It had been several months since evacuations had begun from what was one Omni Island. Now simply referred to as ruins of Naboo. Millions of people still inhabited it however as evacuating 36 million souls from the bottom of the pacific ocean was a long and slow process, even with the assistance of some of the most powerful nations in the world. It would take a year at least to ferry the 31 million destined to come ashore. Some where selected, 5 million in total, to stay behind. The ruins needed inspection, repairs and maintenance.

More pressing tasks were at hand however than those repairs - millions of people were arriving and housing them would be quite troublesome. With no economy to speak of, Lumière was relying on foreign aid, and credit to get by with. No repayments had been asked for yet, but he didn't want to waste any good will and was searching for some funds. He was considering licensing some old Naboo designs out for others to manufacture. However this too was a minor problem compared to the headache that was finding housing for the millions of citizens, who were more refugees in their own country than anything else.

The new capital was under construction, and several secondary and tertiary cities as well, but until they are completed, people would have to continue living in the prefabricated shelters. Prefabs were in short supply and keeping ahead of new arrivals was at times impossible forcing families to share their already overcrowded 'homes'.

Still even with such large problems ever present, morale was high throughout the nation. For all but the elder generations had walked on the surface of the earth and bathed in natural sunlight until recently. The feudal lords fighting over food that had been until a little over a year ago, the norm were abolished. It was a hapy time.


Planning a new nation took up most of the time Arséne had, and when he was not planning a nation he was writing a constitution and organising a government. It was tiring work but what plans they were!

A grand mass transit system would form the backbone of the nation. Fibre optic internet lines would be installed throughout the entire nation, alongside high speed mobile data. A new national university, attached to a world class national research laboratory would compliment the education and academic systems and ensure a strong future for the nation.

Most importantly, a heavy investment into agricultural programs will remove most of their dependency of foreign aid. Currently he was investigating this very issue, there had been many advances in agriculture and a decision would have to be made on which technologies to back.

In the future, as the economy begins to develop, a strong social security system would be implemented to both alleviate suffering and to act as a stimulus. That was just the beginning. Once an economy capable of supporting a modern military is established, vast modernisation of the current forces will have to occur and a heavy investment into military infrastructure to be capable of warding off any attackers.

For now Lumière was secure and nestled between two very friendly and helpful nations, however this may not always be the case.

For now however, things were looking good.

Another several months had passed and things were starting to come together. In with Grand Temple sufficiently completed the day of coronation was upon Arséne. In order to get a proper government established quickly, the nation had decided for a simple Absolute Monarchy that would later be transitioned to a constitutional monarchy. That issue had been devisive but none more so than choosing a flag. Some had wanted to reuse the old black and bronze but it was ruled out as it as this was to be a new nation.

The debate for the flag had lasted a month until a submission managed to capture the spirit of the nation. It was this flag, with a few minor changes that would be unveiled today with the coronation.

Dressed impeccably for the event in the new imperial livery, Arséne was resting in a waiting room off from the main chamber. He admitted it did look stylish and present an aura of power, but he couldn't shake the feeling that it was a little retro. The chain mail and plate armour in particular. At least he would be prepared for any longsword wielding maniacs he thought to himself with a chuckle.

Speaking of which, a man just entered the room, followed by a gruff and sturdy fellow that looked as if he had little place in such a formal event. In fact it was the sword-smith who had been tasked with crafting a new imperial blade, to be used in the coronation service. Together they presented a fine, polished wooden case and opened it for inspection.

Elegantly resting on the dark blue velvet lining was a fine sabre. It gleamed even in the dim light of the room, the fuller, or blood groove as it is sometimes more gruesomely known as tracing down the slightly curved blade to the small basket hilt and hand guard. Carefully Arséne picked it up and examined the weapon. The single sided blade appeared impossibly sharp. Frighteningly so, considering it would be part of the ceremony and rest on his shoulders. Despite the assistant's protests, it was a simple and elegant blade, with no encrusted jewels or inlaid precious metals. It was beautiful in its simplicity. Hefting and thrusting it slowly through the air several times he gained an appreciation for its marvellous balance. A small engraving, just above the hilt on the blade was the only marring. A tribute to the former empire Lumière was to be built upon, "Omniscience - knowledge and understanding are our lights, our future". However the engraving was laser etched and far too small to be read without magnification.

After returning the blade to its case and praising its creator, it was time for the ceremony...

