The Harbin Peace Conference

Harbin, United Amur Republics

 

War had been brought to the border of the UAR before it could even get on its feet.  A coalition of nations came to it's aid as a Siberian army marched on the Amur.  After the first battle, the Siberian forces were repelled and their emperor sued for peace.  Preparations were made to receive the Imperial Russian delegate in Harbin, to hold a peace conference.

 

The Siberians had been notified, and afterward, Premier Feng sent invitations to each of the three nations with military assets engaged in the conflict.  The Imperium of Japan, Druk Yul, and Shanhai were notified that they could send a delegate to the peace conference, and would be able to offer their input into the discussion.

 

A conference room was prepared at the Executive Building in Harbin to receive the delegations.  Secretary of the Foreign Affairs Soviet Ho Lang was tasked with heading up the meeting and was given authority to legally bind any documents on behalf of the UAR. 

 

A special guard was sent to Harbin International Airport to receive the Siberian delegate, and security teams to receive delegates from the UAR's allies.

Lee knew his job helping to protect their new Amur allies to the north was not done yet and hw swore he would see it through to the end. Mei would tell him to represent Shanghai at the Peace Conference. He would arrive in Harbin by himself since he knew he didn't really need anyone else protecting him and would head to the Executive Building to get ready for the conference. "I have helped negotiate for peace many times before. This will be no different."

"Honored to be here." Lee said as he bowed in return. "This isn't the first Peace Conference I have been in so if you need any advice before or during the meeting just let me know and I will help to the best of my abilities."

The Imperial delegation arrives and the special guard waiting for it at the airport would like suffer a nasty shock when it was revealed to be the Emperor himself in all his glory, accompanying him was a lone female with eastern European features and clad in a thick black full length coat with a sizable hood of black which she kept up at all times. Black gloves also obscured her hands and were elbow length gloves at that. Walking down the steps with the Emperor in the lead the pair would stop before the guard who would notice the woman's skin was pale almost as stark white as her hair. She would flash the guard a short smile and for a moment it would seem as if she had fangs but the moment would pass too quickly to be sure. 

 

"We are here for the peace conference. You will take us there at once" commanded the Emperor fixing the guard with a sharp and angry glare as he spoke.

OOC:  Sorry, by guard I meant a unit, I guess I should have been more specific.  We'll consider the one the Emperor talked to was their leader.

 

IC:

 

While the Emperor's entrance was impressive, the guard unit's leader found his demanding tone less so.  Without verbally responding, he held his arm out to direct the Emperor and his companion.  The soldiers would form a perimeter around the Siberians, two in front, four on each side, and two in the back, with the leader following behind.  They would be taken to a motorcade which would swiftly move them to the site of the conference.  Upon exiting their vehicles, the guards would take up the same formation until the Emperor was led into the conference room.  The guard leader and another would enter the room with him, while the rest waited outside.  The two would take up positions in the corners of the room, leaving their weapons with their comrades.

 

Lang repeated the same greeting bow he gave Lee, though spoke more curtly, "Emperor.  Please make yourself comfortable and notify our wait staff if you need something.  I am currently waiting on responses from Druk Yul and Japan.  Once I receive them we can begin."

The Emperor and his companion would follow along with everything up till the point where they tried to separate the pair at the meeting room itself. The Emperor initially went to follow but the woman raised a hand and coughed quietly causing Maximilian to stop and turn to her. A look of might have been worry crossed his face for a second before he reverted to his angry demeanor. "Apologies but I must insist that the lady accompanies me" said the Emperor and as long as this was granted the pair would enter the room with the woman taking a seat straight away and Maximilian going to greet Lang.  

 

"Very well. Let us get this conference under way as soon as possible" replied the Emperor curtly before taking a seat beside his female companion.

Lee would acknowledge the fact that the Russian Emperor was now there in the conference room with him but didn't say a word because so far with what he did know about Russia and their Emperor what Lee would have said wouldn't really be good so instead he chose just to not say anything until the time was right.

