UAR National Media Bureau (UARNMB), Harbin, Heilongjiang Republic:  Formation of Government and Announcement of First National Symbols

 

Reporting to you live from Harbin, in the Heilongjiang Republic, we have the results of the preliminary elections.  Based on previous referendums, each of the three Republics of the UAR (Kirin, Heilongjiang, Primorsky) will elect a Premier, who will represent them on the National Soviet (here meaning a council) of the United Amur Republics.  The National Soviet will function as an executive branch, with each Premier having equal status to each other, and each having a vote on every issue presented.  A 2/3 majority between the three Premiers would pass a measure, for example.

The National Congress results also came in.  There are 90 seats, 30 for each Republic, and the total outcome was as follows:

Harbin New Corporation:  The Premiers of the UAR Pass First Joint Decision, in Conjunction With the National Congress' Approval

 

Today in Harbin, the three Premiers of the United Amur Republics passed their first decision, which was the re-ratification of the SEATO Treaty.  The National Congress approved the ratification, and the motioned passed unanimously, with all three Premiers voting in the affirmative.  This move will be known to require the approval of the SEATO organization's parties.  This will allow the UAR to re-engage with the treaty members of the former state of Guanwai, the last sovereign government over the lands contained in the UAR.

 

UAR National Media Bureau:  The Premiers Announce the Formation of the Amur Defense Force

 

Shortly after the announcement of the ratification of the SEATO Treaty, the Premiers reached their second joint decision to establish the Amur Defense Force, which will act as the primary military force for the UAR.  General Zhao was appointed as the Secretary of the Defense Committee as head of the ADF, with the Premiers acting as Co-Commanders-in-Chief.

Drawing from the large recruitment efforts, the goal of 59,740 soldiers for the ADF will soon be reached.  The initial wave of recruits has totaled 30,000.  Certain industries have been given contracts to privately produce arms, armor, artillery, and equipment for the ADF.  More specific details will follow later.

Though the Treaty of Harbin was signed and in effect, tensions were rising in East Siberia and Mongolia.  After what had happened, culminating in the Battle of the Amur River, the Amur Defense Force began to hand out more contracts for military equipment.

 

Factories with defense contracts began to produce M16 variants to replace the AK-74's in use by the ADF, with production of BTR-80's increasing as well.

 

Though the Imperium of Japan had provided a detachment of tanks for Amur's use, production of domestic tanks began, following the designs of the T-90 main battle tank.  In addition, production would also begin on artillery pieces (M110 [Self-propelled], M198 [towed]), rocket artillery pieces (BM-30 Smerch, BM-27 Uragan), and anti-aircraft guns and rockets (9k22 Tunguska [SPAAG], S-300 Missile System [Long Range], Buk Missile System [Medium Range]).

 

ADF ground forces began to man the forward positions along the northern border where the battle had taken place.  Repairs were almost complete on the hardened shelters, with deployments of equipment.  This was done in case combat resumed in the near to intermediate future as buildup along the DMZ continued on both sides.  30,000 soldiers were deployed to the former front, with the following numbers of equipment (to be bolstered as more is produced)

After continued recruiting and training, the Amur Defense Force now stands at 73,920 soldiers.  This is an increase of roughly 14,000 since the initial threats of invasion, and has allowed the ADF to more effectively bolster the defense of the United Amur Republics.  Organization and specification is ongoing.  Maps, breakdowns, and exact troop numbers and divisions will be provided to the Office of the National Soviet within the next week.

Because of the situation involving the Siberians and renewed hostilities, the UAR has undergone a massive recruitment program.  Current totals of soldiers in the Amur Defense Force number 73,920.  By the end of the month, the ADF is expected to almost double to a number of 142,800 total combat personnel, with increases in armor and other vehicular/artillery assets to roughly match.  The expedited recruitment and training programs should help accomplish the goal rather smoothly, considering the very large population and the natural call of duty that has swept the nation after the first Siberian Incursion.  With the threat of their advance through the DMZ, recruitment centers are working quickly simply to process their new recruits.

