Declaration of Sovereignty of the United Amur Republics

 

The banks of the Amur River were alive.  The Reclamation had begun.  Three new republics had risen, the Kirin Republic, the Heilongjiang Republic, and the Primorsky Republic.  The Dragon, the Bear, and the Tiger, as they were called, entered into a union.  The leaders would profess, "Unity is strength.  The Amur flows for us."  Kirin, Heilongjiang, and Primorsky would unite under the banner of the United Amur Republics.

 

"Through the power of industry and agriculture, will we be strong.  We will stand tall upon the ground that we work and toil over"

 

"The United Amur Republics formally declares sovereignty and self-determination, and will seek to be a pillar of stability and a good neighbor in Eastern Asia."

Drul Yul recommends Amur decline the offer. There are more attractive means of protecting yourself without surrendering your national sovereignty for protection. We would recommend looking into the SEATO agreement and becoming an equal sovereign partner in the treaty. Besides that, I can personally guarantee you that all SEATO members of which most of Asia is part of.. are not hostile. I can't speak for the others. I've included a copy of the document for review in the appended notes of this communique. - King Wangchuck

Imperial Russia will not halt such threats and will continue to advise Amur on the best possible future. Seeing as how Japan would gain so very little from interfering we are sure that they will stay out of this and look after their own people.

 

We were not aware we had any diplomatic connections with French Guiana however, we recognise your withdrawal and shall remember this.

We also wish to note that Amur could be considered a successor state of Gunwai.. and thus already a signatory of the treaty. They would mererly need to re-ratify the SEATO document via their own legal mechanisms. Until Amur rescinds the protection of SEATO, we tentatively offer our protection as the successor of a former treaty partner.

"After reading the treaty in question we see no section that concerns nations being successor states and as such declare the claim by the nation of Drul Yul null and void. We have declared vassalage over this new nation and our will is dominant. Drul Yul and the other nations will do well to remember this."

"Successor states isn't something that's legally documented. It just happens. Nations fall and another rises in its place. That said.. Amur has the option to recognize and ratify the treaty as being a government that reprents the very same people with which our pact was with originally. Your will is not dominant. The will of Amur is. They are sovereign and we recognize them as an independent nation. Treating them as anything other than that will be seen as a violation of SEATO's defensive obligations for this region. Does Russia really want ALL of south East Asia.. apparently including Japan.. pissed of at it? Just.. think about it. Is it really worth your time and effort?" - King Wangchuck

However, if we are forced to choose between taking Amur into the Imperium and allowing it to fall into hands of the militant Russians, we will always choose the former."
