Zeon's Call

*The Emperor of Side 2 steps up to the podium, before him stand the workers of the colony: humble men and women leading humble lives, all being governed by a distant force living thousands of miles away.*

He looks up and to his left, watching the huge mirror outside the colony slowly swinging past the reinforced layers of glass, which allow the residents of the colony to see out into the great unknown and makes them realise how alone they are on this settlement, a whole galaxy away from where the Earth their ancestors grew up on.

He thinks to himself "why is it that the Earth government believe that they have any right to rule our actions? They haven't even visited us to see how our community has grown, and only the oldest here have even seen Earth at all. It isn't right that we must simply toil to produce resources for these arrogant aristocrats. In fact if anything, we should be seen as the superior creations in this universe, as our continued exposure to life in space allows us to use parts of our brain Earthnoids couldn't even dream of!"

This anger has burned in him for years now, so he takes one deep breath and remembers to speak from his own heart, as he knows that he must be the voice for those who cannot speak and the arms for those who cannot fight:

The universe is a new environment, which will compel mankind to change. If the first stage in mankind’s evolution was his evolution from an ape to a human, and the second stage was was his breakthrough from feudalism to the rational science of the Renaissance, then the third will be his transformation into a new type of human, a man with profound sensitivity and insight and a far greater awareness of the vastness of time and space.
The transition to Newtypes will be a natural one. The act of walking increased man’s range of movement and helped the concept of tribe and nation-state to develop. Powered vehicles expanded man’s awareness to a global level. And now civilization is advancing into outer space. By living and working in space, man’s consciousness will transcend the boundaries of Earth and become truly universal. The vastness of space will be “home”. And as man’s consciousness expands, he will begin to tap the unutilized portions of his cerebrum- the over half of his brain cells unused since time immemorial, the enormous untapped mental reserves given by God precisely for the new environment of space- that will act as the trigger.
O people of space! Now is the time to awaken! To realize your latent potential! We are at the dawn of a transformation of mankind. A true enlightenment of the human race. And we may finally be poised, ready to transcend what has always been thought the impossible- infinite space, and time itself. This is no idle dream. To live in a new universe, man must transcend the psychological limitations of his old environment!
It is the height of arrogance for those who remain on Earth to look up at the heavens and believe they can continue to rule over all its inhabitants. It is true that we- the space colonists- were largely shipped from Earth against our will as a population-control measure. But now we are developing a new identity and awareness. We are a new people. We live, eat, and sleep among the stars. We live in infinite space, and we will have access to infinite energy until the sun burns out fifty billion years from now. Our consciousness will expand, and infinite space will be our true home. God has given us the stars to live among.
We are the people of the universe. We have struggled to survive in a harsh environment, and new generations of colonists testify to our success. Now, when we gaze back at Earth, we see a sacred blue and green orb- the cradle of civilization and a sacred home that we must eternally preserve and protect. Our new consciousness as a people of the universe tells us that Earth was not created to be abused and polluted by a few members of an elite, privileged class. Men and women who have never been into outer space still believe Earth belongs to them and still continue rape and plunder it, but their time has passed. Earth must be preserved as the sacred homeland of all mankind. It does not belong solely to an Earthbound elite! By continuing to dream of controlling all of mankind, they forever deny mankind its true destiny.
Autonomy for the Sides, sovereignty for the colonists, does not simply mean a revolt against sovereignty on Earth. It means that every human should move into space, that the government of the Earth and the area around it should be placed in the hands of an alliance of all Sides, and that the Earth itself should be preserved and protected as the sacred birthplace of all mankind. It is easy to expand the numbers of colonies required to accomplish this.
In ancient times the Christians fought bloody battles for control over the birthplace of their religion, but there is no need for humanity to repeat this mistake over Earth.

The time of boundaries between nations is over, the time for all human beings to coexist in space is now! Let us unite and persuade the human race that Earth is not worth wasting, and that the reaches of space are infinite. Together we will unite under one banner, which shall act as a symbol of our sovereignty, and of the will of Zeon.

I hereby announce the creation and sovereignty of the Principality of Zeon, its charter and banner:

Section 1 Colony Rights
From here on out all members of the Principality of Zeon will be referred to as colonies in the charter.
The basic rights of a Colony include:
The right to protection from unprovoked foreign aggression (if the action is provoked, the ruling government with at least the inclusion of either the Regent or Emperor will decide upon how said situation shall be handled).
What Zeon values most from it’s people is their right to express their opinions internally of the alliance or externally on their views of other Earthnoid or space inhabiting alliances. If the government deems a member to be misusing their freedom of speech, and thereby compromising the safety or stability of the Principality, their actions will be assessed with punishments ranging from a temporary removal of posting rights to a single sentencing of ZI.
All colonies have the right to be kept free of Federal forces and their shortsighted views on how the galaxy should be run. Locations that are exempt from this rule are Luna (I),Anaheim Electronics company and La Vie En Rose.
We recognize the utmost importance of granting colonies the right to battle test new suits or equipment (without the use of nuclear weapons of course, as the Antarctic Treaty dictates) and therefore all Colonies have the right to declare war on unaffiliated nations but must desist in their offensive as soon as the defending nation joins an alliance or makes a plea which is seen as reasonable by the government. Of course the unaffiliated nation will also no longer be attacked if they decide to join the Principality.

