BCNA: Buryatian Extraordinary Presidential Elections

“The polls have opened in Buryatia’s Presidential elections. Although President Rokossovska’s term in office would not expire until early next year, the President resigned and called an extraordinary election. The President’s decision was motivated by opposition attempts to halt the beginning of the Constitutional Convention to draft a new Constitution for the nation. Although the Convention has been approved by public referendum, the Parliament has so far refused to give the President the necessary support to proceed.

Under Buryatian Law, the decision to call a Constitutional Referendum requires the approval of both a majority of MPs and at least one non-Government party in the Parliament. This means that despite the overwhelming majority held by the Buryatian Socialist Alternative (BSA) coalition, they cannot proceed without the support of another non-coalition party. The election is widely seen as a referendum on President Rokossovska, and if re-elected, could give her the additional political clout when she asks Parliament once again, to vote on the Constitutional Convention proposal.

Hours before the polls opened, President Rokossovska held a massive rally of her supporters in Yakutsk. At the rally she urged her supporters to ‘…show the opposition parties in Parliament that our reforms must proceed. Show them that the people of Buryatia will not tolerate obstructions to reforming the political process. As with any obstruction, it can either be removed, or you can force your way through.’

Pre election polls show President Rokossovska with a phenomenal lead of 70%, with her nearest contender at 25%. So far only the Opposition Vaule Democratic Party and the Buryatian Liberation Party have put forward candidates to stand against President Rokossovska. The Democratic Party's Aleksandar Altan-enkh, and the Liberation Party's Natalya Zhukova have based their counter campaign on claims that the proposed Constitutional Convention will be 'packed full of Rokossovska sympathists and party supporters' and that 'any reforms made by such a biased group will undoubtedly be beneficial only for the Socialist Alternative coalition at the expense of the country as a whole. We will not stand by as this happens'.

"With 97% of the votes tallied, and a turnout of 82% of eligible voters, the Buryatian Electoral Commission has verified the results of this election. The Incumbent President Rokossovska shall retain the Presidency with landslide support from the people of Buryatia. Results indicate that President Rokossovska gained 79% of votes cast, while her nearest rival, Aleksandar Altan-enkh gained 11%. Most of the eastern and central provinces showed overwhelming support for President Rokossovska, while in several western provinces her victory was much more marginal. In Severnaya Zemlya and Novaya Zemlya, President Rokossovksa polled 43% support.

Also of importance is the proposed ballot measure about giving President Rokossovska the authority to call the Constitutional Convention even without the approval of the nation's Parliament. In eastern and central provinces, the measure gained clear support from the electorate, this support was not as clear in the west of the country. Overall, the results indicate an overall result of 52.3% in favor of the measure. However some controversy has emerged as the Buryatian Electoral Commission has ordered a recount of all ballots cast in Novaya Zemlya.

It is believed that the election results from Novaya Zemlya aroused some suspicion as while only 43% of eligible voters supported President Rokossovsky, 86% of them support giving her the power to proceed with the Constitutional Convention despite opposition from Parliament. The Electoral Commission has reported that Aleksandar Altan-enkh's party has filed at least 45 election challenges citing what they believe to be 'vote rigging'. Mr Altan-enkh has also announced that he will not concede losing the Presidential Election until all 'irregularities' have been resolved.

The President has so far not commented in detail about the allegations, but instead expressed her 'faith in the Buryatian Electoral Commission's ability to discharge its duties in an impartial and just manner'. The election monitoring group Buryatian Democracy Watch has filed a report in which it states that 43 of the 45 election challenges filed by Mr. Altan-enkh are without merit, while the remaining two challenges are serious enough to require further investigation. The BDW has also claimed that the counties in Novaya Zemlya that the challenges were filed in would not affect the overall result of the elections, however they would still launch a detailed investigation alongside the investigation being launched by the Buryatian Electoral Commission.

None of this appears to have affected President Rokossovska's schedule, as her office has confirmed that she will still address a joint session of the People's Khural tomorrow ahead of a second vote on the Constitutional Convention issue. The President also unveiled a new plan to modify several of the boundaries of provinces of Buryatia.

Under this new plan, the province of Sakha would become an Autonomous Region with its own devolved Parliament. The proposal also creates an Central Autonomous Region, and grants the city of Petrograd major city status. The decision to propose the new boundaries was driven in part by a major increase in Buryatia's population and changes in the population density. In less than a year, the small town of Petrograd has exploded into a massive urban metropolis rivaling the capital city Yakutsk. With this in mind, the President proposes that Petrograd become a Federal Territory, similar to the Yakutsk capital territory.

The proposal also suggests plans to give Severnaya Zemlya its own devolved government. This would bring the number of Autonomous regions in Buryatia up to four."-Reporter
