The Directorate of Naples

At long last, the peoples of central-southern Italy have been united under one Republic, indivisible, with liberty and justice for all. Styled on the Partenopian Republic of old, and drawing from both the original government of the American Commonwealth of Pennsylvania and the administration of the Swiss Confederacy, the 700-person Senate has elected a seven-member Directorate from its ranks to rule on behalf of the people.

Executive Director Simona Belmonte, the head of state, head of government, and commander-in-chief of the armed forces was sworn in before a large crowd outside the capital city of Naples. Government estimates place the numbers at almost one million persons, while several tabloids have placed them anywhere between 20,000 and 4,000,000. Maps around the region were quickly being updated with the new political borders.

"Fuck, this is a lot of work..." complained Simona, between updates by her cabinet.

"Well, I guess it's time to get moving."

She began to instruct her subordinates. First and foremost, declarations of mutual recognition would be sent by the Neapolitan Director of Foreign Affairs to the nations of Carthage, Novak, Belarus, France, Russia, EAI, Sverige, and Hungary-Slovakia. But that was the easy part. With war raging throughout the continent, which diplomatic offers would be accepted or denied weighed heavily on the seven-member Directorate. Carthage, currently at peace and also having been the protectors of Italy post-collapse, were an obvious choice. Not only because they seemed friendly and honest, but because they were quite powerful, popular at home, and also able to control Mediterranean trade through the strait of Gibraltar. To communicate the importance of these relations, the DoFA himself would be sent in response to the Carthaginian request for diplomatic relations.

The next olive branch offered to the Neapolitans was that of the French. Since the global collapse and subsequent rebirth, the French had come to hold a substantial position of power and influence in Europe. Despite a long isolation period in the not-so-distant past, the French had amalgamated a coalition together and was currently at one of the epicenters of a war spreading all the way from Eastern Europe to the Americas. Given their position of power and their willingness to war, it would not be wise for the Neapolitans to dismiss their request for relations. However, given their polarizing political status and relative uselessness to the Neapolitan government, it didn't seem very likely that much would come from the relations. At least not at first. Nonetheless, the French would receive a standard ambassador appointed directly for the job, who would be on their way to Paris as soon as feasible in the current political climate.

The final formal request for relations came from Hungary-Slovakia, who were not at war, but had nonetheless stationed troops within southern Yugoslavia in response to the escalating political climate. Landlocked and politically minor, especially since the collapse of the eastern Bloc, there was seemingly little that relations might accomplish. However, given their strategic position relative to other states, their help might come in handy later on. Plus, it never hurts to accept an olive branch; especially when you're a fledgling government in a region historically tumultuous. They would be invited to the city of Naples to open an embassy. Subsequently, an embassy would be opened in Hungary and staffed by a minor but competent and well-spoken diplomat from the Directorate.

"Huh, well what's this? So it seems the Cisalpines have noticed us after all!"

Ms. Belmonte seemed pleased, as keeping relations together on the peninsula was a prime goal of hers. While Italy had long been divided culturally and geographically, resulting in the current state of affairs, keeping good relations with other nations on the peninsula seemed like a good idea. The less flanks you have to watch, the better, she thought, and a representative would be immediately dispatched to Bologna as requested. Soon after the order was given, a proper recognition would be given to the Cisalpine state, and they would be informed of the departure of the senior diplomat.

With tensions in Europe rising and the government itself lacking the legitimacy of its more established neighbors, the national DEFCON level was lowered to level 3 and appropriate actions taken to ensure the defense of the fledgling Neapolitan Directorate. With national patriotism at an all-time high and government approval at obscene levels, however, it was highly doubtful that any internal threats would be an issue.

"Romania hereby recognises Naples as a fellow Romance state in this world. Though the flag obviously might cause some confusion, we hope it will just be a further sign of unity among our Romance-speaking countries and we invite you to send a diplomat to Bucharest, whenever you deem it best. We do however recommend avoiding any travel through or over active combat area and if necessary, postponing diplomatic talks until the fighting is over."

Formal diplomatic recognition has been extended to the United Kingdom, Romania, and Sverige.

The British were informed that they would be welcome to send a delegation to Naples, but that it was beyond the power of the Neapolitan government to ensure their safety on the way through the Mediterranean given the hostilities between the United Kingdom and the other nations of Europe. It was advised that they would not risk the lives of their countrymen, but nevertheless, should they arrive safely, diplomacy would be conducted and pizza would be eaten.

The Romanian request was a risky one, but given their position, it was a risk that the Neapolitans would hesitantly take. Messages would be sent to both Sparta and to Yugoslavia asking for safe passage for a Neapolitan diplomatic team to go through their waters (and their land as well in the case of Yugoslavia) without harm in order to staff the embassy in Bucharest.

Sverige would not be given an immediate response. The Neapolitans were not sure how to go about getting a diplomatic team from point A to point B without risking their lives, and the usefulness of a diplomatic tie with Sverige was seen as relatively low given these geographical considerations.

The Kingdom sends its dire apologies in tardiness, the war effort taking most of our focus. The good people of Naples can access our land for diplomatic overtures as long as they stray away from clearly marked battlefronts to safeguard the Neapolitan diplomats and their entourage, we also politely request a diplomat to come and discuss matters of state with the Kingdom in a safe location far away from the trials and tribulations of war and battle."

On the way through Yugoslavia to Romania, a portion of the team would stop and be stationed permanently as diplomats to the Yugoslavian country from Naples.

With the collapse of Aidennic Alexandria, the holy lands once under their possession surrounding Jerusalem were made into Neapolitan protectorates. Pertinent nations in the Mediterranean and surrounding areas, including but not limited to Carthage, Egypt, Britain, Novak, and Parthia, were made aware of Neapolitan movements.

With the collapse of Tikal, the Hawaiian islands were made into a Neapolitan protectorate. Nations on the route to Hawaii were notified of Neapolitan movements.

Novak and the rest of the African League have already declared the entirety of the former Aidennic Alexandria as a protectorate, including Israel. We do not require assistance at this time in administering the Israeli territory.

The Mediterranean fleet in Gaza was placed on high alert, prepared to defend Israel should Naples send military personnel to the protectorate.

There was silence.

"Send a message back to Novak informing them that we will be turning around and heading back to Naples."

Following Naples' recent action and by now consistent state of stability a message would be delivered from the Carthaginian embassy.

 

Directors,

 

In recent months it has become clear Naples is a stable force to stay in the Mediterranean. With that in mind we would like to offer a hand-over of our existing Italian protectorates to the Neapolitan state so that it may once again control the Italian lands. If you were to accept our forces will withdraw from the protectorates in italy
