You must NOT be in a war or under terms barring you from sending or receiving aid. Don't care anymore.2. If you are a **new or unproven seller**, You must be willing to send the tech first with payment 10 days later. Once completed, deals will continue as normal with money sent first. I am a reputable buyer who has led numerous tech circles in the past. I have NEVER failed to deliver on my responsibilities. But because of being bilked in the past by d-bags, I'm done having to put up with thieves. If you have completed tech deals in your aid screen, money will be sent first.** New or unproven - meaning a nation that is less than 20 days old and nations with no aid slots filled and no tech sent out after money received.
