Government funding and effort is being put into rebuilding the shipping industry, much of which had been destroyed in the past. The Caribbean is a major shipping area, with ships coming from all over the world to use the panama canal. Ports will be rebuilt and expanded upon, especially in historical shipping centers such as Havana and Kingston. New ports will be built around the nation as well, specifically in Cuba, The Bahamas, Hispaniola, Jamaica and Puerto Rico as well as on some smaller Islands in key shipping areas. 

 

Along with port expansion, a ferry system will be set up, allowing citizens to easily and quickly traverse the many islands of the country. This has raised some security concerns, as the ferries will be traveling through international waters and will occasionally be far from shore. To answer these security concerns, a maritime safety agency has been created, and every ferry will have guards on board. Regular patrols will also be conducted throughout the Caribbean both by the Maritime safety agency and by the UCS military, which will watch for any type of pirate activity and allow a rapid response to any security threats.

With the expansion of ports around the country, effort is being put in to create a merchant fleet to take UCS goods around the world. A dozen ships are already under construction, with plans to fund the construction of another dozen underway.

Highly classified
The UCS military has begun project eagle eye which will be the the installation of the national radar and anti-missile defense system. It will also in time come to incorporate anti-air defenses. The defense system will use the most advanced AESA and PESA radar systems available, with A fast and continual tracking system to track incoming missiles and aircraft. Installation of the Carribean anti-missile system (C.A.M) is also underway. Based off the Russian A-135 missile defense system the C.A.M system will be able to track, engage, and destroy both long range and short range missile attacks. It will be capable of engaging nuclear and non nuclear threats. The C.A.M sites will come with their own AESA radar tied into the system, incase of the event communications go down so C.A.M will still be able to engage threats independently. However, when communications are available, a system connecting all the C.A.M sites will be used to coordinate anti-missile defenses, as well as provide UCS aircraft with intel on detected aircraft.

With the shipping infrastructure nearing completion new plans are being laid out for repaving and expanding the roads of many of the larger Islands. This was all in an effort to bring the national economy and infrastructure to a modern day standard.

A cyber defense division has been established, and will be responsible of defending the nations cyber infrastructure, both military and civilian.

The Nation has recently signed into the NWO, the first treaty the nation has signed after its long period of isolationism. The question now is will this be the first and last treaty the nation signs, or will we see an end to the isolationist foreign policy that the UCS has adopted for the past year or so. 

 

In other news, a national stock market has been created, with many large corporations, private and public, getting involved. Economists predict it to grow rapidly and become a strong factor in the UCS economy within the coming months.

After hard work, the completion of the UCS navy has come. And not a moment to soon, with potential hostilities erupting in Greenland these ships may soon find themselves in combat situations.

With a high risk of the ongoing conflict spreading to the Americas, defense plans have been kicked into high gear. The first step is the establishment of The Caribbean shield, a defensive line of Anti-ship, anti-air, and anti-missile systems across the many islands of the nation. It will cover every entrance into the Caribbean, excluding the Panama canal, and will be tied into Eagle Eye and the OTH radar system, which will monitor all traffic in and around the Caribbean. These defenses would be backed up with constant air and sea patrols, aswell as a SOSUS system. Nothing would be able to move in or near the Caribbean without us seeing it.

Trinidad and Tobago [1/7]

As troops landed they would face little resistance, infact the people of the islands would barely notice a change at all. Working with local authorities they would ensure the transition of governance went smoothly. The first step was to bring electricity and running water back online if it had gone down anywhere.

For the time being a temporary Government was set up, and would run the island until it was determined wether or not the people wanted to be join the UCS or pursue sovereignty. But for now, ensuring the safety and quality of life for the peoples of the islands took top priority.

With war raging in the Atlantic the UCS military was growing more and more concerned. Defensive positions the were set up would be reinforced and security heightened. Escorted Awacs and patrol aircraft watched the Caribbean and mid-eastern atlantic carefully, it was better to be safe then sorry.

A force of 50,000 soldiers, accompanied by 5 fighter wings, Awacs, and maritime patrol craft would make its way into South America and secure the lands from Colombia to the lands of the recently fallen UGR. While there were no plans to annex these regions, there was a sense of responsibility to make sure these lands didn't fall into the hands of foreign, and potentially hostile, nations that coud threaten their interests in the Caribbean.

