GMU constitution
Article 1: Membership
1.1: All nations are welcome to join the Global Military Union, once approved by an officer.
1.2: A vote may be brought up by any officer to vote to remove a member of the GMU. It requires at least three (3) officers to vote yes.
1.3: All pending members who are actively applying on the GMU forum will receive full military defense from the GMU if attacked.
1.4: When a nation applies to the GMU, they have 48 hours before they are removed from the alliance.

Article 2: The Office of The Supreme Commander
2.1: The original founder of the alliance will be the Supreme Commander and may appoint an heir to take over as Supreme Commander if they have to step down or are removed from office.
2.2: The Supreme Commander is the acting leader of the GMU and may mobilize for war, sign treaties, remove members, and appoint officers.
2.3: A Supreme Commanders direct order may be vetoed by a vote of the officers which receives at least three (3) votes.

Article 3: The Department of War
3.1: The Department of War is a command structure which is responsible for mobilizing troops, train nations, call out targets, and is in charge of strategic planning.
3.2: A Governor of War may be appointed by the Supreme Commander under the following events: the previous governor resigns, or the alliance undergoes a restructure (see 5.4.3)
3.3: If all officers vote yes, the Governor of War may invoke a 3-day state of emergency, in which all everyday alliance operations go through the Governor of War.
3.4: The Governor of War may declare war on another alliance with permission from three (3) officers.
3.5: The Governor of War may elect deputies to control various divisions within the Department of War.
3.5.2: There may be no more than four (4) elected deputies at any given point.

Article 4: Department of Foreign Affairs
4.1: The Department of Foreign Affairs is responsible for maintaining allies, signing treaties and/or protectorate documents, and all other diplomatic operations.
4.2: A Governor of Foreign Affairs may be appointed by the Supreme Commander after the following events: the previous Governor of War resigns or the alliance undergoes a restructure (see 5.4.3)
4.3: The Governor of Foreign Affairs may sign peace treaties with authorization from three (3) officers.
4.4: The Governor may disband treaties with authorization from three (3) officers.
4.5: The Governor of Foreign Affairs may elect diplomats to represent the Department of Foreign Affairs and to begin discussions with other alliances.
4.5.2: There may be no more five (5) elected diplomats at any given time.

Article 5: The Council of Officers
5.1: A council of Officers will be constructed and consist of nations elected by the Supreme Commander to manage operations.
5.2: The Offices within the Council of Officers are: The Office of the Economy, The Office of Union Affairs, The Office of Recruiting, The Office of Union Security, and the Justice Department.
5.2.2: The Office jobs are as follows:
The Economic Office: Manage tech deals, establish trade circles, and any other economic policies.
Union Affairs Office: Manage members, retainment, and other member activities.
Recruiting: Recruit new nations and process their applications.
Union Security: Manage security of the Union and any team (Brown) based information.
Justice Department: Manages impeachments, rule violations, and tech defaults.
5.3: Each officer may elect two (2) junior officers with the exception of the Justice Department, which may elect three (3) justices.
5.4: The Council of Officers will meet once a month to discuss current alliance status with the Supreme Commanders and the Governors.
5.4.2: The Council may elect more often and/or whenever necessary to discuss voting for treaties, declaration of war, or a vote for martial law.
5.4.3: If the Council views the Unions leadership as self-destructive, they begin a vote to begin to restructure the alliance.
5.4.3 (2): If the vote is unanimous, all positions excluding the Supreme Commander will become open and a public election will be held where all GMU nations can vote for officers and Governors.

Article 6: Amendments
6.1: An amendment to the constitution may be added following the proper council discussion.
6.1.2: The Council must discuss the Amendment for at least 48 hours.
6.1.3: Following the 48 hour discussion, a voting period opens for officers and a separate vote for all non-officers.
6.1.4: If officers vote at least four (4) yes and the non-officers vote at least 3/4th of all nations, the vote has passed and the amendment will be added.

Article 7: Raid Policy
7.1: The GMU has a simple raid policy that is as follows: A nation may declare war and raid any nation that is unaligned and not protected by an alliance. However, if a nation within the GMU is raiding, they will NOT receive any aid or back-up from the GMU and the Department of War.
7.2: If a nation is attacked while under GMU protection, The Department of War may mobilize nations within the GMU to counter-attack.
