Sverige-România Diplomacy

As the war with Alvonia was finally over and the dust seemed to settle, Maria I de România would start to expand the horizon of her nation further, as the immediate neighbourhood became more stable and it seemed that any challenges would be in what was hitherto thought of as periphery. One prospective partner would be Sweden, located in the North of allied Prussia and west of Muscovy.

While up to now there has been little contact between the nations of Sweden and Romania, Her Majesty's Government has decided to request a meeting with you, so as to discuss possible ties between our nations. It is the opinion of Her Majesty, that positive relationships between Sweden and Romania may prove mutually profitable and could improve both prosperity and security of our respective nations. Should Sweden be receptive for such an offer, we would ask for you to please reply and state whether you want to host it in Sweden or in Romania.

 

We would hope for a positive reply.

The Kingdom of Sverige would like to apologize for not making contact with your government, we had become rather secluded from the larger affairs of Europe and the World at large. It isn't your fault, we had become rather untrustworthy of many nations during the early days of rebuilding from the last great war that engulfed the world. We would enjoy hosting a diplomatic conference with your nation within our capital of Stockholm. We hope you do not mind traveling to our nation, as while we are slowly coming out of our isolationism, we are still not ready to travel to other nations at the moment, especially with the map of Europe changing so frequently.

Great care would be given to provide for the Romanian delegation. Private quarters would be bought by the government to provide the Romanian Government with housing as well as an Embassy within the Kingdom of Sverige. The property would be set up on the outskirts of Stockholm, to allow for more of the Kingdoms nature to be viewed than the hustle and bustle of Stockholm. The property would have walls erected to prevent outsiders from sneaking into the property and a security system would be put into place that would be surrendered to the control of the Romanian government upon their arrival. After everything was in place, the Sverige government would inform the Romanian Government of the accommodations, as well as informing them that they could staff the embassy as they saw fit, as well provide their own security force. This was all done in good will, in an attempted hope to foster good relations between the two nations, especially since Sverige had been an isolated nation for some time.

Together with Mihaela Constante, ambassador Iuliu Avarescu would be dispatched, in order to permanently staff the embassy. The authorities in the national capital Bucharest would be ordered to expand the old Swedish embassy at Sos. Kiseleff Nr. 43, in order to make it more presentable and befitting the envisioned relations and also the monarch's plans to enhance the road's standing as a high-class quarter, given its proximity to various landmarks of the capital. Held in a Neo-baroque style, it was to be a piece of art by itself, but also within the greater picture of the surrounding architecture. It was hoped, at some point, Sweden might send an ambassador there again.

 

Meanwhile Mihaela Constante would announce her arrival, so as to hopefully be able to meet with a Swedish representative.

Upon the arrival to the new Romanian Embassy, workers could be seen moving furniture into the building, as well as pieces of office equipment that would be necessary to be a basic provision and allow for operations of the Embassy to begin at a quicker pace once properly staffed. A light rain had begun falling shortly upon the arrival of the Romanian diplomatic mission, and they would be met at the car with umbrella's from Sverige staff members, and they would be escorted inside. They would be escorted through a few rooms into a large open meeting room within the Manor, where the Minister of Foreign Affairs, Julian Olsson could be seen sitting in the brightly illuminated room, head craned over paperwork as he looked it over, handing off things to scurrying staff members dictating there orders as more papers would be slid in front of him to be signed. In front of a large set of glass doors that led out to a balcony, stood King Karl Gustaf, the door cracked open as he stood facing the outside, staring out into the rain as he took slow drags on his cigarette, flicking the ashes out the crack of the door, as he exhaled the smoke slowly through the crack as well. His rain coat flapped gently whenever a gust of wind cut through the door. He was caught deep in thought, while two soldiers flanked him in dress uniform standing at attention with there rifles at parade rest.

