VE, individually, is not even close to hegemon status. We can't even begin to try for it, we're too weak. Even NPO's status as hegemon was never an absolute fact, hence why they ended up losing a war. The most you can say is that our side of the treaty web "won," but that's not an indication of hegemony. WUT beat the old League and ended up destroying its own members and starting another world war in less than 6 months.
