Evangeline Anovilis Posted August 10, 2014 Report Share Posted August 10, 2014 Confidential Castelul Peleș, located in the Carpathians, linking the two old parts of Romania, the Ardeal and Muntenia, was a residence built during the times of Carol I, first King of the Romanians. The palace was by all means one of the most beautiful residences of the Romanian royalty and Maria preferred it much over the Palace in Bucharest and at times even to her old seat in Hundoara Castle. Thus, she would pick this idyllic location surrounded by forests and mountains, for the meeting with the Northlands. Californian Posted August 10, 2014 Report Share Posted August 10, 2014 King William was impressed with the forests and countryside as his vehicle made his way to the castle. He had landed at a local airport and had decided to make the short journey via car so as to see the Romanian lands, to which he had never before visited. Although heavily scenic wooded areas existed in the Northlands, it took some effort to reach them due to the heavy urbanization of the capital and coast, and William was grateful to have such an opportunity here. Waiting in the shade of the castle's entrance, she'd gesture him to enter. "Greetings, King William. I hope it was a pleasant journey and hopefully, it will be also a pleasant stay. Come on in and be my guest." As she guided the King from the entrance across the halls and stairways, which were decorated with no less sophistication than the outside of the castle, Maria silently took some pride in the location, before politely asking. "If I may ask, how are the Northlands faring these days? It seems to me, as if, despite the recent conflict with Alvonia, your country is doing quite well in Germany and was able to protect the lands of Brandenburg quite well." "My journey through your country has been as pleasant and beautiful as the lady standing in front of me," he would reply with a smile before they moved indoors. "The Northlands is doing very well, particularly in light of the recent spates of violence that have occurred in Europe. We are pleased with how the events in Germany ultimately unfolded and are glad that the Brandenburg people were able to remake a new German state. Frankly, we were rather surprised when this new state of Saxony declared its existence, but we stand in support of the fledgling nation and hope some good may come from a region subject to such violence and destruction. Beyond that, the Northlands is working together with Sverige and Iceland towards peace in western and northern Europe. But perhaps you could tell me how things are in Romania. "But I am happy to hear you find this country to your liking." As the two arrived in a fairly-sized room, not too large and not too small, decorated in no less a sophisticated manner than the rest of the castle. Centrally located would be a table, with two seats and a tea set made of porcelain. "Feel free to take a seat? Would you like some black tea?" "We were rather busy, after Sparta fell, indeed. Thankfully, our immediate concerns have been adressed, it remains to be hoped no larger crisis erupts, something that might potentially happen, if Yugoslav and Carthaginean interests collide over Greece, that is not a recipe for Balkan stability. Still, just as you work for peace in the west, so has Romania, with its ties to most of Eastern Europe sought and partially achieved peace in the East. We are currently mostly just worried about Alvonia, which we would hope would seek no further expansion, and we are having talks with Muscovy, so as to expand our cooperation even further to the East. In regards to Alvonia and Germany, the rise of Saxony came as a surprise indeed. But as Northlands seems to see no issue with this new state, why should Romania? We mostly hope, they will not cause any considerable trouble to European peace and stability though. In this regard, I would think we have a common interest to see a peaceful and stable Germany, no?" They've recently reached out to make amends, but we are weary to say the least. Their past actions paint a different story and we remain to be convinced they are truly concerned about supporting peace in the region. This includes Germany. This time we are remaining vigilant, securing close ties to Saxony and keeping men stationed in Schleswig-Holstein and Mecklenberg. Our goals in the region are unambiguous and have been communicated to Alvonia. I would think our interests are aligned for a more peaceful Europe, not just Germany. We are disheartened to see tensions rising in Switzerland and in the Norwegian Sea. We may share the interest of ensuring peace, but we do inhabit different corners of the continent. "Well, we do occupy two different corners of Europe, however, we would think we share certain interests. First and foremost, Central Europe. I take it, your Majesty is interested in preserving the status quo and would not tolerate any Alvonian aggression in the region. Likewise, we are too vary about Alvonia, however, the current state of affairs with the current borders seems quite acceptable to us. In this manner, it would be our hope that one cornerstone of a future cooperation would be to keep eyes on the Alvonians. I am not of the opinion that Alvonia must be shunned and an Alvonia that comes to terms with itself might be a worthwhile partner at some point. I would hope that Alvonia not cause any trouble and make amends, it is a very commendable step of them... however, should they fall back on aggression again, to take over neighbouring lands, I would think we both would not stand for it." Maria would take a sip of her cup, before continuing. "Unless you feel there is a more prudent way of establishing a partnership for European peace, that