While the others who inhabited the Arctic were not antagonistic against the Imperium, it was better to be safe than sorry, various OTH-B, OTH-SW, and traditional radar stations, were constructed throughout the province, as well as in VAZE, the Imperium could not afford to leave any path to the home islands blind.

The mineral wealth of the Jewish Oblast was not ignored of course, but ensuring the area was not devastated as Manchuria had been made the process slower. The soil was rich, and with the Imperium's soil enhancement projects, it would become a breadbasket for the surrounding area.

Of course, the Imperium did not really care if Cascadia had given them a blessing or not. The Imperium's 4th fleet was already near the Galapagos. The 3rd fleet was in position off the coast of the Falkland Islands. Both fleets would launch surveillance upon their targets and it was unsurprising to find there were no inhabitants. A detachment of several hundred marines would be left upon both islands, the 3rd fleet would leave the corvette Shimushiru to keep watch over the forces and repeat the process on several other islands in the Strait of Magellan. It was unexpected they would run into anyone else within the region, but AWACs patrols and wartime protocols were in full effect for both fleets, whomever entered the region, the Imperium would find them first.

Galapagos 2/7

 

Securing Seymour Airport took precedent over anything else, and once the facility was brought back online, Type 3 Chū-SAM systems would be brought in, along with MIM-104F and, S-400 Shōri systems to prepare the islands for possible attacks, since as expected the Cascadians were unhappy about the decision. The wildlife would be considered a high priority and forces upon the islands only numbered in the several hundreds.

 

Falkland Islands, Tierra del Fuego 2/7

 

Likewise, Hermes Quijada International Airport upon Tierra Del Fuego and RAF Mount Pleasant upon the Falklands were the highest priority for Imperium Ground Forces. Once they were restored to operational capability, a fleet of aircraft would begin landing, importing Type 3, MM-104F, THAAD, and S-400 Shōri to be set up as a preemptive defense for possible attacks. Tierra Del Fuego contained several military bases which would begin to be restored, the Imperium might need them shortly. The Falklands of course also had military bases and the same process would begin, along with the island hopping and refueling of 2 squadrons of F-3 Shinden II to each island group, to act in potential defense of the islands.

 

VAZE 7/7

 

The name Jewish Oblast was rather outdated, but they were comfortable with their unique life style and were left to it, so long as they were Imperium citizens the government did not care if they wished to speak russian, yiddish, or chinese. The resources were the only interest, and they were being absorbed into the Imperium's growing economy.

Galapagos 3/7
 
The Galapagos contained dozens of unique species, truly a shock and entirely new information to the Imperium. Of course this wildlife would take precedence, but the surrounding waters would begin to have new SOSUS lines constructed, to observe movements through the Canal Zones, it was expected that the Caribbean States would respond positively to Imperium diplomatic overtures regarding the Canals, but the SOSUS lines were constructed as a fall back option, as the Canals served as the most used waterways in the world. An Impeccable-class ocean surveillance ship would be permanently based from the Galapagos.
 
Falkland Islands, Tierra del Fuego  3/7
 
Unlike the Galapagos, there were far less restrictions, multiple Kawasaki P-8 Ryūjin along with MQ-4C Shiranui would be based in the area, to begin to patrol the region while the SOSUS lines in the region were repaired or replaced. While militarization of the islands was not preferred it was deemed an acceptable option due to the strategic location, and several additional military bases would begin to be constructed, with a spot selected for an airstrip and base upon Antarctica to serve as a further observation point. Two Impeccable-class ocean surveillance ships would also be sent to the region to be permanently based there.

Galapagos 4/7

 

The Imperium's grip upon the islands tightened as scientists began to further study the wildlife upon the islands, DNA samples would be taken and investigation into potential cloning of the species that were threatened or endangered. Other nations may have no interest in the conservation of animal life, but the Imperium had the capabilities to not simply preserve, but grow the numbers of rare species if needed. Galapagos penguins, Waved albatross, and Galápagos sea lions would be priorities, the Nesomimus group of mockingbirds would also begin to be lab produced, due to the critical level of endangerment.
 

