Californian
(Invited: Lysergide, JEDCJT) Dante Quaeckernaeck, Lord Protector and acting Regent of the Northlands, would personally write to the leaders of the Nordisk Rike and Russia, inviting them to a conference on the island of Rugen off the German coast in the Baltic Sea. Preparations would be made for the arrival of the foreign dignitaries, with security and transportation silently taken care of. They would have time to enjoy the sights and leisure on the islands, but the conference itself would be hosted in a government building by the Rugen Naval Base. These nations had once shared close bonds of friendship and it was hoped that this could again be achieved once more. JEDCJT
A positive reply, personally written by First Secretary Dmitry Volgin, would be sent to the Northlandic government. It stated that Yuzef Menzhinsky would represent Russia in the conference. Due to the massive "Exclusion Zone" in central Russia, however, Menzhinsky would take a detour through the Ukraine and Poland to reach Rugen. Lysergide
Diplomatic Reply from Nordisk Rike The Nordisk Rike would be delighted to attend these meetings. It would send forward a notice that Jarl Sigvard Sverk to attend to represent the Nordisk Government. He would be dispatched immediately and the Northlands government would be given notice that he would be coming by boat.
Californian
Yuzef Menzhinsky would be greeted at the airport and Sigvard Sverk would be met at the dock of Rugen Naval Base. They would be escorted to the meeting location where Quaeckernaeck was waiting. "Welcome!" he would say, greeting each of the men as friends. Small conversation would be exchanged as drinks were brought out. Quaeckernaeck would ask both Menzhinsky and Jarl Sverk about their trips to Rugen and about recent events in their nations. Slowly the talks would move to the business at hand. "Gentlemen, our nations have long held friendly relations. I wish to confirm the security and economic cooperation via a treaty between our nations once again, so that northern Europe can continue to be a bastion of stability and prosperity in Europe. Northlands wishes to re-negotiate a full military and economic partnership with your nations, as well as an agreement overseeing the maritime and security administration of the Baltic Sea. Please, tell me your thoughts on these ideas." With that, he would pour himself another drink and let the others speak.

Lysergide
Sigvard had taken off his gas mask which had become a standard issue for every citizen in the Nordisk Rike to wear while in country, and had it placed next to him on the table. He didn't drink any alcohol, and had only eaten small portions of food, since he had become used to the food rationing that the Rike still had in place since the war had begun. He would learn forward after hearing Yuzef speak. "While our name and government has changed since we signed a military treaty with both of you many years ago, we still view that as Valid, and since we are all that is left of the Nordic Shield organization, I would be inclined and so would my government on bringing the organization back to a full accord. I would say that some tenants would have to be readdressed since times have changed, and we exist in a world that was wrecked so often by war. I believe we should move this organization forward to host more military power, and use it as political sphere to address issues that may exist within our own domain of the Baltic Sea, as well as to deal with problems external to ourselves. If that is something you two are interested in, I would have to make the notation that we will need to adapt ourselves, and talk about bringing in other members to our sphere. Without giving much detail, I know our allies in Alvonia still have aspirations to return to controlling territory on the Baltic Sea, so I would say that they are potentially a prospect, and with of course our Soviets friends permission, a chance of bringing Belarus into this." JEDCJT
As he sipped death vodka, Menzhinsky would comment about his trip to Rugen, lamenting about the irradiated state of central Russia that necessitated such a detour, and stated that the Soviet government was slowly but surely working on reasserting its authority over the "Wayward Regions". "Russia would support the reinstatement of the military and economic partnership that existed between our nations before the Second Apocalypse. Our nations worked amicably to ensure peace and prosperity in the Baltic regions, and we would like to see that once again. It is rather unfortunate. however, that the nuclear catastrophe that befell the cities of Leningrad and Moscow and their surrounding regions severely inhibits the Soviet state's capacity to provide for security in the Baltic Sea." He turned to Sigvard. "We would be open to the possibility of bringing Alvonia and Belarus into this discussion."
Californian
"We also approve of Alvonia being invited to the talks, contingent on successful agreement regarding future Alvonian expansion to the Baltic. Relations between our states has improved dramatically, and we are not necessarily opposed to their reclamation of Baltic Sea bordering territory, but it would be prudent to discuss future territorial aspirations to ensure we don't encounter problems in the future. To this end, we have initiated high level talks with Alvonia. We are less familiar with Belarus, and are therefore more hesitant to invite them to be part of an organization the way Mr. Sverk has discussed. I agree however, that our peaceful cooperation in the past and general harmony of northern Europe would make us well suited to taking a more proactive role on the world stage, united as one bloc." Lysergide
He would lean forward and place both of his hands on the table after listening to what both had to say. "Then we all agree that we should be more proactive in foreign affairs, I would say the best thing to do in that aspect would be to host individual meetings perhaps with Alvonia being first, then bringing in Belarus after we conclude the meeting with Alvonia. If we can only get one, it would still leave us as a power military power within Europe and would allow us to dictate affairs of our entire continent. I do believe that Alvonia will more than likely come on board, especially if we offer them them a return to their previous holdings on the Baltic." JEDCJT
"Individualized meetings with Alvonia and Belarus as to gauge their opinions would be the best course to take. We should do our best to bring them on board as to further solidify the position of this Bloc in Europe, and the world as well."
