Muscovite General Actions and Movements

Administrative Reforms:
 
Tsar Mikhail Romanov issued a series of ukases aimed at improving the efficiency of the Muscovite state in regards to its administration and governance.
 
Firstly, the cumbersome-named His Imperial Majesty's Chancery was renamed the Personal Chancellery, and its departments and bureaus rearranged (with redundant ones pruned). All personnel were ordered to undergo stringent employment evaluations; these who did not meet the new criteria, were found to be negligent or otherwise corrupt, or engaged in illegal actions in the workplace would be summarily fired. Moreover, the Chancellery will be chaired by the Prime Minister, who will be responsible for the Tsar's personal appointments and finances.
 
Secondly, a new institution was created: the Imperial Ruling Council. Consisting of at least fifteen appointed members with exceptional skills and ambitions, the Council will be tasked with overseeing the daily administration and governance of the Tsardom, and will have the authority to govern the country on the behalf of the Tsar if necessary (including exercising their powers). It will work with the Privy Council in matters pertaining to the Imperial throne, and state, constitutional, and national security issues.
 
Thirdly, employment evaluations were ordered for all Ministries. Employees who did not meet the new criteria, were found to be negligent or otherwise corrupt, or who engaged in illegal actions in the workplace would be summarily fired. Likewise, any offices, departments, bureaus, and even ministries found to be "inadequate" in the execution of their duties and responsibilities would be rearranged or dissolved, and their personnel laid off or reassigned somewhere. Following the initial evaluation periods, a new Ministry would be established: Internal Oversight. It would be responsible for the facilitation of efficient interaction, coordination, and cooperation among the Ministries, and would have the power to investigate any "excesses or abuse of power", and to remove Ministers and subordinate officials.
 
Next, all governorate-level governors (Governor-Generals, Viceroys, and Emirs, but not Electors) were given increased powers over their respective provinces. This included, but not limited to overseeing the provincial bureaucracy, maintaining governorate-level cabinets, appoint or dismiss most administrative officials, and commandeering militias and military units stationed within their provinces in accordance to orders and instructions from the Joint Strategic Commands, and on behalf of the Tsar and the Defense Ministry. This increase in power would be proportionate to the increase in accountability; the governors would be directly accountable to the Tsar and by extension the Ruling Council and the College of Governors for their actions.
 
In turn, the College of Governors was established to provide education and training to aspiring and prospective Governors. It will determine the agenda and curriculum of governorate academies across the Tsardom, and will function as a national convention where governors are appointed to their positions. The College will also have the authority to remove corrupt or incompetent governors from their positions.
 
Finally, the ISB, Muscovy's new secret police, would be placed beyond the jurisdiction and purview of the nation's government institutions and made directly responsible to the Tsar and by extension the Ruling Council on their behalf. It would be imbued with funding and resources "appropriate for the job". Within the ISB, the Holy Inquisition was formed to serve as the agency's "combat arm."

Fortification of Donetsk and Luhansk:
 
As per standard defense policy, the national defense project was extended into the provinces of Donetsk and Luhansk. Existing airbases, airfields, and other relevant bases would be evaluated by military inspectors, while new ones would be constructed in strategic locations; the same went for onground and underground military bases. Military engineers and experts would begin work on an underground defense system alongside the Donetsk coast, putting machine-gun and anti-tank gun emplacements in place. 
 
Fixed and mobile aerial defense systems (including but not limited to artillery emplacements, anti-personnel mortars, and TELs) would be moved into strategic positions, including the Donetsk coast. Existing 40mm guns would be upgraded whenever possible, and obsolete ones would be replaced by new versions. Existing RADAR installations would be upgraded by engineers, while new ones would be constructed across the two provinces. The same went for a SOSUS system in the waters adjacent to the Donetsk coastline; RADAR transmitters, and sonar arrays and platforms would be established in place, and so would an extensive system of naval thermite mines.
 
Hundreds of remote-controlled thermite mines would be constructed alongside the Donetsk and Luhansk border, and the Donetsk coastline as well, along with control stations at fifty-mile intervals. The minefields would be configured in a way as to resist demining attempts.