With the ceremony over it was time to give his first address.

"Citizens of the realm, and people of the world, friends and foe, today is the beginning of a new age. In ernest the beginning of a new nation. With the assistance of old friends and strangers alike, we stand proud, free, in our own lands and bathe in the sun once more. We have come a long way and we have yet a long journey ahead of us, however as I stand here, at the centre of our new capitol, I see a bright future for us all.

Our capital, and other cities, all yet to be named rise from the ground with the work of our very own hands. Designed with the wonders of modern technology for efficiency, convenience and lifestyle they will be a vast improvement over the ruins of naboo from which we emerged.

As the celestial bodies shined down upon us when we first emerged, we gazed up in awe. Today, I present our new flag which represents this universal feeling of freedom to the people of Lumière.

Now, with the capital coming online, I would like to invite all nations of the world to establish embassies within the realm. Rouyame de la lumière is now officially open for diplomacy. We will also be dispatching ambassadors of our own to all nations of the world willing to accept them.

We believe in a world of peace and prosperity through technology. Omnisciens through knowledge and understanding is our light.

Plans and blueprints for Ceylon's vertical farms for superior food production would be sent, adjusted to Lumière's current technological standards.

We are very pleased to receive Ceylons representitive and even more honoured with your gift. If I may be so bold however, I have a counter proposal you may find interesting. We would like to contract from your nation to build us the most advanced agricultural system that you can, no skimping down to our level. I realise that at the present time we are unable to pay for this so I propose that 20% of all profits each quarter be used as payment until 150% of the construction cost is achieved. If you are unwilling to share such technology however, we would still like to contract the task out so that we may focus on other areas of development. If this is the case I would propose the reduced repayment rate of 10% per quarter for 150% of cost.

In all honesty, for Arséne the past few years had seemed like only a day. So much had occurred since his coronation - his work was finally paying off. There had been a population boom with most of the nation now on land, the sudden abundance of resources and space led to many new marriages and families.

The Capitol, Nouveau Naboo, was finally complete and home to 18 million people. Located on the banks of the Revan River, it sprawled over 60km to the Revan Bay and Port Revan. The skyscraper laden economic and residential heart of the nation sat between the port and quay downstream and the governing district upstream, with some mountains to the north. A sprawling heavy and light industrial complex spread outwards around the city upto the the mountain ranges north and south that follow the river.

It was home to the new Government and all of its subsidiary organisations as well as being a highly diverse metropolitan city.

All three secondary cities, were also complete. Lux Aeterna, the city of learning and home of the National University, 'Université nationale de Naboo', and national research institute, 'La Société Scientifique Royale' and its laboratories. It was also the city many technology orientated companies established their operations due to the abundance of talent, including La Société Nationale d'Industrie Aérospatiale (space program). home to 15 million souls.

Arsénia, is a much smaller city than the others, boasting only 8 million people, but it is home of the entertainment industry and of the rich and famous.


Toulon-sur-mer, the third largest city within the nation, boasting 10 million people is an industrial powerhouse. Situated on the coast it has massive shipyards and many sprawling heavy industrial complexes. For convenience sake, La Société Nationale d'Industrie Aérospatiale had also established a large presence here. It was also home to a large fishing industry.


Several tertiary cities had been completed but many were still undergoing construction. The only three to be completed thus far were named 'Jia', 'Mogoopolis' and 'Leclerc' after those who had assisted the nation in need the most. It was as much a diplomatic move as it was a show of appreciation.

Jia was home to a developing industrial military complex and it was rumoured that the national university and space agency had established a top secret joint research project in the area for returning the Naboo people to a nuclear power. With all the knowledge of Naboo still available, it was not expected to take long. However it was also rumoured that this base would be used to develop advanced new weapons and technologies for the nation.

A national military command centre was also located within the city.

Leclerc would be the home of the nation's future space port. It had a developing heavy industry and academic presence.

Mogopolis was home to the first completed set of Ceylon's vertical farms. It produces 30% of the nation's food and for some reason produced especially high quality herbs and spices.

A fourth city due to be opened in two weeks would be named Lavo, and would be located in the agricultural heartland, near Mogopolis and several other cities. It would be home to 5 million people and would be home to many orchids and farms planted in the rich, volcanic soil. All fruits, nuts and food products that could be grown in vertical farms would grow here. Between the meats, fruits and other products it would produce up to 40% of the nation's required foods with the remainder made up.


