Legislature is Our Parliament, made up of a special group named: the Melanesian Brotherhood. They have 13 members and establish legislature for the country. No parties instituted, government officials elected individually.

The Queen has taken her throne and has taken power of the nation of Acca Dacca. Her hope is that she can lead her nation to a stronger, more prosperous future in which she can be a beacon of peace.

Our diplomats are run by the Melanesian Sisterhood. Each women will be placed in charge of any nation we begin to grow a friendship with, and as such we will exchange diplomats. As of now, our only ventures diplomaticlly are, United Mechodamian States, Furon, Kitex, PRC, and the Queendom of Australia. Our regime is a peaceful one. We look to keep isolated on the treaty scale, but we do hope to work in peaceful efforts along with the Lady Protector as well as other nations of the world, including foremost our allies.

History:

In recent pacifican history, anarchy, fallen governments and regional powers being taken over by empires. However, the recent overlooking by the state of Hanseatic Commonwealth has allowed the regional governments of both The Solomon Islands and New Caledonia to prosper into its own state. The islands have grown together and have prospered under the short reign of, Hansa for a short time, then annexed by Glorious Aotearoa.

When the country of Othello, who had control of The Solomon Islands, ended, it brought chaos to the region. New Caledonia , however, was an island that benefited under Glorious Aotearoa after it was seized through military occupation from New Cmyru. When Glorious Aotearoa established its control, the illegal settlers had been evicted and forced off the islands, allowing proper facilities to be activated and re-maintained, including the defense systems and signal monitoring stations. The rest of the infrastructure would be removed, allowing natural features to reestablish themselves.

Its culture remained intact, the economy still had open market policies with underlying stabilization provided by government monopolies on major sectors of commerce. This is done by almost totally deregulated free trade and economic action for most businesses, while State Owned Enterprises run crucial aspects of the economy and nation. State Owned Enterprises (SOE's) are for profit companies which are more restricted in their trading practices, however hold a monopoly over their market sector, so this only goes to stop predatory capitalism occurring. They generally serve government contracts, and work on major infrastructure, transport or power. Air Aotearoa, now Air Acca Dacca, is still intact; as are Sat-tel Communications Group, Pacific Munitions, Troll Mines, The Pacific Trading Company, Acca Dacca Railways Corporation (ADRC), and Acca Dacca Integrated Shipping. We do have plentiful resources: we have ample supplies of copper, gold, and silver. So our economy shall remain fine.

Acca Dacca is a Catholic state. It recognizes Pope John Paul III as the official pope of the religion and houses a Cardinal.

Hanseatic Commonwealth's impact is also shown by the regional government being led by a parliment consisting of the Melanesian Brotherhood. The Brotherhood participats in peace-making efforts and is the first awarded of the Pacific Human Rights Awards.

Foreign Affairs Policy:

The nation of Acca Dacca has always seen it fit to preserve peace as the old Hanseatic Commonwealth has done. It is our peacekeeping and honor that has always determined our allies and our international policy. We too wish for a peaceful, united Asia and will always work towards a peaceful world. However, we are willing to go to war in the name of peace. Recently, our new neighbors denied a new nation its right to form. We were not allied to this nation, but we will make damn sure that no aggressor on our borders is given any sort of leniency from us. Our honor is what makes us even more worthy of an ally. We will stand by those even facing impeccable odds if they were to ever be attacked while fighting on the defense. That is, if they were to start the conflict through an aggressive action, then it us to the Parliament to decide whether or not the aggressive action is deemed necessary or 'in the right.' We sign only ODPs for this reason, nothing higher, and nothing lower. We only ask our allies to remain peaceful, and to attack on the aggressive when it is needed. We will, however, defend our allies till our resources are dry and our soldier's bunkers have been busted.

Air Acca Dacca: Private owned company that runs the majority of all commerical airlines in Acca Dacca. They help create and design military aircraft for the government.

Sat-tel Communications Group: Privately owned company that designs and runs the Communications of the nation. Electicity is something they also own a large majority of.

Pacific Munitions: Private owned company that is largely funded by the government. Creates the ammunitions for the armed forces.

Troll Mines: Private owned company that is largely funded by the government. Helps in mining and retrieving all resources that are found within the nation of Acca Dacca.

The Pacific Trading Company: International company that started out in the Hanseatic Commonwealth and continues in the nation of Acca Dacca. It helps run a large part of the trading in Acca Dacca.