Falkland Islands, Tierra del Fuego  4/7

 

OTH-B and OTH-SW systems would be constructed within the region, with systems on both the tip of Antarctica, the Falklands, and Tierra Del Fuego would give the Imperium vision deep within the Atlantic, and ensure there was no bypassing the Imperium's gaze for surface vessels or aircraft. Natural Gas and Oil extraction efforts would also begin, exploration was the first step of course, though there were obvious signs of well drilling that would be used as a basis to begin such efforts.

Realizing the requirement for a Long Range Anti-Ship Missile, the Imperium began construction to find a replacement for the Harpoon and the LiaoSho missiles within the Imperium's inventory, the requirement needed close to 500 mile range to provide for total block out of any possible entrance to the Pacific Ocean.

 

Galapagos 5/7

 

Rather than a Traditional RADAR platform, which would take up space that was better preserved for wildlife, the Imperium selected a new concept, JLENS. JLENS provides 360-degrees of defensive radar coverage and can detect and track objects like missiles, and manned and unmanned aircraft from up to 340 miles away. JLENS can also remain aloft and operational for up to 30 days at a time. This potent combination of persistence and capability give defenders more time and more distance to Identify potential threats, make critical decisions, and conduct crucial notifications. with full integration into air defense platforms. an SBX-1 platform would also be sent to the region, to be based at San Cristóbal Island, where a new naval facility was being constructed.

 

Falkland Islands, Tierra del Fuego  5/7

 

Additional Facilities were begun to be built to hold the additional forces expected upon the completion of the Pacific Rim treaty negotiations. Tierra Del Fuego would receive more of the efforts, the Imperium elected to avoid the complete militarization of the Falklands, tempting as it might be. SBX-1 platforms were on their way from the Imperium's former easternmost holdings, to maintain patrols in the region. and provide aircraft based in the region to be able to respond immediately, well before any threats are even in range.

While the Imperium was not a christian nation, most of the world was, and leaders across the world would find themselves receiving two Giant pandas and two Siberian tigers. The pairs would be genetically unrelated, and effort was made to ensure enough variance within the populations being gifted to ensure that interbreeding for later generations would not produce negative effects, though a note recommending contacting the Imperium Ministry of Economy, Trade and Industry before any mating outside of the original pairs occurs to ensure there will no inbreeding. Along with the animals, they would receive a bucket of Fried Chicken, delivered fresh from the Imperium by Hayabusa, ensuring it arrived hot at the designated evening meal time for the timezone of the receiving nation's capital. Upon the lid of each bucket of chicken would be a note from the Empress.

LiaoShō missile batteries would be placed upon he islands in embedded bunkers, locations selected to appear similar to the natural environment to satellite intelligence, though the construction would be noticed should anyone be actively watching, what exactly was occurring would be near impossible to accurately determine. 55Zh6ME Radar stations would be added to the OTH system, due to their small footprint and ability to detect even stealth aircraft.

LiaoShō missile batteries would be shipped to the Falklands, the island quickly becoming a fortress against any possible invasion, as all Imperium holdings eventually became. The move by the Imperium into the Atlantic had not raised any diplomatic inquiries, but the Empress had no desire to simply rest upon her laurels while the world kept spinning. The strategic value of the Falklands as a choke point also made them a target. Upon Tierra Del Fuego, Type 14 Surface to Surface Missiles would be sent, with stores of spare missiles to be brought to the islands. The design was new to the Imperium, with a longer range than the LiaoShō, and a smaller missile, the Imperium would use the Type 03's 8x8 wheeled Transporter Erector Launcher as a platform for the latest weapon within the Imperium's arsenal.
 
Pacific Ocean
 
A squadron of twenty container ships would be kept on "patrols", going from the Galapagos to Tierra Del Fuego and back again, with half of them going through the Canal and patrolling the Atlantic. The container ships would have batteries of Shizurā missiles, unnoticeable unless someone were to open the containers themselves. Minor changes to the ships was required, including advanced electronic suites, military grade Radar systems, as well as various electronic countermeasure systems. while they contained no outward weaponry, the Toroino class Cargo Ship, as it was officially designated internally, could carry up to 684 Shizurā missiles per vessel. The Imperium had originally designed the system for use against Persia, but were left at the wayside for the LiaoShō system used against the British and Persians in the Great War, due to the superior range of the LiaoShō. Similar systems were already upon patrol of the Western Pacific, but with the Imperium expanding, the requirement for a decapitation strike against a hypothetical opponent was needed, the Imperium's fleets could not be everywhere after all.

