On the USC/AI border, USC/Cochin Border, and USC/ PRSEC defenses would also be constructed, the Cochin borders due to Cochin constructing their own defenses, however, the terrain provided extensive defense alone.

The UFE coastal defense system was now complete:

These mine fields would be attached to the UFE sensor systems, port traffic, and friendly military IFVs.

Artillery, anti ship missiles, NLOS missile launchers, and other equipment were stockpiled in secure facilities which could withstand surprise attack to rapidly deploy at first sign of amphibious fleets. Non-tourist heavy beaches would be fortified permanently.

With Project Davy Jones complete, the UFE would begin the fortification of Cam Ranh Bay as a first line South China Sea Base. Chinese built ASBM missiles would be moved in the coming months to dug in reinforced silos, with an additional 150 ASBM missiles built for this task. The weapons would have a 5000 kilometer range.

Further Greater Pacifica and the Athens Federation would be invited to construct their own facilities at Cam Ranh Bay.

S-500 Units would be place in hidden jungle positions which would provide the base with missile and air defense coverage further but they would be networked for cloud shooting to the base and other in theatre radar systems making enemy detection of them near impossible in a first strike.

A large sea wall would be constructed along with anti submarine and torpedo nets to protect the base from submarine attack.

Remote torpedo launched Surface to Air and Surface to Ship Missiles would also be constructed under sea to provide the base further protection against attack which was not visible to enemy first strike units.

Lastly large radar stations and reinforced vertical missile silos would be constructed around the base.

UFE Military has begun reorganization under combat brigade team model. Additionally Strategic Airlift Capacity is ordered to be doubled within the next year. Private/ Public Partnerships are being encouraged to facilitate this between freight carriers and the UFE Military Commission, establishing a further integrated civilian air reserve, planes which private air freight companies in the UFE purchase are subsidized and equipped with military technology by the government in exchange for those companies turning the planes over in situations of national need.

12 Tu-160S, 4 AI-133, 6 B-9 Bombers, 2 F/B-23 B Squadrons, 2 F/A-68 Squadrons, 4 F/A-47 D Squadrons, 4 AC-130s were Dispatched for exercises in California, along with them would be four guided missile submarines, part of a permanent at sea presence in the Central Pacific dispatched as well. Four Expeditionary Combat Brigade Teams would be dispatched as additional manpower during the exercise.

2 Battleships, a guided missile cruiser, and a pair of LCS were deployed to the california coastline from their moorings at Fort Beihai in Alaska, along with them a fifth ECBT would be deployed aboard a LHD in the group.

Energy Policy Update:

New sites for hydrocarbon development have been opened up in the South China Sea, in addition to the Malay projects. Malay gas and oil would be connected to the Thailand pipeline for transport to the Northern Parts of China as the winter months were on the horizon.

The UFEs domestic synthetic bio fuel factories were now fully operational as well. Per its treaty with the Holy American Empire, it had been developing an infant industry learning from the Brazilian sugar cane bio fuel industry. The UFE now had the first of its own harvests in its warm weather regions and the infrastructure to synthesize the fuel. Algae bio fuels would be the next step in the UFEs energy development.

Arctic Policy Update:

A nuclear ice breaker would be dispatched to Ellesmere Island along with a construction barge to begin construction of new bases there. They would build a new OTH radar system, SOSUS systems, and a new underground science base as part of a large UFE construction project on the Island. Its mission would be to provide weather and radar information for NPC allies, as well as study the arctic ice cap, climate change, and new energy possibilities.

The Chinese SOSUS and Radar Systems at Fort Beihai would be expanded, with smaller listening stations being build across the new NPC Aleutian Island Territories.

With the surrender of the PRSEC, the People's Liberation has mostly achieved its goals and will be downsizing somewhat in terms of standard forces. The new brigade combat team structure will give this new force a greater mobile and mechanized capability, as well as a greater amount of unmanned vehicle and aircraft to provide intel for manuvering. The PLA will be moving to a second generation 100 percent digitized model of ground warfare.

The PLARF acknowledged the structure changes and initiated similar structure reforms within their own ranks except in the air forces which serve a specific role. The Air Forces of the Reserves would only alter its constituency if it too were directly instructed to change that constituency.

