You have been invited to a diplomatic conference at Cayenne in the United Republic of Guyana to discuss the possibility of a bloc that would protect the American hemisphere from outside forces that would seek to colonize it.

 

We await your arrival.

Upon receiving this request the king would smile, well its about time this happened.

I would be attend to a meeting of all the Leaders of American countries, and Antarctica. As such I will arrive as soon as possible.

 

With that Alan would board his plan along with two members of the Cascadian Rangers and fly directly to Cayenne.

The foreign dignitaries would be escorted via motorcade to the Congressional Assembly building in downtown Cayenne, the beating heart of the Republic. They would be led to a large room on the second floor with a round table and assigned seating for the various nations. The flags of all those attending would be flown over the Assembly building to honor the guests. Drinks and food were served at their leisure and members of Congress would pass by giving their greetings before continuing on their busy day of bureaucratic internal politics in the Assembly hall on the first floor. 

President Wimbledon would walk around greeting his guests and would start the meeting once everyone that would attend arrived.

After arriving at the Congressional Assembly and getting to the room where the conference was to take place, President Evans got a tonic water and waited for the meeting to begin, curious how things might play out for the Americas.

Feeling that everyone that would come had arrived, President Wimbledon walked over to his seat, "If it is alright with everyone, I believe it is time to begin"

 

As the delegates took their seats Wimbledon would begin, "Honored guests, thank you for coming. I hope you have found our hospitality warm and welcoming, now then let us get to the topic of tonight. Our world is becoming a dangerous place, wars are breaking out in Europe, powers in Asia and Africa are butting heads over rights in the Indian Ocean. It has become our belief here in the Republic, that the time has come for an American Bloc. The purpose of this bloc will be the defense of American nations, territories and rights against foreign aggression. This bloc will become our shield against imperialist who will seek to colonize America. We must stand together or fall apart, my honored guests, what do you have to say?"

Evans began taking notes as soon as the proceedings started, making sure to remember to record each delegate's opinions for later review. Once President Wimbledon was finished with his introductory speech, he spoke up. "I feel the Americas could certainly use a united coalition to protect against outside aggression, but I would like to see such an organization stay largely hands-off, and provide only for the defense from foreign aggression. The Federation would be glad to join such an organization, so long as we won't be required to come to the defense of a nation that provokes attacks on itself by aggression of its own.

 

I'd like to discourage American nations from antagonizing non-American ones as much as the reverse. Hopefully by establishing a fair precedent, the world can be a slightly safer place."

Next to speak was the Prince of Tikal.

 

"You all know the Principality's stance on protecting the Americas from foreign imperialism and colonisation. You all know the Monroe Doctrine that we uphold, and the bases we have built on islands throughout the Atlantic and Pacific Oceans to protect these two continents. We are in every way for an organization that participates in this task and takes some of the weight from Tikal's shoulders. So long as the finalised document includes the policies I have mentioned, Tikal will join it."

There was a loud bang on a door outside of the conference room and there was a shout from a man who appeared to be arguing with one of the Guyanan guards, "Oh c'mon, man! Do you not know who I am?! I am RAFI, R-A-F-I, and I am the Messenger of the Palaven Empire. Here, I have this invitation, look at it! Finally, you understand what I'm talking about! High-five, man! ... You're gonna want to wash that hand."

 

Rafi was granted entrance into the conference room and was excited to see all of the representatives and leaders from the Americas. Rafi then asked, "So sorry for my intrusion, I thought I saw an unicorn on the way here. What have I missed so far and what is the purpose of this meeting again?"

The Governor of Texas, Anthony Sparks, had his seat next to the Prince of Tikal. The Governor represented the Plains Federation on a regular basis and had proper authorization from the State Department to do so. After listening to the other delegates speak he took his turn. 

 

"I concur with President Evans. I believe such an organization could be a good safeguard against colonialism, however it should only be structured around defense from foreign colonizers. In addition to that, this organization would need to be more than just a good excuse to make a really big treaty. It would need to be organized, structured, and have a good central system for it to function properly. If a member nation attacks another member nation, I feel that should be irrelevant to this organization because at that point it becomes very easy to destroy the entire organization with just one war. We aren't here to do political favors or strengthen alliances between specific nations, we are here to protect our countries from colonialism."

Wimbledon looking across the room would respond, "Well what is the consensus? are we in agreement with the defense of American nations and territories from foreign affairs? and how shall we structure this grouping? and further more...a name is needed. I was thinking of the American Treaty Organization"

"There have been treaty organizations for the New World before. The 'American Treaty Organization' is a good name. It's simple and to the point, but it might be a bit too generic. Perhaps if we add one word... 'New American Treaty Organization' with the acronym being NATO, that could work. As for the structure, I believe we should keep it simple like the name. Every member will make up a council, we can call it the New World Council, and the council will elect a President who will chair the council. The President will then appoint a Vice President of another member nation who will assist the President - such as running meetings when the President isn't there or taking presidential responsibilities if the President's member nation ceases to exist.