 

Also, because the military-industrial contracts from the government never slowed down, production continues on mechanized assets for the ADF, with factories beginning to smooth out their processes and increase their output and productivity.  Hard numbers will come within a day.

United Amur Republics National Media Bureau (UARNMB):  Amur Government Opens the 'State Higher Education System'

 

Despite the turbulence caused by the war, Amur released positive domestic news with the opening of the State Higher Education System.  Governed by the Soviet of Education, headed by Dr. Vasily Antonov, Minister of the Education Soviet.  The Soviet of Education has long been working on the project and while there have been private institutions of higher learning, the three universities, along with the National University, will represent the best quality education within the United Amur Republics.  The first three universities were each established to initially represent each province, to be named:  Primorsky State University (Vladivostok), Kirin State University (Changchun), and Heilongjiang State University (Qiqihar).

 

The crown jewel of the system is the United Amur Republics National University, located in the autonomous city (and capital of the UAR) of Harbin.

The opening of the State Higher Education System is expected to have short and long term benefits to the nation, with strong indicators for quick and sustainable economic gains, as well as increases in the technological sophistication of Amurese civilian life.  The move was met with hikes in approval for the national government, further solidifying the unity of the Republics and trust in the National Soviet and its Politburo.

 

UARNMB (Harbin, AAD):  Foreign Ministry Opens in Harbin

 

In further domestic news, the United Amur Republics opened the Soviet of Foreign Affairs Headquarters in Harbin.  While the Soviet of Foreign Affairs, headed by Minister Ho Lang, has been active, they had temporarily had to work out of the Executive Building, which is the headquarters of the National Soviet and its staff.  This will provide for greater diplomatic efforts and a more effective soviet of the Politburo.

Current recruitment goals for the Amur Defense Force have been exceeded with a total current force of 152,500.  Within the week, specialization and specific organization of groupings will be completed.  UAR factories continue to churn out machines of war with the ever looming threat of invasion from the West, though stocks and bonds have taken a mild upturn from their downward spiral with the second cessation of hostilities.

The people of Druk Yul are very sympathetic to the plight of the people of Amur, they buy up the bond offers and begin heavy investment in the region in support of the fledgling nation where permitted by their domestic law. Druk Yul unilaterally grants Amur favored nation status as a trading partner, making way for near-cost pricing on most exports to the region and low interest lending from the Druk Yul central banking system.

With the end of the Siberian War, the United Amur Republics went about their original plan of the unification of the Amur region.  After the ceasefire, General Petrovich's Army Group Guan Dao was withdrawn into the area formerly known as the Jewish Autonomous Oblast.  The artillery and armor with that group was fully withdraw, leaving only the 12,000 soldiers with a small compliment of APC's.  However, 10,000 troops were deployed to the former Amur Oblast, save for those areas within the Siberian DMZ.  Another 10,000 soldiers of the ADF were deployed to the former Kharbarovsk Oblast south of the bend, including the namesake city.

 

Public

 

The United Republics of Amur announce their intent to unify the areas surrounding the Amur river into one nation.  Each of the three former Russian oblasts will receive equal standing with the current republics in the Union and will have their own representation on the National Soviet, the executive core of the UAR.  These areas have shown kinship with the areas of the UAR and with the end of the Siberian War, Amur can go about uniting the core cultural region of the area.  There are strong indications that this is wanted by the local populace and the UAR will go about restoring infrastructure in the areas as a sign of good faith.  The UAR now considers these regions areas of UAR interest, including all parts of the Jewish Autonomous Oblast, the southern half of the Kharbarovsk Oblast, and all parts of the Amur Oblast not within the Siberian DMZ, which constitutes almost all of the former oblast.

