While the public was not necessarily informed of the Emperor's troubles, and not even highest Japanese circles knew what was the matter, it was deemed by the Japanese government that a meeting still was necessary with the Regency council of Tianxia. Too many issues of too great an importance were to be discussed and partly, the success or failure of this meeting also might have quite some bearing in the upcoming elections, when the Japanese public had to decide on whether to keep Prime Minister Akiyama, or opt for a government of the opposition.In this sense, Akiyama Kagami's personal future was tied to the talks and it was thus that she personally travelled to Tianxia, even if there was no Emperor to meet.

 

The fact that Emperor Shizi was absent, while it most likely would become known at some point, would not be mentioned in the media all too often (about once), not just out of consideration for national security of Tianxia. That things did not look too well in Tianxia was neither surprising, after plague and civil wars took their toll, nor was it hard to see, when governance fell to regional generals more and more, who even proceeded to invade neighbouring countries... albeit, it was Marscuria, so many didn't treat it as a real country anyway. However, against this background of Tianxia seemingly in a crisis, many Japanese, while not being in opposition to Tianxia, rather preferred not to be tied too closely to Tianxia. And that the Emperor himself was absent would in this regard hardly help Shizi's reputation much.

 

With this in mind, Akiyama felt at least a bit more at ease, knowing that even while her own domestic standing was not all too great, Tianxia was not to be envied. These would be quite interesting talks, she thought, as the government airplane crossed the East China Sea.
