the historic flag of the Sakha Republic and the historic flag of Kamkatcha Oblast, the new flag of The United Socialist Republic of Siberia is to depict the unity of the people and and their history. Comprised of three Siberia Class aircraft carriers, three Independance Class Amphibious Assault Ships, three Revenance Class Battleships, three Republican Class Guided Missile Battlecruisers, three Revolution Class Destroyers and three Vaule Class Frigates and an undetermined number of submarines, the First Peoples Armada is has become the most potent defence of the Republic. They will be undertaking a large scale live fire exercise and shakedown in the Pacific between the Kurill Trench and the Emperor Seamount Chain. In other maritime related news, the first of the Coastguards cutters will be launched next week. Dubbed the National Security Cutter, these large ships have been designed for deepwater or "Blue Water" operations ranging from anti piracy to search and rescue. Several smaller classes for coastal and riverine duties are also being built in ports all over the Nation aswell as dozens of naval support craft ranging from Mine Countermeasure vessels to stealth missile patrol craft. However, members of the senate are worried this might strain the budget too far and are petitioning to have the final number reduced to an extra five launch points. Over recent weeks, the three operational launch points have been pushed to their operational capacity by the constant launching of Satellites, both military and civilian allowing the usage of digital communications, GPS and worldwide television to be watched in the USRS. [b]Infrastructure[/b] The road/rail network currently under construction has come to a grinding halt after workers went on strike after allegations of abuse and poor living conditions came to light following the death of four workers last week after they froze to death after a paticularly cold night. Workers are calling on the Government to nationalise the companies involved in the project and force them to comply with health and safety regulations. However a spokes person for the conglomerate has been quoted saying that such action would devestate the project and set it back a number of years. The military network that was the inspiration for the civilian version, has been completed in the east district and now the 50,000 man force of dedicated, specialist engineers are moving onto the central, and by far largest district of the project. The Peoples Republican Army Engineer Corps is a specialist, non-combatant formation in the military with the sole purpose of construction and development of military projects. However, the PRAEC aswell as the Peoples Republican Army Medical Corps, another non-combatant formation, can both be deployed by the Disaster Relief Agency, aswell as their assorted vehicles, as part of the rapid response doctrine put in place by the DRA. The NSC's will undertake the role of patrolling the Sea of Okhotsk coastline of the Kamchatka Oblast region. The strikes, believed to have been induced by cuts to employers in favour of advanced construction machinery. The machinery replaced up to 1,700 jobs in the Kamchatka Oblast region. With Petropavlovsk-Kamchatsky being the fastest growing urban center in the entire Republic, the Senate is considering making Petropavlovsk-Kamchatsky the Nations Capital and new Seat of Government. In related news, A squadron of six Shield Class Patrol Boats has been launched into the Sea of Okhotsk to support operations with the Corvette Squadron presently patroling the region. The Shield Class was designed for shallow water operations in coastal areas and is perfect for the location. Questions were raised however about wintertime when the Sea is largly covered with ice floes and becomes very dangerous to all but specially built ships. Military officials have confirmed that any Shield Class deployments to the Sea of Okhotsk will only be in Summertime. Zoot Zoot Posted August 1, 2011 Author Report Share Posted August 1, 2011 OOC In response to these rolls http://forums.cybernations.net/index.php?showtopic=97237&view=findpost&p=2769220 ICly [b]Classified[/b] Operators from the Siberian Air Service or "SAS" for short With them they carried standard combat gear but specially put together by the wing armourer for stealth and quiet operations, aswell as an 81mm Mortar tube and twelve HE Mortar rounds spread across the four man team. They flew over the border in a heavily modified "stealth" Blackhawk Helicopter. Whilst not perfected, it was vastly superior to anything the Government of Magadan Oblast had and they certainly had no way to detect it easily. Flying very low below RADAR in the night sky, the helicopter landed some two miles behind the USRS/Magadan border and the four man team jumped out and moved a safe distance from the chopper which was now powering down its engines so avoid alerting any locals, though Satellites when conducting their sweep of the Nation found nothing in this area. The four man team set up the Mortar and altered it finely to the precise requirements needed to hit their target. Loading it with HE rounds, the team fired twelve HE Mortar rounds over the border into the USRS at a large village near the border. As soon as the last Mortar was fired, the team packed up and boarded the chopper which took them back to the USRS, once again staying below RADAR, flying a flightpath which took them away from all settlements and back safely into the USRS for a debrief. _______ Seconds after the first Mortar launched it crashed through the roof of the local school, exploding violently, sending debris everywhere and destroying the library. In raid order, the following five slammed into the school destroying it completly. Almost immediately, the next six shells crashed into the village's 24 hour library which at the time was filled by the local book club. The explosions rocked the building before causing it to collapse, killing all inside. Within minutes, Police forces were on the scene aswell as several military vehicles filled with Officers from the local garrison and a number of squaddies laden with stretchers and medical supplies only to be devestated by the fact they were