 

Amur Oblast

 

The first order of business of the troops moving into the province was to rebuild the bridges that had been destroyed in the initial invasion attempt.  Engineers from private corporations were given contracts by the requisite department of the Politburo to fulfill labor and planning.  Roads were rebuilt leading up to these crossings with new infrastructure being built for better inter-provincial transportation and economic connection.  The ADF Corps of Engineers would act as the leaders of contracted groups to provide cohesion on the efforts.

Jewish Autonomous Oblast

 

With General Petrovich's Army Group Guan Dao occupying the area, work was mostly focused on coordinating local officials in the previously lawless area.  The soldiers would act as a localized police force as local political infrastructure was built up.  Word was moving around that a semblance of a Red Mafia remnant operated in the area, and General Petrovich would commission a section of his force to gather intelligence on the reality of such a presence.

South Kharbarovsk

 

5,000 ADF soldiers from the Heilongjiang group would move into the city of Kharbarovsk, the political and cultural center of the area in question.  Another 5,000 from the Primorsky Command would move to rendezvous with them there.  Unlike the other areas, this region was untouched by the war and required no infrastructural repair, though standards for said infrastructure would look to be improved during the process of unification.  Plans were laid for more soldiers to move into this area and spread out from Kharbarovsk into its namesake region to secure it from its state of anarchy.

Amur Oblast

 

Construction on local infrastructure is going smoothly, with the three largest crossings completed first.  With their completion, the 10,000 ADF troops entered the region, bringing with them humanitarian aid supplies including clean water, rations, and medicine.  The core of the group (6,500) would move to Blagoveshchensk, the administrative center of the territory, to dispense the humanitarian aid and restore municipal functions.  The remaining 3,500 would spread out to smaller urban localities such as Belogorsk, Svobodny, and Tynda.

Jewish Autonomous Oblast (Classified)

 

General Petrovich's central core of Army Group Guan Dao has moved into Birobidzhan, the administrative center of the area.  The rest have evenly distributed and continue to link urban level pseudo-governments with one another.  This will allow the area to reclaim its identity as a political unit.  In Birobidzhan, General Petrovich has met with local Yiddish community leaders to discuss the creation of a republic within the UAR representing the Yiddish population of the Far East.  Returns on the offer have been very positive.

South Khabarovsk

 

Soldiers from Heilongjiang Command had reached Khabarovsk several days ago, but today the detachment from Primorsky Command were able to rendezvous with them in the city of Khabarovsk.  Because of the large area being dealt with, it was planned that 5,000 more soldiers from Primorsky Command would be sent into the southern half of the territory to maintain order.  Most soldiers would be concentrated inland, as there were only a few notable localities on the coastline, and at that they were in the far northern area that Amur was operating in.

UARNMB:  National Soviet Announces the Formation of the Office of Security and Intelligence

 

Today, the National Soviet has formed the Office of Security and Intelligence (OSI) as a sub-department of the Soviet of Defense.  The Office will be in charge of countering espionage threats from foreign powers, as well as foreign and domestic counter-terrorism and domestic investigations of security threats.  OSI will also include a small military branch, serving within the ADF, though acting as a special forces branch with its own chain-of-command to a degree.  This group will be known as the Office of Security and Intelligence Special Tactics Group.  General Koba Petrovich has been named Director of the Office of Security and Intelligence, as well as commander of the Office of Security and Intelligence Special Tactics Group (STG).  He will relinquish his command post in the ADF upon being sworn in to the position, the ceremony to be held upon his return from Birobidzhan.

Amur Oblast

 

Infrastructure repair is considered 95% complete, with expansion ongoing.  A plan was coalesced to create a cross-country rail network to increase the domestic flow of goods between the existing republics and the planned new republics.  The the hub would be in Harbin, but the rails in question would revolve around a line spanning from Vladivostok to Blagoveshchensk, travelling through the hub in Harbin.  The line had a planned designation of the Western Pacific Railway.

