The church bells in Mexico City rang as a requiem mass echoed through La Catedral de la Asunción de María. A large Mexican flag lay over a mahogany coffin, the President Lazaro Cardenas had passed away two days prior and the Mexican republic faltered with uncertainty. Every presidential election brought radical factions back onto the streets and with the wave of communism and fascism sweeping across the world, political elites and intellectuals feared a revolution and a destruction of the young republic. In the church, Cardenas' wife, Amalia Solorzano, stared down at the stern face of her dead husband.

 

She felt a hand rest on her shoulder, "Lady," said General Miguel del Rosada, "It may be best to say your final farewell outside of the capital. There is the potential for problems with the coming election. Some of your late husband's advisers believe your life may be in danger. Rumors have started to circulate of your own play for the presidency."

 

Amalia chuckled as she touched Cardenas' arm. "You wish to talk politics at a time like this, General Rosada?"

 

"Only when it is pertinent to the country's survival."

 

"Then yes," she stood, her dark hair in two tight braid near her ears never wavered. Amalia's eyes shimmered like onyx in the cathedral as she turned and faced the general. "Admiral Barros said I would have your support, I am counting on the support of the military."

 

Rosada coughed and covered his widening smile with his hands as he started leading the young woman away from the body of her husband. "And what do you bring to the table that the military cannot, what makes you different from Barros or myself?"

 

"I hold the intellectuals and I hold stability, a continual reign, a finishing of a presidency cut short."

 

"Intellectuals can cause pricks against the stability of a military regime." Said Rosada.

 

"We shouldn't isolate ourselves, General, a tribunal of you, Barros, and myself, would be all Mexico needs to maintain stability and finally project power out across our borders and it has been too long since Mexico stood for anything but poverty and backwardness."

 

They stepped out of the cathedral as a crowd of mourners thronged around Amalia, her popularity duly noted by the General.

 

"Barros will agree to this?" said Rosada.

 

"Tonight, I will announce the continuation of my husband's regime under my supervision, and assisted by you and the admiral."

 

Rosada smiled again and bowed, the coup d'etat occurred quickly here, almost, naturally. The death of a husband meant the rise of a wife and Mexico would continue to survive. That night, after Rosada and Barros both announced their support for the first female president of the Mexican Republic, Amalia Solorzano addressed the Mexican people that she only sought to finish the term of her husband, to keep the country stable before other elections would take place. But her rhetoric, fiery, passionate, and devoutly Catholic galvanized the population, at least for now. The resurgence of European empires, the chaos in the United States, and the silence of the Americas required a new power step up to represent the Western Hemisphere in global politics.

 

Amalia Solorzano believed she could begin fashioning Mexico into that state - strong, devout, passionate, aggressive. A Catholic Empire for the Americas.

Once partially secure in her position as President of Mexico two weeks after her husband's death, Amalia Solorzano felt trapped between several daunting barriers. On the domestic front, the Great Depression and prior revolutions left the Mexican economy weak. Many industries needed complete overhauls and government intervention to pull Mexico out of the economic and social slump of the 1930s. Within Mexico, rival factions of Fascists, Communists, and Capitalists still threatened to tear the country apart, however, the continued stability of a central government helped quell many of the radicals. Amalia's plan was to bring rival faction leaders into the central government pacifying them with positions of power and making them loyal to her government. She could sway to the Left or Right philosophically, provided she still held the reigns on Mexico's direction globally.

 

On Mexico's immediate borders stood a plethora of threats and problems. To the north, the two successor nations of the United States began to consolidate, strengthening their military and economy. If Mexico had any chance of rising to the position of a continental power, Amalia would need to contend with these two nations. In the Caribbean, the European empires of Britain and Spain once again projected their power onto the small islands of Jamaica and Cuba. While small encroachments, any European colonies threatened Mexico's security and possibly predicated further European imperialism. And to the south lay the decentralized peoples of Central and South America. Home to millions of predominately Hispanic and Catholic background, Amalia felt that Mexico had a role to play in shaping the destiny of Latin America.