Making all of this possible so quickly was the early heavy investment into a national mass transit system. Heavy rail had been laid down across the nation and joined all of the cities and city projects enabling resources to be where it needed when it was needed. A large, nationwide maglev passenger rail was also under construction but due to its considerable expense it had only connected the capitol and secondary cities. Finally to complment the road system the UFE had been building within the nation, a national highway was under construction that would link all of the major cities and the many small pre-existing towns as well as the border crossings with UFE and Ceylon. The new cities each had a large, international airport and military airbase built into them as designed. Fibre optic internet had also been deployed massively throughout the nation direct to each home. For the time being this was limited to new cities built since arriving but eventually it would be rolled out to even pre-existing rural villages. A secondary private national intranet with inbuilt hardware encryption was laid alongside the internet cabling but physically separate which was primarily used for national VOIP telephony, secure commercial communications and special government websites for the nation only. When browsing the internet at home use was seemless between the two. Highspeed wireless internet technologies were deployed heavily as well within the new mobile network. Thousands of towers were erected providing at least some coverage nationwide.

Whilst all these wonders of modern life were being built into the new cities, there remained quite a few smaller cities, towns and villages with populations of 500,000 to 10,000 or even less which were not built with these capabilities. However to improve assimilation and general living conditions, a concerted effort was made to improve these cities as well.

In smaller remote areas sewers were built in places without them, airstrips (often dirt) and medical centres helped a lot. Although fibreoptic would have to wait, wireless mobile data and telephony provided internet and communication of varying quality to even the most remote locations. Committes of local representitives were creted from each town and provided with a budget to oversee local improvement initiatives for the greatest local benefit. Strict anti-corruption measures were in place however.


The nation had a long way to go but it was rapidly become a very nice place to live.

With the world heating up, it was no time to be without a military. The past few years had seen much improvement in what was once an assortment of militias combined to one force. Now a well oiled, disciplined machine. However they were sorely lacking in equipment. It was time to fix this.

First of all a strong navy was needed to defend both the ruins and the new homeland. It was decided that a navy of 8 corvettes, 8 littoral combat ships, 7 battleships, 7 cruisers, 6 frigates, 6 destroyers, 6 submarines and 6 aircraft carriers would be needed to meet defence requirements. Although the nation now had the capacity to build these natively, the heavy industry would be better put to use to continuing improve the nation's infrastructure. For this reason it was decided to put the fleet to foreign tender.

The next major hardware investment would be into aircraft. After a review of current airframes in use, it was decided that no foreign air supremacy fighter was a significant improvement over the USC/Naboo joint project created decades ago. Performance was comparable, and it was a tried and true platform. All it required was an modern avionics suite.

Using archival plans and variant updates and data received from the UFE, it was decided that the aircraft would be constructed within the nation as part of the stimulus into aerospace technologies. UFE would be contracted to provide modern avionics systems for the aircraft.

Air supremacy was a great thing to have but once achieved, having dedicated platforms to take advantage of it was very useful. close air support wins battles, wins wars. A big would be placed for the UFE's cerberus combat drones due to their impressive abilities whilst keeping Lumière pilots from harm. Due to their price only a small number would be ordered.


Strategic bombing was not likely to be a large area for concern for the nation however a small order for B-9 IIs would be placed to meet any potential needs.

In total 100 squadrons (1200 aircraft) of Vectors would be constructed, with avionics supplied by the UFE. 20 squadrons of drones would be ordered to fulfil any CAS needs (totalling 240) and 5 squadrons (60) of strategic bombers in the unlikely event that they were needed.
In total the airforce would be comrpised of 1260 aircraft and 240 drones, with air supremacy as its primary capability, some ground support and minor bombing abilities. This ability set was chosen due to the airforce's primarily defence orientated mission.

The order was sent and it was hoped it would not send the nation bunkrupt.

Six prototype F-65 demonstrators would be sent to Burma for evaluation. The units were equipped with photonic based avionics for fly by light capability, increased jamming resistance, and increase computing power. Embedded in the skins of the F-65 was an extremely complex and powerful array of sensors increasing detection range and the ability to track multiple targets. Further capability to fire fire and forget image recognition terminal guidance missiles were enabled.

With the navy and the airforce under way, it was time to look at the army.
Picking up the phone he said "Call the Leclercs" the speech to text software immediately recognised the order and called a local pizza joint. This may seem like a mistake but it was so advanced it read the tiny inflections within his speech that declared his strong desire for pizza. One large pepperoni later, he tried again. This time an international call was placed to a neighbouring nation.