Section 2 Demotions and Annulment
The Principality of Zeon believes in a system of meritocracy within its confines and therefore also recognizes the importance of demotion for member colonies or government staff who do not adhere to accepted standards of conduct. Some of these are listed below:
Any colony found to be directly or indirectly disobeying governmental orders or goes against rules set in this charter and other guidelines outside of it will have actions taken against them.
Any colony that leaves the Principality shall have all its former rights annulled.
Any colony that spies upon any member colonies with its own colony or in the forum without the express permission of both the Emperor and Regent will have its rights annulled and will be tried thereafter.
Any colony of a rank lower than minister may be demoted by a majority vote amongst the government and heads of state.
Any Minister may be demoted by a majority vote but only if the heads of state also agree in favour of the demotion.
Ministers and colonies may also be directly demoted by the Emperor without a vote being needed for what are deemed grievous crimes against the alliance. Most often these actions will be followed by the Minister receiving an opportunity to plead his cause and why further punitive action should not be taken against him or her.

Section 3 Government
The Emperor is the head of State and is the voice of the alliance, with the ability to overrule majority Ministry votes within reason. The Emperor will always take the actions that he believes are optimal for the progression of the alliance, both internally and with respect to the allies of the Principality of Zeon.
The Regent is the Deputy Head of State and also overlooks the proceedings of the alliance with the same view and mindset of the Emperor. His power is absolute save for that of the Head of State and will act as such in the case of an absence of the Emperor, be it anticipated or unexpected.
Ministers are the ruling government of the Principality and therefore govern the overall actions of Military, Fiscal and Foreign affairs with the ambitions necessary to allow the glory of Zeon to prosper for years to come. They will act both as important leaders of the alliance but also as mentors and it is their duty to make sure that all colonies needs (if reasonable) are catered for.

Section 4 War
The alliance is only deemed officially in a state of war with another alliance if an announcement is made by the Emperor. There will also be an announcement made by the Emperor or the Regent on the open forums.
Despite of some articles outlining the banning of the use of nuclear weapons outright in the Antarctic Treaty, the Principality of Zeon recognizes that the world pays little heed to these words any longer and that if the human race are ever expected to advance out of reach of the Earth’s gravity and it’s binding effects on the capability of the human brain, nuclear weapons must be used and may be used as a first strike against alliances the Principality finds itself in a state of war with.
As stated before, colonies may also declare war on unaffiliated nations at their leisure, but may also request to make attacks on alliances of less than ten (10) members but must first receive permission from the Minister of War and a Head or Deputy Head of State or simply from the Heads of State.
Any Colony that deserts the alliance in a time of war either by leaving the Alliance or surrendering to Enemy forces prematurely to the resolution of a conflict without the express permission of a Head of State will be subject to a trial that decides their fate.

Section 5 Colony Protection and Advancment
Any colony that feels that it has been unjustly demoted or expelled by the ministry from the alliance has the right to ask for a trial by the Head of State. During this trial they have the right to argue their case and prove their innocence to the Head of State. If found innocent the ministries decision will be reversed and the subject will be closed and cannot be used against that Colony again.
Any Colony may advance to the position of a Minister by issuing a challenge to that Minister for it’s Position. The Challenge will then be overseen by the Head of State to ensure that there is no cheating and that both Colonies receive a fair and unbiased opinion.
Requirements to issue a challenge are three month of active membership, literacy and have received no warnings or punishments from the government for a duration of three months.
Military Position’s will be elligble to any Colony that has one month of active membership, literacy, and passes a test for the position.
Military Advancement will be elligble to any Colony member that already maintains a Military Position for a period of one month of active duty, literacy, and can only issue a challenge to move up one position at a time.
Challenge’s for Ministry or Military Positions can have the requirements waived by the Heads of State or majority vote by the Ministry.
Section 6 Military Positions
To run an efficient and well oiled military system, the Principality will have 4 principal ranks (not including ministers) running operations within the military. In order of lowest to highest:
Lance Commanders are in charge of their specific lance (each with a range of colony strengths that we have dictated) who will function by gathering information periodically on how colonies are progressing, how well they are fiscally equipped and will provide information for any member of their lance regarding discrepancies or misunderstandings as to the common proceedings of war.
Battalion Commanders are in charge of four lances. These four lances will be broken down into a section devoted entirely to the battalion. The Battalion Commander will also be in charge of making sure that each Lance Commander is doing their required job, as well as relaying specific information down to each specified lance.
Regimental Commanders will be in charge of two battalions each. They will be in charge of gathering information as well as relaying the required information to each specific battalion. They will also serve as advisors to the Field Marshall.
Field Marshall will be in charge of processing information from the entire military for alliance records as well as serving as acting as advisor to the Minister of War.
Section 7 Amendments
The Charter may be Amended only by the majority vote of the Ministers who then have to receive permission from the Heads of State in order to Amend the charter. However the Heads of State may ammend the charter at any time without permission from the Ministries only in the cases of major alliance changes or if the Ministries are not avaible to have it discussed with.

Bloodfury, Regent of the Principality.

All of our decisions have their reasons. If you do not understand them then it is of no concern to me.

It should actually be of no concern to you because I wasn't speaking to you.

It's okay, most people wouldn't understand that level of treaty anyway. And Play Nice, or we won't get ice cream later.

You were however referring to the fact that we are now protected by Nebula-X, which was my decision alone, and therefore I defended it.

Edit: And I'll leave it at that.

No, I was simply making a light-hearted jab at BloodFury.