Viceroyalty of South Russia dissolved, victim of corruption:
 
As part of the ongoing administrative reforms, the autonomous Viceroyalty of South Russia (VSR) and its institutions was dissolved by the Ministry of Internal Affairs following evidence of massive corruption by VSR officials, and powers restored to the southern provinces. Investigation conducted by several committees in the State Duma and State Council found that VSR officials colluded to divert state funds earmarked for regional development (such as construction of new roads, railway upgrades, new equipment for local police forces, and so on) for their own use, and that mismanagement by top-level officials in several sectors (such as electricity and oil) had adverse effects on the region's development. The region's tax-exempt status was revoked, and the Imperial Taxation Bureau began preparations to collect taxes in the southern provinces for the upcoming fiscal year (with select VSR officials being required to pay back the money they had pilfered from the state, as well as having their assets confiscated and being arrested if they failed to comply).

Oversectors created:
 
At the recommendation of Governor Wilhuff Tarkin, and with the support of Prime Minister Vladimir Putin and other high-ranking government officials in the Imperial Ruling Council, the Privy Council, College of Governors, and the Ministry of Internal Affairs, Tsar Mikhail issued an ukase elevating the existing administrative districts into a new, highest-level administrative system: oversectors. The oversectors were to encompass several governorates, viceroyaltes, emirates, and imperial cities, and would be headed by a High Governor (formerly plenipotentiary-generals). The authority of High Governors, which would be tasked with the supervision of the regional bureaucracies, enforcement of laws and regulations, maintenance of public order, and command of military units, would supersede that of regular governors and other local authorities. The new oversectors, along with their components and administrative centers, are as follows:

Border security zone established:
 
ISB Director Alexei Kropokin issued a decree establishing the Border Security Zone. In the zone, extending up to 20km (12 miles) alongside Muscovy's borders in peacetime, and up to 50km (31 miles) in wartime, economic activity and access could be restricted by the ISB at its discretion. Moreover, the decree allowed the secret police to delimit the zone without coordination with local, provincial, and oversector authorities, and to conduct warrantless searches on citizens living there. A special permit issued by the local ISB office is required for non-residents, foreigners and Muscovites alike, to visit the Zone, and citizens living inside the zone are required to possess a residence permit (propiska) to remain there.
 
The Border Troops began implementing and enforcing the decree, establishing checkpoints and roadblocks on roads crossing through the zones and on outskirts of cities and towns within. Select locations such as St. Petersburg and Novorossiysk were, interestingly, exempt from the decree's provisions.

At the orders of Prime Minister Putin, several corrupt high-ranking officials from the Ministry of Emergency Management were thrown to the bears somewhere in northern Muscovy.

"We, Maria I de România, R.R. wish to congratulate Russia to this clear stance against corruption within the government. Additionally, we are happy to see that the Russian bears are cared for. To know his bear friends have not to go hungry even brought joy to our dear pet bear Teddiescu."

Expansion of the Ultranationalist Party:
 
Despite his bombastic announcement, the establishment of the Ultranationalist Party made Markov more than a little anxious, not least because he expected retribution from the Muscovite government. After all, had his party's platform not called for the reformation of the USSR in all but name? Hence his utter surprise when he received a letter from the Electoral Registration Commission saying that his party had been approved and were now eligible to participate in elections at all levels. His contingency plan to have the Ultranationalists go underground and fight an insurgency in the event of a government clampdown would be filed away, for now.
 
Still reeling from the unexpected stamp of approval, Markov proceeded to work on expanding his party to the rest of the country, as was outlined in detail at the party's first conference. Starting with Tver and moving on to Moscow, St. Petersburg, and several other cities, Ultranationalist members would form party charters, and begin aggressive recruitment efforts (with fiery speeches, enthusiastic word of mouth by members, eye-catching posters, dramatic slogans, bombastic websites, and so on). This, however, would be slow at first, ranging from several dozens in Moscow to several thousands in Tver, mainly due to the high popularity of the Tsar's government in Moscow. Even so, Markov wasn't discouraged, and he would order his party associates to intensify their enlistment efforts on their voter base: the working classes, labor unions, youth, and to a smaller extent, the intellectuals and academics. Slowly but surely, the Ultranationalist member base would grow over time. Markov was a patient man.
 
