Don Piaggo is a modest quiet man and a man very much respected by his neighbors. His house, a Sicilian style villa facing the African coast in the sun kissed village of Maraza De Vallo, was the sort of villa that a man of a certain type of means was known to inhabit. The rolling hills behind his villa were filled with small fields of tomatoes being tended by old men and their wives. These farmers and their wives have farmed their plots for generations in a seemingly eternal pact with Mother nature. They provide the toil, the sweat, and the love necessary for the tomatoes to grow and Mother nature provides the excellent Mediterrean weather necessary for the tomatoes to thrive. 

 

It was this view that presented itself to Don Piaggo as he took his cup of morning espresso, the work of his humble neighbors in the early hours of the morning. He sipped his espresso and he said to his oldest friend Don Marzonno, "Don, my oldest friend, is it not a shame that Sicily is not free to follow its own future?"

 

Don Marzonno replied, "Don Piaggo, my oldest friend, yes it is a shame," and with that he gave the order to his capos from one end of the Sicilian Islands to the other to begin stirring up the Sicilians in their demands for national sovereignty. Across the islands, signs went up, a few bodies were dumped in the ocean with weights tied around their ankles, and numerous other Sicilian style activities took place as they began to clamor for national sovereignty. 

 

A few days later, Don Piaggo was again taking a cup of morning espresso as he watched his neighbors toil. He again spoke to Don Marzonno and he said, "Don Marzonno, my oldest friend, does it not strike you as queer that our Island does not fly its own flag to proclaim its heritage?"

 

"Don Piaggo, my oldest friend, I too find this queer," replied Don Marzonno who was at this point feeling as if he needed a holiday but out of respect to his oldest friend he indulged Don Piaggo in his desire to see the flag of Sicily once again fly. With that wish, a mere humble request from a man of respect being uttered, the word went out to Don Marzonno's capos that the Flag of Sicily would fly again. Once ordered, it became so and within a day or two the Islands of Sicily sprouted many a flags of Sicily. 

 

A few might have been mistaken for flags other than those that might well have passed for as the Flag of Sicily, but given the Islands of Sicily had been under continuous occupation for hundreds of years, the debate over what the official Flag of Sicily would be was a rather contentious one. A few more loud splashes would be heard as heavily weighted bodies hit the water and by the end of the week the Flags of Sicily became the Flag of Sicily and the wish of Don Piaggo had been filled.

 

At the end of the week, Don Piaggo was once again taking a cup of morning espresso when he turned to his second oldest friend, Don Ternicio and asked, "Don Ternicio, my good friend, where is Don Marzonno?"

 

"Don Piaggo, my good friend, Don Marzonno bids you sad tidings that he has fallen sick and will be taking a natural spring cure," replied Don Ternicio.

 

"Please bring my oldest friend Don Marzonno a bottle of my finest wine and tell him I wish him a speedy recovery."

 

"I will do so Don Piaggo."

 

"Don Ternicio, my good friend, do you not find it queer that we Sicilians do not have a parliament of our own?" asked Don Piaggo.

 

Don Ternicio turned a bit pale as he had been warned by Don Marzonno that what was in the offing. He considered his words carefully and finally replied, "Don Piaggo, my good friend, I do find it queer that we Sicilians do not have a Parliament." With that being said, Don Ternicio put in a call to his capos and the word was spread. 

 

A few more loud splashes were heard late at night as more of those zany Sicilian style expressions of Nationalism were heard. The sounds of digging followed by a pistol shot and then more digging noises would be noticed by the farmers and their wives who had long ago realized it was better for their health to not be too curious about late night gardening. Before long the Sicilians would from their Islands of Sicily would gather and they would begin to hammer out a constitution.

 

The remarkable transpired and some of those men survived the process, the rest would be found taking a dirt nap or swimming with the fishes. While the drive towards national recognition had been a difficult one, it was noticed by all that the wine still flowed and the tomatoes still grew. As the timeless rhythms of Sicily prevailed, all was determined to be right in the world, or at least in Sicily. No one really gave a damn about Italy, they could jump in a fire and die as far as Sicily was concerned.

With a modest wave of his hand, Don Piaggo motioned for his fellow members of Sicily's government to take a seat. The nervous men sat down and quietly waited for the Don to speak. After a long silence filled pause, the Don spoke as he said, "It is time that we Sicilians be able to protect ourselves. Do you not find it queer that we can't look after our own?"

