This guy has declared 4 wars at once, and he definitely does not have a Foreign Army Base: Also as a side note, RnR believes this guy as a multi account. The guy he's attacking from their alliance got hit by another rogue a week ago, and the rogue got mad and said "he'd be back", and apparently told them this time "I foresee next time it will be 3 nations attacking you before and after update". If you could look into that it'd be great, I think his plan was to make a multi nation and take all of our tech money just to hit this guy back.