 

"The Council will have the power to pass directives with a simple majority vote. Directives should be made sparingly and only for very important matters. Any directive should never impede the following: What an American nation does within their own borders is not the business of NATO, NATO does not exist to launch invasions of foreign lands or act offensively, NATO will never conduct diplomacy on behalf of its members, NATO will not police the Americas or penalize member nations for warring with each other, NATO is not obligated to defend an American nation from foreign aggression, NATO is obligated to defend an American nation from foreign colonialism, NATO will not tolerate an American nation offering foreign nations military facilities in the Americas, NATO will not degrade itself to politics - when it is time to act all members are expected to work together. The President has no term limit, but instead can only be taken out of office if his nation ceases to exist or if two-thirds of the nations in NATO vote to impeach him from office. Such a vote can take place only once every four months (OOC: IRL one week). There are no 'observers' of the council - one is either a member or not. 

 

The President will be the official spokesman of NATO but will take the official position NATO takes which is to be set by the Council. The President will not take sides in international affairs unless it directly ties to protecting American nations from colonialism. The President may appoint a Vice President. The President chairs the council, sets the agenda, has a vote in the council, and can issue edicts that do not conflict with the council's directives and are within perimeters set by the council. The President is also responsible for investigating threats of colonialism in the Americas, organizing members to prevent colonialism, and leading members when the time comes to act.

 

The Vice President is the deputy executive of NATO. In the event the president is removed from office he will become acting president until the council elects a new president. The Vice President will remain in office unless the new president chooses a new Vice President. The Vice President can only be removed from office by a President or if his nation ceases to exist. The Vice President can be designated any of the President's powers by the President. The Vice President is a voting member of the council. 

 

Any American nation is welcome to join NATO and does not have to be voted in, however any nation in NATO can be voted out by a two-thirds majority but NATO will be expected to still protect their lands from colonialism. An American nation has its capitol and seat of government in the Americas, originated in the Americas, hast most of its land in the Americas, and has a majority of its population in the Americas. 

 

Also, I believe NATO headquarters should be in Tikal since our friend in Central America has done such a good job at enforcing its well-known 'Monroe Doctrine'.

Rafi listened gleefully to Anthony Sparks and Wimbledon about creating a treaty among American nations to defend against colonialism and imperialism in the Americas. Suddenly, Rafi turned attention to a beautiful Guyanan female guard just by the exit door of the conference room and he winked at her… twice. He pondered what would happen to the guard if extraterrestrials were to invade the Americas. He was in disbelief of the potential that the extraterrestrials could very well pull off a Christopher Columbus against the Americas. 

 

Rafi then stood up and threw his glass of water against the wall and the glass shattered into shards to attract attention. He then looked in every single delegate’s eyes with his soul-piercing glare. He cleared his throat, “I definitely concur with Governor Sparks and Wimbledon about this colonization threat. We must be adequate in defending our Americas from grave threats, whether it be foreigners or… extraterrestrials. Yup, you heard me, extraterrestrials.” He then guffawed at thoughts of naming the organization, ‘American Treaty Organization’ or ‘New American Treaty Organization.’ He then spoke with a charming voice, “Gentlemen and ladies…” and winked at the female guard, not once, not twice but thrice in a rapid succession, “We should probably name this organization, ‘The Domination League’ after my fantasy football league. Hell nah, I was just messing with you delegates, I, for sure, agree with Sparks’ proposal except one thing, what should the name be? I feel that the name would be more appropriate if we go with ’New World Treaty Organization.’ But that’s just me.”

"I quite like Governor Sparks' proposal, regarding the MO for the operation. The name, however, is something that I do not quite agree with. I do like Mr. Rafi's proposal for 'New World Treaty Organisation'. Though I [i]am[/i] tempted to propose 'New World Order', it sounds just a little too villainous, so perhaps 'New World Organisation', instead? Otherwise I have relatively little to say. Mr. Sparks already made an excellent proposal in my eyes."

President Citares would still keep quiet as what was being said was more than she could propose. She hoped that what was being proposed would actually end up with a solid agreement she could take back. A success here would boost her popularity at home and silence the critics that were trying to portray her as not willing to engage on "the Big Stage". She continued to make detailed notes, documenting in her short hand form of writing.

Wimbledon would agree on all points including the name NATO for the bloc. "I believe its safe to say, I agree with everything Mr. Sparks has brought up"

"Well then I take this long silence to mean that we are in relative agreement here. If we are going to move on, we have two orders of business to immediately tend to: Establishing The New World Order and electing a President. First we should vote on establishing the organization. All in favor say aye, all opposed say nay."