 

In her first public address to the Mexican people, the Mexican President, flanked by her commander of the navy and commander of the army, explained the actions the country needed to take to fend off threats domestically and internationally.

 

"Mexico," Amalia began, "Cannot afford to languish economically or politically for another decade when the rest of the world is in positive motion, recovering from the great financial depression of the past years. Several acts of government have passed through the halls of our Congress and onto my desk where I can say reform shall begin today. Mexico must rearm as a nation, and thus I have ordered a national calling of over one million Mexicans to come into military service to defend our borders and this government from hostility abroad and within. With this great campaign to defend the sovereignty of Mexico both men and women must step forward into Mexican industry to rebuild our iron works, our steel mills, our textile factories, our munition plants. Together, we can grow Mexico into a giant of production for both the growing world markets for material and food. In light of this, I have passed the Public Works Partnership (Asociación de Obras Públicas.) While the government cannot force industries to hire workers, the unemployed will come into the government's payroll, helping to build roads and improve infrastructure across the country.

 

Beyond domestic reform, the presence of European influence cannot be allowed in the Western Hemisphere. Years before, the United States monopolized their influence through the Monroe Doctrine. This worked because the United States had the gall and the strength to bar further encroachment by the Europeans. I too shall push for the removal of Europeans from this hemisphere, hopefully by peaceful means, but I will not be deterred by the use of military arms. Mexico will enter negotiations with Spain and Britain to understand their intentions in our hemisphere and what can be done to keep the Americas governed by their native sons and daughters. I hope, that with help from the successors of the United States, North and South America and the surrounding islands will become free once more."

 

The days after Solorzano's speech the Asociación de Obras Públicas was set in motion, while Eduardo Hay and Luis Benitez were send to London and Madrid respectively to begin negotiations with European powers. Amalia understood however, that for Mexico to assume leadership in the Americas, negotiations would need to go beyond the two encroaching powers and in the next few weeks the diplomatic bureaucracy of the republic expanded seven-fold.

Location: Madrid, Presidential Palace

 

Mendoza sat in a dark room alone, smoking a cigar staring at the Mexican declaration. The door entering his study swung open and the lights were turned on revealing a lavish room with a large table in the middle of it and on it papers...papers all over it, reports from Cuba. His generals entered along with his top adviser Miguel Prada and gathered the table. Prada walked over to Mendoza who stood by a window staring out into the darkness of night as rain pelted against glass, "Sir, we're ready" Prada made his way back to the table and Mendoza slowly taking his time walked to the chair at the end of it. "Gentlemen" he took one last take in of the cigar before exhaling "We have a problem, and I want it corrected" he stabbed the cigar against the wood of the table angrily and near violently putting it out. 

 

Prada passed down papers detailing Contra forces in Cuba, "We have 56,000 Cuban fighters willing to combat the government for full take over, if all had gone the way we planned it. Cuba would have fallen and our Empire a foothold to reclaim lands long lost, but now..." Mendoza slammed his fist against the table interrupting Prada, "but now this Mexican puta she devil is getting involved". The room fell silent, Spain had not expected Mexico or even the American countries to try and get involved they had hoped apathy would prevent them from getting involved. Prada broke the silence his voice shaken "we have options sir, we'll need to support our forces in Cuba but increase our shipments and possibly fight a prolonged proxy war, we must not back down", Mendoza relight his cigar, it was bent but he was intent on smoking it taking in one large drag before speaking "I'll do more than fight in Cuba, we have information that fascists parties are present in Mexico. I want laundered guns to be shipped to them, I want them to disrupt the Mexicans" there was considerable risk, with Cuba Mexico and Spain would likely retain any conflict on the island but this would extend it into Mexico. "Send all our FA2 fighter planes to the Cuban Nationalist forces, our outdated tanks all our trash for now. The Cubans will receive aid if they need it but i'm not wasting money and resources on them to fight a broken republic" Mendoza snapped his fingers and with that the generals along with Prada left.

