Inside of the Imperial Capital of Persepolis, thousands of banners representing Novak, Druk Yul, and Persia lined the streets of Persepolis. Inside of the Imperial Palace, the scene was set for the signing of one the most important documents regarding the Indian Ocean.
 
Before the representatives of Novak, Druk Yul, and Persia, the document regarding Indian Ocean Security was laid out on the table. Emperor Bahadur took the opportunity to sign the document first, reaching for his pen from his adjutant. With his Imperial Councilors as his witnesses, he signed the document.
 

 
Indian Ocean Commission
 The Parties to this Treaty,
 Recognizing the sovereign equality of all the Parties, and their desire to live in peace with all peoples and all governments, they uphold the principle of equal rights and self-determination of peoples, and declaring that they will earnestly strive by every peaceful means to promote self-government and to secure the independence of all countries whose peoples desire it and are able to undertake its responsibilities,
 Intending to declare publicly and formally their sense of unity, so that any potential aggressor will appreciate that the Parties stand together in the area, and
 Desiring further to coordinate their efforts for collective defense for the preservation of peace and security,
Therefore agree as follows:
ARTICLE IThe Parties undertake, as set forth to settle any international disputes in which they may be involved by peaceful means in such a manner that international peace and security and justice are not endangered.
 ARTICLE II
In order more effectively to achieve the objectives of this Treaty, the Parties, separately and jointly, by means of continuous and effective self-help and mutual aid will maintain and develop their individual and collective capacity to resist armed attack and to prevent and counter subversive activities directed from without against their territorial integrity and political stability.
ARTICLE IIIThe Parties undertake to strengthen their free institutions and to cooperate with one another in the further development of economic measures, including technical assistance, designed both to promote economic progress and social well-being and to further the individual and collective efforts of governments toward these ends. The means or system of economic development are inconsequential, so long as the people have adopted so accepted that system via popular support and edorsement.
 [ARTICLE IV
1. Each Party recognizes that aggression by means of armed attack in the treaty area against any of the Parties or against any State or territory which the Parties by unanimous agreement may hereafter designate, would endanger its own peace and safety, and agrees that it will in that event act to meet the common danger in accordance with its constitutional processes.
2. If, in the opinion of any of the Parties, the inviolability or the integrity of the territory or the sovereignty or political independence of any Party in the treaty area or of any other State or territory to which the provisions of paragraph 1 of this Article from time to time apply is threatened in any way other than by armed attack or is affected or threatened by any fact or situation which might endanger the peace of the area, the Parties shall consult immediately in order to agree on the measures which should be taken for the common defense.
3. It is understood that no action on the territory of any State designated by unanimous agreement under paragraph 1 of this Article or on any territory so designated shall be taken except at the invitation or with the consent of the government concerned.
ARTICLE VThe Parties hereby establish a Council, on which each of them shall be represented, to consider matters concerning the implementation of this Treaty. The Council shall provide for consultation with regard to military and any other planning as the situation obtaining in the treaty area may from time to time require. The Council shall be so organized as to be able to meet at any time.
 ARTICLE VI
This Treaty does not affect and shall not be interpreted as affecting in any way the rights and obligations of any of the Parties for the maintenance of international peace and security. Each Party declares that none of the international engagements now in force between it and any other of the Parties or any third party is in conflict with the provisions of this Treaty, and undertakes not to enter into any international engagement in conflict with this Treaty.
ARTICLE VIIAny other State in a position to further the objectives of this Treaty and to contribute to the security of the area may, by unanimous agreement of the Parties, be invited to accede to this Treaty. Any State so invited may become a Party to the Treaty by depositing its instrument of accession with the Government of Druk Yul. Druk Yul shall inform each of the Parties of the deposit of each such instrument of accession.
 ARTICLE VIII
As used in this Treaty, the "treaty area" is the general area of the rim of the Indian Ocean and its constituent islands, including also the entire territories of the Indian Contiguous Parties, and the general area of the Indian Ocean. The Parties may, by unanimous agreement, amend this Article to include within the treaty area the territory of any State acceding to this Treaty in accordance with Article VIIor otherwise to change the treaty area.
ARTICLE IX1. This Treaty shall be deposited in the archives of the Government of Druk Yul. Duly certified copies thereof shall be transmitted by that government to the other signatories.
2. The Treaty shall be ratified and its provisions carried out by the Parties in accordance with their respective constitutional processes. The instruments of ratification shall be deposited as soon as possible with the Government of the Druk Yul, which shall notify all of the other signatories of such deposit.3. The Treaty shall enter into force between the States which have ratified it as soon as the instruments of ratification of a majority of the signatories shall have been deposited, and shall come into effect with respect to each other State on the date of the deposit of its instrument of ratification.
 ARTICLE X
This Treaty shall remain in force indefinitely, but any Party may cease to be a Party one year after its notice of denunciation has been given to the Government of the Druk Yul, which shall inform the Governments of the other Parties of the deposit of each notice of denunciation.
ARTICLE XIMembers of this treaty agree to permit transit of their various military upon prior notification of an intended transit. Ships from all member nation's navies shall be permitted to refuel and make port for repairs at their harbors and bays. Compensation for port services will be negotiated in advance on a case by case basis based on the size and class of the ships attending port. Fees for these services should be standardized be it in currency or barter.
 Amendments voted into original document:
 Article XII
 The original founding 4 senior members may only be removed by unamimous vote of all recorded members. Additional members added post-ratification may be removed thorugh 2/3rds majority vote of all recorded members. Removal of a member is not a matter that is trivial and should be done after discussion of the issues causing the removal. Removal issues should only relate to the articles of this treaty and breaches thereof as the contents are the extent of jurisdiction of the treaty.
 Article XIII: Passive Consent
 In the event a vote is not levied for or against a pending resolution by a nation within a two week time frame, IOCs governing body will act under the assumption of passive consent until such time as a vote is levied by the member who has abstained from voting. Any future vote against an item that had been allowed by passive consent would undo that particular item. However, in order to prevent this from being politically abused. All votes must be levied within a 3 month, (12 rl day) time frame or the passive consent will be converted into a permanent yes vote upon the article. (Exceptions can be handled in the event someone goes on vacation or posts for a LOA.) This will give the acting members of the alliance more flexibility and a better reaction time to global threats. All items approved by passive consent must still have a simple majority of active votes to pass.
 Article XIV: Nuclear Testing Consent
 
