Generally the way tech deals work is that the buyer send you the money first so you can afford the tech. Sending 20 tech or $500,000 is a complete waste of an aid slot. Either send the max amount in an aid slot or don't send anything at all. Some other unrelated advise: The first improvements every nation should build and never destroy are (in this order): 1 harbor 1 foreign ministry 5 factories. ^I highly advise you replace your improvements to look like this. After this point, improvements become more complicated and even debatable. However there are certain things about improvements you're going to have to know about once you start getting larger. If you don't plan on buying infrastructure for a while and could free them up for econ improvements while you build a money stockpile, then you should swap them out. Why would you ever swap an improvement that expensive while when you're sitting at only 7 improvements, you likely aren't even big enough for improvement swapping to be effective anyway?