A regiment of missile defense interceptors, a mountain combat brigade team, and an anti-ship ballistic missile regiment would be deployed to Ellesmere Island in temporary facilities. A destroyer was dispatched to support this operation

Chinese frigates, destroyers, littoral Combat ships, anti submarine warfare helicopters, ASW patrol planes with the latest in LIDAR and Infrared detection, SOSUS, magnetic anomally detectors, and Satellite based LIDAR were activated as part of a full scale defcon 2 alert in the West Pacific Ocean, Southern Indian Ocean, and the waters around China. Operations would also begin out of Fort Beihai in the Aleutian Islands, Arctic Ocean, and West Pacific Ocean.

Coast Guard vessels from both Singapore and the UFE regular coast guard would also be pressed into service. Their operations were simple, locate all missile subs in the area. Four attack submarines in the Indian Ocean, six attack submarines in the South China Sea, and twelve in the West Pacific along with two in the arctic were ordered to also engage in tracking missile subs operating in the area. If missile subs were found, they were to be followed by anti-submarine forces or attack subs at all times. No submarine was to be engaged without an ID confirming national origins The orders were simple deny any Irish forces the ability to launch submarine based missiles from waters nearby the UFE.

Formal requests were initiated for reserve forces and the forces of allies in the region to assist in what would be called a joint defensive exercise. A second message was dispatched to the Ambassador to Cochin to inform them of an exercise, the exercise that was taking place, however the purposes were not given.

The Malay Federation stands ready to assist in this exercise, our armed forces (principally our Navy and Air force) will be mobilized to take part in whatever capacity the UFE deems fit. To this effect the Malay Federation high command has been instructed to liaise with its counterparts in the UFE immediately.

Chairman Jia wrote an article in the Renminerbao regarding the recent dialogues in the world about global imperialism, and delivered what many are calling one of the most insightful critiques of the prevailing Imperialist Narrative as well as a renewal of visionary ideals:

Much has been made about Imperialism these days, but few look at what Imperialism is. What constitutes it and what constitutes its antithesis Anti-Imperialism. In fact outside of Zeonism there is no ideology today, which articulates a clear view of the world’s true Imperialist Menace and the role, which continues to play in it.

This is surprising for all the cries of Imperialism in the world today. We see wars in North America, Europe, and even China’s own civil war characterized as Imperialist, but does anyone ask what this means? Zeonism acknowledges the permanence of class struggle as the foundation for the international system. Nations which are run by the exploitative classes: royalty, nobility, and bourgeois are beneficiaries of the status quo, and are quick to cry imperialism at a moments notice. But this ignores the fundamental truth, which is that they are the principle beneficiaries of the imperialist structure, which exists in the world today. They seek to characterize the emancipatory changes brought on by revolutionary struggle as imperialist, because the ruling classes know they cannot survive in their present form under a more equitable socialist system.

Imperialism is the manifestation of class struggle in the global system. It is the manifestation of a ruling class’s desire to exploit value out of not just its own peoples but others as well. The natural tendency for Imperialism is to seek to colonize weak nations and divide strong nations so that sections can be colonized. This has been the constant theme of the 200 year war waged by the forces of Imperialism against the Chinese and South East Asian peoples. Its continued existence forms the basis for which the Zeon Party is necessary for the reemergence and continued existence of the Chinese Nation.

It has been nearly two hundred years since the foreign merchants brought war and imperialism to China. While China was feudal at the time, it was basically a peaceful nation. China had gunpowder for centuries yet it was the Europeans who took this invention and molded it into truly destructive weapons. This was not because China lacked the technical expertise, China’s technology was superior to Europe’s. It is because China naturally seeks a harmonious society, whereas the West’s culture has been notably warlike for all but a short time after the Second World War.

China’s contributions to the world were mostly peaceful and culturally productive. Because Europeans could not match Chinese goods in attractiveness, a massive imbalance of trade occurred. Europe was only advanced in military power, and China being a peaceful nation had little interest in purchasing these weapons. Europeans on the other hand desired fine Chinese silks and teas. As a result the merchants of Britain used addictive opium to extract wealth from China, and then subsequently used war to keep China’s government from curtailing this public health epidemic.