Due to the regional impact that can be felt by nuclear weapons testing both diplomatic and in terms of fallout; all future above ground, excluding deep space, nuclear tests in the earth's atmosphere must be reviewed and approve by the IOC council to ensure the risk to civilian populations is limited and that important wildlife refuges are not put at risk. Yield, location, and number of tested war heads must all 3 be approved. Consent must be unanimous due to the significant impact of the item in question.

ic: Yun Li would look to a representative there with him, who would come forward and give photos and information to his fellow delegations from Novak and Persia. What the Imperium of Japan rep would not realize is that they are Satellite images of their troop and weapons movements on the Malay peninsula, Kamchatka, Macau, and various islands of the Indian Ocean region. He would wait to hear from them first. Wording on them would say, "We took these after a SEATO patrol encountered a Japanese expansion force on the Malaysian peninsula. We wanted an idea of what they were up to so we checked their surrounding regions. They're growing in all directions. You can double validate these with your own systems if you wish. Or by checking your data access feed we granted you through ARES."

Druk Yul has our own concern about the ultimatums, but we're not going to be so hasty as to withdraw from treaty. We understand the objective of Persia and possibly Novak in the Christmas Island incident, but we would appreciate clarification on what our intent is in regards to that situation. Are we going to push Japan back to Indonesia.. are we going to push Japan into the Pacific and if so, where is the Pacific considered to begin and end? I would like to see us talk to Japan.. directly.. about our issues. Not merely threatening them. We're huffing and puffing at each other, but if it goes to blows what purpose does it serve if Japan doesn't understand why they are being assailed?

They obviously believe they have a proper claim to this region.

We are concerned about the sudden build up of significant military force in the Indian Protectorate and the seeming mobilization of your naval and merchant marine forces. We would appreciate if you would let us know what your intent is with these forces so there is no misunderstanding. This is definitely not a force poised to act in Europe.

Thank you for your prompt reply. Understandable. We're just going to conduct some border excercises then on our side for the sake of practice. We'll be sure nothing comes within 5 kilometers of your border. We honestly do have your back though from this side. We do not want either of our allies to fight each other. Japan is well aware of this and they shoudln't be a threat. I'm more concerned about the new nations to our north. You never know what to expect from new regimes.

"Japan is now an ally of your ally. It may be prudent to drop the embargo. If you like I can talk to them about allowing you greater naval access through the passages through the Pacific as well. I'd really like to end the enmity between your nations." Yun Li would observe.

 

"We do understand that Japan is now your ally. However, the Imperium of Parthia is more than capable of speaking for itself. Be advised, that no matter how much you try to convince us that Japan is a "worthy" state; we will never accept it as so. We shall leave it at that. As it currently stands, the Imperium pf East Asia is an active war against one of our allies in Europe. As a sovereign state, we have every right to defend that ally, even if you dissaprove."

"SEATO is a mutual defense treaty, if this is the case and your actions are to defend that ally we would have no objection to you using the IO as a barrier to action as you have been doing to date. That is perfectly legitimate in your strategic objectives. So long as you do not take action directly against our ally other then limiting their support we will not be forced to engage on either side. SEATO is made to defend South East Asia.. that is the only territorial area it has jurisdiction. I intend to observe the restraints on that body unless the territorial integrity of one of the regional members is compromised. We will do the same for Persia if someone directly acts to compromise your territory per our agreements."

How we decide to do that will entirely be up to Parthia. However, we must say, the Imperium of Parthia is concerned at your support of an aggressive state. Should our state be worried of possible preemptive actions from Druk Yul in support of Japan?"

"As of this time we have no plans on acting in this war at all." Yun Li sighed and pushed his glasses back up on his nose a bit. "We really don't like the prospects of war in the region at all. To our knowledge, Japan is acting in defense of its ally Yugoslavia. Would you begrudge them the same actions you are taking?"

"Actually, you need to get your facts straight. Japan launched an aggressive war against Britain, in coordination with their hooligan coaliton. Britain did not make the first move. It's very disturbing that Druk Yul would support such a move. Perhaps, Japan has promised you grandeur? Perhaps, Druk Yul is hoping to join the "winning" side, as any opportunistic state would do."