In the meanwhile, the Ultranationalists would be funded through member dues, other contributions, and from the wealthy Markov's personal account as well. They would also receive funds through unsavory, and outright illegal, means such as arms dealings, drug trafficking, human trafficking, and money laundering, to name a few. Markov would also reach out to the Russian Mafia for support as well, such as the Solntsevskaya Bratva, the largest and most powerful crime syndicate in Muscovy. Markov, of course, would take great pains to conceal his and his party's role and involvement in the aforementioned criminal activities; even the ISB itself would be hard-pressed to find any dirt on Markov.
 
There was much work to do.

General Vyacheslav Pallaeon stood in front of a podium overlooking a spacious room that was the Briefing Room, located at an underground level beneath the Kremlin. With approval of His Imperial Majesty Tsar Mikhail, and Defense Minister Sergey Shiogu, he had convened a special conference and summoned senior military officials for this purpose.
 
Once the officials gathered in the room, Pallaeon gestured them to take their seats, and clicked a remote activating the LED screens that were displayed around the room. It depicted the regions adjacent to the Urals mountain range. The regions colored in gray were the regions that would form the topic of discussion.

"Ladies and gentlemen, as you are well aware of, you were called upon here for a purpose, a mission if you will," Pallaeon began, his voice cascading across the silent room. "What mission? It involves the region that you see on this screen," he gestured at a large screen next to him in the front of the room. 
 
"For years, the Tsardom had been expanding piecemeal through the voluntary initiative of local inhabitants, and had intervened several times to restore order in conflict-ravaged areas, such as Kostroma. Now, we had been monitoring the situation there through our intelligence networks, and to say the least, the results were...less than stellar. It seems that various factions had been waging a terrible war for control over the region's population and resources, and the costs had been staggeringly high. We had hoped the maelstroms of war would dissipate, but this seems not to be the case anytime soon. We weren't in the position to end such bloodletting, but we are now, and we will not let it pass.
 
Pallaeon sent plans to the assembled commanders through his PDA. 
 
"The plans that you are now reading outlines what is officially known as Operation Chimera. This particular operation describes in detail the deployment of the Imperial Military into the regions not merely to restore law and order with the goal of restoring peace and prosperity to the affected peoples, but to incorporate them into the Tsardom so that they can enjoy them for eternity. After all, had not our peoples banded together form the nucleus of a stable community that progressively evolved into a nation-state in the aftermath of the Great Apocalypse?
 
"Operation Chimeara will be divided in parts: Operation Daedalus will secure the lower half of the region, mainly the securing of major urban centers such as Samara, Ulyanovsk, Kazan, and Izhevsk and their respective surrounding regions; command will fall to the 3rd Army under General Arkady Kuznov. Operation Sentinel will be the securing of Perm, Kirov, Syktyvkar, and other cities in the northern half of the regions; command will fall to the 5th Army under Svetlana Ivanova. Operation Nordwind will be the securing of the Novaya Zemlya archipelago in the Barents Sea; command will fall to the 3th Corps under General Vladimir Trevelyan.
 
"See that your respective orders are carried through to the fullest. This will be all, ladies and gentlemen. Godspeed." With this, the military officials filed out of the room to issue the orders to their command posts.

Due to the country being in a state of emergency that had never been lifted, and the meticulous planning by oversector governors and joint strategic commands, preparations for Operation Chimeara went smoothly for the most part. Transport aircrafts (such as Antonov An-22 and An-124) and vehicles would be fueled and readied, and the same went for their combat counterparts. 
 