Lysergide
"I am inclined to agree with the individual meetings with each of them after we rewrite our treaty together, and all put our nations names to ink on this document. When we do this, I would be interested in meeting with Belarus prior to Alvonia. I feel they may be more inclined to join our treaty than Alvonia would be, my government is unsure how Alvonia will act, and we haven't had much communication with them since the war had ended." Californian
NORDIC HAMMER Alliance between the Northlands, Nordisk Rike, and Russia Article 1. An attack on one member of Nordic Hammer is an attack on all. Full support of the attacked member is not optional. Article 2. Nordic Hammer members are encouraged to support one another on matters not directly related to defense. Article 3. Nordic Hammer members stand united. SIGNED, The Northlands, Russia, Nordisk Rike, "Here's a revised version of the previous treaty between our nations. Nordic Hammer is used in place of Nordic Shield, though I'm open to other ideas for names of our alliance. Additionally, feel free to offer other changes to this treaty. It is admittedly sparse, although this can be intended to ensure others that we are serious about our commitment and will not find loopholes or exemptions for our obligations." "I am open to talks with Belarus about ascension into the pact."
Lysergide
Sigvard Sverk would sign his name to the paper with the authority of the Krigsherre. "I like it, it is a simple document, with no real loopholes, it also leaves it basic enough that we can amend it should the bloc decide to add in more details later." JEDCJT
"The simpler the better," Menzhinsky remarked as he scribbled his signature on the treaty. Russia, Y. Menzhinsky
Californian
Quaeckernaeck would write his name on the document as well, formalizing the pact between all three states. "Excellent, I am glad to have such honorable allies in the world once more. We will plan to host a meeting with Belarus as soon as possible to gauge their compatibility with the Nordic Hammer alliance." "Huzzah!" Lysergide
"Should we maintain quarters here and invite Belarus to attend, and reconvene when their representative arrives, or should we go all go home, and open up the meeting with Belarus elsewhere?" Californian
"It may be best as we are all here, to invite Belarus to meet us now in Rugen directly. In the meantime, you and your diplomatic staff will be provided with luxury accommodations at the resorts and facilities of the island." OOC: MrDirector, representing Belarus, is now welcome to participate in this thread. A message would be sent to Belarus, inviting them to send a high level envoy to meet with the leaders of the Northlands, Nordisk Rike, and Russia on Rugen. All preparations would be made for their arrival and participation in talks.
Mr Director
An affirmative response would be sent to the Northlands. Foreign Minister Vladimir Andreichenko would be sent to Rugen. OOC: Yep, he can split himself in half like that. Lysergide
The Nordisk Rike representative Jarl Sigvard Sverk would be the first to greet the Belarus diplomat as he arrived, shaking his hand and welcoming him to the proceedings. "It is a pleasure to meet you, I am a Jarl of the Nordisk Rike and my name is Sigvard Sverk, I hope your had no issues with your travel to this meeting." Mr Director
"No problems at all, although I must admit to some curiosity as to the purpose of this meeting," responded Andreichenko, returning the handshake.
Californian
Quaeckernaeck would also greet Andreichenko as the meeting was brought to order. The last several days had been spent enjoying what Rugen had to offer, but the focus would once again be on business as all four leaders went through introductions. "It's a pleasure to meet you, and I apologize for not fully explaining the purpose of this meeting sooner." He would motion to the other men present. "Nordisk Rike, Russia, and the Northlands are in the process of forming a security alliance between our states, and as you can see we have agreed on the basic points of such an agreement." He would slide a copy of the Nordic Hammer treaty draft to the Belorussian. "We also plan to oversee the safety and security of the Baltic Sea, although this point may not be as particularly relevant to your nation." "You were called here to both gauge Belarus' interest in joining such a pact as a founding member, as well as for us to better know each other. We cannot ask complete strangers to join such a high level military agreement, and all parties would need to feel comfortable with the others' goals and visions for such an alliance. Is this something that Belarus would be interested in? The Northlands personally has had limited interactions with Belarus, although you have a strategic geographic position in the East and you've played a paramount role in ensuring security against violent elements in Poland, a leadership role we've carefully noted. Perhaps you would be willing to tell us about the current goals and vision for your nation and its position in Europe. I'd be interested to hear about the nations Belarus considers allies and the nations Belarus finds unfriendly, hostile, or a potential threat. Additionally, are they are plans for expansion by Belarus?" Edited December 10, 2014 by Californian
Mr Director
Andreichenko read over the copy of the treaty. "I believe that we would be interested in joining this pact. While we do not, as you said, have any access to the Baltic, we do have a large stake in Eastern and Northern Europe, as well as areas that have a close proximity to the Baltic. As for our foreign affairs, our main ally remains Hungary-Slovakia. There are some remaining tensions with Alvonia, but we are working to clear those up. Our plans for expansion are currently limited to areas in the Podlaskie region with large Belorussian populations."
Lysergide
"Well the Nordisk Rike is willing to allocate you to build and maintain a private port off the coast of Gotland to help foster this relationship, as well as to provide you with the ability to control a naval fleet, and have an actual staked claim in the Baltic Sea." Mr Director
"We would be most grateful for that.