It took nearly a century and China first discarding its ruling class before the country was able to stand up for itself and its people. We must never forget how it did this: military power through a Revolutionary People’s War. It was only through the barrel of a gun that the People’s Liberation Army was able to drive out foreign influences and make China strong again. At this point in history, after fighting an anti-imperialist war, China was called an imperialist aggressor. China was accused of expansionism for fighting back against imperialist invasions in South East Asia and Korea. This was as duplicitous double speak and it continues to this day. It goes to the heart of the issue in contemporary political speech: the hegemonic power of the prevailing imperialist narrative that purports the status quo is legitimate. This narrative is that the status quo powers should be free to continue to exploit, and that anti-imperialist forces which resist and mobilize force to counter imperialism are themselves imperialist. We of course know that this is the most heinous of lies.

We are not fooled by such non-sense. It is important to recognize that the predecessors of the contemporary liberal imperialists carved up peaceful powers ranging from China to the Inca Empire. The idea of passive resistance is a cruel joke at best. Gradualist diplomacy and temporary compromise are not solutions. It is only when the revolutionary masses organize like they did in China’s Communist Revolution that we produce a counterweight which will best the Imperialist menace at its own game. After the collapse of the first People’s Republic after June 4th, China again fell under the grips of foreign imperial powers till the Francoist Revolution. It was only through a Second People’s War and the triumph of the Chinese Body Republic and equitable Meritocracy that the gains of this revolution were secure. The founding documents of Zeonism have given our critique of Francoism so we shan’t revisit it a second time, but after its collapse Imperialism reemerged with a vengeance for a final war on China.

The Dragon Cult which amounted to a full scale war on China’s national identity, the faux People’s Republic, the division of China, and ethnic cleansing of Dongbei, all had their ideological and spiritual origins in the Century of Humiliation and subsequent imperialist wars to create a weak and divided China. History has shown that China is inherently peaceful, and that it is the imperialists who are aggressive against China. But the Imperialist narrative is one in which China is the aggressor for simply trying to exist as China. They portray China as a sleeping dragon which will shake the world, not because of China’s tremendous potential strength but because they assume a strong China has the same goals that [i]they have.[/i] This is the historical narrative and one repeated elsewhere in the world, one that necessitates Zeonism and its adherence to Revolutionary People’s War. Revolutionary People’s War to restore and preserve national unity is a reaction to Imperialism, and is by nature anti-Imperialistic. It does not seek to impose will on the Imperialist Country, but rather it seeks to deny such the Imperialist the ability to exploit others.

Revolutionary People’s War is waged with class-consciousness; as a result it is quite different from wars of Imperial Aggression because it does not seek to exploit those it opposes. If Imperialists were defeated in every country there would be no People’s Liberation Army because the People’s Liberation Army only exists to defend against Imperialism. Whilst the Imperialist ideology cloaks exploitation in lofty rhetoric about democracy and high minded ideals, we have seen their true goal is to use other nations resources to get rich and try to divide and conquer the strong nations which present alternative models of existence such as China. This means that war under the system of Imperialism is perpetual and unending till absolute exploitation is achieved. However, the Revolutionary People’s War ends when the objectives of the revolution are met. Therefore war as an institution of the state can and should end when the revolutionary masses are victorious in class struggle. This is because the system of government will have shifted from an exploitative one to an emancipatory one.

The world today is gripped with a false narrative about what is Imperialist and what is Anti-Imperialist. When asking which side is, we must always look at the world through the prism of class struggle manifested on a world stage. We have seen through history that under the ruling classes of Imperialism war is inevitable. It is the nature of the beast. Whether a nation is peaceful like China, or warlike like the European Nations, Imperialism will bring wars to every shore. It is through the principle of Revolutionary People’s War that nations can defend themselves against exploitation. All war is brutal and a revolutionary people’s war is certainly not the exception, but Imperialist Wars cannot end except when one group is completely exploiting all others, Revolutionary People’s Wars will end when the People are free. While both are inhumane in process, only one has a humane outcome: Revolutionary People’s War. Such a difference is incredibly important to the understanding of the international system.