The 3rd Army would consist of two Corps (which in turn consists of 5 divisions each) equipped with T-99 main battle tanks, BMP-3 IFVs, BTR-82 APCS, MLRS, light and heavy artillery guns, Tunguska SPAAGs, and mobile SAM launchers equipped with short-, medium-, and long-range SAMs and other types of ballistic missiles. The 31st and 32nd Divisions would make its way, via land and air, to Samara and Ulyanovsk, and secure them and their surrounding regions and dispose of any resistance. 33rd and 34th Division would do the same for Kazan and Cheboksary, travelling from Nizhny Novgorod; and the 35th and 36th Divisions for Izhevsk and its surrounding areas on land transports (after travelling through Kazan) and air transports. The 37th through 40th Divisions would play a supplemental part and maintain order in the liberated regions; paratroopers from the 3th and 4th, for instance, would airdrop into Izhevsk and nearby towns to secure a foothold for when they would link up with their counterparts.
 
The 5th Army's task was more trickier, due to the distance involved and the cold weather. Nevertheless, it's ten divisions would embark upon their tasks, lifting off from their bases in Vologda and Arkhangelsk toward their destinations. The 51st and 52nd divisions would secure Perm and Kirov through the airdropping of paratroopers; the 53rd through 56th divisions would do the same for Syktyvkar, Kotlas, and Ukhta. The 57th through 60th would play a supplemental part and help maintain order.
 
The 3th Corps, consisting of two divisions, would make its way abroad transports to Novaya Zemlya, and nearby islands such as Vaygach and Kolguyev Islands. The 14th division would do the securing part, while the 15th would do the supplementing.
 
Throughout the operation, up to ten squadrons of Su-27 fighters, MiG-29 fighters, and MiG-31 interceptors, along with E-3 AWACs, E-8 JSTARS, refuelers, UAVs, and UCAVs (only in warmer regions in the southern regions) would escort the expeditionary armies for protection.
 
Overall, over 220,000 troops would partake in Operation Chimeara, with 100,000 in the 3rd Army, 100,000 in the 5th Army, and 20,000 in the 3rd Corps.

Operation Chimeara was progressing well so far. 
 
The 33rd and 34th divisions of the 3rd Army had entered the cities of Kazan and Cheboksary, and used their weaponry and equipment at their disposal to overcome resistance by local militia units; artillery and MLRS would be used to great effect, while tanks, IFVs, and APCs provided to be instrumental in overcome resistance. Locations of interests, such as the Kazan International Airport, would be secured in relatively working condition, and used to bring in reinforcements and supplies. The same went for the 31st and 32nd, which went on to secure Samara and Ulyanovsk after some particularly fierce fighting; the 31st along with the 37th, for instance, sustained serious casualties while attempting to liberate the Ulyanovsk government building from the militants, triumphing in the end. The 35th and 36th fared better, encountering sporadic resistance on the roads leading to Izhevsk and its surrounding towns and villages; some isolated militants put up a fight but were swiftly overwhelmed. Izhevsk's strategic locations such as its main airport would be seized and secured with the assistance of paratroopers from the 4th. When elements of the 38th and 39th reached the eastern border and began establishing makeshift (and fortified) border checkpoints, Operation Daedalus was deemed a success despite its difficulties.
 
As for the 5th Army, the 51st and 52nd divisions would reach the cities of Perm and Kirov after several hours of flight through cold weather. Paratroopers clad in winter clothes would airdrop into both cities, securing their main airports. Shortly, ground combat troopers would move into the rest of the cities, overcoming any local resistance with overwhelming firepower from their advanced weaponry and heavy equipment, assisted by the supplemental forces from the 57th through 60th. Army engineers would go to work repairing any damages at the airport and other infrastructures (such as electric generators, power plants, roads, etc). The 53rd and 54th secured the city of Syktyvkar, the 55th Kotlas with the assistance of the 58th, and the 56th Ukhta with the assistance of the 59th. Lastly, elements of the 59th and 60th reached the eastern borders and established hardened border checkpoints, indicating that Operation Sentinel was a success.
 
Far north, the 3th Corps encountered virtually no resistance when they touched down at Novaya Zemlya, Vaygach, and Kolguyev after a several hour's journey from Vologda and Arkhangelsk. The 14th and 15th thus were able to secure the islands and lay the nucleus of government administration. As with the other operations, Operation Nordwind was a success. Approximately 220,000 troops were firmly in control of the regions and would begin the process of establishing order and governance.