not needed. One sorry soldier had to unload the bodybags from the back of his five tonner. Not long after, the small population of the village had been evacuated and moved to the Army Barracks whilst the soldiers were all deployed to the town to close it off. Military Police were on the scene not long after the first soldiers arrived aswell as Siberian Inteligence. Counter Battery RADARs along the entire border were placed on even higher alert as a report came through of the explosions origin. Magadan Oblast. The CBR which detected the Mortar rounds had not detected the helicopter as it re-entered USRS airspace, it did however see and collect data of twelve radar signitatures, befitting those of Mortar rounds before losing contact after a few seconds, directly over the co-ordinates of the school and the library. ______________________ [i]9am News, the following day[/i] [center][IMG]http://i211.photobucket.com/albums/bb144/zoot_zoot/USRSnews.png[/IMG][/center] It is a terrible day for the Nation as it comes to light that at 11:30pm last night, twelve large explosions were heard in the vicinty of the school and library in the border town of Little Minsk, roughly one mile from the border with Magadan Oblast. It has come to light that Mortar rounds have been fired from inside Magadan Oblast at the School and the Library with what is thought to be 81mm HE rounds. Counter Battery RADAR operating on the border detected and tracked the projectiles from their launch until contact was lost over the coordinates of the school and Library. Many feel that this attack against educational establishments within our Nation by the Magadan Oblast Regime to be an act of retaliation after it came to light that the regime was restricting the right of education to its people and our own Government Officials picked up on this and delivered an ultimatium demanding full education be be mandatory for the people or face sanctions. The Government has yet to release an official statement on the matter but military units in the area are on a significantly higher level of security. Media outlets have not yet been let back into the village to document the damage done but military spokesman Lt.General Alexandrei has said that "Until we are sure that the area is clear and there are no unexploded ordenance, we cannot allow the media, or the locals back into the village". However we are willing to take full responsibility for this attack and we are willing to pay for any retributions that are required to fix damages on the school and to the families of those killed. A full investigation will be held within the nation and if the USRS wishes we are willing to invite there own investigation teams has well. However has we've said before the nation of Magadan Oblast has no restrictions against education. The people of Oblast are required a minimum of 12 years proper education and has we've said before we are willing to invite an investigation from the USRS and any others who believe otherwise. We have no reason to engage in any acts of aggression against the USRS and we have played no role in this heinous attack on the school. If any further attacks are initiated by Magadan Oblast, this Strike Force will remove the hostile regime from power. An investigation is not required as there is hard data to proove your militaries involvement, that or you allow groups people to wander your streets with 81mm Mortar kits and high explosive ammunition. Compensation is also not required, the familes of the glorious dead reject your offer because they refuse to have any dealings with the killers of their family. Classified Alert has been raised to status 2 military bases and units are on high alert, the reserves have been activated. A unit of 50,000 soldiers have been deployed along the coastline along with air support armor and artillery positions set up. Meanwhile defensive lines were being drawn in the mountains a short distance from the usrs Magadan border. 100,000 soldiers have been deployed to this defensive line. Ambush positions and artillery positions would be set up around the defensive line. If war is to come the government is going to make the nation has ready has possible. Meanwhile in the Sea of Okhotsk, the four Corvettes and six Shield Class patrol boats were placed on a war footing, but still remaining spread out for maximum coverage. SatOps was monitering the situation and tracking all mobilisations aswell as pin pointing large formations of troops, the new static defences under construction aswell as mobile anti air and mobile RADAR positions. The Magadan Oblast Military had the defensive advantage of mountains for most of their border which meant any co-ordinated defence by a minute number of men had the potential to smash any advance to pieces should a land invasion be considered. SatOps once again scoured Magadan Oblast for all facilities of military significance. SatOps also began double and triple checking civilian targets of strategic interest such as bridges, city sub stations, airfields/airports and factories capable of producing arms and ammunition. Furthermore, SatOps began sending target data to the bomber squadrons and the Peoples Carrier Battlegroup Pacific for precision missile strikes. The Shock Armies moved far east of the main enemy troop buildups and fortifications on the border to rallying spots away from the mountains, terrain which could give them their advantage. The Shock Armies were created to smash the defence apart of an enemy and allow a rapid advance into enemy territory, thus breaking the line and allowing the larger, slightly slower units to mop up. In support of the shock armies, a force of only 37,000 men, the Republican Guard was brought forward at a rally point roughly 40 miles north of the Shock Formations. Two squadrons of MiG-56 Cossack High Performance Air Superiority Fighters, one squadron of PAK-FA Stealth Fighters, one squadrons of MiG-55E electronic attack jets and three squadrons of SU-38 Dedicated Ultra High Performance Strike Fighters were made airborne with orders to moniter the border airspace. Apart from troop movements and intel gathering from the satellites, no shots were fired and no territory was breached. Simply preperations.
