The reply was a bit surprised, Kazuko raised her brows while reading it, but it wasn't entirely surprising that nations would have some level of automation, especially considering how automated the Imperium was, with robotics for nearly any job imaginable. She wrote a reply and decided while not urgent per say, she preferred meeting face to face with a leader upon her own stature as opposed to a lesser like a MoFA.

While I do not have specific pressing business, the current movements by Cascadia on top of the sudden collapse of the United States leaves me growing concerned with the state of North America, I would love to meet with Lord Hershey personally to discuss my vision of a united Pacific Rim.

Hershey was mildly exhausted as he was looking forward to go to sleep with one of his mistresses late at night but then a phone alert notification interrupted his desire for sleep. He sighed and glanced at his bright iPhone to see that the notification came from the Empire’s Department of Foreign Affairs. He mumbled, “Fucking Rafi, where is he? He’s spending too much time partying in Northlands, that’s for sure, heh.” He then typed out his response to Empress Hoshiko with keen interest and pressed send.

Hi Empress Hoshiko,

 

I’m afraid this message will be short and crisp as my time has been pressing heavily as of late. Yes, those recent events are what kept me busy, plus the successful campaign in Sinaloa and Sonora too. Regardless, I am certainly interested in discussing with you over the prospect of a united Pacific Rim. Perhaps, you should visit and if you do decide to visit, I’d have an armored motorcade waiting for you at San Francisco International Airport and meet me at an undisclosed location.

She smirked at the closing statement, the sun hanging near the center of the sky in Tokyo the 16 hour time difference always made such communications interesting. A reply with an arrival time would be sent and the SonicStar would take off that evening, arriving on what would actually be the previous morning to her at San Fransisco International Airport.

Empress Hoshiko has arrived at San Francisco International Airport and is being greeted by Palaven’s government officials. Empress Hoshiko then meets with Doctor Merkwürdigliebe in an armored motorcade to discuss about prospects of an economic tie between the Palaven Empire and Imperium of Japan. The motorcade is then routed to an undisclosed location in Napa Valley to meet Lord Hershey.

 Economic relations in the discussion in the motorcade would be received warmly, it was half of what she was here for after all. Upon arrival she would bow slightly to her counterpart, "Thank you for receiving me in your country, Lord Hershey. I hope I was not too much of a hassle to your schedule."

She'd wait for them to get comfortable in his office before contining "I hope you will pardon my blunt language, but it would be beneficial to both of us to ensure that the largest Ocean in the world doesn't become a battlefield between those who happen to live there, the Imperium shares warm relations with the majority of the Americas already, and believes that the united Americas could be useful in ensuring the rest of the world's stability."

"I was hoping, since due to the NWO treaty we would end up on the same sides of any conflict, that we could have an individual relationship as well, Cooperation upon a military level will promote a more unified Pacific Rim. Economically, East Asia has plenty of manufacturing capabilities and The Empire has a significant amount of raw materials, collaboration on an economic level will ensure a more prosperous future for both of our nations, wouldn't you agree?"

In fact, I do recall that Doctor Merkwürdigliebe did recommend an economic and military tie with Imperium of Japan, as it'd greatly solidify the Pacific Rim since protecting the Pacific Ocean is the Empire's duty to protect. Losing Pacific Ocean to a belligerent power will mean that our noble citizens and their way of livings are at risk. So it does make sense to reinforce some form of military ties with Imperium Japan to protect our economic interests across the Ocean."

Pacific Powers

 

In the interest of a stable and prosperous relationship, the sovereign nations of The Palaven Empire and the Greater East Asian Imperium Co-Prosperity Sphere agree to participate as Pacific Powers, with all the benefits, privileges, requirements, and regulations outlined in this agreement.

Article I. Trade Pact
Pacific Powers shall undertake appropriate steps, actions, and policies to encourage and facilitate increased trade between the two. Such steps, actions, and policies include, but are not limited to, the reduction or elimination, whenever applicable, of tariffs and other protective barriers, with exceptions for certain industries as determined by the signatories.

Article II. Non-Aggression
Pacific Powers shall not undertake any aggressive or otherwise hostile actions against each other in any form. Such actions is defined, but not limited to, illegal espionage and destabilizing actions. This clause shall not be construed as to restrict or otherwise prohibit healthy debate or productive disagreement. Pacific Powers agree to engage in dialogue with each other should a disagreement arise.

Article III. Basing Access
Pacific Powers posses the right to request access of the other signatory's military bases and/or ports in an effort to effectively protect the signatory, their goods in the area, or project their influence in the region. This request will allow the signatory to station troops, naval-craft or aircraft within the bases and/or ports granted to them along with the bases and/or ports themselves being considered officially as part of the signatory's territory for the duration.

Article IV. Mutual Defense
An attack on one Pacific Power shall be viewed as an attack on the other party, and they must respond accordingly if requested. When third parties are involved, this chaining of treaties becomes encouraged, but does not become mandatory.

Article V. Aggression
Whenever any nation, or union of nations poses a clear and present danger to the Pacific Powers and is designated a threat by leadership of each signatory, each signatory unless bound by treaty to non-aggression or neutrality shall jointly respond. Such response shall only be sufficient to contain and eliminate the perceived threat and deter future threats.

Article VI. Cancellation
Powers who no longer see their fellow as a Pacific Power have the right to either discuss these issues or submit a willingness to cancel this treaty, whereupon in seventy-six hours it shall become annulled.