Although the Romanian monarch always insisted on being kept informed and asked on diplomatic initiatives, that was, if it weren't the Queen's own initiatives anyway, for Maria I saw diplomacy as a her own field of expertise and responsibility (for better or worse), Mihaela Constante was still not entirely marginalised in Romanian politics. But it was quite a struggle at times, dealing with the assertive, if not aggressive personality of the Romanian monarch, one the minister could only win, due to ardent backing by Prime Minister Vlasceanu and a diplomatic corps that was supporting the Foreign Ministry. The assignment to head talks in Stockholm had thus been quite a victory for Constante, with the possibility for even greater gains, if talks went well.

 

As Constante arrived atthe embassy, already wearing a black coat due to the weather forecast, she would greet and thank in French the staff members bringing them an umbrella and call upon the actual ambassaor to hurry up and follow. As the two entered, they still were mostly dry, given the quick transition from car to umbrella to embassy. Witnessing the Minister behind the desk, Constante would for a short moment pause, before adressing the hosts. "Monsieur Olsen, I suppose? And... your Majesty." The Romanians would respectfully bow forward slightly for a moment. "Mihaela Constante, Minister of Foreign affairs of Greater Romania. And my colleague, Ambassador Averescu."

Julian would look up just in time as Constante introduced herself, and pushed his chair up and walked over to the young lady smiling a bright smile, holding out his hands to take hers into his. "What an honor to finally meet you." He spoke in French with a heavy Swedish Accent. "Yes I am Mr. Olsson, but please call me Julian, no need for formalities, and besides being called Mr. Olsson makes me feel much older than I actually am."

 

While he was doing that Karl Gustaf would throw his cigarette out the door and close it before turning around to follow behind Julian at a slower pace with a small smile on his face as his two guards stayed remaining where they were. Julian would turn to take a quick glance at the approaching King before turning his attention back to Constante and her partner. "You seem a bit confused as why the King is here. Besides ongoing diplomacy with the Northlands, we have been a secluded country, and he wanted to meet someone from another part of Europe that wasn't of a related people, and he wanted to be here when we signed the papers to hand this property over to be the property of the Romanian Government."

Constante nodded. She had quite of heard from some diplomats and also guessed by herself that Sweden had become more isolationist these days. Though, they still did interact with others and most recently seemed even willing to approach others more. "Well, I guess you could call me Mihaela then, Julian." Constante responded warmly. "How is Sweden faring these days? as you already stated, there is rather little interaction, but I would hope internally, matters are not too bad."

"We are doing quite well internally, at first the distance we put between us and the outside world hurt initially, but eventually we were able to utilize our territories natural resources for self sufficiency. We have a rather low unemployment rate, and even then those that are on unemployment do work for the government as part of compensation for the pay, so you could say that we have effectively wiped out unemployment to a lesser extent. Crime is rather low, and we are working on many public projects to stimulate growth, and to provide for the people of our great nation. We were a little surprised that you asked to come meet with us, and it was actually our King that told us to open up our doors to a select few. We feel that things are starting to stabilize enough to begin to slowly rejoin the larger world, and we are in a position where rejoining it would only bolster our economy." He smiled at her, and motioned her to join him at the table. The King had already sat down and was signing his name to paper work that would give the mansion, and the property around it to the Romanian Government. Julian would speak up as he walked to sit at the table. "So my young lady in waiting, Mihaela, tell me about your nation, and how it fares."

Mihaela nodded. "Well, Romania these days fares quite well, having reunited the lands of all Romanians, Her Majesty is very content and sees this as a new great age for our nation. Our neighbours seem largely peaceful, though we are vigilant, but it's quite clear that the most likely challenges to regional peace, that is Alvonia, are hardly able to effectively achieve any success against the status quo. In this sense, we are faring quite well too. Internally, there is order these days. Crime has decreased after the large scale operations at the beginning of Her Majesty's reign, and we are more concerned about subversive influences from communists and republicans these days. But nothing our security has not under control."