Jewish Autonomous Oblast

 

With confirmed presence of the Red Mafia Remnant in the JAO, the Office of Security and Intelligence Special Tactics Group has undertaken its first mission since its inception last week.  The STG has been rooting out mafia members wherever they can find them, with acting and soon to be official Director of the Office of Security and Intelligence General Petrovich has stated his commitment to eradicating organized crime in the territory, including crooked politicians in the mafia's pocket.

South Khabarovsk

 

With a solid presence in the south, especially in and around the city of Khabarovsk, another detachment of 5,000 ADF soldiers was sent to continue to move further north into the planned expansion areas.  Rail expansion was planned for this territory as well, with another line going from Vladivostok to Khabarovsk (Pacific Coastal Railway).  Policing duties have been very smooth in this area, as they have been in all outside of organized criminal activity in the JAO.

UARNMB, Harbin, Autonomous Capital District:  Korean Language Elevates to Recognized Regional Language Status, Whispers of a New Republic

 

After filing a petition for the recognition of Korean as a recognized language in Amur.  The language is placed in a new category created for its recognition, the Regionally Recognized Language.  In response to this, a committee has been formed in Yanji, the seat of the Yanbian region, several cultural leaders in the Korean community have formed the Committee for Yanbian Republicanism.  The goal of the CYR is to create a republic, with representation on the National Soviet by their own premier.  The proposed Republic would consist on the region of Yanbian, with the capital at Yanji.  The CYR would have a long road ahead of them, but the political landscape is relatively soft for a move like this currently.  That should give Yanbian a good shot at becoming a Republic of its own.

Amur Oblast

 

With infrastructure rebuild complete, the effort to build the Trans-Amur Rail system was doubled.  The foundation and framing of the Blagoveshchensk Station began to go up.  The continued funding and construction has approval ratings for unification steadily rising, up to an astounding 75%.  This region was expected to have one of the more favorable dispositions to unification, along with the JAO, given the two areas' economic dependence on Amur by proxy and relatively low population.

Jewish Autonomous Oblast

 

Surprising news today from Birobidzhan, as provisional governor Yuri Grigorovich has been forced from his office based on connections with the Red Mafia Remnant.  The persistence of General Petrovich, as the leader of the first concerted effort to root out the RMR, has put strain on organized crime in the area.  Investigative data suggests that the Remnant is fast unraveling in the face of the first superior force it had faced.  A new provisional governor is expected to be named soon.

South Khabarovsk

 

Peacekeeping forces have moved into the last outside areas of the province, giving Amur full policing control.  Like in the Amur Oblast, rail construction has been given much importance.  The lack of a warm water port in the area will make rail transport of cargo and people very important in the area.  Construction on the Khabarovsk Station has begun, which will serve as the terminus and hub of the main line of the Pacific Coastal Railway.

Amur Oblast

 

Construction on Blagoveshchensk Station was almost completed, and the forces in the area began humanitarian efforts with infrastructure restored and expanded in the area.  This allowed the ADF troops in the area to make food and clean water deliveries to the outer areas of the region.  Along with this, restoration of faculties such as electricity and sanitation were being rapidly restored and expanded in the more rural areas of the Amur Oblast.

Jewish Autonomous Oblast (Classified)

 

General Petrovich has named a head of the Special Tactics Group wing of the Office of Security and Intelligence, Janek Segev.  Segev is of Yiddish descent and has formed a professional relationship with Petrovich throughout operations in the region, and Segev has been instrumental in the disruption of Red Mafia Remnant groups in the JAO.  Segev will hold the rank of Special Commander, a special rank within the ADF and governmental structure, reporting directly to General Petrovich.

South Khabaraovsk

 

While humanitarian efforts were fully underway in the Amur Oblast, Khabarovsk had not suffered the same disruption.  This meant that once faculties had initially been restored, the focus in the area was more on restoring the trappings of civilian life.  ADF Command in the area has pushed to restore televised news, radio broadcasts, etc.  Amur has also begun to provide broadcast television out of Vladivostok.  This move is expected to further assimilate the area into the UAR culturally, especially with the cultural brotherhood South Khabaraovsk shares with the Primorsky Republic.

