In an press event held earlier today, CEO Martin Jairo announced that researchers at Electric Horizon has successfully tested an electronic eye in a chimpanzee. Though not a true 'cyber eye,' the electronic eye consists of a small video camera surgically implanted into the chimp's biological eyeball and attached to the the biological eye's original nerve endings through a microchip to propagate visual signals back to the brain. The electronic eye provides roughly half the effective visual resolution of the chimp's normal vision, but within a month after implantation the chimp was able to resume feed himself and resume normal chimp activities.

Human trials are still a ways off, but Mr. Jairo pointed to immediate uses for the electronic eye including restoring sight to people blinded by rod, cone and/or lens damage. The eye is currently powered bay an external power source and transmitted to the eye through magnetic induction, but all processing is done internally and Electric Horizon is preparing for chimpanzee tests of a second version powered by the chimp's own body heat. Overall, these developments show great promise for Electric Horizon, a company that began with money and words but no practical products when it was founded only a little over a year ago.

The P229 DAK Handgun and SG 550 are both commercially available in civilian models. A small number of M41-A Pulse Rifles were lost during the First Friday Riots in Davao City, but fewer than 2,000 Pulse Rifles are believed to be in general circulation world wide. The 2nd Mechanized Division possessed an estimated 25,000 Pulse Rifles when they separated with the Outer Philippines, however recent Army intelligence suggests that the 2nd Mechanized are slowly phasing out the Pulse Rifle in favor of the SG 550 Assault Rifle to avoid shortages of ammunition and spare parts.

Hernandez-Segura Systems revealed two new rifles for military and police forces. The AX859 fires an 8.59mm (0.338) and is designated a higher-caliber complement to the SG550 Sniper Rifle, while the AX127 fires a 12.7mm (0.50) round that Hernandez-Segura calls a 'clearly superior' rifle to Southern Firearms M82A2. Both rifles offer excellent accuracy and reliability in a light weight package thanks to the extensive use of advanced alloys and polymers. The rifle is produced in a joint partnership between Hernandez-Segura Systems and the Artega Group. Sample rifles have been provided to the Selenarctos Army and Selenarctos Peacekeeping Force for evaluation.

Following closely on the heels of its new rifles, Hernandez-Segura Systems announced the AT20 Guided Missile. Fired from a recoilless rifle, the missile will be available in man-portable and light vehicle-mounted systems to provide a wide range of flexibility. Missiles are fed a target either through GPS coordinates or a laser targeting system on the launcher. Once in flight, the missile switches over to an active LIDAR mapping system to track the target. Each missile features a powerful microcontroller to process the LIDAR telemetry and map weak points on an armored targets. As the missile develops an image of it's target, extra fuel will be burned to adjust to modify the missile's flight profile from a near-horizontal to a top-down approach, or vice-versa, and target specific areas of the vehicle to maximize potential damage. Man portable systems have an engagement range up to ten kilometers at subsonic speeds with increased maneuverability options the closer the target is to the launch point.

Per a secret executive order signed by President Hygin Romero, Security Division Intelligence and Analysis (SecDev I&A) has been reconstituted simply as Intelligence and Analysis (IAA). The new Intelligence and Analysis reports directly to the President, who stands as it's official head of operations but may appoint a deputy to handle day-to-day operations. The executive order tasks the IAA with both foreign intelligence and spying in the Outer Philippines to supplement Army Intelligence and provide the flexibility for more covert operations, should they become necessary. Where Army Intelligence focuses primarily on military threats abroad, the IAA will focus on both military and political situations that could pose a threat to the national government of Selenarctos. The IAA has an initial budget much smaller than Army Intelligence and will pursue a decentralized structure similar to its roots in SecDev I&A. Several of Melchoro Diokno's original I&A operatives, but most of the IAA's staff will be new blood recruited from Army Intelligence and the civilian sector.

The Air Force has approved funding for five new squadrons of F-111 Air Superiority Fighters. The new squadrons will fly out of camouflaged facilities, like their counterparts on Polillo Island, and be based out of the Greater Manila portion of northwest Palawan. From there, they will be in position to cover central Selenarctos with fast times to the west end of the Orbital Launch Loop, the South China Sea and the Sulu Sea. The new squadrons are expected to reach operational capacity within four years.

At the request of the Army, Bulldog Armored Vehicles has begun reverse engineering the old Cochin STHAL Artillery Interdiction Device. An alternative to the Phalanx CIWS, the STHAL uses a high-energy laser to destroy incoming mortar and artillery shells without the risk of stray bullets and excessive collateral damage. Bulldog estimates that with the Artega Group's Advanced Manufacturing Techinques, production of STHAL units in Greater Manila could begin as soon as eighteen months.

Is political freedom dead?

There was a time when a people could declare themselves independent and embark on a grand journey towards self determination. They could form a government pursuant to their ideal, live out their lives the way the way they wanted to and follow an ideology they believed in. Today the world is a different place, and I must ask the question: Are those days behind us?

For two decades The Sovereign Initiative has dominated the international scene in both military and political influence. Tianxia and Athens form the backbone of The Sovereign Initiative and, in this author's opinion, Tianxia has been the driving force behind The Sovereign Initiative operations in recent years. But as of late Tianxia's foreign policy, and it's actions leading The Sovereign Initiative, have grown increasingly aggressive and unpredictable.

Venezuela was not a country at peace when The Sovereign Initiative attacked it suddenly, but few of the new South American countries were following their creation with numerous civil wars and armed conflicts occurring simultaneously across the continent. And no, The Sovereign Initiative did not invade Venezuela, carpet bomb centers of government or use massive EMP weapons on civilian cities to save the Venezuelan people. The Sovereign Initiative invaded Venezuela because the Venezuelan government 'might pose a threat in the future' to Tianxia's Panama Canal. Not an immediate threat, not a certain threat, hardly even a percievable threat compared to The Sovereign Initiative's combined strength and, no less, on the a region which The Sovereign Initiative took by force from it's original owners and has no historical or financial claim to.

Now as hostilities open in Kamchatka, Tianxia leads the fight against another poor, underdeveloped country without a chance of resisting. Why does Tianxia find itself warmongering again? Because the Kamchatkan people chose a Juchist government. This was not a dictatorial takeover or a military coup, the native government was supported by its citizens and it did not pose a threat to Tianxia.

Thus I return to the question: are the days of political freedom dead? No, political freedom is not dead as long as your politics align with Tianxia's. Venezuela proved that nowhere in the world is safe, and Kamchatka proves that peaceful coexistence will not suffice either. Perhaps the USCA has the right idea, declaring that they will 'now and forever' respect The Sovereign Initiative's foreign holdings in Latin America. What else is one to do?

Following the introduction and Army adoption of Hernandez-Segura's LIDAR-equipped AT20 guided anti-tank missile, Precision Tactical has begun research into UV and deep UV LIDAR as a method to complement and improve visual and IR LIDAR systems. Ultraviolet LIDAR offers the potential for real time air turbulence monitoring from on board an aircraft or missile. When paired with an intelligent guidance computer, the aircraft or missile can compensate for turbulence and hazardous air conditions or them entirely to increase accuracy and fuel efficiency.

Following a period of testing, the Army Office of Procurement has approved Hernandez-Segura's AX859 and AX127 bolt action rifles for general use. An initial order of 30,000 AX859 rifles and 10,000 AX127 has been filed, plus ammunition to support troop training and reserves for an extended conflict. The new rifles will be available to all fifteen Army divisions for use as they deem fit.

Ersch Electronics, Inc. announced today that the company will be re-branding itself as Luzon Electronics, Inc. and moving its headquarters from Cebu to Manila. Ersch stock holders took the news relatively well, with only a small drop considering the dramatic changes but for followers of the electronics industry in Selenarctos the move does not come as a surprise. Ersch Electronic's manufacturing market share has been falling in the wake of the Artega Group's monumental growth, but at the same time its design group has been reporting record revenues. At the same time, most of Ersch's holdings have been centralized in Greater Manila and national government trade regulations have made it harder for the company to maintain its base of operations in Greater Manila and its headquarters in the Free Philippines. With the move, Ersch will be focusing increased emphasis on research and design with new licensing deals to corporations in Selenarctos and the development of a new bio-electronics research division that with collaborate with Electric Horizon in the quest to develop commercially available synthetic body parts.

A group of Muslim students gathered outside the Tianxian Embassy in Manila today, holding signs and protesting Tianxia's attempt to oust the elected Islamic Theological Coalition in the Republic of Africa. Though only a hundred or so in number, political demonstrations are in Greater Manila are a rare occurrence. Manila Police were dispatched to keep an eye on the demonstration, but the protest remained a small and peaceful affair as they day progressed. We interviewed one protestor, Abdul al Din Shamon, who said the following:

"Tianxia has taken their violent foreign policy too far. There are a billion Muslim people in the world: a billion people who have the right to voice their political opinions and its not Tianxia's place to tell them their views are right or wrong."

