The Sea King,  North Atlantic Ocean

 

Life on the high seas was not the first choice for Captain Degrasse. As he swept his eyes across the decks of the tired ships around him, he noted that perhaps maybe the others felt the same way. Surviving the holocaust of World War 8, the upheavals following the wrack and ruin of global nuclear war, and the years of silently Captaining  the Sea King from port to port. The sweat and blood of the entire crew of the Sea King being used as a fuel to scrape a precarious existence for the families of the fleet.

 

Off the port bow the ships of the fleet bobbed in the ocean not far from the primary wage earner. A few ships earned their bread by fishing, a few more were smaller freighters that brought in a little money here and there carrying small loads, several more served as living quarters and fabrication centers, and a single battered helicopter carrier was all that remained of the protective arm of the Fleet. With a sign, Degrasse searched about for a pencil so that he could tally up the fuel consumption reports. 

 

He didn't find that pencil because and explosion in the engine room suddenly cut his search short. Reports flooded the bridge of fires, casualties, and serious damage. With a calm air about him, the Captain of the Sea King ordered his bridge crew to calm themselves as he quietly radioed a nearby fleet vessel to make itself ready to evacuate the crew of the Sea King. Things weren't quite so dire that it was immediately necessary to order an evacuation, but the Captain had a history of making careful decisions and putting pieces into play to accommodate rapidly changing conditions.

 

In the words of the Captain, "No point in getting caught with our pants down anymore than we have.."

 

Reports continued to flood the bridge and experienced crewmen, veterans of over twelve years of continuous duties, responded professionally. Several hours later, a dangerous list convinced the captain that they were taking on far too much water and with that he made the decision to evacuate. The nearby freighter named 'Dave's Folly' was ordered along side and the crew of the Sea King began to carefully pump the fuel tanks dry. A second and then third freighter was needed to complete the process as the people of the fleet loathed to waste fuel, food, and other consumables. 

 

Captain Degrasse watched silently as the Sea King sunk beneath the waves. "Sir, the council wishes to speak with you."

 

"Very well, lead on," Degrass replied.

 

"We have a room set aside for you and a headset," the young sailor replied as he showed Degrasse the way.

 

A few minutes later Degrasse listened as the arguing proceeded back and forth between the Captains of the other ships. As he was shipless he no longer had a vote. Yet, as the longest serving Captain of the fleet he did have a little influence, though how much given the Sea King just sunk was debatable. Still, he was determined to try and he did so as he said, "Might have a word?" 

 

"Proceed Degrasse," replied Captain Harrison.

 

"I think it is time, the Sea King was on her last legs as much as I hate to admit it. Order has returned to numerous parts of the world. Maybe it is time we make landfall?" asked the Degrasse. Nearly as soon as he finished the arguing resumed. It was nearly a day later when the council allowed a vote to be called and three more votes were cast before the conclusion was made that the fleet would seek land of its own. 

 

"We need an Island, one close to the mainland, but far enough away that we preserve our way of life," Captain Harrison demanded.

 

"I agree, an Island would be ideal. Do we have an accord?" asked Degrasse. The votes wavered back and forth, the fishing vessels wanted an island, the home vessels wanted mainland, but in the end an accord was made. Now, the hard part, where to find an island that would accept a bunch of wandering sea gypsies?

Admiral Dmitry Dmitrotsky would offer them a refuge in the protectorate region of Estonia, specifically the two islands off the Estonian coast (Hiiumaa and Saaremaa) on the condition that the islands revert back to Russian protection should the wandering sea gypsies decide to pack up and leave.

The search for land had only just begun when an excited communications officers ran up to Degrasse and handed him the message. "WHAT THE..." was all that Degrasse could manage. He then looked up into the sky and flipped off any and all overhead satellites, it could be the only explanation. Truthfully though, he felt that a single digit was not enough and was tempted to have the entire fleet collectively bare their bottoms to the sky. Also bouncing around his mind was the last time he has sailed the Baltic.

 

It had been some years ago, but the rough coasts had caught his eyes. Estonia wasn't anything to laugh at either, friendly people and lovely women.Most of the women in the Fleet were either married with children or heavily armed enough to fight off even the most determined of suitors. Once he finally cornered his confusion over the message and how the Admiral managed to figure out how they were in need of land, he decided to share the contents of the message with the rest of the fleet.

