Territories formed in Enclave protectorate areas

 

PHILADELPHIA - Congress voted to pass the Continental Ordinance.

The ordinance establishes several organized incorporated territories across the regions that presently comprise the Continental Protectorate (basically the rest of the continental United States save Confederate-occupied Arizona, New Mexico, and Oklahoma). It establishes the frameworks of territorial governments, designates territorial capitals, extends territorial citizenship to the local inhabitants, and outlines processes for the admission of new states into the Union.

Four incorporated territories were established: the California Territory (consisting of California, Nevada, and Utah), the Colorado Territory (Colorado, Kansas, and Nebraska), the Dakota Territory (the Dakotas, Montana, and Wyoming), and the Oregon Territory (Oregon, Idaho, and Washington). Territorial governors would be appointed by the Enclave government through the Bureau of Protectorate and Territorial Affairs (BPTA) of the Department of the Interior.

Military governors would receive orders to begin the process of delegating their authority to the upcoming territorial governments. Military garrisons stationed throughout the Continental Protectorate would remain as they are.

Connecticut, Vermont placed under Enclave protection

 

NEW YORK CITY - In a press statement, Secretary of State Simon McBride announced that the regions of Connecticut and Vermont will be placed under the "exclusive protection and jurisdiction of the American Enclave, starting immediately," and that hundreds of troops were entering the regions as he spoke.
 
"It is our sacred duty as a national community to take care for our brothers and sisters in Connecticut and Vermont," McBride said in his speech. The Secretary of State went on to state that this move by the Enclave Government is "under no circumstances intended, and neither should be it construed as such, to cause undue alarm or concern on the part of other neighboring nations," and that the Commonwealth of Massachusetts had been informed of this move beforehand as a gesture of goodwill.
 
Although the Secretary cited national community obligations as a rationale to establish American protection over the two regions, speculations circulated around the nation that these moves were actually intended to enhance the Enclave's strategic position along its eastern borders, particularly vulnerable New York City. Others speculated that it was irrendentism that compelled Philadelphia to reclaim what used to form part of the former United States. A few posited that Connecticut and Vermont were intended to serve as staging points for a future reconquest of Massachusetts.
 
Whatever the reason, Connecticut and Vermont would be under American protection, and Philadelphia was willing to enforce that if necessary.

Governors sent to territories to begin work

 

PHILADELPHIA - In accordance to the Continental Ordinance, Territorial Governors were dispatched by Philadelphia to the capital cities of the territories to begin their work.
 
Frank Olson was sent to Sacramento to begin his term as Governor of the California Territory, Samuel Routt to Denver for the Colorado Territory, William Moses to Bismarck for the Dakota Territory, and John Curry to Portland for the Oregon Territory. Military governors in these cities had stepped down from their positions and resumed their duties as military officers.
 
In addition to dispatching Governors to the territories, Congress voted to pass an appropriations bill channeling millions in federal funds into the territories for the purpose of internal improvements (such as the renovation and expansion of the Transcontinental Railway, for instance). Moreover, the Central Bank of the American Enclave announced plans to introduce the Enclave currency (known as "greenbacks") into the territories within six months, after which the localized currencies will no longer be legal tender.
 
Although the number of military troops stationed throughout the territories would remain as they are, rotation of troops into and out of the territories have begun. Construction of new bases in strategic locations have begun to accommodate a garrison of such size and scope. Border and customs duties would be transferred fully to auxiliary police; such duties would eventually be transferred to the Immigration and Naturalization Service (INS). The Federal Bureau of Investigation (FBI) would begin establishing field offices in major cities throughout the territories.

Firefight outside Las Vegas leave several troops dead, organization claims responsibility

 

LAS VEGAS - Three Army soldiers were killed and eight wounded, and five National Guard troopers killed and twelve wounded, in a firefight to the north and south of Las Vegas. Likewise, an armed attack against the Hoover Dam was barely repulsed with heavy casualties. Initially, it was unknown who or what had instigated the gunfight, then a message broadcast by an organization calling itself "Caesar's Legion" made it clear where the responsibility lay.
 