Tianxia held elections 2 months ago in which more muslims participated than any election in recent memory in any country.  Tianxia does not oppose islamic citizens having a voice.  It opposes regimes that do not recognize he separation of church and state and minority rights.  The issue with the ITC is that the ITC called for sexist and homophobic policies and explicitly stated in their platform that they favor social policies that give preferential treatment to muslims over other groups.  We would say the same things if Christians, Buddhists, or any other religion tried to make similar claims and in fact have in the past.

President Hygin Romero has approved funding for a preliminary study by the Air Force to investigate increasing radar coverage over Selenarctos. The Air Force has requested a complete refit and upgrading of all operational short-range, mid-range, and over-the-horizon radar stations. Goals for the new system include increased stealth detection capabilities, increased resistance to jamming and electronic warfare, and a station layout that improves defensiveness against radar-seeking missiles. After completing the preliminary study, the Air Force will submit its plans for upgrades and new stations to the President for approval.

Electric Horizon CEO Martin Jairo announced that bioelectricians working out of Manila have successfully replaced significant nerve fibers in a live pig with electronic counterparts. Special wires were used to replace the major never cords in all four of the pig's legs, after which the biological nerve endings were chemically treated to encourage them to bond with the metal nerve cord. After completing treatment, the pig was able to move its hooves and legs and, after several weeks recovery time, stand and move about on its own. In the near future, this advancement could mean a cure for people suffering from degenerative nerve diseases and nervous system damage. Right now, a complex drug regime is required to prevent the body from rejecting the new nerves, but Mr. Jairo stated that reducing the recovery time and improving material comparability to reduce or eliminate post-operation drugs was the research group's next goal.

The national government of Selenarctos has released an update to it's visa policy:

A visa is required for entrance to Selenarctos including Greater Manila, the Outer Territories, and the Selenarctos Protectorate Zones. Both long-term work visas and sixty day visitor visas may be applied for at Selenarctos embassies throughout the world. Typical processing time is ten business days for a visitor visa and thirty days for a work visa, during which the Department of Security will contact the country of origin to request a criminal record and proof of employment. The national government of Selenarctos reserves the right to deny entrance to any individual without providing reasons. The national government of Selenarctos also advises visiting foreign nationals that additional measure may be required for entrance into the Outer Territories and advises individuals to contact the territorial governorships at least ninety days in advance of arrival.

Priority visa status has been granted to citizens the countries listed below. Priority visas are usually processed within twenty-four hours.

Highly Classified, Army Operations Summary:

Yesterday at 1100, the GASP supercomputing array under the supervision of Army intelligence brought a line of recently analyzed emails to the attention of it's regular operator. The emails were quickly forwarded up the chain of command until they reached the President and contained messages passed back and forth between former Secretary of the Economy/former Acting President Dallas Valdes and the current governor of the Luzon Free Territory, Matthew Galvez.

Under the terms of a secret executive order signed by President Hygin Romero, both former Acting President Dallas Valdes and former First Popular Director Pacita Arellano were released without criminal or civil charges but were confined to reside in Greater Manila and forbidden from entering politics. At that time, Pacita Arellano was believed to be the most likely to renege on her end of the agreement. Since that time, Pacita Arellano has lived quietly with her husband following his return from the Australia Protectorate Zone and Army intelligence has not noticed any change in behavior that might indicate otherwise. The emails brought to light yesterday were the first indication that Dallas Valdes intended to break the agreement.

Within the emails were plans for Dallas Valdes to leave Greater Manila and permanently relocate to Laoag in the Luzon Free Territory. There, Dallas Valdes would become an advisor to Governor Matthew Galvez and provide popular legitimacy to the Governor Galvez' government. The National Government maintains that the Outer Philippines are all apart of Selenarctos and subject to it's laws, however the national government has no official power to enforce laws within the Outer Philippines.