Amur Oblast

 

With the dissolution of the Russian Empire and the end of the Siberian DMZ, UAR forces have begun to also include the part of the Amur Oblast that resided within said DMZ into the provisional administration.  Construction of rail lines and roadways into the area have begun, so as to connect the isolated region more thoroughly to the rest of the oblast.  This area would be one of the most undeveloped areas in the UAR upon full ascension to the national government.  The ADF Engineering Corps has rerouted most of their efforts to this area, as utilities have been restored throughout the rest of the oblast, as well as Blagoveshchensk Station being completed.

Jewish Autonomous Oblast

 

Domestic officials inside the JAO have organized a militia made up of citizens from the oblast.  Known as the Birobidzhan Tigers, the militia has appealed to enter under the chain of command of the Amur Defense Force.  The ADF has accepted the their application and has dispatched Special Operations training personnel to further the effectiveness and training of the Tigers.  The militia is expected to develop into a high functioning commando unit within the ADF, pending the JAO's membership in the United Amur Republics. 

 

In other news, the Red Mafia has been almost completely eradicated from the area, with only small cells acting in small municipal areas at low levels of effectiveness.  Efforts by the Office of Security and Intelligence will continue until these remnants are completely dissolved.

South Khabarovsk

 

Construction on the Pacific Coastal Railway freight lines has completed, with Khabarovsk Station serving as the regional rail hub for the system.  Construction on accompanying passenger lines has begun, especially around the Khabarovsk metro area.  Plans are for trans-regional passenger rail lines to go up, but the ADF Engineering Corps stationed in Khabarovsk are also overseeing the construction of metro rail lines in the Khabarovsk metro, which will serve commuters of the area.  Early economic returns are already being seen with the massive expansion of infrastructure and governmental stability.

Amur Oblast

 

With the completion of the rail network and Blagoveshchensk Station going online, trade with the Amur Oblast has begun in full.  Corporations from the UAR have begun to move into the area, providing jobs and economic legitimization to the area.  Domestic companies have begun to crop up within the UAR economic sphere as well, further empowering the new oblast.  Local plebiscites have been held at this time with a large majority voting for membership into the UAR.  Amur has accepted it into the United Republics, the name of the new republic being the Zeya Republic, named after the river which flows out of the territory.  The Zeya Republic will be in equal standing to the current republics of the UAR and will soon elect its own Premier to the National Soviet.

Jewish Autonomous Oblast

 

Following the organization of the Birobidzhan Tigers, the ADF has fully incorporated the unit as a specialized commando unit within the ADF Special Forces wing.  The former oblast also has a high representation in the Office of Security and Intelligence Special Tactics Group, an elite counter-terrorism and special forces group in the main intelligence wing of Amur. 

 

The final remnants of the Red Mafia have been isolated and pushed to a ghost town on the northern border of the JAO, abandoned during the initial invasion of the Siberians.  News reports claim that a small confrontation occurred between the OSI Special Tactics Group, ending with the elimination and expulsion of the organized criminal group from the JAO.

 

The plebiscite for this area also voted to unify with the UAR.  Like the Zeya Republic, the Jewish Autonomous Oblast will elect a Premier to the National Soviet as a full standing republic in the Union.  The JAO will be renamed the Yevrey Republic, referring to the overwhelming Yiddish-Jewish population that has been resurgent since the great collapse.

South Khabarovsk

 

Due to the investment in regional hard infrastructure as well as cultural infrastructure, South Khabarovsk has voted to become a member of the UAR.  The two regions have shared a link since the days of Guanwai, which made the move apparent to both the UAR and South Khabarovsk.  Economic gains continue in the area, as it becomes more and more profitable, looking like an economic powerhouse, to rival the core of Kirin, Heilongjiang and Primorsky.  The name of the new state within the UAR will be the Khabarovsk Republic.  Votes on National Congress and National Soviet Premier positions will begin shortly.