Acca Dacca Railways Corporation (ADRC): An international company that started out in Acca Dacca. Many of the projects that are in Acca Dacca are government funded. They also do projects outside of the nation.

Acca Dacca Integrated Shipping: Private owned company that is largely funded by the government. It helps run a large part of the trading in Acca Dacca.

General Orders come from the Commander-in-chief and are signed off by The Head of State. These orders are to only effect the military. Technology, Draft, and other Militaristic outcomes will be made by General Orders. General Orders can be vetoed by Parliament if they pass approval of Head of State.

General Order #1: the Kingdom maintains a standing army of only 12,500. The Army is divided into 50 100-man Units. The rest are considered on hold or for reinforcement.

General Order #2:

The Commander and chief will be placed under the advisement of The Queen of Acca Dacca, the Head of State, rather than the Head of Government. This will prevent the Government from gathering too much power. However, the Head of Government will be given the ability to declare official war.

General Order #3:

In the midst of war, the General has taken under consideration that the possiblity of another domestic or even Foreign threat may occur on home soil. For this reason, he is limiting the amount of troops under a primary operation, in the case that a secondary operation were. At least 10% of the standing army must be under reserve.

At this point in time, the Commander-in-Chief requests that 2,500 soldiers remain in reserve. This General Order was met, and will be considered a traditional factor for all following primary objectives the military takes on.

General Order #4

Addendum I

All military affairs are supervised, and enacted, by the Commander-in-Chief: General Rajavi Visakapratnam. This includes all military exercises, military tribunals, military and military discourse-based investigation

Addendum II

All military improvements, experimentation, and research under the Acca Daccan National Guard (ADNG) is to be designated under Commander-in-Chief supervision

Addendum III

A specialized litigated liaison will have representation in all military matters regarded by the Queen

Addendum IV

All policing forces within the Acca Daccan borders, which includes, but are not limited to, police, military police, riot control, and peace keepers, are now under the direct jurisdiction of the Acca Daccan National Guard

Addendum V

The Queen now has the authorization to launch weapons of mass destruction without the expressed consent of the Queen; however, this protocol can be overridden by the Brotherhood

Addendum VI

The Commander-in-Chief and the Queen must consult with one another when regarding foreign military action

Addendum VII

The Acca Daccan Army may restructure itself in any way, shape, or form, without the expressed consent of the Queen; this addendum does not include the Queen's personal military guard(The Kepian Shields)

General Order #5:

National Defense Doctrine

Following incidents shall be considered casus belli and shall merit the launch of total conventional war by the Queendom of Acca Dacca

1. Offensive military action against any sovereign territory or people of the Queendom

2. Any act of blockade against any territory of the Queendom.

3. An offensive act against any military asset of the Queendom.

4. An offensive against a diplomat of Acca Dacca or member of stature in the Queendom while outside of its territory

5. An offensive act against the Queen or anyof her successors.

6. An offensive act against a national industry based out of Acca Dacca

7. An act of active espionage against the Queendom discovered within the Queendom.

All conditions declared above shall be taken as a declaration of war against the Queendom of Acca Dacca and are liable to result in launch of total conventional war. These do not include the Acca Dacca's right to attack an aggressive nation on its borders.

The Kepian Shields

The Gaurds of the Queen. The top 250 soldiers of Acca Dacca are granted a one and a life time deal to be knighted as a Gaurdian. They will progress into an outfit of soldiers that are capable of defending the Queen in all of her honor. This unit is willing to dedicate their lives to the Queen, the country, the world, and in the name of peace.

Red Cross Division

The Red Cross Division is a group of civilian doctors, security units, scientists and specialists who are trained to provide humanitarian aid to those affected by a major disaster. The Red Cross Division is not actually a unit of the military as they do not receive military training or funding, but they operate a small base on the Solomon Islands. In order to effectively disperse aid, the Red Cross Division has been given several Jeeps by the government, and has purchased transport craft from the military that have been modified for civilian use.