Mr. Valdes' intention to move was unexpectedly abrupt, and by the time the President was notified Mr. Valdes had already arrived in Tarlac City by rail. Mr. Valdes' arrival was traced to Dagupan through the purchase of tickets by a credit card registered in Manila and linked to the Luzon Free Territory official of Mr. Valdes' correspondence. Security camera footage Army Intelligence pulled from the train station revealed that Mr. Valdes had met several well dressed individuals who Army Intelligence was unable to identify (a not unusual occurrence, especially outside of Manila), and left with these men in a pair of black town cars heading inland towards the Luzon Free Territory along the the Pan-Philippine Highway.

At this point, President Hygin Romero authorized elements of 12th Mechanized Division to interdict Mr. Valdes with lethal force if necessary. Normally the 1st Mechanized 1st Brigade would be the President's troops of choice for a special operation, but the 12th Mechanized was closer and more familiar with the region than the 1st/1st. The 12th Mechanized dispatched two squads of soldiers in a pair of Blackhawk helicopters from a base in the Cordillera Central and, shortly after takeoff, the helicopters entered Luzon Free Territory airspace. A Predator-C UAB was also dispatched from an Air Force Base outside of Dinalungan and the UAV's speed plus sensor suite were used to quickly sweep the Pan-Philippine from the Greater Manila-Luzon Free Territory border northward.

The national government of Selenarctos also holds that it has the right to enter the Outer Territories without requesting permission, however the Outer Territories disagree and the Luzon Governor's office contacted the President's Office as soon as Loaog International Airport detected the unscheduled Blackhawk flight within their airspace. With Dallas Valdes believed to already be in the Luzon Free Territory, President Hygin Romero ordered the Blackhawks and Predator UAV to continue their search pattern.

The Predator UAV successfully located a pair of town cars matching those at the train station shortly afterwards, but between the time the cars were located and the Blackhawk helicopters arrived both cars diverted off of the highway on a side road to a previously unknown base in the northern Luzon jungle operated by suspected Luzon Free Territory militia members.

The base consisted of a four Q-hut style buildings, an open clearing with targets set up at one end, and a stretch of camouflage netting covering a graveled area with several pickup trucks that were joined by Mr. Valdes' cars. Both 12th Mechanized squads chose to set down in the clearing while the Predator drone provided fire support from the air. The Predator drone initiated hostilities with a pair of laser-guided missiles that detonated on the road to prevent Mr. Valdes' cars from leaving. The militia unit proved to be poorly trained and poorly equipped, and the Blackhawks and 12th Mechanized squads quickly chewed through the small contingent present. Post-mission reports estimate between forty-five and fifty militia members were present, with between two and five escaping out of the Predator UAV's line of sight under the jungle canopy. The remaining soldiers were equipped with a mixture of SG 550 assault rifles and hunting rifles, and very few had any body armor to speak of. The 12th Mechanized squads suffered a handful of minor injuries but no major injuries or deaths to forty-plus militia killed in action.

In the midst of the fighting, Mr. Valdes sustained a serious injury. He was captured by the 12th Mechanized in this condition, and the 12th Mechanized's field medic rated Mr. Valdes in serious condition and he succumbed to his injuries by the time the Blackhawk helicopters made it back to base. A postmortem analysis 12th Mechanized doctors reported that Mr. Valdes injuries were likely sustained from 5.56mm ammunition in a friendly fire incident by militia forces. Mr. Valdes' body is to be returned to Manila for a private, closed casket funeral next week.

The Army reports that Mr. Valdes was traveling near the Greater Manila-Luzon Free Territory border when Mr. Valdes' vehicle came under fire from Luzon Free Territory militia forces. Mr. Valdes and his driver were both killed in the attack.

President Hygin Romero condemned the attack, citing the Luzon Free Territory's inability to control its militia as ground for Army intervention if the situation did not improve. Supporters met President Romero's words with approval that the national government was finally taking a hard stance towards the Outer Opponents, while opponents disapproved of the President's militant tone but supported repercussions for the death of the widely respected statesman. Mr. Valdes' family confirmed that a private funeral is scheduled for next week but declined to comment further.

It has come to the attention of the South African Armed Services that Selenarctos is a producer of the F-35 Stealth Fighter, South Africa's Marine Corps has been searching for a number of months to find a stable and suitable producer for such an aircraft. That said, we must inquire as to whether the F-35 that Selenarctos produces, can be produced in a STOVL variant, which can work with our amphibious assault vessels. We are currently looking for an option to purchase or have Selenarctos produce fifty of these fine craft, with the option of producing a further twenty-four for reserve stocks. We would like the option to install our own radar and electronic systems on the fighters if that is possible.

