We're sure if you check satellite intelligence you'll see the Imperium of Japan is engaged in a massive military build up and expansion in the Asian region and in the Indian Ocean, literally expanding in all directions. We have been tolerant of Japan and worked with them on several matters, but they are beginning to antagonize us and several of our allies with their apparent need for aggressive expansion. We respect their claim to their home isles and a 1000km region of pacific islands around those isles, but we see the rest as aggressive colonial adventurism. You certainly must understand our sentiment in this regard given you have your own Monroe doctrine to prevent undue influence of outside powers and those with land lust. We therefore ask you to either get your ally to reduce their appetite or reconsider your relationship with them if you cannot convince them of such as we doubt we will be very convincing, but would prefer avoid needless bloodshed. You would think getting nuked would make one more wary of one's actions, but apparently Japan hasn't changed much.