Standing by his chair, he waited for her to seat herself before he would sit down himself. "I have been anxiously looking forward to meeting you, but there are some important things that need to be discussed concerning the growing crisis concerning some French Territory. We recently went public with our position on this, and while we may have beaten our chests a little hard, in the message we would like you to be aware that we are not looking to spark up a war, we are more than willing to negotiate, and would want nothing more than to conduct this through diplomatic channels, however we received the news rather late concerning this, as we have only begun to allow the flow news to cross the border, and you, and a Representative from Prussia are the first two foreign dignitaries we have invited to our country since the Northlands. We may have acted a bit brashly, so I hope your government will forgive us on that aspect. They are our ally, and the Queens own homeland, we have a vested interest in their protection, and their territorial integrity. I hope you see our view on this, and understand our position. So what is it that we can do to work together in this matter, what is Romania's view on this entire matter? I am hoping we can resolve this little crisis as quickly as possible, as Sverige wishes to move forward with Romania, and have a mutually beneficial relationship." He smiles at her sadly, with pleading eyes, showing his sincerity and not wanting to wanting to see a war break out of this. King Karl Gustaf would sit down next to Julian, still remaining quiet taking in the conversation as it unfolded.

Mihaela for a moment internally sighed, but indeed, she could see how the matter would be of certain importance to the Swedish crown. "Our allies and us, we do not consider ourselves enemies of France and hope such also goes the other way. However, the manner in which Alvonia has tried to pressure the Cisalpine Republic to make concessions is nothing we, or for that matter the entirety of Eastern Europe, would be able to condone. It is a highly aggressive policy, including military posturing and an inherent hostility that has us worried that to Alvonia, this crisis is just an attempt to focus their revisionist spirit from the East to the South for now. Sadly, it seems Alvonia also sees in France its last pillar of support, which, due to a lack of ability to clarify this situation, has brought about a policy of her Majesty opposing any concessions whatsoever, as long as Alvonian militarism stands to gain from it."

 

For a moment, she would be quiet, contemplating what to say next. "But as said, there exists no inherent anti-French, or god behold, anti-Swedish policy at court. However, there are concerns that the Alvonians, long-standing threats to peace in Central Europe, a matter where not only we cooperate with the Bloc, but also with the Northlands and Prussia, to make sure Alvonia does not trigger another crisis, challenging the political status quo in Europe with its revisionist policies, where Alvonia would be receiving the backing of countries like France and, by extension, Sweden. After all, if the French Empress was to have any sort of mishap, causing her to be incapable of ruling any longer, the bonds between Sweden and France would be quite strong. And the idea of a triangle Stockholm-Paris-Vienna is a cause of concern, not merely because it would encourage Alvonia to seek revenge against the Eastern Bloc, it would tie the security of the whole of Europe to pretty much the tense situation in Central Europe. In this sense, may I ask what your Majesty is thinking on the matter? While the well-being of the French Empress is naturally nothing we wish to deteriorate, I would think a prudent statesman does plan for the future and for contingencies. So, what could Romania expect from a Franco-Swedish axis, tied together by bonds of marriage?"

Julian would begin to open his mouth before the King would lift his hand to stop him from speaking. Julian would bow his head in respect for Karl Gustaf. The King would look over at at the Romanian Dignitaries before folding his hands in front of him and leaning forward before speaking in a soft stern voice. "I will attempt to address your concerns in the order that you have presented them. We are not involved in this dispute to back Alvonia. We have no prior relations with them, and there has been no positive relations between them and our nation. If this dispute turns to violence, we will be acting independently with the aims of pushing back any Cisalpine Republic advances into French territory, the ones that they officially hold, and the others that are theirs by right. The strategic military value of that territory greatly weakens French defensive positions on mainland Europe, and exposes its entire nation to the ease of invasion from someone holding territory on their side of the Alps. French Mainland Interests are My Interests, I could care less for their far flung island colonies around the world. Alvonia is a weakened state, surrounded by people that it has made enemies of. The only real support they can wish to gain is outside of Europe, it really is in the poorest of interests to form any military treaty with them without knowing that their own nations standing would be weakened  by that fact. The only thing we may possibly conduct with Alvonia in its current state, and how things seem to be is economic relations, one can always benefit by providing to a weakened state goods they can no longer produce from lost territory, it is only good business."

 

He would pull his arms slightly back, clasping his hands together, entwining his fingers together as he swallowed before continuing to speak. "We will continue to remain tied to France, regardless of what others may say, especially with them attempting to deal with there internal workings, and that is why we are here today, and are moving to protect their interests in their name. It is something I plan on getting used to, though probably in the future, it will be I dictating to my French Divisions what they should be doing, instead of sending my people to the front lines to defend French interests. I have no plans of allowing an axis to form between Stockholm-Paris-Vienna, I think that is rather evident with the fact that you and I are sitting here, and not I and an Alvonian Diplomat. As far as the Sverige-Franco mutually co-operating together in the future due to the bonds, yes I see that growing quite strong in the future, and I feel there is change in the wind, change that will bring great strength to my Kingdom, and I believe that Romania would be mutually benefited from this. I can assure you that we will not make any attempts to give strength to militants, as I am hoping you can assure me that you will respect the integrity of French Interests, as the protection of my future Domain is a very high priority. So I must ask you what Romania needs in order to pull their backing for France to not receive that territory, perhaps something along the lines of joint administration of that section of Snowhaven  that was supposed to go back to them, until a time that the French Government can reclaim it for me."

Mihaela Constante nodded, contemplating how to proceed. "Well, Romania has little interest in Savoy, nor is there an inherent interest in opposing you or France. Especially not, if there is no Franco-Swedish alignment with revisionists like Alvonia. However, we are quite worried these days, given how the crisis over Snowhaven clearly escalated. What originated as Alvonian-Cisalpine stand-off, is now including countries, such as Sweden and Britain. Romania would be willing to stop its obstruction of an eventual restoration to France, as long as it is clear that Alvonia will not profit from Franco-Sweden and that Sweden will be the clear senior partner in this Union, both matters we already adressed. Naturally however, this to us means, we will abstain from pressuring Alvonia and others from furthering French interests. It does by no means mean, we would tolerate offensive military action against the Cisalpine Republic and much less that we would involve ourselves in struggles with Britain. However, should these two terms be met, should a diplomatic settlement with the Cisalpine Republic be found, Romania will not obstruct the way of peace any further.

 

Overall, our country is not against the personal union between France and Sweden, though, of course, this is clearly tied to the continued security of our allies, which we will continue to defend. But, you state Franco-Sweden would be benefitial to Greater Romania. Excuse, but may I ask you to elaborate on this?"

A person came in with news of movement from the Icelandic Fleet and was handed to Julian and the King, before the King would speak up again. "Well it seems we have some more pressing matters to attend to, It seems that the Kingdom of Iceland is more concerned with getting Denmark than dealing with the fact that their island was turned into a torch with nuclear weapons. So we have recalled all our military operations as such and with the lack of a military intervention on the side of French interests I feel that we no longer have the power to protect those interests. So we will still honor our agreement that once we have secured control of a Sverige-Franco Personal Union, there will be no axis of power formed with Alvonia. So with that in mind, and you are going to stop pushing against returning it to France, if you could in our place ask the Cisalpine Republic to respect the old treaty, it would be appreciated. 

 

So with that matter out of the way, largely by our hands being too tied to deal with it properly, we can address how we can be beneficial to your Great Nation. As is evident by Iceland moving in to blockade us, a nation such as Romania is a little isolated than we are and while she has great friends and allies in Eastern Europe, she also would get hurt more by the blockade than I think perhaps we would. We have a large level of self sufficiency, and what little we lose in blockade, is easily attained from neighbors. We offer a secondary route to allow for supplies to reach your nation in the event of any conflict that would leave Romania is a such a position. While a land train is a little slower than naval shipments, they are quicker than no ships getting through. We also believe that a military union between the Eastern European Bloc through Romania, the Northern European nations through Sverige, and the West through France will also bring forward a more unified Europe, which would stabilize economics, and would create a sphere of co-operation to deal with entities beyond our borders that would threaten our stability and freedom."