Organisation of the Army

All soldiers of the Army are required to participate in four years of training, which can be accomplished either through the Army Reserve program, by going to an Army-oriented college, or by completing the Army Training Course, a four-year course for those who chose neither of the aforementioned options. In these four years, the recruits will become some of the most well-trained and well-equipped soldiers in Asia, and the best in Indochina. Those who attend an Army-Oriented University or Academy are immediately promoted to officers in the Army, Lieutenants. Those who show exemplary skill at these colleges are promoted to higher-ranking officers, such as Captain, Warrant Officer, or Second Lieutenant. Those who complete the Army Reserve programme are recruited as Private First-Class into the Army, should they choose to follow this course. Those who complete the Army Training Course are promoted to Staff Sergeants upon completion. Those who are conscripted into the Army as part of a National Draft are recruited as Privates.

Tintagyl Hall is where any major international events in Acca Dacca would take place. The annual ball will take place here.

Honiara, Solomon Islands: Capital of the province of the Solomon Islands. Any situation concerning the island will be discussed here. All trade and international capital on the island will be converted into national capital.

Gizo, Solomon Islands: A major port city where most visitors on thier way to the Solomon Islands will come into.

Poum, New Caledonia: A major port city that will soon be the area where all naval military units are constructed and housed.

Port Moresby II, New Caledonia: Named after the port in New Guinea, it is considered a place of higher and international trade. All military units being traded would arrive at this port.

Siam

Given to Acca Dacca after serving under the reign of the Dragon Empire under protectorate status. The country is adapted ot its Siamese heritage and has closly bonded with its people, mostly after taking General Rajavi Visakapratnam, once Siam's king, under thier Commander-in-Chief. Acca Dacca has developed itself deep with Siam, causing the nation as a whole to grow together.

Bangkok. The industrial capital of Acca Dacca. Since the occupation of Siam by Acca Daccan officials, the region has begun to sprout new economic beginnings. The regional capital has also presented a large economic boost to Acca Dacca. Its economic growth has been able to fund the war in the Solomon Islands as well as New Caledonia.

Hainan's industrial development largely has been limited to the processing of its mineral and agricultural products, particularly rubber and iron ore. Machinery, farm equipment, and textiles have been manufactured in the Haikou area for local consumption. A major constraint on industrial expansion has been an inadequate supply of electricity. Much of the island's generating capacity is hydroelectric, and it is subject to seasonal fluctuations in stream and river flows.

The Constitution of the Queendom of Acca Dacca

Article One: The Queen

The State and the Monarch are to be considered one; as such the Queen is Head of State, the symbol of its unity and permanence. All authority within the domain of Acca Dacca shall be subject to her rule. She arbitrates and moderates the regular functioning of the institutions, assumes the highest representation of the Acca Daccan State in international relations, especially with the nations of its historical community, and exercises the functions expressly conferred on him by the Constitution and the laws. Thus all authority stems from the Monarch.

The Queen, who is the head of state, is wholly set apart from all other members of the state. The queen appoints Duchies, who will lead large amount of territory. This territory will be split into smaller states. These Duchies will have the power of heads of state at the level of statehood. The Queen will have the power of head of state at the level of federal.

Article One, Section A

The Duty of the Queen is to oversee and manage the execution and enforcement of the law, to defend the realm from all threats be they foreign or Civil, provide for the general welfare of the people, to create a code of law, and to judge the guilt of accused individuals under it.

Article One, Section B

1.The Queen reserves the power to dissolve Parliament and call new elections

2.The Queen reserves the right to appoint ambassadors and create embassies. These ambassadors should have the proper qualifications. (Most foreign ambassadors will be from the Melensian Sisterhood)

3.The Queen reserves the right to be informed of the affairs of State and, for this purpose, to preside over the meetings of the Parliament whenever, she sees fit

4.The Queen resereves the right to exercise the right of clemency in accordance with the law, which may not authorize general pardons

5.The Queen reserves the right to exercise supreme command of the Armed Forces.

6.The Queen reserves the power to can grant pardons and reduce sentences at the level of felony

Article One, Section C

In the event of the current monarch’s death, an heir, appointed by the king or queen before his or her death, shall assume the throne. If no heir was chosen by the Monarch, the throne shall pass to his or her eldest child. If the monarch did not have children, rule shall pass to their spouse. If the monarch was unmarried, control of the nation shall be assumed by a Regency Council, consisting of the Royal Advisers and four elected Nobles.

Article One, Section D

Should a king or queen die without an heir, the current Advisers, and four Nobles selected by the People, shall become the Regents of the Kingdom. During their reign, they must select a new Monarch from the Nobility. Their powers span all that the Monarch’s did but for some exceptions. The Council may not engage in an offensive war under any circumstances, and may not sign treaties or form other binding pacts. The Council must select an heir by 2/3 majority within one year.