In his message, a man named Edward "Caesar" Sallow claimed responsibility for the attacks near Las Vegas and the Hoover Dam, stating that the "time had now come for the Enclave interlopers to vacate the regions", namely all territory east of the Colorado River. "The longer Enclave troops and citizen remain in the regions," Sallow onimously warned, "the more danger they will be in, and the Enclave government will do well to take appropriate action to rectify this situation if it is concerned about the welfare of its troops and citizens."
 
The Enclave response was immediate: in a public speech in front of the Executive House in Philadelphia, President Julius Palmer condemned what he called an "cowardly attack intended to frighten the American Enclave away from its sovereign territories", and vowed that such an attack will not go unpunished. "We will not abandon our brothers and sisters in [the western territories] just to satisfy the self-declared whims of a fanatic," the President declared.
 
Despite the President's tough stance, it is not immediately clear exactly how the Enclave will deal with the group known as Caesar's Legion, for the organization's numbers and composition are virtually unknown. Unconfirmed reports seem to indicate that the FBI director J. Edgar Hoover has ordered the FBI to conduct an investigation on Sallow and his organization.

Protection extended to New Hampshire and Rhode Island

 

PHILADELPHIA - The Enclave protectorate in Connecticut and Vermont was extended by Act of Congress to neighboring New Hampshire and Rhode Island.
 
Secretary of State McBride, once again, cited fraternal obligations as part of the reason for this course of action, although he also pointed to the ongoing instability in western Massachusetts. "Our brothers and sisters in New Hampshire and Rhode Island, concerned about the possible spillover from the ongoing conflict in western Massachusetts, have reached out to the American Enclave for protection, and we will heed such calls," the Secretary said in a press statement.
 
Accusations of irrendentism were drowned out by outpouring support from a large majority of the population for what was termed an "heroic effort to protect and safeguard the [peoples of New Hampshire and Rhode Island] from the frightening specter of lawlessness and extremism."
 
Hundreds of troops stationed in Connecticut and Vermont would move into Rhode Island and New Hampshire, respectively, backed by several squadrons of fighter aircraft and elements of the Atlantic Fleet.

Home Guard established

 

PHILADELPHIA - Congress voted to pass the National Defense Act Amendments of 1940. The Act modified the National Defense Act of 1916 to allow for the raising and maintenance, as well mobilization, of Home Guards by the territories in times of peace and of war. 
 
The Home Guard will serve basically the same purposes of the National Guard in that they are "to execute the Laws of the Union, suppress Insurrections and repel Invasion" (Article 1, Section 8, Clause 15 of the Basic Law) in the territories. Like the National Guard, the Home Guards could be federalized on the orders of the President or by Act of Congress.
 
The 1940 Act also mandated the expansion of the Reserve Officers' Training Corps (ROTC) to include the Home Guard on the same basis as the National Guard and other services; prospective Home Guard officers will receive military and officer training for their branch of service, including but not limited to regular drills and training exercises. It established the Home Guard Bureau, a bureau of the War Department, and mandated that its Chief be a Home Guard officer. It also stated that in the event a territory became a state, its Home Guard will be converted into a National Guard.
 
The purposes of the 1940 Act was to relieve pressure on the states to mobilize and deploy their respective National Guard units to the vast territories in times of war or emergencies, and to provide the territorial governments increased responsibility for their internal defenses. The California Territory became the first to establish a Home Guard, followed by the Colorado, Dakota, and Oregon territories.

New maximum-security prison to be constructed in Utah

 

SALT LAKE CITY - The Bureau of Prisons in the Interior Department approved a plan to construct a maximum-security prison in southern Utah, in the California Territory.
 
Known as Camp Determination, and designed to accommodate between 500 and 600 prisoners, the prison will house the nation's most violent prison inmates, and will incorporate state-of-the-art security features specifically designed to keep the inmates in. One such feature is its location; its remoteness would deter prison escapes, and failing that, will serve as a punishment in itself in that the escapees will have nowhere to go for miles.
 
What differentiates Camp Determination from other federal prisons is the fact it will not seek to rehabilitate its prison population nor aim to reintegrate them into society in the future; prison inmates transferred there are in for life. Upon completion, all states and territorial governments are required to transfer their high-risk prisoners to Camp Determination.

National name changed

 

PHILADELPHIA - After a lengthy debate, legislators in Congress voted to pass the Nation Name Modification Act (NNMA).
 