"We shall do, what we promised.", Constante would reply with a smile. But this smile was solely for the moment... "Your idea of a Swedish-Romanian military union - I take it to mean an alliance - it sounds nice in theory, but then, so did the concept of the Holy Alliance in the first half of the 19th century. I would think, there are certain insurmountable differences at the current time, given Sweden's adversaries in the North Sea and her friendship with Russia, both which are giving us the impression as of late, that an alliance with Sweden would mean, making ourselves enemies in the Atlantic, while our Eastern flank is no more secure with alliance, than without. And Central Europe. Should Alvonia attack, putting them out of their misery would be accomplished with ease. A full-fledged military union asks for much, yet provides very little in return. And unless your Majesty is willing to accept a clause exempting at least a conflict with the United Kingdom as a casus foederis, while giving us guarantees that in case of a conflict with Russia, Sweden would lend her assistance, the idea of a military union seems quite unappealing. We would however observe a position of neutrality in case your country be attacked by Britain and assist against vultures. And I think we know both that such would come..."

"I assume your biggest fear is the Scorched Lands of Iceland. Yes they have an impressive navy, but they have faced absolute devastation, they simply do not have the capacity for a protracted war, and really any attempt for them to attempt to gain landfall would be for naught. We have the entire coastline set up, between air defenses to mobile artillery batteries that any attempt from the King of Radiation would quickly find his military lost, while they would be better suited to deal with with the damage done to his nation and helping the recovery process. As for fighting Britain, we have no intentions of fighting them, I realize that their eye is on my wives homeland, however its security is second to Sverige and I would be willing to lose that before giving up an inch of my own soil. Muscovy and Sverige share a Non-Aggression Pact, with an optional defense clause in it. We signed this on the principle of recovering relations with each other, because of the prior Novgorod government was an aggressive state." He would take a sip of water from the glass in front of him. "Any key point of signing a military treaty with anyone is you sign them on things such as strategic value, military power projection, and the most important reason you would sign a treaty is it exists as a deterrent. A nation won't think twice about attacking someone whom is unaligned, however one treaty they have to consider, and more they may have to stop to evaluate the situation. Wars are not won by the single, but by the many. The greater the risk, the greater the reward."

"Iceland is not an issue. They are on their own, with a devastated homeland, acting in desperation or in denial of reality. Our issue is with any Anglo-Swedish conflict, which we have no intention to fight over France. This, combined with your ties to Russia make us doubt the value of a general security agreement. As you say, we sign treaties based on strategic value. Becoming involved in the North Sea, and even worse, in France, without proper ties protecting us and our interests against Russia and its rivaling designs for Eastern Europe to exclude Romania, is not giving us much. Wars are won by cunning diplomacy and by arraying superior forces. Minimise risk, minimise threats, maximise the chances to win. There is nothing to 'gain' in the North Sea for Romania, and Alvonia we can swat down on our own, should they try anything funny. I would thus offer you the following agreement - Sweden and Romania enter into a security agreement, which makes it mandatory to assist each other militarily, should the other be attacked. There will be an optional comittment clause for wars on the offensive. France too will be an optional comittment, where Romania needs not get involved, if it is to defend your wife's territory, not Swedish territory. Similarly, there is an option to refrain from assisting Sweden, should Sweden use its leverage of the Skagerrak, Kattegat and the Danish Straits to blockade our allies in the Baltic, which are dependent on the route. Any other attack on Sweden, except for France and for a blockade on our allies, which you hopefully can see are not in our interest at all and cannot be supported by us, will fall under the mandatory defense clause and shall see Romanian assistance. However, as a return, Sweden will also assist Romania, should she come under attack by Russia. Should Russia and Romania come into a war for any other reason than Romania coming under attack, Sweden is to assume a neutral position, unless she opts to join Romania's side. This way, Sweden similarly will not be required to fight for our allies' security, unless you wish to join. This agreement, we would expand with intelligence exchange clauses and maybe cooperation in law enforcement, internal security, trade, etc, but that would be our baseline for military cooperation."