 

Lee didn't trust the woman that was with the Emperor but understood she was probably his bodyguard and was there to keep him safe just as Lee was usually there to keep his sister Empress Mei safe. If he was going to turn into his dragon form at all it would only be to keep himself and his allies safe in case something bad did happen but as long as nothing bad happened he knew everything would work out fine.

An old man walked in. He appeared to wear dull grey robes and have grey hair and beard. His eyes were an almost unnatural shade of jade green. "I am the representative from Druk Yul, you may call me Maelstrom" He would look to Lee. "Lee, Stop thinking so rashly. It's a terrible idea." He would look to Lang, "It's a long story." He then would look for the Japanese delegation while moving to find his seat to settle into it.

The Imperium representative would be Osamu Saito, Minister of Foreign Affairs, He had been sitting quietly, musing at the interactions of the Russian Empire, but he had seen his own Empress act even stranger so he kept his mouth shut and waited.

An old man walked in. He appeared to wear dull grey robes and have grey hair and beard. His eyes were an almost unnatural shade of jade green. "I am the representative from Druk Yul, you may call me Maelstrom" He would look to Lee. "Lee, Stop thinking so rashly. It's a terrible idea." He would look to Lang, "It's a long story." He then would look for the Japanese delegation while moving to find his seat to settle into it.

 

The Imperium representative would be Osamu Saito, Minister of Foreign Affairs, He had been sitting quietly, musing at the interactions of the Russian Empire, but he had seen his own Empress act even stranger so he kept his mouth shut and waited.

 

"It doesn't hurt being cautious about certain things like that Maelstrom." Lee said as he stood up and looked at everyone else. "Now that everyone is here it looks like we can finally get down to buisness and put a peaceful end to this war."

Maelstrom looked to United Amur Republics representative. "You have the document ready?" He took note of the strange female guard with the Russians. His eyes would squint slightly. His mind flashed back to a prior life... to General Martins of Germany... "Interesting..." He would say under his breath.

Lang cleared his throat, "Delegates, thank you for coming.  I'm going to start off with the bad."  Lang was a caustic man, but he did not relish what he about to be forced to say.  "I understand you were brought here, Maximillian, under the pretense of a DMZ 20 kilometers extending from our border as the only condition.  However, I'm afraid I am going to have to expand that buffer.  My government made the declaration of the condition i the heat of the moment, and acted too hastily.  I believe Minister Saito has a proposition more appropriate, and I believe the government of the Imperium of Japan is willing to politically support and enforce their proposal."

 

"Minister Saito, if you would be so kind as to display and explain said proposal?"

"It is not unreasonable at all when you look at it." Lee would say as he looked at the map and then the Russian Emperor. "Russia would still be able to expand into all that white area to the west of the DMZ but will also stay away from the Amur Republic so they dont feel threatened by you."

The Emperor took one look at the map plan before slamming his fist down angrily on the table. "This is bloody outrageous. This is a mockery and I will not stand for it!!!" he roared and seemed about ready to leap to his feet when the woman lay a gloved hand over his and he visibly calmed. "Our apologies. What the Emperor meant to say was that already we are working to spread eastwards and have forces and civilian workers past that line. We aim to reach the sea edge as to have another area of port facilities. I understand your wish for a larger buffer zone. I would like to counter your offer by keeping what you have tabled but have the vertical section only half as tall so that we can still work with the territory we are currently improving on. In addition may I suggest that because of this the DMZ be brought around to cover the northern edge of the Amur Republic so that the Amur Republic can have total border security?" replied the woman.

"Druk Yul has recently settled the concerns of a warm port with another nation, Baffin Island. We may have a better proposal for you to consider. Otherwise, we will allow our allies to determine if your proposal is acceptable. We are merely here to attempt to keep the peace and to serve as a conservator of order in the region. We are tasked with protecting South East Asia.. and we will. Brute force to resolve this issue on anyone's part we will not find as acceptable save for the preservation of their current holdings. But.. here is my offer." He took a deep breath, still seeming to meditate and continued...