 

The men nodded and agreed. With that comment the rest quickly became history. Orders were sent to begin the establishment of Sicily's military with a time frame of several months to bring it to full strength.

The government of Sicily is interested in procuring a number of F-15 and F-18 aircraft. Tender your bids to the Sicilian Ministry of Defense.

 

 

 

Classified

 

A triple tier warning system is planned and funding is allocated for the development and upkeep of the 555 system. The system consists of 5 radar bases, 5 drone bases, and 5 offshore platforms located at the very edges of Sicily's national waters. The Triple Nickel plan begins by the purchases of 5 mothballed offshore oil drilling platforms that were found and purchases for highly affordable rates.

 

Once prepared for duties, the oil drilling equipment will have been removed along with a number of other changes made. A radar will be installed, a much improved communications center, four 20 mm cannons, a pair of AAM turrets, and a single short range ASM launcher. The single helicopter landing platform will be expanded to three platforms with two of them having hangars attached. The third platform will be for larger helicopters. The platforms also have a docking platform for a dedicated team of patrol boats that will be stationed at each of the five on a permanent basis.

 

The radar bases are easily organized by returning several of the former Italian military radar facilities to active duty. This does not include all of the necessary sites, which will require the building of two more critically needed radar sites. The materials for the sites are found in former Italian military depots and are set aside until needed.

 

The drone bases are the first and the easiest to organize. The Sicilian Military have inherited a nearly intact unit of drone pilots and support crew from the fallen Italian Military, put it right back to work. This gives the islands of Sicily roughly half of their needed sites and manpower, but with time the rest will come together in an organized fashion.

A pair of Sicilian gentlemen would present themselves to the Muscovy's Ministry of Foreign Affairs with a hand printed and highly engraved letter of introduction. The letter would reveal that the two gentlemen, the tall one named Rocco and the short one named Vinnie, were to serve as the Friendship Ambassadors to Muscovy. Both of them look somewhat seedy and most upon meeting them tend to see if their wallets are still intact.

Foreign Minister Vladimir Lavrov would not worry about getting his wallet stolen because he kept it inside his thigh pouch, which was very close to his balls. He would gracefully accept Rocco and Vinnie's letter and credentials, and have the letter framed and put on the wall of his office.

They would take the 10 Euro note, give Larmov 2 Euros in change, and then would sadly report they were out of change but would give him the 13 cents owed at a future date. They would depart for their quarters at a nearby youth hostel and on the way Rocco would promptly lose the 10 Euros trying to be a street hustler at a game of 3 card monte.

 

Vinne though would spend his time successfuly chatting up the street hustler's sister and would later report that he somehow had contracted  crabs and was a bit mystified as to its source.

 

The lessson poorly learned by Rocco and Vinnie, don't chat up gypsies women.

The Triple Nickel System has been declared to be operational, yet incomplete. With ships reclaimed from the breakers and the abandoned yards of the former Italian Navy, an extensive SOSUS network is ordered to be put into place. Additional patrol ships and the ships of Task Force Grappa are put on permanent patrol duty around the Islands of Sicily. 

 

The Army of Sicily was able to quickly reform using Sicilians who had former service in the Italian Army. These men flesh out the core of the military and patriotic recruits bring the numbers up to 700,000 men. 

 

An additional 100,000 men are detailed for a special organization. The are organized into the Polizia Di Stato. Unlike the former incantation of the National Police, this version is a military organization detailed with providing training local citizens, supporting local law enforcement, and acting as the eyes and ears of the Sicilian Military within the communities both big and small in Sicily. The Polizia Di Stato has the additional role of recruiting local militia companies tasked with local defense and other operations.

Using manpower from the former Italian Military had greatly sped the formation of the Armed Forces of Sicily. While untried, the Army, Navy, Air Force, and Polizia Di Stato are at full strength. Equipment taken from Italian Military depots had provided a great boon in arming and equipping the newly organized units along with the products flowing from Sicily's modest military industrial complex. 

 

Future acquisitions will include submarines and additional naval vessels. New planes, new tanks, and a slew of other vehicles will be acquired as well. For now, the equipment they have will do nicely enough.