 

The answer was unanimous, hundreds of middle fingers were pointed skywards and immediate preparations to sail to their new home were made.

Upon arrival to Landfall, the ships of the fleet were put into dock and the first expeditionary parties sent ashore. Much was going to needed to be done, yet, there was an all pervading sense of optimism among the men and women of the fleet. As they ran down the Russian flags that allowed them admission into the Baltic under the terms of the Nonagression Pact held between Moscuvy and Svierge,  a number of cheers were heard. 
 

In the spirit of this optimism a message is sent out:

The crewmen of the sunken Sea King are tapped to fill out the scouting parties as they used to working together and aren't assigned to anything else at the moment. Captain Degrasse organized them into groups of twenty and gave orders they be equipped with radios and other necessary equipment. Once the scout parties are equipped, organized, and given directions they were sent on their way. The Islands weren't overly large, which means most of the scouting proceeded on foot, but in a few cases local vehicles were discovered in working condition and appropriated for use. 

 

The owners of those vehicles appeared to not be present, which led to a deeper search of the surviving buildings. It was quickly found that Landfall was mostly deserted with few remaining farmers and their families that was all that remained. Clearly World War 8 had wrought its havoc upon the place and it had never fully recovered to its full prewar population. Other explanations were proffered in the form of the ongoing Snowhaven Crisis causing a panic that forced a local evacuation of the two islands. Reports trickled back to Degrasse's radio hut where he had set up a bank of high frequency transceivers to conduct the ongoing scouting operations. 

 

With the arrival of news, time and time again, that reported abandoned villages and farms, the decision then became to quickly begin offloading civilians on the home ships. For the first time in many of their lives, the civilians of the home ships stepped foot on dry land, it proved to be a highly emotional moment for some as the young took to their new home with wildness and abandoned. Parents of the home ships, were generally known to be cautious and protective of their children given the harsh environment the depths of the oceans represented. On that day, they stepped back, pointed towards the lush rolling grass fields and reminded their children to be home in time for dinner.

 

It was all the little ones needed as they bolted in all directions to play and explore. As the children played, the parents worked, and the ships were brought along side the one servicable pier in Salme one at a time and equipment and supplies were carefully unloaded. Individual homeships were given control of the various small villages on the two islands. Before long the six thousand eight hundred and ninety three Landfallians were off their ships, less small caretaker crews for the homeships, freighters, and other vessels of the fleet. Never being ones to laze about for too long, the caretaker crews of some of the older more decrepit homeships took it upon themselves to take their ships into Estonian waters and sold them to salvage companies. 

 

The resulting profits were then used to purchase farm equipment, fishing boats, tools, clothing, and food. The small freighters of the fleet were called in to transport the purchased supplies to Landfall and they did so with their customary efficiency. With supplies, tools, and farming equipment being shipped in the Council decided to put certain matters to a vote, who would lead them and how would they be led?

 

After a great deal of hand wringing, bickering, and shouting the decision was made. Degrasse was elected as the Prime Minister of Landfall for a term of no longer than twelve years. He was then given by overwhelming vote wide ranging powers to conduct the affairs of the state. With those matters settled the Landfallians returned to the task of bringing Landfall back to full productivity and enjoying the bounty of the land and the seas around their new homes. Given the tensions over Snowhaven, orders were given by the new Prime Minister that fishing boats and freighters were to keep inside of Landfallian and Estonian waters for the time being. 

 

With so many opportunities available for local trade with Estonia, most of Landfall was content to stay on their small islands and keep to themselves. Besides, homes needed fixing, crops needed to be planted, warehouses needed to be refurbished, greenhouses needed building, there was simply too much to be done to get caught up in local shenanigans. With all of the home ships, several of the older freighters, the helicopter carrier, and a few of the more rickety fishing boats sent to the salvage yards, there wasn't any other choice but to settle in and get comfortable. 

 

Still, there was a certain determination in the people of Landfall to make their new home into something wonderful. With the initial sale of ships and the additional sales, the funds were there to buy equipment and it was bought. It didn't sit around long either, it was put to good use as soon as it rolled off the docks. Other equipment in the form of specialized transports for both civil and police applications were sourced and purchased. These were turned over to the newly formed Local Defense Groups.

