Secretary of the Navy Lewis Compton, acting on orders from President Julius Palmer, issued orders for the mobilization of the Navy's Atlantic Fleet in light of recent circumstances. Accordingly, contingency war plans would be activated: War Plan Red was to deal with Great Britain in regards to its colonial holdings in the Western Hemisphere and interference in Jamaica, and War Plan Olive with Spain in regards to its interference in Cuba.
 
The Navy was placed on DEFCON 2, and the American Enclave on DEFCON 3. The Army, due to its control over the Air Force, would provide aircraft to the Navy. Naval bases and facilities, along with airbases, would soon become hives of activity as fleets were readied for "immediate deployment", aircraft fueled and moved into aircraft carriers, and seamen and pilots called up for active duty. Likewise, up to a hundred squadrons of fighters and bombers would begin mobilization for operations from the homeland. elements of the Pacific Fleet would be readied for future deployment if needed be.
 
The Atlantic Fleet would consist of the following:

 

70 Destroyers:
- 40 Gleaves-class Destroyers
- 30 Benson-class Destroyers
 
20 Cruisers:
- 5 New York-class Heavy Cruisers (New Orleans-class)
- 7 Wichita-class Heavy Cruisers 
- 3 Admiral Nimitz-class Cruisers (Admiral Hipper-class)
- 5 Columbia-class Anti-aircraft Cruisers (Dido-class)
 
5 Battlecruisers:
- 3 America-class Battlecruisers (Repulse-class)
- 2 Enclave-class Battlecruisers (Repulse-class)
 
5 Battleships:
- 3 Roosevelt-class Battleships (King George V-class)
- 2 Washington-class Battleships (North Carolina-class)
 
3 Aircraft Carriers:
- 3 Enterprise-class aircraft carriers
 
45 Submarines:
- 25 Predator-class Submarines (Type VII U-Boat)
- 20 Gato-class Submarines

1 Seaplane Tender:
1 Tango-class Seaplane Tender (Tangier-class)
 
270 aircraft

 

Moreover, an expeditionary force, numbering at least a couple of divisions, were to be raised from several Army units stationed in New Jersey, New York, and Pennsylvania, and transported abroad transport ships (including but not limited to service cruise ships) under the protective umbrella of the Atlantic Fleet.

 

The Enclave government would begin secure communications with the Mexican and Confederate governments to coordinate actions and tactics.

Upon receiving and verifying reports that the British and Spanish were withdrawing a large bulk of their forces from the Caribbean, the SECNAV would call off the mobilization order, shelving the Warplans. The Enclave would be placed on DEFCON 5 and the Navy on DEFCON 4.5; the Atlantic Fleet would return to normal readiness, and the same went for all the air and naval bases that were alerted.

REPORT ON THE COMPOSITION OF THE ARMED FORCES OF THE AMERICAN ENCLAVE

Dear Mr. President:
 
I am writing to provide an update on the composition of the Armed Forces of the American Enclave (A.F.A.E.) in accordance to Executive Order No. 9000 issued June 20, 1940.
 
According to data compiled by the Department of the Army, the Army presently has approximately 750,000 soldiers and personnel, of which 483,000 are serving in the full-time capacity, 217,000 as part of the National Guard, and 50,000 as part of the Organized Reserve. Morever, the Army presently maintains an artillery force of approximately 5,700 guns, the composition which are as follows:
 
ARTILLERY:
Bofors 40mm gun: 1,600
M1A1 90mm gun: 1,500
M1A2 37mm gun (M1939): 1,400
Orion 20mm (Oerlikon): 1,200
Total: 5,700
 
The Army Department also reported that the Air Force presently consists of approximately 9,600 aircraft divided into 80 air wings, and subdivided into 800 squadrons. The composition of the main forces of fighter and bomber aircraft are as follows:
 
FIGHTERS:
P-52 Hellfire (Spitfire): 2,000
F5F Eagle (BF-109E): 1,200
P-38 Lightning: 1,000
Curtiss P-40 Warhawk: 700
F-190 Wolf (Focke-Wulf Fw-190): 700
F4F Wildcat: 500
Whirlwind Typhoon (Hawker Hurricane): 300
Total: 6,400 fighter aircraft
 
BOMBERS:
B-17 Flying Fortress: 2,700
Douglas B-23 Dragon: 500
Total: 3,200 bomber aircraft
 
The Department of the Navy issued a report stating that the Navy presently maintains a force of 368 ships divided into two Fleets (Atlantic and Pacific). The composition of the two Fleets are as follows:
