The only thing that Basalt is reliant on Construction for is the -5% infra cost.  You still get it from the Martian surface (along with all the other benefits) without construction.

Unless you're actually seeing those bonuses, there's not an error.  You'll still have the resource, but not any of the benefits it provides.

This is correct, resources from space wonders do not require you to have the resources listed. Just without the required resources you don't get those specific bonuses.

 

This can also be seen in the descriptions of the resources in the information index.

 

Mined from Martian surface. +3 happiness if nation has Automobiles, –5% infra upkeep if nation has Asphalt, –5% infra purchase cost if nation has Construction.

 

While for example Asphalt says

Lowers infrastructure upkeep cost -5%. Requires Construction, Oil, and Rubber.