Throughout the regions, Army troopers, assisted by Muscovite and local auxiliary police, began establishing order and governance - more like ruthlessly stamping out any remaining militant units that continued to fight on. Martial law was proclaimed; in the major cities and towns, security checkpoints and roadblocks were set up in strategic locations, particularly in roads leading to and from them. Crime and other actions detrimental to public safety would be dealt with severely, and public assemblies exceeding three members were strictly forbidden. As a security precaution, a "Border Quarantine Zone" was set up alongside the eastern border, in which Army troopers, auxiliary police officers, and border guard officials began implementing and enforcing closures, and inhabitants residing within the zone were not allowed to enter or leave without special permission from the local military commandant's office. To establish the framework of future civilian governance, civilian Governors were dispatched by the College of Governors to the major cities to oversee the enforcement of laws and regulations, maintenance of public order, and administration of the local bureaucracy alongside military governors. Finally, the ISB began moving into the regions, establishing "field command offices" in the major cities and towns, starting with Kazan, Samara, and Perm, and went to work in suppressing "anarchy and disorder."

In Muscovy itself, the Ultranationalist Party had been slowly but surely expanding its tentacles. Party membership, although slow at first, began to slightly accelerate from dozens to tens of thousands (at the least). It drew its strongest support from most of the working class and youth organizations in its headquarter city of Tver, and surprisingly, from a growing number of workers and sailors in St. Petersburg. At the second party conference, held this time in Voronezh, Markov decided to establish a more centralized party structure: regional branches of the Party would be established all over Muscovy, in which each political region (mirroring the provinces) would be led by a Regional Leader. Each Leader would be tasked with running party affairs at the regional level, overseeing subordinate party officials, planning and conducting electoral campaigns, raising campaign funds, and so on. In turn, each political region would consist of political districts headed by District Leaders. These branches would be responsible to a central party administrative body: the Central Committee, which would implement and enforce agendas determined in the Voronezh party conference, as well as making day-to-day political decisions.
 
The steady expansion of the Ultranationalist Party increasingly drew the concerned attention from Muscovite government officials, particularly the ISB. Although Director Kropokin had wanted to "nip it at the bud", he was unable to do much about it, mainly because the Ultranationalists had not committed crimes or other violations, and any attempts to gather information on them were proving to be more difficult than expected. He would order the ISB to continue observing the Ultranationalists and to intensify efforts to uncover any dirt on the organization, especially its leader, Markov.

The 'pacification' continued unabated, with Muscovite troops pressing their advantage against the dwindling militant groups. Kazan was the first city to be declared 'pacified' when the last of the militants there surrendered, and the onerous restrictions were eased a bit; in the meanwhile, Perm and Izhevsk, among others in the north, were over half 'pacified', with furious firefights raging in many parts of these aforementioned cities. Guerrilla attacks by the militants would be countered by counter-guerrilla tactics. The ISB were waging their own 'offensives' in the pacified areas in cities and towns, conducting several dozens of arrests; some were executed by firing squad without the right to trial, but most of them were detained in vacated jails, prisons, and even private dachas that doubled as ISB holding cells, where they were subject to marathon 'special physical education' sessions.
 
As the militant scourge receded away, an army of military engineers would proceed to perform evaluation work on the regions' infrastructure in liberated areas (alas, far away from the fighting), such as roads, railways, bridges, airports, airfields, power plants, dams, electrical grids, pipelines, reservoirs, pumps, and so on. Depending on the amount of damage sustained, the subsequent repairs would either take relatively little time or take significant time and resources and stretch for years. Likewise, military personnel began moving into functioning bases and installations, while engineers would begin work in putting damaged or destroyed ones back into commission. In safe areas, large amounts of cargo trucks crammed full of food, supplies, equipment, clothing, and other necessities would begin filing into the major cities and towns, where they would be distributed to the local inhabitants or shipped to stores.
 
