Williambonney Posted September 6, 2015 Report Share Posted September 6, 2015 It is not possible to answer your question Gorbachov, due to the fact that some improvements restrict the purchase of others (I.e. the border fortifications won't allow you to build the forward operating base) and that you can increase your citizens in other ways (I.e. trades and land) I would say on average about 10k infra should be adequate, but like I said there is no real way to give you a definitive answer.