 

Under the direction of Prime Minister Degrasse, each of the villages of Landfall were required to field a militia company. These militia company were equipped with mortars, light machine guns, and other equipment taken off the homeships and freighters.  They were then equipped with vehicles designed to allow them to support their fellow militia companies in neighboring villages if called upon to do so. Over all though, the plan to defend Landfall centered mostly around the notion of not pissing off everyone around them, with luck it was hopped this could be managed.

Landfall's population has swollen to four times its original numbers. This influx of new arrivals wasn't without its problems, but Landfall's culture being highly flexible within the boundaries of certain obligations made the process go far much smoother than one would anticipate.  Most of the major problems were resolved by keeping the disputes far enough away from each other they fizzled out on their own. Moving people and their problems between the two islands of Landfall sorted out most issues quite handily. An unintended consequence of this population growth was the increase in fishing and other maritime ventures necessitated the construction and manning of vessels dedicated to rescue work.  

 

Three Sea King Class Patrol Vessels are ordered built in the newly reopened Salme Shipyard. They will be equipped with a single medium rescue helicopter to be housed in a hangar near the stern. A single 76 inch naval artillery piece will be mounted on the front of the ship. A few other 7.62 x 51 automatic weapons and 12.76 automatic weapons will be permanently mounted here and there. The capacity for mounting ASM and AAM launchers will also be an integral part of the design though the three vessels will not be equipped with these weapons until deemed necessary. Radars and other sensors will be installed for the purpose of giving the ships the eyes and ears to perform their designated duties of search and rescue.

 

Another 16 smaller Killer Whale Patrol vessels will be constructed. These smaller designs are for local patrols and local rescue work. They have much smaller crews and they will not have the capacity to operate helicopters. These will be rough water vessels designed for service in some of the ugliest weather the Baltic Sea has to offer on a year round basis. The crews of both new classes will be trained in the Landfall Cadet Program and the Fleet Security Officer Program, both hold over entities from the fleet days of pre-landfall. 

 

As helicopters were providing difficult to acquire, investigations were being made in purchasing them locally from neighboring entities. Failing that, the option of purchasing them from Estonian sellers exists as well. Building ships, not a problem for the men and women of Landfall, but building helicopters they were not up to the task of completing.

Construction on the Sea King Search and Rescue ships are nearly complete. Crews that were in training are told to take one week of leave before reporting to duty. Helicopter crews are shaking down on a few of the older light fleet helicopters and are looking forward to the delivery of the South African machines. News that a possible deal for freighters is near completion prompts a frenzy of young men and women to flood the offices of Landfall looking to sign up under the names of the Fleet's seasoned Captains.

Scouting teams were ordered to Kulasema and Vormsi and quickly to follow would be several hundred settlers. The settlers would be ferried over by one of the newly purchased FUSAR vessels under special contract with the Landfall Government. Selecting the settlers was not too difficult as hundreds of men and women who had recently arrived to join the Landfall experience had made it known they were willing to extend the borders of the realm. 

 

With them will be a large consignment of small arms recently delivered by Sverige. Building supplies would be sourced from Estonia and provisions were to be taken from the sea.

Population figures for Landfall are now at 80,349 citizens of both genders and all ages. The Council  is expanded to reflect newly founded communities and the Landfall Militia is ordered to begin training and expanding to account for these new members. The thousands of men and women arriving from various sea going colonies is proving to be a great equalizer that is expected to prevent major cultural conflicts. The Fleet that had founded Landfall was only one family group of dozens of such roaming the seas. A number of them had grown weary and responded to invitation extended by Degrasse to join Landfall's ranks.

 

Upon arrival their ships were inspected for sea worthiness. The home ships were stripped, converted to freighters, and overhauled prior to returning them to sea duty after handing them over to Landfall Shipping. The freighters of the new arrivals were often in such terrible repair they were taken directly to the breakers in different parts of the world and sold for salvage. 

 

Commercial fishing farms were now coming to be quite popular as the unifying ideological connection of all the families of the Fleets is a stewardship of the sea. By creating these farms the strain on the Baltic fish stocks is expected to be drastically reduced. By basing these farms at sea the crops are far healthier than their land based farm grown fish and far less pollutants are released as an unwanted byproduct.

 

Greenhouses had sprung up by the hundreds. Intensive greenhouse agriculture made sense for Landfall. Such intensive modes of agriculture were very familiar to the Fleet families and had proven their worth repeatedly under adverse conditions. The ability to grow crops all year round was also greatly desired in the chilly northern climes.