Military personnel and first aid workers from the Ministry of Emergency Management, and Civil Protection Bureau personnel weren't the only one passing out food, supplies, and equipment to the afflicted peoples; Ultranationalist operatives began filing into the cities and towns throughout the regions, where they promptly began humanitarian efforts, organizing soup kitchens, clearing the rubble from streets, rebuilding schools, and generally providing disaster relief. Some of them even worked as auxiliary police, assisting military troops and local police officials whenever possible. Along the way, they would work aggressively to recruit new members from among the locals, knowing perfectly well that their destitution and suffering made them particularly susceptible to radicalization.

The increasingly lack of communication from the neighboring Crimean Khanate had drew the attention of Foreign Ministry officials, who had initially thought it to be some communications blackout instituted by the Crimean government. When the Muscovite ambassador in the Crimean capital of Bakhchisaray sent them reports on the actual situation there, and after further attempts to contact the Crimean government failed, and surveillance reports confirmed it, the Foreign Ministry concluded with a heavy heart that Crimea had, indeed, collapsed.
 
At instructions from the Defense Ministry, Stavka issued orders to deploy 20,000 troops and personnel to the peninsula. Consisting of mainly rapid reaction forces, the peacekeepers would be flown into the major cities and towns across the peninsula. Two squadrons of MiG-29s and MiG-31s, along with gunships, would escort them for aerial protection. Special attention would be placed on strategic locations such as government buildings, military bases and installations, and critical infrastructure points. Weapons and equipment stockpiles in the military bases would be secured and sent back to the Tsardom for secure storage. The Bureau of Crimean Affairs was reestablished in the Ministry of Protectorate Affairs (MPA) as administrators were dispatched to the Crimea to assume administrative and operational control.

The Romanian state would like to inquire what Muscovite troops are seeking on Crimea and what Muscovite intentions regarding Crimea are. Given the Black Sea is of extreme importance to our country, any change in the status quo in the Black Sea, which changes the balance of power, taken uniliterally and without consultation of Bucharest will be seen as a heavy affront to our country and as a threat to our security. While Romania has deep respect for Muscovy, we do not appreciate Muscovy expanding further westward into our region and would hope for clarification.

Muscovite troops and officials are in the process of reestablishing a protectorate over the Crimea. We have held the Crimea as a protectorate prior to its independence as the Crimean Khanate, and we are executing standard policy of reestablishing protection over the region upon its collapse, as we have stated in our statement to Crimean independence. Romania is welcome to provide assistance if it so wishes.

Romania shall accept this offer and send units to assist in protecting the Crimean peninsula and oversee that the rights of the local population are protected. We would hope however that any future change in the status quo of the Crimea, be first discussed with us, so that our security personel does not have to deal with nasty surprises.

At the same time, 3 infantry divisions soldiers of the Romanian army would be deployed in the Crimea, as well as two corvettes, which would now be docking in Sevastopol, protected by Romanian soldiers. Every now and then, these ships would patrol the coastlines, just to make sure everything was alright. The two frigates meanwhile were withdrawn to Constanta.

The regions were mostly pacified, with the militants reduced to scattered, isolated 'holdouts' in mainly rural areas. In the major cities and towns, martial law was considerably scaled down as military governors began preparations to transfer full powers to the Governors. Major civilian airports, for instance, would be placed under the sole control of the Ministry of Internal Affairs for the time being while undamaged military bases went under the Defense Ministry's purview. Likewise, the "Border Quarantine Zone" along the eastern border was officially transferred to ISB jurisdiction and accordingly incorporated into the Border Security Zone (BSZ).
 
In the meanwhile, several new provinces would be created and governors (some of which were Ultranationalist sympathizers) appointed there: the Perm, Samara, and Simbirsk (formerly Ulyanovsk) Governorates; the Duchies of Chuvashia, Komi, and Udmurtia; the Emirate of Tatarstan; and the Viceroyalties of Mari and Vyatka (formerly Kirov). They would be organized into the new Eastern Oversector, centered in Kazan. Argus Kaine was appointed High Governor and dispatched to Kazan to begin organizing the Oversector government there. The northern regions such as Nenets, and the islands of Novaya Zemlya, Vaygach, and Kolguyev would be placed under the administrative control of the Komi Duchy pending final review by Moscow. In a secure directive to Joint Strategic Commands, Stavka would order a strategic review on the composition of troops, personnel, and equipment currently stationed in the regions.
 