The islands were minimally militarized, but they were now the Imperium's, all that was left to do was to wait. The small population would be granted full citizenship and connected to the Imperium's standards of internet and media, it was assumed they would quickly find themselves enjoying the most advanced society upon earth.

With ESP both maintaining a "protectorate" over South Africa, and sending large fleets into the Atlantic, noted by Imperium intelligence from the French Navy, still an Imperium ally even with the uncertain future of the French Government, The Imperium realized who the movements would be primarily impacting. The Imperium's 4th fleet would be sent from the Galapagos to join with the 3rd fleet already in position between Tierra del Fuego and the Falklands shortly after the ESP fleets had passed into the Atlantic. The Imperium had many weapons designed with the intent of stopping beach heads, and they would be sent to the Falklands in large numbers, including THAAD systems, multiple AEGIS Ashore systems, which would be made up of at least 16 sets of 64 cell Mk 57 VLS launchers containing mostly SM-6, to be embedded into bunker systems, all networked to the Falklands own JLENS system, providing the ability to react to any salvo of cruise missiles, regardless of stealthy characteristics. as well as defense against enemy aircraft. An additional 10,000 troops would be sent to the Falklands with associated equipment.(400 tanks, 500 LAVs, 400 IFVs, 400 APCs, 200 Type 87 SPAAGs, etc.

The Imperium's streets grew quiet as whispers of war spread among the population. The Imperium had a long list of enemies, none had survived. In such a culture, the threat of war is not a fear as traditionally, instead it was seen as yet another speed bump upon the road which had led the Imperium to its current state, Guardian of the Pacific and East Asia, a global leader in terms of culture and economy.  A society so used to harsh wars did not change significantly upon the threat of one, merely more people stayed to the underground and avoided going outside if it could be helped, remembering the nuclear attacks and the biological and chemical attacks that followed.

 

Most new structures were hardened against attacks, whether conventional or biological, Filtration systems had been standard within the Imperium for decades now, a mandatory requirement for all new construction. One thing that returned to vogue, thanks to the Ministry of Media Policy was the concept of wearing masks when outside, but with masks came the inability to tell facial emotions, something that made the subtleties of conversing while outside difficult.

 

The solution would be a simple LED device to be worn upon the mask, that mimicked common facial expressions, replacing the mouth that was covered. A variant was studied for gas masks, for possible export to those still heavily affected by pollution. Africa was ravaged and so was Scandinavia and Russia. The product was cheaply produced but would provide the civilian populations of these regions with at least some return to normalcy.

While the Imperium did not believe that Cascadia would be foolish enough to actually act upon their Ultimatium, preparations for escalation was standard operating procedure for the Imperium, A full half(10) of the Imperium's B-2Bs would be maintained in the air, with full load outs of GBU-39 with pre selected targets within Cascadian, focusing heavily upon airfields. Additionally, half(20) of the Imperium's B-52H would be maintaining similar patrols, with full loadouts of AGM-86D (20 per aircraft), their targets were C&C locations as well as Radar locations.

Life within the Imperium did not stop even with wars upon the horizon, the concept of AEGIS Ashore systems were a cheap methodology of ensuring Pacific dominance of the Imperium regardless of other nation's aspirations. Entire cities of Manchuria were now devoted to producing both the missiles and the VLS launchers that would be embedded across the Imperium. A special focus was put on ensuring there was ASAT capabilities within each of the systems, though they would remove at least one or two potential anti aircraft or ship missiles, the SM-3 was able to target ballistic missiles as well as satellites, and preparations for every possible scenario was needed. At the same time, a full half of Imperium's large arsenal of DF-21 missiles would be converted to SC-19 ASAT systems. Embedded within the Imperium's Polar regions and various mountains, the ballistic abilities would of more value to blind their opponents than to simply destroy their cities or fleets.

 

Reconnaissance of the skies would also begin, with the Imperium beginning to track every single satellite it could find, and analyzing their paths to create a picture of both its owner and intended mission. Focus would be on RORSATs and Imaging Sats within the Pacific. A grandiose plan to some, but within the Imperium it was simply another paper for Kazuko to sign.

War may have been off the table for the moment, but internal advances would not stop anyway. Realizing the need for upgrades, multiple technologies were rushed into Production.