The settlers of Kulasema and Vormsi, now renamed Landfall 3 and 4, were hard at work. Upon arrival they quickly began establishing base camps to offload supplies and equipment. Landfall 3 is provided with a massive diesel generator for power production. Engineers have determined that a pair of working tidal generators are all that are needed to keep the Island powered. Until they can be built, the diesel will fill the needs of the settlers. Landfall 4 proved to be quite the different story.

 

The settlers found and quickly reclaimed a well preserved township that had a wharf in good repair, a power plant, and all the other necessities of life. Within a few days they had the power grid back online and their new homes well on the way to being fully restored for human habitation. This stroke of fortune allows Landfall 1 to dispatch several hundred more settlers from Salme. Who brought along with them the men needed to fully man one of the more surprising discoveries on both of the newly claimed Islands.

 

Deep in the heart of Landfall 3, a depot was discovered. Twenty four hefty and dangerous looking 155 mm artillery pieces are found. Eight are sent to Landfall 1, eight to Landfall 2, four to Landfall 4, and the last four kept on Landfall 3. They are designated as Coastal Artillery pieces and were included on the Landfall Militia's Order of Battle as Coastal Artillery Companies 1 through 8. Another find gives the Landfallian Militia sixteen BMP-2 APCs that were quickly divided into two companies, one for Landfall 3 and one for Landfall 4. 

 

The Landfall Search and Rescue Group put to sea in the Sea King 1 through 3 that were simultaneously launched. They quickly welcomed their search and rescue helicopters and the crews for them. The helicopters had been imported from FUSAR and were expected to be an excellent addition to the newly created SRG. Another three Sea Kings are planned and funded, they launch at the end of the year. Three of the newly purchased FUSAR helicopters will be converted to a SAR role with the remaining four being converted to serve on the Landfall Islands are regional medical taxis and provide SAR support. 

 

This is only possible due to the recent purchase of two dozen M-17 helicopters from an Estonian supplier. The helicopters are welcome for their rugged design and are currently in the process of undergoing a major overhaul. They will receive new engines, avionics, and other vital upgrades prior to being assigned to haul cargo and support Militia operations on the islands of Landfall. 

 

In absolute secrecy is it made known by one of the arriving home ships that deep in the bowels of their ship lay a consignment of nuclear weapons. These are quietly removed and taken to a secure location on Landfall 1. The order comes to install them on the appropriate launch vehicles within the silos found on Landfall 1 left behind by a government long since fallen. The rebuilding of the launchers and the warheads is expected be completed shortly. Likewise the SDI network on the islands, no doubt left behind by the same fallen government, will be coming online in the near future as well.

The influx of settles to Landfall 3 and 4 continues as the latest and last wave of Fleet families arrives by their communal homeships. This brings the population of Landfall up to 175,320 persons. The numbers on Landfall 3 and 4 are set at about 8000 per island. Militia companies are formed, ready, and in training when they have time to do so. Fleet Arms, a custom rifle and shotgun manufacturing firm, is given the contract to begin building a Weapons Factory on Landfall 3. Landfall Baltic Shipping begins expanding and creating the necessary infrastructure to create a shipping terminal on Landfall 4, which is the island that has the nearest Physical proximity to Estonia.

Many of these formations are without equipment and are still in training. Once equipment becomes availiable they will be put into active duty. Future plans call for an airmobile battalion and a marine battalion. 

The next three Sea King SRG ships are put to sea. This gives Landfall 6 dedicated SRG ships to patrol the ships for emergencies and keeping tabs on ships to ensure they are not smuggling or engaging in activities that are contrary to Landfall's statutes. 

Sixteen smaller Killer Whale patrol boats are completed, issued to their crews, and then divided up into groups of four and dispatched to individual islands. Twelve more of the small craft to follow to properly cover the larger islands of Landfall 1 and 2.

Landfall 3 and 4 are home to 25,000 citizens. Power production on Landfall 4 is up and running at full capacity. The beginning of a pair of tidal power generation plants are in the works for Landfall 3. Both islands have working airstrips, both islands have working wharves, and working sewer processing facilities. The bulk of the work now is refurbishing houses and ensuring the local militia units are up to speed. 

 

Training of the militia regiments is a concern, specifically for Landfall 3 and 4. The newly raised regiments are units in name more than actuality. To assist in bringing these units into full compliance with the Prime Minister's Directives, a pair of training detachments are organized and sent to Landfall 3 and 4. They will spend the next six months working directly with their host units to provide training and support. 

