The Zigur Posted November 5, 2016 Report Share Posted November 5, 2016 For some reason today I can only perform one spy attack against a nation I'm not at war with, instead of two. I'm at war with Sephiroth, but not ericsw. I'm not aware of any rule changes, so why can I only perform one spy attack instead of two against a non-war adversary?
