Private The Government of Malta wishes to discuss the matter of Gibraltar. We'd like to create a multi-national base on Gibraltar giving nations willing to endorse the project full and equal access to the base. My General Staff suggests that Malta deploy an Air Defense Battalion, a Services and Support Battalion with additional men for servicing ships, A rifle battalion for security, and an intelligence battalion. Total strength of about 3000 men. I would think that would be the upper limit. The Rock Accords Participating nations will be allowed to station up to 500 persons on the island of Gibraltar. These forces will be for the purpose of monitoring the regional oceanic trade lanes and gathering intelligence on sea going vessels passing through the area. Further, to extend the net of security, participating nations will agree to man and support a jointly held base at Mount Sidi on the African coast. Participating nations will be allowed up to 500 persons to man this base. Cost of building the base will be shared equally by the signatories of this document. Once the bases are complete and we've got a idea of how many nations will participate, we can work out some sort of mutually agreeable arrangement for basing extra troops. Malta has begun construction at Tarifa and Mount Sidi, we will underwrite the cost of constructing these bases, though contributions are always welcome." The Armed Forces of Malta would dispatch an Engineering Team to Mount Sidi on the African Coast. It would be protected by a small task force of destroyers and frigates. With it would come several dozen prefabricated container units that are designed to become fully habitable living and working structures within a matter of hours. A few short kilometers from the city of Tarifa a similar landing would begin. Engineers, marines, and other specialists would begin landing to construct a base using the same prefabricated structures. The Tarifa Accords Participating nations will be allowed to station up to 500 persons on the Isthmus of Tarifia on the Coast of Spain. Any formal government that comes to control Spain will paid a fair lease, for a duration of 500 years, of market value for the space used. These forces will be for the purpose of monitoring the regional oceanic trade lanes and gathering intelligence on sea going vessels passing through the area. Large ditch digging machines and earth movers have cleared vegetation, leveled a field large enough for a compound, and laid the utility pipes required to begin connecting the prefab container units. The camps now have space for up to 600 persons. Invitations to send troops will be sent out once the camps can hold upwards of 2000 persons and have the facilities in place to support them all. Until then a pair of Relief Support Vessels from the Malta Naval Reserve list will be anchored to provide power, water, and medical care. While they are spartan and a bit bleak in appearance, they have capacity for up to six thousand persons at each location. The Maltese Delegations arrive as soon as construction is finish and begin installing their intelligence gathering equipment. Specifically, for the Tarifa base, Malta places a half-squadron of high speed rescue boats at the location for the purposes of conducting at sea rescue duties if needed. Captain Enema Posted January 4, 2015 Author Report Share Posted January 4, 2015 A number of improvements to both bases have been made including a landing strip capable of handling F-22 Raptors in the Tarifa zone. Creature comforts have been going in quickly in the form of movie theaters, gyms, swimming pools, and small stores for sundries. Each base is given a dedicated Air Defense Artillery team consisting of short, medium, and long range Air Defense Artillery assets. They are also equipped with a powerful radar system that has a back up site included. Extra generators for power are hidden about each of the two bases.