 

Atlas Aircraft Corporation would also like the chance to produce spare parts for the aircraft, and is ready to pay a suitable amount for the rights to do so.

Southern Firearms announced the brand-new 'Guardsman' series of battle rifles today. The rifle series comes in four models: the SCR-A standard rifle, the SCR-B with an under-barrel 30mm grenade launcher, the SCR-C short-barrel variant, and the SCR-D long-barreled sniper variant. At an entry price of 2,000NSC for the SCR-C up to 8,000NSC for the SCR-D, these rifles are expensive and well worth the price. The Guardsman SCR series comes in a bull-pup configuration that present a highly accurate and reliable rifle in a sturdy and compact frame thanks to the extensive use of advanced lightweight polymers and ceramics and Southern Firearms' design experience. All four models are modular, capable of firing 5.56mm, 6.5mm, and 6.8mm rounds by swapping the bolt and barrel out for another. The rifles accept standard rail attachments and can be factory-configured to accept most magazine styles.

The Guardsman SCR series rifles are export approved to all recognized nations and will be available on civilian markets where legal.

It has come to the attention of the South African Armed Services that Selenarctos is a producer of the F-35 Stealth Fighter, South Africa's Marine Corps has been searching for a number of months to find a stable and suitable producer for such an aircraft. That said, we must inquire as to whether the F-35 that Selenarctos produces, can be produced in a STOVL variant, which can work with our amphibious assault vessels. We are currently looking for an option to purchase or have Selenarctos produce fifty of these fine craft, with the option of producing a further twenty-four for reserve stocks. We would like the option to install our own radar and electronic systems on the fighters if that is possible.

Atlas Aircraft Corporation would also like the chance to produce spare parts for the aircraft, and is ready to pay a suitable amount for the rights to do so.

Certainly, the Selenarctos Aerospace Consortium produces carrier-compatible F35 variant used aboard the the SS Manila and we would be proud to supply to the South African Marine Corps as well. Due to trade restrictions, we are unable license the production of spare radar and computer components, stealth coatings, or advanced materials, but this is easily solved since you wish to supply these yourself. Excluding the parts produced in South Africa, the total for seventy four aircraft comes to 5,032,000,000NSC (Five billion, thirty-two million National Selenarctan Coins). We have a number of financing options available through the national government of Selenarctos if you wish to pay over an extended period of time. With the production facilities already built for F35 exports to the UCSA, we expect to complete delivery of all planes within eighteen months.

Response from the Armaments Import and Export Division, SAFS;

 

The South African Defense Ministry has detailed the AIED that it is prepared to pay all outstanding debts in full at the time of purchase, and after consultation, believes the price you offer is fair. We are also pleasantly surprised to hear that delivery of the aircraft will be able to be completed in such a short amount of time, and we gratefully accept such a delivery timetable. The South African Marine Corps has also detailed the AIED to make a request to you about the possibility of members of the the South African Armed Services' Arms Research and Development Corps' Aviation Evaluation and Testing Division getting training and evaluation time in the aircraft before the first deliveries arrive.

 

We are willing to pay additional funds for the ARDC evaluators coming to Selenarctos and undertaking such a course whilst the procurement is under way. Attached to this response, you will also find a voucher with confirmation information that can be delivered by your corporation to the Treasury of the Union of South Africa that will enable you to withdraw the costs of procurement.

Production of the aircraft would begin as soon as they payment cleared. Selenarctos Aerospace Consortium employees would provide the South African marines with everything they wanted to know about the planes, including training materials and the opportunity to work with ex-Navy pilots brought in just for this purpose.

The Manila government has announced plans to construct a tunnel from from Manila to Mariveles, under the mouth of the Manila Bay. Twenty kilometers long when finished from Kawit in southern Manila metropolis to the western edge of Mariveles along the Bataan Provincial Highway, the tunnel will offer a direct routes for vehicle traffic and high speed rail to facilitate the flow of goods between the two cities. Mariveles has expanded from a small town to a city home to more than two million in the years since Selenarctos' founding and benefited from Manila's modernization more than any other city in Greater Manila, but until now roads and an old railway around the north side of the bay through San Fernando or a boat across the bay have been the only ways to reach Mariveles from Manila. The tunnel is co-sponsored by the national government and the Artega Group to facilitate the flow of goods, opening up more space in the bustling Manila port and offering new opportunites to expand Mariveles' industry. The tunnel is expected to take two years to complete.