In the meanwhile, Ultranationalist members continued their humanitarian efforts throughout the new Oversector, recruiting new members, and winning over the minds and hearts of the local populace.

With the militants all but wiped out (only a few dozens were still holding out in rural areas, with their numbers and ammunition rapidly dwindling in the face of unrelenting assaults by the well-equipped Muscovite troops), High Governor Argus Kaine issued an ukase repealing martial law in his oversector. "The militant scourge that had once plunged the people into an unending state of terror and privation are no more," Kaine stated in a speech in Kazan. "Now the time has come for the region to enjoy the peace and prosperity that it has been denied for so long." The Fundamental Laws would be fully applied throughout the oversector, with every provinces within it being required to draw up their own charters in compliance with the Fundamental Laws. Where troops had been responsible for policing and law enforcement, such tasks would now fall upon Kaine's formidable oversector security forces, along with provincial and local law enforcement apparatuses.

In the Eastern Oversector, High Governor Argus Kaine was busy working with officials from several Ministries, particularly Economic Development, Finance, Industry and Trade, and Regional Development, as well as his own regional bureaucrats, to develop an economic development plan that would take into account the local economic conditions and interests of the local populace there.
 
Public and private funds and capital would be channelled from the Finance Ministry and the Chamber of Commerce into the region, though regional development funds, to assist small to large business owners jumpstart their businesses. A number of development companies would be established in Kazan, Perm, Izhevsk, and other cities to invest in such businesses, and oversee their growth and development. Strict labor and environmental standards would be implemented and enforced. 
 
To facilitate the growth of business, encourage domestic and foreign investment, and stimulate the circulation of funds, capital, resources, and products throughout the region, new highways, roads, and railways would be built, and existing ones upgraded to high Muscovite standards whenever possible. A special economic zone was proclaimed over the Oversector, in which a myraid of taxes would be reduced for a fixed time period and provincial and local authorities would be granted considerable fiscal autonomy (including but not limited to instituting tax breaks).

Infrastructural expansion in Arkhangelsk and eastern Vologda:
 
As in the Eastern Oversector, infrastructure improvement projects would be ordered in the Arkhangelsk and eastern Vologda regions. To begin with, the National Highway Commission would begin overseeing the expansion and upgrade of the highway system in the two regions, in conjunction with oversector, provincial, and local authorities. Between $200 and 300 million would be earmarked for this project. The same went for the railway system in both regions, in which new ones would be constructed in the major cities and towns, and existing ones either upgraded or expanded whenever possible.

Eastern Military District established:

 

An addendum to the Decree on the Establishment of Military Districts would be issued and published, formally establishing the Eastern Military District in the eastern regions (comprising of Arkhangelsk and the Eastern Oversector). The city of Arkhangelsk would become the headquarters of the new Military District, and a new Joint Strategic Command established as well. As per the Decree, all military units, formations, and establishments within the new Military District would fall under the purview of its JSC, which in turn will report to Stavka. Similarly, eastern Vologda would officially be incorporated into the Northwestern Military District (in which the Vologda Governorate is currently a part of).

Third Ultranationalist party conference:
 
The Ultranationalists reported a membership of some 50,000, an impressive feat given that the party had to organize, determine its agenda, recruit its members, appeal to its target demographics, and overall prepare for the upcoming legislative elections in a remarkably short period of time. It was estimated that at least one-tenths of provincial governors were avowed Ultranationalists, which included Tver's governor and mayor.
 
In a third party conference held in Moscow, founder and leader Imran Markov reiterated the Party's agenda and goals, and emphasized the importance of undertaking "necessary preparations" for the State Duma elections, which would be held in a year's time. In addition to "ruthlessly crush the fascist scum of a nation that is Alvonia", Markov vowed to address the "encroachment of certain Eastern European nations that directly threatened Russia's traditional sphere of influence."
 