The Empire of Spain is willing to discuss whatever measures are necessary to prevent and unnecessary international incident, however it appears Cuban citizens wish to be part of the Nationalist union that is our empire. If they wish to join the empire, they will be allowed to.

Spanish fishing ships going into Cuba started sneaking in FA2 Buffalo fighters, Kar 98 rifles, left over Mark IV tanks and left over Mauser 1894 rifles that were used by the Old Republic of Spain. These weapons were given to the Nationalist Cuban forces now representing a growing force controlling Eastern Cuba. Civil war was inevitable.

It is imperative that if either of our colonies are to remain in the New World that we cooperate in stopping the American forces. Otherwise they will come after British colonies in the Caribbean effectively hurting your empire's chances of retaining its 'dominion'

We urge Mexico to simply be content with its lot and instead of being aggressive and combative in its statements, perhaps make an effort to make diplomatic discourse of a peaceful nature.

Britain will come to Spains aid if the Americans use military force if Spain comes to our aid in the same circumstances. We will be deploying a stronger military force to the Caribbean to deter any threat including significant naval power.

Your government has much gall to tell Mexico to be content when you are attacking sovereign people in Jamaica and annexing South Africa. The diplomatic discourse is simple. Britain and Spain will leave the Americas or they will be forced to leave. There is no bartering over the destinies of sovereign peoples. We will not stand by idly and watch Europe attempt to reassert its dominion over the world. We say to our brothers in Jamaica and Cuba fighting against European oppression to have faith and be strong, we will come to your aid!

A pair of lone travelers from the Duisternis Empire would visit both the lands of Mexico and the American Enclave, their travel documents would show them to be representatives of the Emperor who had arrived to establish talks on the European menace. They hoped that they would be allowed to see either the leaders or representatives of Mexico and the American Enclave.

Britain and Spain will not leave its territories. There is no 'attack' on Jamaica, Britain responded to a distress message from a former colony in regards to a brutal, corrupt and murderous regime. We have entered Jamaica as guests at the request of its population.

 

If Jamaica wants its Independence, it can have it any time its people wish it to be. But we will not be bullied out of any island flying the Union Flag proudly and willingly.

 

We do not want war, but we will likewise not bow down to any demands made. You all speak of diplomacy and negotiation, yet you threaten us with military force if we do not do what you demand. If you want to talk, Britain will talk, but it will not relinquish control of Jamiaca or any other British overseas territories in the Caribbean.

Yes there are problems, there will always be problems, especially in the current global climate!

European interlopers, about which I hear so much these days, is one of them.

It will be resolved, in time, especially as the current hemisphere situation stabilizes.

North America is redrawn and immediately outsiders are testing our continent.

From the ashes of the former United States of America we're facing crossroads of destiny.

Procinctia acknowledges the growing magnitude of this issue.

While Russia was not directly involved it didn't take long for news of the events to reach the palaces and mansions of Petrograd as hundreds of people discussed the Mexican who dared confront Europe. Even in the upper echelons of the Imperial administration the topic was heavily discussed. With one camp supporting the anti-colonial stance of the Americans and the other camp maintaining the superiority of Europe. In the end both sides couldn't reach anything resembling a compromise and the final decision was made to just remain silent. The western hemisphere however had most certainly piqued Russia's interest.

In the private deliberations within the Dark Shogunate would begin over whether it was better to wait and remain neutral or too side with the Mexicans in a preemptive weakening of the general global naval European position, before they struck out to Asia as was their history as well.  It was notable in the debate on the hawkish side that the Europeans did have a history of expanding into areas they previously controlled, and this would mean inevitable war with the Shogunate's own plans.  On the reverse the Mexicans were at the moment the closer threat with a coast line, and a united American power on the Pacific in the long run would be the bigger threat, letting them martial resources to overcome the Shogunate through attrition if it came to a contest of control.  The Council of Daimyos was split 10/10 with the Shogun undecided still.