 

First was the Punisher Grenade Launcher, the Punisher fires 25 mm grenades that are set to explode in mid-air at or near the target. A laser rangefinder in the weapon is used to determine the distance to the target. The user can manually adjust the detonating distance by up to 10 feet (3.0 m) shorter or longer; the XM25 automatically transmits the detonating distance to the grenade in the firing chamber. The grenade tracks the distance it has traveled by the number of spiral rotations after it is fired, then detonates at the proper distance to produce an air burst effect. These features make the XM25 more effective than traditional grenade launchers at the task of hitting targets that are behind cover or dug into the ground (i.e. in defilade.)

 

Realizing a requirement for ensuring secure networking, WIN-T was pushed into use down to a company level, blending high bandwidth voice communications, data and satellite networking, the Imperium would have the most up to date data regarding individual troops, and ensuring they were all kept in the loop.

 

The Imperium's B-52 force was upgraded with Combat Network Communications Technology (CONECT), bringing the already ancient airframe up to modern standards.

 

MQ-8C Fire Scouts would begin production, the design replacing several designs of helicopters and eliminating a requirement for pilots in potentially hostile zones.

The Imperium having completed the agreements with both the Texans and the Cascadians would complete its withdrawal from the rest of Western Alaska to the agreed upon territory. those living on the Aluetians the Imperium always had control over were happy to see their families again. The Imperium on the other hand had little concern for what they elected to do, so long as they were willing support the Imperium's militarization of the island chain.

55Zh6ME Radar would be linked with OTH-B and OTH-SW systems constructed throughout the chain and upon the Imperium's bases on the Seward Peninsula. Upon the Alaskan Peninsula locations for AEGIS Ashore, and various other missile locations would be scouted.

And with the ESP making movements towards Cascadia now, the Imperium's suspicion of the so called economic treaty continued, considering their apparent decisions to work with every single potential opponent of the Imperium and continued ignoring of the largest industrial power. Preparations had to be made for the potential of the Imperium's latest holdings to be attacked, and as with the Falklands and Tierra del Fuego, the islands would be turned into fortresses, forcing whomever was brave enough to threaten the Imperium to work for every inch.

 

​Unlike the Southern holdings, the Aleutians would also be receiving the Type 94 naval guns used along the Malaccan Strait. Production of another run of the weapons, this time numbering near 600, would begin in Manchuria and VAZE. locations would be scouted out and embedded bunker systems would begin construction. runways would also be built upon the island chains to allow for rapid deployment of forces if need be, with steel panels in bunker storage upon airports to allow for rapid recovery of runways even after an attack. Several armed SBX-1 platforms would maintain patrols in the northern gaps, ensuring full vision. SOSUS lines would be recovered and repaired in locations they received damage, connected to the Imperium's own systems on the western side of the Bering.

The Imperium's own border security was relaxed as well, there were enemies all around, and the nations of the dragons were not on that large list.

Manchuria

 

The endless rows of factories within Manchuria and VAZE had long since gotten beyond most people's comprehension, electronics, military hardware, aerospace, and recently even traditional consumer goods were churned out at rapid pace. Manchuria was a wasteland, VAZE was kept healthy only for the species whom inhabited the region, but by the ocean the region began to look like Manchuria. Factories churning out smoke and whatever product Imperium citizens and the rest of the world desired. The strict policy of refusing entry to Manchuria had continued, expanded to most of the Imperium's citizens, unless your identification stated you lived in Manchuria, odds are you'd never be granted clearance to visit. The top executives of course were granted immunity to the policy, but also weren't going to be reporting on the conditions.

 

The internet and communications of the province were monitored, any images of the environment or posts about them would be inexplicably blocked or deleted almost immediately. Citizens within Manchuria were given a unique type of propaganda, explaining their glorious work benefited the entire world, and while the environment around them was destroyed, they were merely the proof that the Imperium could survive anything. the civilian population centers contained large bunker networks underneath the cities, allowing the populations to survive even direct nuclear strikes against the province. Most factories were built to be hardened against attacks as well, with the heavy machinery located underground or in reinforced structures.

Manchuria was the Imperium's largest industrial center, and the population was well aware of their importance. They were not well paid by Imperium standards, but food and housing were kept artificially low within the province to allow them to purchase the very goods they labored to create. Life in Manchuria was not easy, but the government ensured it felt rewarding.