Following the unification of the UAR with the three new republics (Zeya Republic, Yevrey Republic, Khabarovsk Republic), each have completed voting and have elected representative Premiers to the National Soviet.

UARNMB:  United Amur Republics to Change Name, Alter National Soviet Structure

 

With the unification of Amur with the three new Republics, and the subsequent election of Premiers from those Republics, the new and expanded National Soviet has passed down a change to the name of the nation.  Henceforth, Amur shall be known as the Union of Soviet Amur Republics (USAR).  Moving forward, this change will apply to all official documentation and any outlet of the government, including the UAR Nation Media Bureau, in the future to be known as the Union of Soviet Amur Republics National Media Bureau (USARNMB).  Another change would be to the Republics, each adding the term Soviet to their name (referencing the use of committees to practice collective government in the stead of singular executive figures at the Republic level).  The now unified USAR consists of the following republics and region:

 

Heilongjiang Soviet Republic (HSR)

Kirin Soviet Republic (KSR)

Primorsky Soviet Republic (PSR)

Khabarovsk Soviet Republic (KhSV)

Perhaps the bigger change, however, was the alterations made to the National Soviet.  Currently, there are 6 Premiers, each representing a Republic in the USAR, and each having a vote in the National Soviet.  It has been agreed upon within the National Soviet that a new position will be created, Chairman of the National Soviet.  This office will consolidate some powers of the National Soviet into one seat, the holder of said seat being elected by the members of the National Soviet, being elected also from within the National Soviet.  In essence, this means that every republic in the political union of the USAR will elect a Premier to the National Soviet, of which those Premiers will deliberate amongst themselves to elect one of the Premiers Chairman of the National Soviet, with no Premier able to vote for themselves.

 

It has been decided by the National Soviet at this time that Premier Zhang of the Heilongjiang Soviet Republic will be the first to hold the office of Chairman.  While Premier Fyodorov may be more recognizable to the international stage, being somewhat the unofficial 'face' of the National Soviet during the Siberian War, Premier Zhang holds very high esteem in the eyes of the members of the National Soviet, with even Fyodorov himself voting for Zhang and making this statement:

 

"I have the utmost respect for Premier Zhang, and have cast my vote for him to become Chairman of the National Soviet.  His steady hand and level head were instrumental in steering us through the crisis of the Siberian War, as well as many of his policies bringing about the unification of the new USAR and the economic gains we have been experiencing since the end of hostilities."

USARNMB:  With Unification Complete, Amur Begins to Massively Expand Industry

 

With the completion of the Amur region's unification, the USAR's government has looked to establish industry expansion into the ripe markets in the Khabarovsk, Zeya, and Yevrey Republics.  This would provide a level of political and economic integration as special economic incentives were offered for industries moving branches into, and starting in, the new Republics.  Mining and resource extraction industries are expected to be the economic flag-bearers in Zeya and Yevrey, while more commercial enterprises and shipping jump-starting the Khabarovsk Republics economy.  The Trans-Amur Rail Network is expected to be a major contributing factor for economic integration and expansion of course, with the government making sure it was completed upon full unification.  This fact should give the local economies in the New Republics and running start at expanding their domestic economies and their connections to the national economy, as well as the global economy.

USARNMB:  National Congress Votes to Install Civilian Tech Investment Plans

 

Today, the National Congress passed a plan to invest heavily in the development of civilian technology to continue to improve the quality of life in Amur.  The plan, officially titled the Technological Development and Investment Plan, will utilize the continually expanding industrial infrastructure to focus on tech products, partnering with corporations that can provide R&D on said products.  Subsidies from the National Soviet have not been relinquished, being instated during the Siberian War.  This plan has been approved by the National Soviet and Chairman Zhang, with the end result being heavy government investment and subsidies pushing in to develop new technology manufacturing.  The hope is this will continue to expand and add versatility to the economy, outside of just heavy manufacturing.