And with that his daily call to Charlotte was complete, and the army of naboo would now receive hand knitted socks and gloves from his holidaying mother. The phone had thoughtfully remembered it was time for his daily call.

Finally it was time to call his ally, and this time he actually got through.

Laura answers the phone. "Sostra Holdings, CEO Laura Leclerc, who am I speaking to?"

Moreau - "Good evening Laura, this is Arséne Moreau."

Leclerc - "Ahh, Arséne, good evening. It's good to hear of you, my friend. What can I help you with?"

Moreau - "I have a small problem I would like your help with. I am equipping my army and would like to place an order?"

Leclerc - "Certainly, certainly. I can arrange everything, just tell me what you need."

Moreau - "Everything."

Leclerc - "Ex-...cuse me? Could you repeat that?"

Moreau - "I will take it all."

Leclerc - "Everything in our arsenal? All those tanks, infantry weapons? The ships and planes, too?"

Moreau - "With the world suddenly heating up I don't dare risk having no military to speak of any longer. I would like for you to outfit our entire army."

Leclerc - "That's...a quite massive order. For the army, so your ground forces, you say..? Oh dear lord."

Moreau - "I have seen your equipment and it is most impressive. I consider it an investment. Whilst it is indeed a massive order, I believe you to be the only nation capable of meeting such an order on such short notice."

Leclerc - "I...Well. I'm certain we can do that. It'll just take time. Quite a bit, in fact, though I'm not sure as to how much of everything you need exactly. We'll require detailed orders, of course."

Moreau - "Your industries are... formidable."

Leclerc - "I do agree. As said, it's possible. You'll just have to send us how much of what you need, and we'll deliver it as soon as we can."

Moreau - "Of course, I shall transmit my dossier imminently, it shall contain all of the details you will need. And then some."

Leclerc - "Excellent. Once I have it, I'll get things moving so you can begin equipping your forces within the next month or two."

Moreau - "That is excellent news, and much faster than I expected."

Leclerc - "Well, the full order is likely to take a year or two. But the first deliveries will happen within a month, yes."

Moreau - "Oh and one more thing...My mother, Charlotte would love to visit your moon colonies. I would be honoured if it could be arranged that you do me this favour. She has dreamed of going to the moon for all her life, often joking of starting a colony of her own."

Leclerc - "Your mother would...Ah, it's possible, once more. We do have regular ferrying services, but she'll have to expect a transfer time of two days at best, a week at worst, in either direction. So she should take at least three weeks holiday, unless she's retired already?"

Moreau - "She is a theoretical physicist, it would hardly be a holiday even if I forced her. But that is the kind of holiday she enjoys best."

Leclerc - "I can understand that. Anyways, I'll arrange for her visit to the moon, as well. Is there anything else?"

Moreau - "No, that will be all. Please send along a payment plan with the first batch. I´m sure I will need it."

Leclerc - "I will, I will. I can probably arrange something so you'll save 10% or so of the total cost. But now I need something to drink. If you'll excuse me." [Click- beep, beep, beep][/quote]

After taking a large swig from a bottle of whiskey Laura had hidden in her desk, she notified the CEOs of all other notable corporations.

And, once the dossier had arrived, she would task a few number-crunchers with giving every corporation the ideal amount of items to produce.
The order would be done perfectly, and the first weapon-delivery would be done within a month.
To help maintain Lumière's new equipment, Sostra also offered to construct a few factories that would specialise in maintenance of the Ceylon-bought equipment until the nation was capable of doing so on its own.

The new F-1 Vectors were a monumental success. The melding of advanced modern avionics with the strong and versatile airframe had effectively made the air supremacy fighter capable of engaging any modern aircraft and dominating all but the most modern aircraft. Unfortunately the next generation of aircraft were becoming increasingly more common. They could still target and destroy such aircraft but would no doubt fare poorly if a dogfight should ensue.

The new navy constructed by the UFE was performing at specifications and would meet all of the realms needs. It had been performing training excercises in the Andaman Sea and the Gulf of Thailand.

The army was the most impressive however. Ceylon's equipment was not only superb but integrated into the nation's systems flawlessly. Most effectively of all they had managed to integrate their new doctrines with CAS support provided by the UFE's combat drones making them a terrifying display of modern mixed arms combat.