With scattered reports of the piracy from Naggaroth becoming more brazen, the Imperium was left with little choice but to expand into the Indian to secure the String of Pearls.

 

Socotra 1/7

The Imperium landed under the cover of darkness, 5,000 marines landing upon various beaches, and another 5,000 being flown into Socotra Airport, a single aircraft landed at first, and then moved to secure the airport out of civilian hands, resistance was not expected, but prepared for. The islands were home to 40,000 people, and the Imperium already had a large Islamic population, it was uncertain what the reaction from the civilians would be, but efforts were made to secure communications and potentially black out the islands for now until the government could be talked into proper negotiations. Within four hours the Imperium had total control of all methods of transit and communication off the islands, the next step was speaking to the local government.

 

Chagos Archipelago 1/7

 

Uninhabited islands made for easy landings, survelliance had shown the airfield to be rough, so beach landings would occur and combat engineer teams would begin to repair the airport. Diego Garcia's central location, along with the Southern French holdings afforded the Imperium a strong position within the Indian Ocean. RoRo and container ships would be sent from Singapore to Diego Garcia, the Americans had the right idea after all. An unsinkable aircraft carrier and base of operations made logistics far easier.

Education was a priority, and native influence would be heavily involved in the process. Imperium teachers would be selected from the native population and while history would be changed to a heavy focused on Procenitia's history, as well as the Imperium's own version of events, education within the province would be focused heavily upon fishing and trapping, the traditional avenues of employment within the territory. The Imperium continued its construction of embedded VLS launchers with a minimum of 4 8 cell systems per island, bunkers, and radar platforms, the population felt their islands were being turned into fortresses, they were correct.

 

Socotra 2/7

 

Nuclear power stations would be constructed upon the main island, smaller systems would be created upon the outlying islands but the main island would be the priority. The government would be "negotiated" with to ensure cooperation. The Imperium would provide whatever was required to ensure popular opinion was in support of the movements. An example would be near high holidays, the Imperium would provide free transportation for Muslims to the holy lands, additionally flights to Terengganu would be heavily discounted for believers, though there was the belief this may be abused to simply take a cheap vacation to Malyasia, the value of public opinion was worth whatever abuse might occur.

 

Like all Imperium outer territories, fortification of the island was a must. Abd al Kuri had few people upon it and those who did live there would be moved to the main island. Imperium construction of a bunker network on the island would begin. A PAVE PAWS system along with 55Zh6ME Radar systems would be selected for early warning capabilities, integrated into 70 8 cell VLS launchers would be embedded in the island, with load outs of ESSMs, SM-2MR Block IIIB, SM-6 and RGM-84L, along with a new weapon. the UGM-109G AARGM. Of course, these locations would also be enhanced with Goalkeeper CIWS, allowing for minimal staffing for maximum defensive capabilities. Two airstrips were begun on the island, one on the west and one on the east, the bases would be kept minimally staffed when completed, but large enough to handle basing for future operations within the region.

 

Similar construction was done upon the rest of the islands, with the main island receiving a large military base project, to hold at minimum 8,000 Imperium soldiers. A boon to the economy of the island, the aptly named Fort Furontia was designed with the intent for a large storage of equipment, ammunition, and the various other supplies that were required to fight a war, allowing for quicker transport of said goods to Europe or Africa if the Imperium's needs required it.

 

Chagos Archipelago 2/7

 

The Archipelago was in no way as defensible as the Socotras or Aluetians, and thus more focus on the long ranged weapons systems that AEGIS Ashore provided would be included in the rebuilding efforts upon the islands. Diego Garcia's military facilities were restored with minimal effort, a repaving job to restore the airfield and new electronics. OTH Radar was installed upon the island, providing 360° vision of the surrounding sea. Plans were made for the base to also serve as a staging area like Socotras was, allowing for easier maneuvering of Imperium forces to where they were needed as quickly as possible.

Sakha Republic 1/7

 

One of the biggest problems with the Imperium's mentality of economy is that quite simply, there was never enough of anything, if they produced more of a mineral, it simply boosted the production numbers of whatever it went towards, and was expected to stay at that level, or grow even further. With the Siberian Federal District's collapse, there was no longer a concern for upsetting the neighbors, and the Soviets had proven to be easy to work with during the war and were not seen as a potential threat. With that in mind, 15,000 Imperium soldiers from Aisu-shō and VAZE would begin to secure the Sakha Republic.

