The French Empress would recieve them personally in her office, the invitation to which would be given as soon as the Neopolitan diplomat was briefed on the necessity of staying safe in such a dangerous area.

Of course, due to a persistent misunderstanding, he had to be driven cross country for about thirty minutes before the meeting could begin. Regardless the Empress was ready to recieve him when he arrived, "Monsieur, it is nice to see that even in these times of trouble new nations are eager to collect relations, please, have a seat." She gestures to a chair across her desk from her, "Now, as I'm sure you know, France is presently at war, and as such we aren't pursuing military relations for the safety of those who would have them, I'm equally sure that the governance of Naples isn't here to pursue such a relationship. However, military matters aside, it is still entirely possible to create very strong trade and travel between our nations, or at least lay groundwork." She takes a breath, "Now, what is Naples willing to engage in?"

The Empress looks at him critically for a moment before sighing, "Alright, let me be entirely real with you for a moment." she clears her throat, "As I've said, France has no desire to pull a nation such as yours into a war that would certainly be devestating all around. We also wish to utilize the resources that you represent, but not in a direct way. Naples and France have a storied and overall, I think, rather positive history and French politicians wanted to throw a piece of paper at you with a mutual-defense treaty as soon as you arrived on the stage, but I think I'll compromise with that."

 

"For the time being, my good sir, would you be willing to engage in a non-agression pact? At least until this war is over and we can sit down at the table in a time where there is much less risk. We'll supply Naples with any weaponry it wishes to have and break down any trade barrier in return for the same, should Naples accept."

"This is quite an interesting offer" he said, smiling pleasantly. "I'll have to consult with my colleagues, however, before making any decisions on such a topic. Not least, of course, because I am not a military man."

He then excused himself, heading toward the nearest rest area to urinate and make a phone call back home.

She takes a breath, "France is interested in a tight military agreement, say, a Mutual Defense with Optional Aggression. Of course, we understand if Naples is not willing to do that. On top of this we would like a light trade agreement, with the possibility of the easing of barriers in the way of mutual trade and other such things. Qhat is Naples willing to engage in?"

"Qhat are Naples qilling to engage in, you ask? Qell, let me tell you, qe are quite fond of the French, and qould happily qork together militarily and diplomatically toqards a better European future. Hoqever, madame, qe express concern over the large amount of diplomatic ties that the French nation has all over Europe, including to some nations qith qhom qe strongly dislike. The Alvonians, for example, qe feel are hardly qorth the time of day given their commitment to land mines and fascism. And qe also question qhat good it qould do us to be potentially pulled into an Asian qar through your commitments to the Japanese techno-fascist nation in the Pacific. Qe do not qish to tell you hoq to conduct your affairs, madame, but nevertheless qe qould only find a strong military agreement qith your nation agreeable if it contained safeguards against dragging Naples into qar over the actions of allies qho qe feel are threats to our security and stability."

"Of course, we would never expect you to join in a war that was caused by an attack on one of our allies, unless of course you wanted to, but that's none of our business." she says, "Such a compromise could easily be made, however, we do feel the need to state that we aren't allied with Alvonia, and in fact don't have any diplomatic relations with them at all at the present time."