Hopefully one day soon they and others of South America will once again rise and form their own nation. But for now, the lands from Colombia to the recently fallen UGR are under UCS protection."

Trinidad and Tobago[2/7]
With basic infrastructure up and running, daily life went back to normal for the people's of the two islands. The next step was te secure the UCS presence on the in the islands. OTH radars that had been constructed on the island were brought back online, and the island would be incorporated into the Caribbean shield. This effectively completed the defense to cover every possible entrance into the Caribbean via the Atlantic, and would also help to defend the South American lands recently placed under UCS protection. Permenant air and military bases would be constructed on the islands, and would be able to accommodate up to half the nations army and air force if need be. Meanwhile, voting was underway to gauge the publics interest in annexation into the UCS, the results of which were to be announced soon.

Trinidad and Tobago [3/7]
The vote has concluded with an 83% majority in favor of being annexed into the UCS. Upon annexation the islands of Trinidad and Tobago would brought in as the 6th state of the nation, and the nationsl congress will have an election in the Islands to determine who will be representing them.
In other news, there has been a reported rise of pirate activity around the islands, aswell as along the coasts of the UCS south american protectorate. Coast guard patrols have been heightened in these areas to investigate these claims.

Trinidad and Tobago[4/7]
Congress has voted and approved the anexation and admittance to statehood of Trinidad and Tobago. Campaigning for the state congress representatives is well underway, and once completed will formally enter statehood. The Islands have also been incorporated into the national ferry network. In other news, the claims of pirate activity have been proved true, and several altercations between coast guard and pirates have been reported. Commander Anderson, leader of the Trinidad and Tobago coastal patrol unit, reports that the situation is under control, and the threat is being dealt with.

It was a perfect day though Marco as he stepped out of his limousine, his tie flapping in the breeze coming off the ocean. Ten minutes later he stood in a confrence room inside the capital building in Havana, surrounded by reporters and cameras.

"I am proud to announce the formation of the United Caribbean States, and as her first president, hope to lead this new country into a new era of peace and prosperity."

The new nation would consist of five states Cuba, Jamaica, Hispaniola, the Bahamas, and Puerto Rico which would each have two senators making up the senate. A house of representatives would be made up of Reps from every island with a population of 50,000 or more citizens.

Trinidad and Tobago (5/7)
Thus far the crackdown on pirate activity has shown to be quite effective, what few pirates remain now in hiding. A large stockpile of weapons was discovered the other day in a large raid on a pirate stronghold. Evidence is suggesting that a third party had been supporting the pirate activity, which is causing alarm amongst government and military officials. Nevertheless, pirate activity is at an all-time low, the Caribbean sea apparently returning to the safe shipping passage its been for the past several years.

Trinidad and Tobago (6/7)

With no more reports of any type of pirate activity the past few weeks, security is being lightened, but will remain at a higher alert for the time being. Full scale investigations are underway to determine who exactly it was supporting the pirate activity.

Elections have just come to a close, and the representatives for the new state will be announced shortly. Once they join congress to sign the papers of annexation it will become official.

Bermuda (semi-classified)
After holding a mass vote on the island, the people have decided not to be annexed, but instead remain under UCS protection until a time that they decide their future. The government will respect their decision, and will take steps to ensure the island be protected. OTH radars will be constructed, increasing the range and site of Caribbean Shield to the North, increasing the ability for a rapid response. Permanent air, sea, and land bases will be constructed aswell. Of course every step would be taken to ensure the peoples lives proceed normally, and they would be treated as UCS citizens.

A defensive network is being placed around the many islands of the nation, aswell as along the Panama Canal. This network wuld be known as Caribbean Shield, a set system of OTH and Aesa radars, aswell as a SOSUS system to detect both naval and air threats. A strategically placed system of AA positions and anti-shipping positions would be prepared to engage any threat that dared to try and enter the Caribbean. The network would be tied into military satellites as well as Command and control centers around the many islands, to be able to coordinate with other parts of the military particularly the navy and air force to allow the quick and decisive engagement and removal of potential threats. Lastly, all defensive positions had their own radar, aswell as a telegram line connecting all the defense and command and control centers, ensuring that no electronic warfare would be able to shutdown the entire defense network.

A national ferry system has been established, allowing an easy and cheap way for citizens to travel the islands. Each ferry would have guards onboard to ensure safety while out at sea.