we conclude a treaty of alliance, stipulating a clear responsibility to act, should Alvonia attack any of its neighbours, while establishing an optional responsibility in any other case of one of us being subject to attack. Additionally, both our countries might call for consultations, should they see the need for common action to preserve the peace and stability in the region. We would hope, such to be acceptable. Romania has no interest in expanding in Central Europe. Or in any other part of Europe, really. But we are not willing to just sit back, as the continent is thrown into chaos by a few revisionist powers and would hope to cooperate here with other countries interested in a peaceful status quo." He for the most part agreed with what Maria was discussing and was pleased that the conversation had ignored the most recent Poland War for the most part. "Having another partner and friend in Europe is never a bad thing. And one that has a similar skepticism of a former enemy, well, all the better," he would chuckle. "We agree that the current status quo is acceptable. The mere fact we are in talks with Alvonia after their transgression and war with us should show we don't seek to shun or sideline them, even if we do intend to take the necessary precautions needed for peace. To that end I am willing to agree to a treaty of defense should Alvonia be unable to escape the mistakes of its past. However, the Northlands currently has little contact with other Eastern Bloc members and Prussia, and this provision would only apply to aggression against Romania proper at this time, and not these other neighbors of Alvonia. We do not feel the need or desire to bind us to other nations whom we have no relations and we would not want to constrain ourselves in such a situation. That being said, you have my assurances that an aggressive Alvonia would not be taken to kindly by the Northlands. I can agree to an optional defense agreement with consultations as needed. Generally our policy is to only sign such agreements with the intention of closer cooperation and eventual binding mutual defense in the future. Perhaps this is something that Romania would consider, but having the option to cooperate should hostilities break out is a powerful step towards working together to protect the stability of the region." However, as objectives aligned, it could work, maybe. "It is my opinion, that for European peace to work, there need to be countries ensuring the status quo and preventing revisionists from seeking to destabilise it from within. Thus, the Northlands can rest assured, that should Alvonia overstep its boundaries needlessly again, Romania too, will not just stand by idly." Maria would take a nip from her cup of tea. Beyond military cooperation in regards to central Europe, the Northlands is also eager to pursue economic and intelligence relations with Romania. This would include possible reduction in tariffs as well as a standard agreement towards the sharing of intelligence. I believe I do have such an outline for an agreement available." William nodded, and unclasped his briefcase. He found the file labeled "Discussion Outcome #2154" and took out the paper outlining a possible agreement between Romania and the Northlands. He passed them over to her, allowing her to look and contemplate what was written. The Northlands and Romania Agreement of Economic and Military Cooperation In the spirit of friendship and cooperation, the Northlands and Romania agree to the following provisions laid out in the mutually-agreed upon pact. Both nations remain fully sovereign states and sign this treaty in the hopes that better relations may be attained for the greater peace, prosperity, and good of these two nations. Article I. Trade Both Romania and the Northlands agree to promote trade between one another. Each state will endeavor to lower any tariffs or fees on trade of products and industries between the two nations, bar those considered necessary for vital national interests or those industries which have been granted exception. The nations pledge to work together to achieve this, preferably through reciprocation of changes in commerce regulation and oversight. Article II. Nonaggression & Intelligence Sharing Both Romania and the Northlands agree to a pact of non-aggression, and will not interfere or step into the soil of the other nation when not specifically requested. Nor will either signatory illegally spy, destabilize, or in any other way attempt to bring harm to the other. Romania and the Northlands agree to disclose and share any relevant intelligence and information. Article III. Optional Defense Both Romania and the Northlands agree to reserve the right to defend each other from foreign aggression. Should either nation find themselves engaged in a defensive war, the other maintains the option to provide the aid, including economic and military, needed to support and defend the other. Article IV. Central European Peace Initiative Both Romania and the Northlands recognize the need for stability and peace in Europe. In order to promote these ideals, Article III. shall be upgraded to mutual defense should Alvonia be the aggressor towards either signatory. Additionally, Romania and the Northlands agree to consultations and cooperation should the status quo or peace in the region be disrupted. Article V. Termination Should either Romania or Northlands feel this treaty no longer serves the purpose for which it is intended, they may notify the other of their intention to cancel. He penned his name, making the treaty legally binding for the Northlands. He took another sip of his tea before saying "This has been a pleasure, I hope this is the start of many fruitful discussions between us."