"If you will find these terms acceptable, we will sign a treaty with Russia in the assumption Russia feels it is required. We will give Russia full access to our ports so long as they are not at war at cost. They may build their ships there, refuel them, repair them. Our ports are not to be used as launching grounds for invasions, incursions, or hostile actions. The moment this occurs, the ports will be closed to the fleet. You will be permitted to contract with our defense industry to build your ships, or contract with the harbor masters guild to provide assembly docking for your own defense industry in our domain. Just be aware, again, that if there is a war you will need to find other safe harbor. If your intent is truly a port for trade and peace.. then you will have it through us. If your intent is a port for war," he paused and there was a slight smile, "then this solution may not be viable to you. So I guess whether or not you accept our offer will indicate to your peers your future intent." Not a drop of emotion other than that smile and serene tones in his voice as well.

"That seems reasonable but it is up to the Amur leaders to agree or not.".

"I am afraid that wouldn't be agreeable" replied the woman with a deep sigh before she quickly raised a gloved hand. "Don't take that the wrong way it does not mean the ports are to be used for a military purpose only a single new naval facility would be built along that coast line. However, these new ports would become a huge part of the Russian Empire's trading machinations. The amount of facilities and traffic we would expect to get through them would make using any other nation's facilities unfeasible not to mention it would raise costs due to the longer transportation of goods. That and by using another nation's ports there is no room for expansion."

 

"Quite simply the Russian Empire needs that coast line for our economy to continue to grow. At the same time the Amur Republic needs its sense of security. Therefore in addition to the offer I have given the Russian Empire will station no forces anywhere within fifty kilometers of the Amur Republic. All border guards within such a distance will be unarmed" stated the woman.

 

"We can't give them that!!" shouted the Emperor and the woman snapped her head round to look at Maximilian. "We can and we will" she replied calmly fixing him with a glare to which he returned in full. "We shall discuss this more later" he said softly in response. The woman glared at him for a second longer before turning back to the others. "What do you think on my offer now?" she asked.

Maelstrom laughed at that assertion, "You think we can't handle.. your trade.." he fell out of his seated meditation position laughing so hard. "My lady.. our merchant marine is massive. And now we are turning the air itself into a highway with our aerostats. I am familiar with Emperor Maximillian, but might I have his lovely assistant's name?"

"Again, your proposal will be fielded by my allies. But if you do reach agreement with them.. a peaceful one. My offer stands. Our ports.. our massive trade machinery and infrastructure.. are yours to use at cost.. with no tax.. no quota. Free trade.. and our mechanisms are massive. If necessary we can build a rail line north.. just for you. Or if you open your airfields.. our aerostats can start operations to them immediately. And let me just say we plan a massive armada of aerostats for transport and civilian purposes. They are inexpensive.. use the sun as fuel with diesel as emergency backup and they can lift many many tonnes of cargo. I am just offering to sweeten the pot if you are willing to work with them. And given the SUN ITSELF FUELS OUR ARMADA... it's rather cheap."

The woman leaned back and raised one finger to her lips as she thought the proposal over in her head. In the meantime she was able to give an easy answer to the man's first question. "You may call me Lady Upyr. It isn't a common name so don't be worried if it takes some getting use to" she would then turn to Mr Saito. "Indeed the cost would be fairly high but as we are already intending to create a cross Siberian rail line to connect the scattered people fortifying it for freight wouldn't be too much of a hassle" she would say before Lady Upyr turned back to the Druk Yul representative. 

 

"Sir your proposal has some merit but it has two factors I do not like. First it puts our trade in your hands which your nation could cut off or restrict at anytime. Secondly we expect to cut down our nation's number of unemployment with this plan. It would be harmful to our society to change our plans for now. I will have to insist on my original offer but we will keep your own in mind for future consideration."

"We will not cut off your trade unless you were to go directly to war with us. Even if you were at war with someone else, we would permit you to trade with us. The only kind of transit you would not have access to during wartime is military transit. My offer is available to you so long as this negotiation peacefully resolves.. however it resolves. It's topping on the cake to try to act as an incentive towards peaceful resolution. It is not meant as a deal unto itself."