"That is good to hear." Julian would say smiling at the Romanian Delegation. "We understand that the neighboring regions around your great nation are constantly shifting, governments rising, falling and national borders shifting constantly, how does your nation deal with that knowing that one day a nation may be friends and the next they may be enemies. We are fortunate to have afforded rather stable land borders with our neighbors and have friendly relations with those people that we share a land border with."

"Developments can indeed be rather volatile. But we cannot do much about it really, other than keep a flexible mind and diplomacy that can adapt to changes and respond to possible threats to our security quickly and adequately.", Constante would respond calmly. "That Romania is well-connected to the rest of Europe and is in contact withother states, as well as keeping an eye on the trends and developments is what has up to now enabled us to live in relative security. Existing ties establish anchors of stability, which allow to adress changes and prevent diplomatic revolutions that could prove problematic to the status quo in Europe."

"Yes it is good to have well established ties and links with other nations, as it was beneficial for us at the time to become isolationists. So we are rather flattered that you asked to be one of the first people to open relations with us since we have started to reopen our borders, we are curious as to why you chose to, and what you hope to achieve? While I support European communication and joint ventures together, as well as a united European Continent to combat the rest of the world, with the current divisions, and the distance between your great nation and ours, we are more curious than anything, and are here with an open mind." Julian continued smiling as the King signed the title for the building and the ground within its walls over to the Romanian delegation and slid it over to them.

"There may be a great distance between Stockholm and Bucharest, but there is comparably little distance between the Eastern Bloc and Sweden. Romania sees the status quo in Western and Central Europe as important and any attempt to change it by force will be detrimental to European peace and security. And in this regard, we both are stakeholders with an interest in seeing the current balance continue and not be uprooted, which we think would make good grounds for cooperation between our countries. Key example would be Alvonia, where we see it as benefitial to both of us, to see their revisionism stopped dead in its tracks, a matter we alread cooperate on with the Northlands.", Mihaela Constante replied, receiving the document. "Thanks. There may be divisions on the continent, but these divisions are best adressed through communication and cooperation, so as to remove them. If we let divisions exist for divisions' sake, then we'd be only needlessly preparing the grounds for European conflict. Such would be a serious risk to our all security and prosperity. Which is why Romania has up to now stood most of all against those that pose a threat to the status quo."

"I agree that a unified Europe has much to gain from co-operation instead of division, and we have been working closely with the Northlands as of recently, and have shared fairly reasonable relations with other nations that we have entertained as guests." He took a short sip from a glass of water in front of him before continuing. "You mentioned this Eastern Bloc, what is it? We aren't still very familiar with the goings on in Europe as of late, and it isn't something we are familiar with. As far as Alvonia is concerned with us however is that they seem to be a beaten dog, and the best solution with an animal down on its luck is to attempt to rebuild it in an image that is suitable for all."

"The door is open for Alvonia to rejoin the European community of states. However, up to now, Alvonia has not made any attempts at any kind of detente with us. If Alvonia wishes to become a normal state, not a revisionist liability, then we can talk about working with them.", Constante replied coldly, before being a bit more friendly in her tone. "The Eastern Bloc is the alliance between Belarus, Hungary-Slovakia and Romania. Prussia, which cooperates closely with the rest of the bloc, is not part of it, but often gets counted as if it was. Practically, we are trying to guarantee peace and stability in Central and Eastern Europe, something mostly achieved, with the notorious exception of Alvonia." Immediatly, she reverted to condescenting and cold tone towards Alvonia, as she continued. "Which saw it fit to threaten the Bloc with military action just a short while ago.
