OOC: If I read the rules right, I can contest the land in between France and Cisalpina.

 

House of Savoy

With the collapse of the nation of Snow Haven, many nations moved to intervene, but it seemed as though no one asked the people what they wanted. The House of Savoy had been put down by the government of Snow Haven, but found their time to rise again during the chaotic time that had followed, with two nations placing troops within what should be Savoy. With so many nations interested in holding their lands, the people were afraid they would quickly be annexed into Cisalpina, Alvonia, or even Northlands if they wanted, without their own military they were defenseless.  It started as a small part of the population, but through word of mouth the message quickly spread, promising independence from their neighbors, just as they had before.
 
 
A speech would be made to the world, announcing their intention.

 

"Ladies and Gentlemen, Most, if not all of you may wonder who I am. My name is Humburt of the House of Savoy, and King of these here people that our neighbours wish to subjugate. I want to make it very clear that neither I, nor my people, the people of Savoy, want to be ruled by Italians or Germans. We were independent as Snow Haven. We want to remain independent, and we will fight for this goal, if need be.
 
Diplomacy remains the first and preferred option, as for everyone. After all, nobody believes in needless death and bloodshed being good things, especially within their own nation's borders. 
 
I merely ask for a Cisalpine representative to discuss with me the future of Savoy, and hopefully permit us to become independent once more without any need for war. 
 
Thank you."

The following message would be sent to the leaders of House Savoy:

 

"A member of the Cisalpine occupation forces will meet with your leaders to discuss the establishment of a Savoyard state. Know that there will be stringent conditions placed upon any new state in the region."

The State of Saxony does not at this time recognize the legitimacy of the House of Savoy as a representative of any greater interests other than its own.

When the Cisalpine representative, Lieutenant-Colonel Marius Sarti, and his staff arrived at the Château he would present himself to whatever servants or staff were on hand and ask to be escorted to wherever the meeting was to take place. When he did finally meet with the representative of House Savoy (who he assumed was the head of the house), he would salute and introduce himself. "Greetings. I am Lieutenant-Colonel Marius Sarti executive officer of the 4th Alpini Regiment. I have been asked by my government to negotiate with you over the formation of a Savoyard state."

I am glad you could come so quickly, you mentioned there would be terms to us returning to independence, I am curious as to what those entail. I have also been hearing reports that your news is reporting the Alpes-Maritimes is in a state of disrepair, how strange considering I was there only a week ago and their utlities were working fine.

"I myself and not privy to the details of Nice and it's surrounds, only what I read in La Repubblica, you must have been in the regions unaffected by the shortages and disrepair." Sarti said, anxious to get down to business. "Now, my government has set down a series of conditions on any new state in the region. It involves a restriction on the states new territory, allowing the maintenance of permanent military bases, and restrictions to the size and capacity of your military. All of these conditions can be revised and renegotiated in the future, once the state of Savoy has been firmly established. Would this be agreeable to you?"

"That is what I was going off of since we receive the newspaper here as well. What sort of restrictions to territory be? We have considered ourselves to be a Francophone state, independent of France, and the people would like to return to that, as for the German speaking regions of Switzerland, they were never really a part of our nation to begin with, and would be better suited to belong to a nation that spoke their language. So long as we are able to maintain Savoy's sovereignty and once we are settled will not be punished for maintaining our own security we can agree to those terms."

"My government would like maintain some control over the region until the new state proves stable. We will allow you to establish an administration in the former French departments of Savoie and Haute-Savoie. Once all necessary elements of the state are established we will allow for Savoy to integrate the francophone regions of Switzerland. We would also like to include in our agreement a provision for the defence of Savoy by Cisalpine forces. It is conceivable that you may have problems with the French or a future Swiss state and we would like to ensure that you are fully supported should you ever find yourselves in danger. Is this agreeable to you?"

"This would unfortunately leave us without a coastline, which I must admit we cannot accept, seeing as our claim lies with all of former Snow Haven, not merely the provinces you have mentioned. This includes, of course, Rhône-Alpes and Provence-Alpes-Côte d'Azur.

 

Anyways, Snow Haven had cordial relations with France, and we hope to continue this if not improve the relationship, as the majority of our population considers itself French. This does not mean that we will pass an opportunity to work on a good relationship with our new neighbours in the south-east, however. So that part of the agreement is acceptable."

"Expansion into the Provencal regions is certainly a possibility in the near future, although much of the coastline is taken up with the Alps-Maritimes department which is set to be offered annexation - their joining with Savoy would be dependent on the result of the subsequent plebiscite. Although, even if the region did join Cisalpina, Savoy would still control Frejus. If you find all of this agreeable my government can draw up a treaty and send a representative to meet with you and sign it."

As the successor state to Snow Haven we have considered ourselves to be predominantly French, and I don't believe it would go over well with those who have granted me support to return Savoy to a proper governance. It does appear that France wishes to take these lands back, I believe we'd be providing a third option and would be willing to negotiate a non aggression pact with both of you instead of turning into a puppet state for either of you, and allows for a buffer to ensure neither of you have reason to percieve the other as an enemy."

"Nice is a historically Italian city and it is the desire of the Senate to see it return to Italy. However, we recognise there is a desire for the Francophone population of the Alps-Maritimes region to become part of a Savoyard state. As a compromise, my government would be prepared to offer annexation only to the city of Nice and all land east of the Var and Tinée Rivers. Cannes and the rest of the department will have the option of becoming part of Savoy."

"While it is unlikely to go over well to let such a large percentage of the population go, I think we can agree to that."

 

"Excellent. I will notify my superiors that we have reached an agreement." With that, Lieutenant-Colonel Marius Sarti would get up and leave, heading back to his Regimental Headquarters in Chambréy. Over the coming weeks and months, the responsibilities of governance would be handed over to the House of Savoy.