 

The dispatch of these training teams strips very valuable and somewhat rarely trained manpower away from Landfall 1 and 2, but given the units on those two Islands are much farther along in their training, it is decided to allow them to complete it in a series of intensive drills and exercises. For the next three weeks the units of Landfall 1 and 2 will attempt to raid each other and compete in a series of challenging field problems.

Landfall 3 and 4 now have a combined population of 50,000 citizens. Both of the islands power generation systems are fully operational. In the case of one, a pair of 240 mw tidal generators and the other a small scale powerplant left over from a previous government.  Roads, sewer, and other services are also fully operational and a long term improvement and expansion plan has been drawn up for all of the Landfall Islands with funds set aside for the upcoming projects by the Landfall Government. Greenhouses have been built, fishing boats are putting to sea, houses have been repaired, and the local Militia Regiments have been hard at work. 

 

The training detachment to Landfall 3 and 4 has proven an excellent addition. The newest of Landfall's Militia Regiments has been taking advantage of the skills the men and women of the Training Detachment possess. Local exercises, individual training, and advanced skills training has advanced the operational capabilities of the local companies significantly. This is of course excellent news but how well they perform as a larger unit in battalion or regimental size is still a matter of concern that will be addressed in the upcoming soon to be annual March Madness Military Exercises.

The ongoing development of the Landfall Militia has given rise to four individual specialized battalions. These battalions have specialized roles and are required to be the local training and support unit for the Militia regiments. These full time units play a vital role in the Landfall Militia system by lending their skills, training, experience, and professionalism to their part-time counterparts. 

 

A large shipment of equipment from the generous neighbor of Sverige allows the formation of two more armored QRF companies. These two are full time organizations that are also tasked with providing their assistance to the local militia companies.

Landfall 3 and 4 are nearly 98 percent online and fully integrated into the nation of Landfall. Power, water, sewer, communications, and roadways are now repaired and in good working order. The local militia regiments, QRF companies, and regular forces are operational and hard at work learning the skills they require to become fully proficient at their trade.

Landfall 1 and 2 have begun creating a light rail system designed to move passengers around the Islands at highly competitive costs. Mostly, it's to ensure that automobiles never gain such a foothold that the road system turns into a mess of useless traffic. Vehicle taxes are to be raised 400 percent to discourage casual use. Heavy local transport vehicles have certain exemptions to this tax. To keep cargo moving the light rail system will be supplement by a heavy duty freight rail that is designed to move cargo in bulk and at speed.

 

Future plans call for either tunneling or bridging a rail link between Landfall 1 and 2 and possibly Landfall 3. Engineers are currently having screaming matches over the best way to accomplish this.

Guess what ya'll, them there two islands are like totally incorporated into the epic win of Landfall's governmental structure. Free condoms for wayward teens, free clean needles for junkies, free blow for the hookers, and lots of guns for inbred low IQ bearing conservatives. Best part is, the islands are not considered a libertarian paradise.

Classified

 

The equipment ordered from Sverige has been delivered and issued out to the units it was intended to go to. There is a formal series of ceremonies commemorating the establishing of numerous air squadrons and a high speed sealift squadron. 

 

 

Unclassified

 

The deepwater port funded and built in large part by Sverige has been completed. The economic benefits are seen nearly immediately upon commencing of construction. A great many of the builders have been hired on as longshoremen and crane operators, which provides high paying jobs and excellent benefits for hundreds of young hard working Landfallians.

The previously tiny Landfall Defense Force is now expanded to full strength. 

 

Full Air force of 60 squadrons of fighters and 20 squadrons of bombers. Heavy, medium, and light air transports. ELINT, Awacs, and other electronic support aircraft. 

 

The Home Army:

 

100,000 men.

 

After getting a request from the government of Muscovy to assist with securing the Latvian protectorate the following force was raised:

 

550,000 men and equipment.

 

The Latvian Army also consists of substantial air assets and other long range weaponry. 

 

A 10,000 man forward deployment group of logistical, engineering, and an infantry battalion is sent to sent up the necessary infrastructure for housing and supporting the Latvian Army. 

 

The Baltic Naval Group will consist of the following:

 

6 Aegis Guided Missile Cruisers

12 Destroyers

6 submarines

10 frigates
