A message would be couriered to the American Commonwealth embassy in Excalibur:
 
To: Christopher McNutt, Secretary of State of the American Commonwealth
From: William Hague, Foreign Minister of the Commonwealth of Avalon
Subject: Diplomatic relations
 
Greetings,
 
For some time, our nations have peacefully co-existed on the world stage, but we have not had much interaction beyond friendly diplomatic acquaintance. The time have now come for this to change, and thus I would like to invite you to Excalibur to discuss the furthering of relations between our nations, as well as issues of mutural interest. I look forward to meeting with you.

When Secretary McNutt's aircraft arrived at the diplomatic section of the newly-built Excalibur International Airport, he would be greeted by officials from the Diplomatic Corps, along with crowds of reporters and journalists that were held back a distance by security officials, and escorted to a waiting limousine after the honor guard played the Star-Spangled Banner. Upon arrival at the meeting place, the American secretary would be escorted inside, to a (different) conference room where Minister Hague was waiting.
 
Standing up, Hague strode over to McNutt and shook hands with his American counterpart. "Welcome to Avalon, Secretary McNutt," he said with a warm smile. "Thank you for taking the time to visit our fine capital and country, and I look forward to visiting the American Commonwealth someday." 
 
Taking a seat once again, Hague continued on. "Please take a seat. Before we proceed to official business, do you want anything to eat or drink?"

"Water will be fine" replied McNutt as he sat down at the table.  "Mr. Hague, I would like to thank you for the invitation to your country.  Over the recent years, Great Britain has fallen under the control of numerous nations and governments.  But before that the British and American people had held a great historic bond of friendship and cooperation that has been emulated by few nations since.  My government believes that such a bond can and should be reforged".

Hague gestured for an aide to pour McNutt a glass of water. When the American secretary stated that Avalon and the American Commonwealth should reforge the special relationship that had historically existed between America and Britain, Hague smiled.

"I agree with that, Mr. Secretary," he said. "I believe it would be highly beneficial for the American and Avalonian people to restart the special relationship. For far too long, our people - not only that of Avalon, but also its predecessors - have looked across the vast expanse of the Atlantic at our American cousins, only to have very little interaction, at least in the official sense, with them. We feel the time have now come to change this, and that it would be prudent to start with a treaty with a non-aggression, trade, intelligence-sharing, and cultural exchange provisions. What are your thoughts on this?"

"This is good to know we're in agreement. I guess this means the special relationship is already starting," Hague said jokingly. He received a draft from one of the aides, who had just printed it out, scanned over it, and passed it on to McNutt. "Tell me your thoughts, and feel free to make any changes or modifications as you like."
 

The Special Relationship Treaty

 

Preamble:
 
The American Commonwealth, hereafter referred to as America, and the Commonwealth of Avalon, hereafter referred to as Avalon, shall agree to the following provisions laid out in this Treaty. Both nations, hereafter referred to as the Contracting Signatories, shall sign this Treaty in the hopes that greater relations would be attained for the greater peace, prosperity, and well-being of the Contracting Signatories.
 
Article I: Non-Aggression
 
a). The Contracting Signatories shall not undertake any aggressive or otherwise hostile actions against each other in any form. Such actions is defined, but not limited to, illegal espionage and destabilizing actions.
 
b). This clause shall not be construed as to restrict or otherwise prohibit healthy debate or productive disagreement.
 
Article II: Intelligence Sharing
 
The Contracting Signatories shall disclose and share any intelligence and information that pertain to each other.
 
Article III: Trade
 
a). The Contracting Signatories shall undertake appropriate steps, actions, and policies to encourage and facilitate increased trade with each other.
 
b). Such steps, actions, and policies include, but are not limited to, the reduction or elimination, whenever applicable, of tariffs and other protective barriers, with exceptions for certain industries as determined by the Contracting Signatories.
 
Article IV: Cultural Exchange
 
a). The Contracting Parties shall undertake appropriate steps, actions, and policies to encourage and facilitate increased cultural interaction between their respective peoples.
 
b). Such steps, actions, and policies include, but are not limited to, the implementation of study-abroad programs, the relaxation of visa regimes, and other related measures.
 
Article V: Cancellation
 
a). Should the Contracting Signatories wish to withdraw from the obligations of this Treaty, a notice shall be given at least thirty days in advance.
 
b). Should the Contracting Signatories violate the articles of this Treaty, or otherwise come to an insurmountable disagreement, a notice of cancellation shall be given at least thirty days in advance.

"Everything seems to be in order.  This will have to be ratified by the Senate but I'm confident it'll pass with flying colors when it gets out onto the floor" McNutt said with a smile as he signed the treaty.  "Mr. Hague, thank you for having me here. I'd like to say that when our relationship has progressed we can meet again in my own country".

Hague would scribble his signature as well.

 

"Likewise, I will submit a copy of this treaty to the State Assembly for ratification. Needless to say, I daresay this Treaty will be ratified in no time. It was a honor meeting with you, Mr. Secretary, and I look forward to visiting the American Commonwealth in the near-future."