The UFE began a transfer of 400 ER-M-51 missiles to the Athenian Federation while beginning the production line for the weapons once more, the goal would be to increase the UFEs own stockpile as well as keep the Athenian Federation supplied. Further the UFE would further authorize the temporary airlift exchange program, and they themselves would rapidly transfer the initial group of missiles. 50 C-130J and 50 more C-117s all equipped with the offensive air system launch capability would be temporarily transferred to the Athenian Federation in exchange for its own air lifts for a "trial evaluation."

Orders were given to begin upgrading domestic Athenian units.

Second, anti-submarine warfare coast guard hydrofoils would be loaned to the Athenians in exchange for weather monitoring equipment during the coming Typhoon season.

Facing across the Western Border of the UFE, the defenses were nearly completed. In the South Sichuan and Yunnan had been lined with observation posts on the top of tall mountains, as the mountains gave way to desert in the North more . Key positions were reinforced by concrete bunkers. Passes through which vehicle and armor could pass through had been lined with dug in positions, anti-tank guns, hidden explosives, key minefields, wire and the work. Beyond the first line, artillery and heavy mortars had been amassed in fortified and camouflaged positions. Deep tunnels had been dug to allow for the ferrying of troops between entrenched positions. Defenses ranged into Sichuan and Yunnan over 120 kilometers. Qinghai’s defenses were build further inward in the South to prevent a break through being used in Sichuan to move through Qinghai. While most of Qinghai’s defenses were around 180 kilometers in depth, the South had 250 kilometers. Behind this and throughout the province camouflaged positions of artillery, rail guns, and missiles were made at the ready. Areas with good angles of fire sported close in weapon systems to protect the border from a first strike by missiles. Disguised supply trucks and even regular trucks held containers with their own missiles both for defense and offense

The only thing that the border defenses were not ready for was a large scale strategic nuclear attack, of course if that occurred whoever did that would find their capital incinerated, and there was little one could do to create fortifications on this long a border to survive that anyway.

The fortress city of Chongqing’s construction had been completed with its key position on the Yangtze river acting as a second firewall. Since the outbreak of the first part of the Civil War, the UFE had been seeking to turn the city into a firewall in the West. Now it truly was one. Its defenses began 300 kilometers outward, and was ready to repulse any attack and keep the Yangtze open to Chinese supplies in the event that the normal land based east-west supply routes of China were cut.

With this whole defense, the entire border army was now moved from 400, 000 to around 280, 000, 120, 000 would be moved to the North East Army where they would participate in Exercise Yellow Shield. Joining them were hundred thousand of the regular army plus a good chunk of the reserve army and the southern army. This exercise would be two fold. The first is that now that a PIAT had been signed with the Kingdom of Cochin, China needed to use resources to concentrate on securing other parts of the country. The Beijing/Tianjin corridor was the largest economic hub in the country save for the Guangzhou-Shenzhen-Hong Kong area. It was also the seat of government for the UFEs largest member the People’s Republic of China. However, the area was perilously close to the border. Secondly it presented the easiest land route into China if anyone attempted to invade through the militarily weak Zargathia.

There was a second reason as well. The country needed to prepare itself better for a chemical, nuclear, and biological attack, and being a major port area, it was among the easiest to hit. The UFE was well fortified by strong naval allies in the South like Greater Pacifica and Selenarctos, in the North there had been a few exercises with the Japanese but not much.

Orders were given for the forces arriving in the area to begin preparations for a large scale drill including all the major regions around the two cities and north to Chengde and the border to begin not only building a defensive system but to also begin establishing a wide spread rapid action plan to any type of NBC attack.

The PLARF heeded its orders, 1/3rd of its forces and about 20 squadrons of aircraft were moved into the north border regions. Field Marshall Shi relocated his bunker to outside of Beijing. Forces were instructed to entrench and drill for offensive and defensive conditions as well as possible NBC conditions. Local civil authorities were asked to join in the exercise by bringing civil defense to top readiness and by alerting citizens to the conditions of the exercises and asking them to participate in order to enhance the realism of the simulation.

The BB Qin was instructed to move into the Sea of Japan in order to participate in joint fleet exercises with other fleets.

While the exercises were ongoing, half of the the manpower was tasked with fortifying and improving defenses along the northern border. They would be rotated out with the teams performing training maneuvers on a daily basis so that everyone was firmly trained in the defense of the terrain and the fortifications were completed on schedule.
