The Civil War had lasted for well over a decade and left the empire in ruins as steadily more and more regions became independent and then fractured themselves. White forces, weakened from the initial strikes, had been unable to save the Imperial Family and their relatives before the revolutionaries had executed them and for a while it seemed their rallying cause was gone a new hope for the anti-Bolsheviks was soon to rise. A single infant had somehow managed to survive the mass murder, a girl born from a relative of the Tsar. No more than a few months old servants had managed to keep her hidden from the Bolsheviks and had brought them to one of the few regions actually under control of the White movement. With a new cause to rally behind and the support of foreign powers the White movement would strike against the Bolsheviks with renewed strength. For the Tsarina! It had become a cause even those who had opposed the monarchy before the revolution could rally behind as the brutality of Bolshevik forces became known. When in 1928 Bolshevik forces were finally defeated and most of western Russia had been brought under a single banner the movement would halt its advance. With the territories of the new Tsardom properly secured Natalia Romanova could finally be brought out of hiding. The now 11 year old would formally be crowned Empress and Autocrat of all the Russias but for obvious reasons in reality a regent would handle matters of state until she was old enough to assume the role herself. For the years that came the Tsardom would look inwards and leave the matters of foreigners to foreigners, realizing some very fundamental problems with the state of Russia following the Great War a drive to industrialize was pushed through, both providing jobs to the Russian people and establishing the basis to prevent any future incursion into Russia the solution would serve to see both the people more happy with their government and said government actually capable of starting to look outwards again. The Tsardom however was not saved yet. When in 1935 the Regent was assassinated by a suspected Bolshevik sniper from Archangelsk Russia realized fully well the dangers that faced it. However now it was time for the next stage. Natalia had become old enough to rule herself and with the education provided by various factions well aware of the needs of her people. To ease both the concerns of her people and send a clear message to the world at large a decree would be published in all Russian newspapers and via international wires. Imperial Proclamation Russians and people of the world, Great tragedy has become common for Russia, we thought ourselves save after the annihilation of the Bolshevik forces but safety was simply an illusion. A great man has died today and his loss will be felt throughout the ages however this is not the time to mourn. It is the time for action. Earlier today I have formally assumed my duties as Empress and Autocrat of all the Russias, I will continue the policies set by our government and will seek to serve you, the people, just as you have served me. We can however not look only towards our own, beyond our borders millions of Russians live in extreme poverty, chaos and anarchy. We will restore order to these as well. Until then however the least we can do is protect them from others. As such I hereby once again establish the Tsardom of Russia as a power and declare my protection over the Russian lands dear to us. To help with this and to assist diplomatic relations between our two nations we would like to establish an embassy in the Tsardom of Russia to help facilitate future diplomatic correspondents. Japan had assisted in keeping the Russian Maritime Provinces free of the Bolshevik Red Army and their supporters during the Russian Civil War, and looks forward to working with you once more to keep the world free of Communism and Fascism. I congratulate the Russians in throwing off the revolutionaries and extend recognition of the Russian state.
