And similar to the SNX guy on DS, the guy in TSC is still attacking NPO and hasn't offered peace. So, whichever way you want to map it I agree the two should be consistent. Also DS, which similarly recognized hostilities (one was a raid, one was a rogue--but if a recognition of hostilities is not considered a DoW (as was the case with DS), SUN isn't the aggressor.)
