A hand written invitation would be dispatched to leaders around the world.

 

 

 

The League of Nations was founded in the ruins of Europe to end war. It failed. King Gregory of Malta, a humanitarian of the highest order, wishes to invite leaders of the world to attend a conference in Malta. King Gregory wishes to gather like minded individuals, leaders of men and state, to the cause of creating a world forum. This world forum will provide a place where problems can be discussed as equals. It will not rule with the incompetence and stupidity of the United Nations Security Council that so willfully ignored the horrific slaughter heaped upon the citizens of Capetown so many years ago.

It will be a forum of equals where all can and will be heard.

The conference will be held at the Mediterranean Conference Center overlooking the Grand Harbor of Valletta. Upon arrival the guests would be ushered down a rather long corridor.

Dinner would served prior to commencing the conference.

Boat tours of the the Grand Harbor would be made available for the guests in their off hours along with visits to other sites both man made and natural.

Yasu Ueno, the Imperium's MoFA would be sent as the Imperium's representative, along with the Empress, wanting a break from raising a kid and repairing the nuclear wasteland that was now mainland Asia.

Upon arrival the attendees would be fed, given a chance to clean up after their meal, and then given a tour of the Conference Center prior to commencing the conference. 

 

During the tour, they would be escorted by armored Knights of the Hospitaller, or Order of Saint John, who volunteered to add color and a certain flair to event. Once the attendees have completed their tour they would be shown to their seats and King Gregory would give them a short speech.

 

"You are here, this is good. I hoped for more but expected less. I don't propose we recreate the United Nations, that was a failed enterprise. I don't propose we create a massive treaty network. We have an opportunity to create a space where all voices can be heard and their words be considered. A place where help can be asked for and given without the usual requirements of treaty obligations. The needs of our fellow man put over the vicious requirements of state security whenever possible. The League of Nations as it was held promise, but tried to do too much and failed terribly. I think we can do something different, something better for our fellow mankind. With this in mind, the nation of Malta and the Order of Saint John promises the following for the next 20 years, a standing force for international relief efforts. A fund consisting of the proceeds of a 1 percent tax on luxury items sold in Malta, this fund to be used for international relief and development. 

 

I now turn over the floor to you fine gentlepersons."

The Greek foreign minister, along with a small staff of aids and translators, had been dispatched quietly to Malta. Though they enjoyed the refreshments and sights of Malta, it was the political aspects of the invitation that most tantalized them all. The Minister listened quietly to the King's speech before half raising herself from her seat to speak. "Greece welcomes the return of the humanitarian spirit to the world stage. We will match Malta's contributions to the international aid fund, and provide peace keepers wherever they are needed."

The Russian observer would be given a tour with an escort of two large National Policemen to supervise him. He was first taken to some of Malta's factories that are safe, clean, and utilize the latest in manufacturing techniques that have a track record of being environmentally friendly. The representative would hear from the Union leaders that the profit sharing arrangements between worker, state, and ownership has been working well for all parties for quite sometime. They would be taken to one of Malta's hospitals where they would see hard working doctors and nurses paid for by the government providing quality medical care to those who need it. The next stop would be one of Valetta's many working class residential districts where they would see families living in their own homes with large parks and schools nearby for the children. After this, one of the escorts, somewhat irate that his nation had been called out by the Russians, asked, "Where do you want to go next?"

 

At the meeting, King Gregory said, "We applaud Greece's willingness to support our efforts to bring humanitarian relief to where it is needed."

The observer, who happened to look quite a bit like Khrushchev, flashed a wide grin at the escort. "I'd like to go to Disneyland!"

The observer would be put on a plane, one way economy ticket, to the sunny climes of California and sent to Disneyland. A single daypass for Disneyland would be included in his ticket and one night in a Motel Six just south of Bakersfield would be booked and paid for in his name.

Kazuko had selected a seat next to Jeanne, whispering something in her ear before the speech had begun, and listened intently, amused by the exchanges that occured after the fact, standing upon the reply to the Greeks, "The Imperium is more heavily focused upon recovery efforts within our own sphere of influence, notably repairing the infrastructure of mainland Asia from the ravages of war that transpired, while we cannot provide much in the way of peacekeeping forces, we can offer a contribution of ¥50,000,000 yearly for the next 5 years to assist in funding the organization."

"I am not proposing an organization in a formal sense. Let me be clear that I have no desire to recreate that tragedy of an institution known as the United Nations that became a tool for oppression and tyranny. What I propose is a place where those who want to help can do so, where those who want to speak can do so, and of course a place for those who want to listen to have that opportunity as well. A neutral ground for us to meet and speak. There are no formal requirements to give money or men to be here, though I am certain our fellow citizens of the world won't be at all displeased when it is put to use to better their lot in life."

Taking a sip of her glass of Cabernet  as King Gregory spoke, "While I cannot speak personally of the failures of the United Nations, I have studied them and while it appears to have only been successful in its attempts at nuclear disarmament,  I see the benefit of a forum in which nations can speak frankly to provide nations with a different option than resorting to bombs or bullets. Through the Imperium's interactions with its former neighbors, it is too often that the destructive option is taken instead of dialogue." pausing she would look for a world map, resuming her train of thought. "There is a large percentage of the world still in either anarchy or local governance, I can agree it falls upon the most organized nations to assist those less fortunate."

HAving been ushered into the hall, and remained virtually silent up until this point, the Deputy Secretary of State spoke up at this point.

 

"I fail to see the logical need for such an organization if in fact, no such organization is to exist. What you are suggesting is essentially charity. That is well and good, and the Celtic people support such a notion. However, my government feels as though these aims and lofty ideals can be handled through mutual cooperation and dialogue. Not through meetings in Malta and facilitating funds through Maltese financiers. Why not simply cut out the middlemen, and give direct if there is a humanitarian need?"

Jeanne listens to what Kazuko has to say before nodding and standing, "France is far too wrapped up in our ongoing humanitarian efforts in Asia and the Mediterranean to contribute further, but we appreciate the sentiment expressed. Now, on the subject of the United Nations, having been a permanent member of the Security Council, France, in the past, had a front row seat to the abuses of the powers who sat there. We remember well the brokenness of the system and wish that this new League that you propose should not have the failures of its predecessors."

The Greek minister glanced around at those who spoke, then shook her head. "Even if you are already engaged in your own humanitarian efforts, do you not see the advantage in having other nations assisting you? A unified, organized, effort is much better than piecemeal charity and intervention. What Malta is proposing is not just a social club, or a way for them to be the middle men, it is a way for us to leverage the combined assets of our nations to do more good together than we could alone."

Nodding, the Secretary added,

 

"But is it impossible to coordinate our efforts alone? You are essentially saying effective efforts must be done through Maltese organization and distribution. I disagree. We can leverage and unite our efforts as independent nations without having to send money to foreign governments or raise international forces seperate from our own standing armies. "