"The encirclement of Russia by potentially hostile nations, the daily infringement of Russia's sphere of influence, and the gradual erosion of her sovereignty and independence are simply unacceptable!" He thundered to Party members. Equally as unacceptable, and even more insulting, was the "sheer cowardice" of the Tsar and his Government. "If the present Government continues down this dastardly path," he said, "they may as well dissolve the Russian state!"
 
"Russia must stand strong and proud in the cut-throat world that we live in! No more will she be marginalized by those who pathetically assume the right for themselves to act for their self-interests while oppressing those of others," Markov proclaimed in his closing statements. "Our predecessors did not yield an inch when it came to Russia's interests, and even fought to uphold them, so why should we be the first to do otherwise?"

Kommissazul established:
 
With the approval of the Central Committee, Ultranationalist leader Markov established a praetorian guard unit named the Kommissazul. Chaired by Markov's right hand Vladimir Zakhaev and commandeered by Party loyalist Antonin Vlasov, the Kommissazul will be tasked with protecting Party leaders (particularly Markov) at party functions and events, guarding Ultranationalist property, and representing the Ultranationalists in the Tsardom and abroad. Recruitment of prospective members into the Kommissazul will begin in earnest, to consist of a battalion (at least 1,000 troops).

HIGHLY CLASSIFIED
 
A highly secure report issued by the Defense Ministry to the Tsar and the Imperial Ruling Council through highly encrypted channels indicated that the Imperial Military has approximately 515,586 troops and personnel, organized into around 52 divisions or 5 Armies. Out of the total, 300,000 are on active duty (including 5,000 in the Naval Infantry), and 165,586 in the reserve. Moreover, 40,000 are in the Strategic Rocket Forces and 10,000 in the Spetsnaz (Special Forces). As for military vehicles, the Imperial Military maintains approximately 5,155 tanks in active and reserve capacity, along with 5,155 other vehicles such as armored personnel carriers (APCs), infantry fighting vehicles (IFVs), self-propelled howitzers (SPHs), and multiple rocket launcher systems (MLRS), and so on. The Air Force in turn has 360 aircraft (fighters, interceptors, bombers, support, transport, and electronic warfare) organized into 30 squadrons. Out of the 360 aircraft, 152 were interceptors, 125 fighters, 18 bombers, 24 transports, 24 special operations, and 17 support.

COMPOC established:
 
The Imperial Ruling Council issued an ukase establishing the Commission for the Protection of the Charter (COMPOC). Many, if not all, central law enforcement institutions were incorporated into the new organization, including the Imperial Security Bureau (ISB), the Internal Troops, and the Imperial Police. As something of a consolation gift, ISB director Alexei Kropokin was appointed director of COMPOC. The mission statement of the organization was to promote loyalty and patriotism in the Tsardom, safeguard the Imperial Charter, and overall ensure the continuance of the Tsardom.
 
COMPOC was to consist of several institutions organized in a highly-centralized structure. The Imperial Youth (Impyou) was to recruit prospective youths and imbibe them with Imperial propaganda as to instill in them unwavering loyalty to the Tsar. The Information Bureau (Infobur) was to gather and process massive quantities of data with the goal of monitoring the population. The Improvement Bureau (Impbur) was tasked with coming up with ways to improve the Tsardom, whether it be infrastructural improvements or military fortifications, with the goals of cementing the loyalty of Imperial society and its institutions to the Tsar. The Imperial Force (Impfor) was to serve as the military arm of COMPOC, and to provide the Tsar a personal army of loyal soldiers, and to tighten Imperial control over the military. The Imperial Security Bureau (Impsec), of course, would be tasked with maintaining morale and loyalty among members of the Imperial government and military in addition to executing usual law enforcement and secret police duties.
 
Overseeing all these institutions is the Select Committee (Selcom), which would serve as COMPOC's executive body. Director Kropokin would chair Selcom as per his duties, and report directly to the Tsar and the Imperial Ruling Council.