(Trinidad and Tobago 7/7)
Juan Batista has been announced the representative if the Island's, and has joined the UCS congress for the first time. He has signed the document making Trinidad and Tobago an official province of the United Caribbean States, and much celebrations are being held.
In other news, a situation is developing a few miles off the coast of Trinidad. A ferry had issued a SOS transmission and UCS coast guard is closing in on their position. The Coast Guard has refused to answer wether the situation is connected to the recent pirate activity or not.

Like the Panama canal, the canal would be incorporated into The Caribbean Shield. With both canals firmly in UCS hands, the UCS, for the first time, has completed the original goal of securing the Caribbean of outside imperialism. So the question is, what now?

Juan walked out onto his balcony, looking out at the tall buildings of Havana, shining in the dark night. He smiled, breathing in the ocean air. "We did good, we built all this. Made this all possible." Alex walked out onto the blacony. "That was you, you made all this possible." "I just fear its all going to be ripped away from us. Neutrality has worked so far, but its a very different world now."

The UCS hasn't just been sitting on its ass these past years. Instead its policies towards neutrality has allowed the nation to work in secrecy. Thanks to samples gathered from Juan and the others of his kind, genetic research has surged forward. This has allowed genes from the samples collected to be reproduced and administered, to those who volunteer. This was far from all the nations advancements, however. Nano technology has given the nation near perfect health. Reusable, non-polluting power sources have been invented. Advances in sonic technology has given new tools to the police, though crime is largely unheard of.

Military technology has also pushed forward. Advanced sensors and radars watch the skies for threats. Caribbean Shield has been upgraded to new advanced air defenses. Laser defense systems could destroy incoming missiles, Advanced AA could fire high speed missiles to take down the highest and fastest flying aircraft. Network systems connected all defenses together, giving perfect coordination and near instant responses thanks to advanced AI technology. In the unlikely event the network was down, each defense installation was capable of operating independent aswell.

Advanced camouflage technologies and stealth features have made detecting UCS aircraft very difficult to detect. The most advanced piece of weapons technology is the sonic bomb, a weapon that allows an aircraft to emit a powerful frequency, that will incapacitate and kill those who hear it. The spund capable of going through building and being emited over a large distance from the air would be able to devastate entire battlefields before the fight ever started.

The UCS had developed into a very advanced state, and the nation was confident in itself. The nations policies towards neutrality kept the nation out of war, and her strong military prevented war from finding her.

A force of 10,000 soldiers would make its way to the island of Bermuda, intent to place it under UCS protection. Bermuda had been tied to the UCS for many years, and only left the islands during the last great war. But with the Americas being threatened on all sides, Bermuda was of strategic interest to the UCS. Once landing in Bermuda temporary Air and sea defenses were set up. The old UCS radar installations, including OTH and Aesa radars, aswell as SOSUS positions would be brought back online. The radars had been left largely intact, and very few repairs were required.

Imperialism is everywhere, closing in on the Americas like a vice. The failed American summit has only solidified the belief that the UCS could only rely on itself to protect its corner of the world. To ensure this, the Marco Doctrine has been written and passed by the Senate. Much like the Monroe doctrine, the Marco doctrine was created to defend against Imperialism. Unlike the Monroe doctrine however, the Marco Doctrine covers a far smaller area. The Marco doctrine forbids expansion from outside powers into the Caribbean. The regions protected under this doctrine, as it currently stands, are Colombia, Venezuela, Guyana, Suriname, French Guyana, the entirety of Central America, and Mexico with the exception of the Baja peninsula. The inclusion of Mexico to the Doctrine was cause for some debate, not actually being directly connected to the Caribbean. But with its cultural and historical ties to the rest of Latin America it was ultimately decided that Mexico would be included.

The real purpose for the Marco Doctrine was hidden from the public. Plans were being drawn up for future expansions into Cental and Northern South America. Mexico would be left untouched, however. The inclusion of Mexico to the Marco Doctrine was to keep the increasingly aggressive California Republic out of the UCS's backyard, especially with their claiming to be the successor of the collapsed USA. It was vey possible they would choose to pursue old territories of the USA, such as Puerto Rico, since similar situations are already happening in Oregon.

(Basically its not a protectorate, its just going to piss me off ICly if you expand into the region :P)