The Supreme General, still sun-bathing and enjoying his hashish from earlier, received news regarding the situation in the Caribbean.

 

"Look at all of this pathetic cocksucking..." he muttered to his wife. "When the Europeans come for Africa, the Ottomans said nothing, and yet now they pretend to care about this nonsense? They couldn't actually be thinking that the Americans would take any interest in European colonization elsewhere, could they?"

 

"See, husband..." she said, triumphantly; turning her head to make eye contact with the Supreme General. "The Ottoman Empire will not end in a bang, but in a whimper; begging for table scraps in Mexico while the Europeans cast them as monsters and they dig their own graves alongside the Bosporus."

 

She sighed, scratching her thigh before laying back down in her sunbathing chair.

 

"It would be best to separate our great Jamahiriya from such unworthy defenders of the legacy of the Caliphs."

 

"Hmm... perhaps. For now, they are useful, and our Black Sea trade is important to us. Correspondence will be sent secretly to the Yugoslavians and Romanians, and we will see how much of their own propaganda they actually believe..."

 

"You don't think they're stupid enough to believe that nonsense about invaders, do you?" She seemed surprised at her husband's implication. "This is the 1900s, my love. There's not a ruler in the entire world who hasn't figured out how the game has been played at this point."

 

She seemed sure of herself, and Umar reasoned that she was most likely correct in her observations. She usually was, and without her advice and support, he would be less than half of the leader he was.

 

"Fawziya; if I were the Senate, we would have our first female Supreme General..." he said, teasingly. "But I am just a man. Now go get me falafel; I am very hungry."

 

She threw her towel at him to the applause of his laughter, before smiling herself and leading him inside to smoke 99% pure crystal methamphetamine and watch hardcore pornography.

Following the British and Spanish withdrawals from the Caribbean and the landing of vanguard forces in Cuba to battle the Cuban Nationalists, the Mexican government proceeded with contingency plans as the Kingston Conference began. As the British cleaned up their defenses they would be assisted by incoming Mexican soldiers and marines. Two hundred thousand in all, spread across the entire Caribbean archipelago. President Solorzano could not be sure how the Conference would end, and if the Americans did not agree to her Community plan, she could not risk the Caribbean being opened to further European or foreign encroachment. Under the threat of colonialism happening across the world, the Caribbean Islands were declared a Mexican protectorate for the time being.

The collapse of the Communion of America sent shock waves through Mexico City and at the same time, the relative quietness of the North Americans brought Mexico in to a dilemma. European powers continued to scour the globe, taking more and more territory and increasing their strength and power. The fear of Europe, however, had ceased being a motivational factor for Solorzano since the victory in Jamaica. Now, pictures of colonization across the Atlantic were used to mobilize the Mexican population to support her continual centralization of power. In the course of several months, the Mexican government launched a massive propaganda campaign on the population, showing the vitality of the Solorzano regime and the individual power of Amalia. 

 

With this support of her own population, especially in the military, the President moved to tighten her grip on the entirety of the Americas. If the Kingston Conference would be stalled by bickering lesser powers, then Mexico would take it upon itself to create order in a world of lawlessness and decentralization.

 

At the fall of the Communion government, Solorzano sent several divisions of infantry into the country and surrounded the Panama Canal where the Proctincians and Confederates were still fighting. Then ships carried other divisions into the southern territory of the Communion and beyond. What eventually would involve the mobilization of an entire four hundred thousand man army and much of the navy to increase patrols across the entirety of South American continent.

 

"In response to the collapse of the Communion, the Mexican government has taken upon itself the responsibility of ensuring order in South America. The continual bickering of the Kingston Conference has assured us that American solidarity will be a long process, but we cannot allow disorder to creep into the continental structure. From the Rio Grande to the shores of Argentina, Mexico will protect her people and all Latin Americans."