Article Two, The People

The Queendom of Acca Dacca hereby recognizes that people have certain, inalienable rights, and will not infringe upon these rights, under pain of death.

Article Two, Section A

The Rights of the People

  • All Citizens maintain the right to free speech. No government establishment may in any way curb this right. This includes speech, television, radio, news, and other forms of media.
  • All Citizens maintain the right to bear arms. This means, bluntly, they can keep whatever weapons they wish.
  • All Citizens have the right to their own religion. The government shall not oppress any certain religion, but will sponsor Christianity as the official religion of Acca Dacca
  • All Citizens maintain the right to a fair trial before a judge and/or a jury.
  • No Citizen is required to testify against themselves in a Court of Law or other interrogation.
  • No Citizen shall be subject to any form of physical interrogation, including, but not limited to, torture, cruel and unusual punishment, or waterboarding.
  • Citizens are not required to house soldiers within their house. They may choose to do so, but may not be forced.
  • Citizens may not be searched by government officials without a warrant.

Article Three: The Parliament of Acca Dacca

Representatives of the people, the members of Parliament are to serve as the people's voice to the Queen. The number of Parliament members is held at 13 as the first Parliament came from that of the Melanesian Brotherhood.

Article Three, Section A

As a body all parliamentary decisions are decided by at least a fifty percent plus one majority unless stated otherwise.

Article Three, Section B

Any majority meeting these minimum requirements may utilize the following powers. Parliament has the right to.

1) Parliament has the power to levy taxes.

2) Parliament may issue and create both private and public law to which the judiciary in its execution of the civil code will be bound as well as propose constitutional amendments

4) Parliament has the power to Propose and enact federal legislation as concerning upgrades to national infrastructure, taxes, and other laws not set in the Constitution.

5) Parliament may advise the Queen.

6) Parliament may Approve a Declaration of War with a 10/13 vote.

7) Parliament may prorogue itself and set its session calendar.

8) Parliament may differ its authority to lower bodies and create councils to establish a federal workforce.

9) The Parliament may issue nonbinding resolutions of no-confidence.

10) The Parliament may overturn its own acts, or Royal Writ’s of the King.

11) The Parliament may expel one of its members with a 9/12 vote.

12) The Parliament may approve or reject with a simple majority the federal judges appointed

Article Three, Section C

The following is the oath required to be taken by every Parliamentary Member,

"I... swear by her grace and the people of the Queendom, that I will be faithful and bear true allegiance to Her Majesty, Queen Ava Jones of Acca Dacca, her heirs and successors, according to law. So help me God."

Article Four, Judicial Branch.

The members of the judicial system, henceforth referred to as Judges, are in charge of handling all legal disputes in the Queendom. All judges, at every level, serve until death, permanent incapacitation, retirement, or removal from office.

Article Four, Section A

District Judges

A district may have as many local judges as deemed needed to properly handle all disputes. District judges are (appointed or elected?) by (who?). They are in charge of handling all lawsuits between private citizens, disputes between citizens and the district government, and cases where the legality of a district law is called into question. Should a citizen find unsatisfactory a ruling on a lawsuit of significant size, or an unfavorable ruling on a case against district law or a dispute with the district, it may be appealed to the state judges. If a judge rules that a law is unconstitutional, the matter is passed to the state judges.

Article Four, Section B

Federal Judges (Collectively known as the Supreme Court):

Federal judges are appointed by the Queen, and approved by the Parliament with a simple majority vote. There should always be no more or less than nine federal judges at any given time. Federal judges handle disputes between citizens and any portion of the federal government, cases against federal law, and cases that have been appealed from the state level. In cases where a state law was ruled unconstitutional, and cases of district law that have arrived at the federal level, a panel of three federal judges discusses the case. Rejection here may not be appealed.

Article Four, Section C

In addition, the Supreme court has the following powers:

1. With a supermajority vote, the Supreme Court may end a period of Martial Law if sufficient evidence is presented that the crisis that precipitated the Martial Law is deemed to have passed.

2. The Supreme Court, if it encounters a case that requires special attention, may require advice of the Queen and Grand Duke/Duchess, excepting if the case be against one or both of these parties.

3. The Supreme Court, should it rule a law is unconstitutional, has the power to overturn said law with a supermajority.
