To me, the most glaring issue is airplanes. The tech requirement for airplanes seems to be disproportionately low.
I know Seerow would like to see Airplanes receive a 10x modifier across the board (so Yak-9's would require 100 tech, not 10 tech) and I think thats a BIT extreme... but why not maybe a 5x multiplier.
That would make your top level aircraft need 500 tech to purchase (having an incentive to go over 300 tech) and would provide a wider range of planes that could be used in combat. Currently everyone either just uses level 9's, or level 1's... since the range is bunched up so tight someone can get 2 aid packs of 50 tech no problem and now they immediately have the ability to buy top level planes (from a starting point of 0).
The other reason for this is, with the change to the NS of tech, now nations that are sub 1K will be easily flying around in level 9 planes... that just seems so wrong.
So yeah, just a small tweak, should be easy to do, prevents the lower ranks from completely abusing tech deals to work over more unfortunate nations in their range who don't have the tech.
This is a gameplay issue to fix low str nations from hording lvl 9 fighters/bombers and picking on the newer players, and provides incentive for nations to go above 300 tech. Obviously you grandfather in current military units and things would right themselves pretty quick.