Signed into law by President Julius Palmer, the Act officially altered the country's name to the American Commonwealth, and stipulated that government communique and documents reflect the name change. Foreign embassies were notified of the name change.
 
When asked by reporters why the original name, the United States of America, was not restored despite the Enclave government's repeated claims to being the successor to the United States, Executive House Press Secretary William Earles stated that the name of the U.S. was "sacrosanct."
 
"The name of our predecessor reflected its glorious beginnings and its historic achievements in the century or so of its existence, and as such is not something to be dug up from the grave to be used again as a national symbol," Early said in a press statement in Philadelphia.
 
"The American nation had now transcended that of an union of states," Early continued. "It has become a national community of the multicultural American peoples, and the new national name will adequately reflect that." 
 
In a national referendum held shortly after the passage of the Act, over 68 percent of Americans approved the name change, with 32 percent opposed.

Protection declared over Northern America
 
PHILADELPHIA - Following Mexico's declaration of protection over Central and South Americas, the American Commonwealth decided to do the same.
 
In a press statement, Secretary Simon McBride announced that, taking effect immediately, all territories to the north of the Commonwealth's northern borders (such as Alaska, Canada, and Greenland and territories therein) shall be placed under the exclusive protection of the American Commonwealth, and enforced accordingly.
 
Under this doctrine, the aforementioned regions shall be protected and defended by the American Commonwealth. Any nations that form out of a Commonwealth protectorate region, as well as existing ones located there, shall be accorded the same treatment, and the Commonwealth reserves to itself the sole right to intervene to restore order in such nations in the event of their instability or collapse.

Treaty with Sweden ratified

 

WASHINGTON CITY - The Senate voted, 55 to 9, to ratify a treaty with the Swedish Empire.

The Stockholm-Philadelphia Treaty established the framework of a free trade agreement, as well a non-aggression pact, between the two countries. According to the Treaty's provisions, the American Commonwealth will take steps to promote peaceful and positive relations with Sweden, and refrain from committing aggressive or otherwise hostile actions against Stockholm.

Moreover, the Commonwealth government will implement appropriate legislation designed to encourage increase trade with Sweden, including but not limited to the reduction of tariffs on Swedish goods and products entering the country.

Secretary Simon McBride went to Stockholm, where he conducted successful negotiations with the Swedish government that led to the signing of the Treaty. The signing of the Treaty was lauded by media outlets as a great success, the result of an American foreign policy that focused on building peaceful and positive relations with countries around the world.

On a somewhat-related note, sources inside the State Department have indicated that the American Commonwealth will take steps to resolve the dispute between the Commonwealth of Massachusetts and the Swedish Empire over Greenland. It has been the opinion of State Department officials that Greenland, although physically located in North America, has historically been considered as part of Europe, and the Commonwealth will thus not oppose Swedish protection over Greenland.

California admitted into the Union

 

SACRAMENTO - After over 92 percent of California's inhabitants voiced their desire to formally join the Union in a referendum held there, Congress voted to pass the California Admission Act.
 
The Act formally established the State of California in its place as the seventeenth state to be admitted into the Union, and the first state to be admitted into the American Commonwealth. It renamed the California Territory the Utah Territory to reflect the new territorial changes.
 
The admission of California into the American union was greeted with widespread celebration and jubilation culminating in a large parade through Sacramento, the newest state capital, although several individuals and groups criticized what they called the "fast-track route to statehood" that circumvented the proper statehood process and misrepresented the people.
 
California is not the only one to begin the process of statehood: a referendum is planned to be held in the Dakota regions of the Dakota Territory, to be conducted by the newly-established Dakota Statehood Commission.

New territories established

 

HARTFORD - By Act of Congress, the protectorate regions of Connecticut, New Hampshire, Rhode Island, and Vermont were admitted into the Union as territories.
 
Under an amendment to the Continental Ordinance, the aforementioned regions are to take appropriate steps toward the formation of territorial government, extension of territorial citizenship, and implementation of territorial institutions such as taxation and formation of Home Guards.
 
Connecticut and Rhode Island was organized into the Maritime Territory (capital: Hartford), and Vermont and New Hampshire into the Vermont Territory (capital: Montpellier).