 

The movements were quickly followed by 4 times that number of civilians, mining and other resource extraction experts, the Imperium had a great interest in extraction of whatever possible, already the largest producer of Tungsten, Uranium, Gold, Titanium and Diamonds, more was needed, and more would be found. Natural Gas, Petroleum, and Helium were in large supply with Sakha, and they'd eventually all be uncovered and extracted, just as in VAZE.

Aleutians 4/7

 

Like upon Socotra, the Aluetians were being turned into unsinkable megacruisers, each island held more firepower than a traditional cruiser, along with superior radar systems. The SOSUS lines were completed and the several rows would provide for some ability to predict the intended destination of any invaders of the Pacific. The civilian population was provided with subsidies to allow for traditional employment while still maintaining a reasonable standard of living. They wouldn't be as fortunate as those who lived in Seoul or Tokyo, but Aluetian citizens would still be kept well off.

 

Socotra 3/7

 

Most nations had issues with assimilating Muslims, but most nations were not the Imperium. The airport upon the main island would be expanded and treated as the main hub for Imperium air traffic. A significant portion of the Malay and Indonesian populations would begin to take vacations to the island, an extended layover before visiting the holy lands. Reinforcement of the outlying islands would continue, the Imperium had experience on turning islands in fortresses, and Socotra's strategic importance was not undervalued. Active sonar stations would be placed on the limits of the Archipelago's EEZ, affording the Imperium vision of everything coming and going from the Red Sea.

 

Chagos Archipelago 3/7

 

The human element is the weakest link in any defense system. The Imperium understood this and is why even with all her defenses, humans were a very small aspect of the IADS in Imperium held territory. Automatic defenses did of course come with certain drawbacks, military aircraft could hypothetically spoof a civilian craft, but only transports would be able to effectively fool radar. Military aircraft, especially those who attempted jamming or other forms of electronic warfare would be given singular warnings before automated defenses would come into play. Minimizing the human element in defenses also allowed the Imperium to hold the massive swaths of land it controlled.
 

Sakha Republic 2/7

 

Yakutsk contained more than 25% of the total population of the province, as well as the main location for the diamond mines to further refine their product. Imperium corporations would begin an aggressive campaign on buying up just about everything they could. Internet and Media service would find itself sporadic as Imperium agents simply shut down the services and rerouted them through the Imperium firewalls that were in use in Manchuria. At the same time, a propaganda campaign was launched, acknowledging the provinces neutrality during the Great War and that the Imperium respected the unique culture of the Tungstic people. Of course, in reality the Imperium didn't give a shit and simply wanted them to be happy citizens, but the process had to begin with hearts and minds after all.

Citizens were prepared for any possible threat, gas masks to act against chemical and biological weapons were mandatory and yearly tests would be provided to ensure they knew how to use them when the time came. Bunker systems being created for military purposes would be continued in population centers, bomb shelters for the small population were important to ensure the Imperium could even maintain a population of Aluet peoples.

 

Socotra 4/7

 

Transport upon the island would be switched to fully electric vehicles, due to the small size and preference to not cause undue harm to the wildlife upon the islands. The citizens did not notice much of a difference in their lives besides the ease of access to high technology and significantly better internet access. Of course not all would stay the same, a large palace would be constructed near the center of Hadibu. It was left unspoken, but suspected that would be the Empress's home if she ever visited the island.

 

Chagos Archipelago 4/7

 

The Naval base would be expanded to handle the 2nd fleet, which would be based here once completed. Satellite tracking stations would be restored and several SM-3 batteries would be created with the purpose of a preemptive strike on satellites that passed over the region. Basing for 20,000 was planned for and the base would be expanded to meet this requirement, serving as one of several rapid reaction forces within the Indian to act quickly to defend Imperium, Druk Yul, or French interests within the region.

 

Sakha Republic 3/7

 

Internally the province would begin to go by the name Yakutia, a derussianization and replacement with Imperium schools of thought was launched. Udachnaya pipe was the Imperium corporations first priority for mineral extraction. Specialists from Aisu-shō would assist in employment and training of the native populations in the fields of mineral extraction and refinement. Sakha's future governance within the Imperium was not yet decided, but they would be a breadbasket for mineral wealth regardless.
