The Segmentae are the Imperium's primary administrative division. Each is divided into sectors. The sectors in turn consist of subsectors. These divisions and subdivisions are levels forming an administrative hierarchy. Each Segmentum Commander oversees his Sector Commanders, who in turn oversees Subsector Commanders, who oversee the individual Planetary Governors. The higher ranks in this system are usually combined with a basic planetary governorship as well as regional duties.

The Emperor of Persia, Imperial Council, and the Administratum

The Emperor was the Head of State, the Head of Government, and the Commander-in-Chief of the Empire, and had absolute authority over the Imperial Military, the bureaucracy, and the entire Empire and provinces itself. The Emperor had sole power to appoint, dismiss, approve, and supervise the regional governors. The Emperor organized and declared the budget, economy, taxes, and trade, ordered the Imperial Senate into session, dismissed it from meeting at will, declared its agenda, and proposed, rejected, and initiated all Senatorial bills. The Emperor also controlled, supervised, and disbanded the Courts and had the final judicial say. As such, the Emperor's mere word was enough for the Imperial hierarchy to enact his will. Those members of the Imperial government that saw particular favor with the Emperor often saw themselves elevated to positions of significant power.

 

The Emperor could execute, imprison, exile, banish, or confiscate anyone or anything solely on his authority. The Emperor could also issue executive orders, and proclamations with the legal force of law in the Empire, even more powerful than those issued by the Senate. The Emperor supervised, directed, appointed, and dismissed all officials in the government, and created, disbanded, supervised, and directed all governmental administrations, agencies, commissions, and boards.

The Imperial Council

 

 

The Imperial Council is a seventeen-member council that serves as the ruling body of the Empire. The Imperial Council serves as a combined executive, legislative, and judicial branch of the government; in addition, it serves as an advisory board and ensures the smooth running of the Empire. Each member of the Council holds the title of Privy Councilor and controlled one of the seventeen Spheres of Influence within the Empire, making the Council the most powerful individuals in the Empire below the Emperor himself. In cases where the Emperor becomes incapacitated or busy due to his personal studies, the Imperial Council would take over the day-to-day managing of the Empire.

 

A sphere would either have one or more ministers (ministries) answer to it, or would have a bureaucracy under it to ensure its functions. A few spheres also had specific agencies that reported to it, separate from the ministries. These organizations included the Imperial Diplomatic Service and the Imperial Conquest Consolidation Corps.

The Administratum is the administrative and bureaucratic division, consisting of untold millions of clerks, scribes and administrative staff constantly working to manage the Imperium at every level, from assembling war fleets to levying taxes. 

 

Millions of Administratum officials in Persepolis are constantly carrying out population censuses, working out tithes, recording and archiving information, and the million other things that are necessary for the running of the Imperium. Of all the Imperium's divisions, the Administratum is regarded as the least prestigious, but its high ranking members are among the most powerful men in the Imperium, the Administratum is so integral to the running of the Imperium, that without it, the whole Imperium would grind to a halt. As a result, the Master of the Administratum is the most powerful member of the High Lords Persepolis. Many Administratum positions are hereditary; parents pass on their ranks and positions to their children, who continue the work that had occupied the lives of their ancestors. Typical Administratum adepts labour within gargantuan vaults, sitting at logic-engines and can be considered educated by Imperial standards.

 

Like other non-combatant servants of the Adeptus, the members of the Administratum wear a monastic style of dress, their habits varying in colour according to rank and area of responsibility. The basic color for the lowliest scribe is black - higher-ranking members have increasingly lighter shades of grey, and eventually pure white. While the Administratum as a whole is primarily responsible for all logistical operations relating to the civil aspects of the Imperium, one of its departments, the Departmento Munitorum is responsible for the logistics of the Imperial Guard, organising military tithes, troop movements and troop deployment

 

Divisions of the Administratum

 

The Administratum is comprised of innumerable divisions and offices. Each office or department is involved in some specific aspect of administration, including even the administration of the Administratum itself. Most of the divisions are petty and of little interest. Known divisions are listed below:

 

  • The Departmento Munitorum - Oversees the massive logistics and management of the Imperial Guard
  • The Officio Assassinorum - Secretive assassination organization
  • The Estate Imperium - Record keeping department
  • The Historical Revision Unit - Revises historical records that may be 'subversive' to Imperial rule
  • The Officio Medicae - Public health and general medical care agency
  • The Logis Strategos - Intelligence and threat-analysis agency
  • The Tithes Chamber Notaries, sub. Census
  • The Imperial Fleet
  • The Ordo Tempestus - Elite military force that includes Tempestus Scions and Commissars.

Ranks and titles of the Administratum

 

  • The Master of the Administratum, the titular head of the organization
  • Adeptus (or Adept), the title of all members of the Adeptus, from the highest ranking to the most petty of functionaries
  • Prefectus (or Prefect), officers and officials

  • Curators, maintains the ancient records of the Imperium; the rank also requires associated historical and linguistic knowledge

The Imperial Senate (Senatorum Imperialis), the Inquisition, the Adeptus Mechanicus, and the Adeptus Ministorum

Legislative Branch - The Imperial Senate
Members: 1,500 Deputies (appointed from territorial and national districts and from governing bodies of party, union, youth, and other organizations)

 

Besides the name, the organization differed somewhat from its Republican forebear. Whereas the Republican Senate had held both legislative and executive power, the Imperial Senate held only legislative power—though most of this power was in the hands of the Emperor, as he was the overall ultimate authority. Despite such, the Imperial Senate still held limited judicial authority, enough to try high ranking officials in the Empire and, possibly, handle cases tied into the Supreme Court. The Emperor allowed the Senate to provide him counsel in enacting new laws. It also had nominal oversight of the Imperial bureaucracy and worked on the Imperial budget. However, the Emperor made it clear that his judgments would be final: Imperial decrees would be issued without debates, court proceedings, or Senatorial overrides. The Emperor could also call and dismiss the Senate at will. The Senate could also pass amendments to the Imperial Charter and apparently had at least nominal oversight of the Imperial Military.

The Holy Orders of the Emperor's Inquisition, more commonly known as the Inquisition, are the powerful secret police of the Imperium responsible for guarding the state. The purpose of the Inquisition is to identify and destroy the myriad of potential threats to the Imperium. The organisation's members are agents known as Inquisitors.

 

Role of the Inquisition

 

As a completely autonomous Imperial organisation beyond the power of the Adeptus , the Inquisition is immensely powerful. As the Inquisition's duties involve the scrutiny and policing of the other organisations of the Imperium, the Inquisition itself is answerable to no higher power except the Emperor. No one, except the Emperor himself, is beyond the scrutiny of the Inquisition. This power is officially known as the Inquisitorial Remit or Inquisitorial Mandate.

 

With the exception of the Ministorum (which, in any case is still under outside Imperial restrictions), the Inquisition is the only organisation of Imperial government that is completely autonomous. Unlike other Imperial organisations, it is not a branch of the massive Adeptus, but a self-contained organisation answerable only to itself. The Inquisition itself uses compounds scattered throughout the Imperium known as Inquisitorial Fortresses as its bases of operation.

 

The role of the ordinary Inquisitor is to investigate and deal with all potential threats to the Imperium. In the eyes of the Inquisition, there are multitudes of such potential threats. The main threat is from within, by corruption and disloyalty within the Imperial organisations. There are no bounds to the Inquisition's area of responsibility: external and internal plots, political corruption, and incompetence all come under their jurisdiction

 

If required, Inquisitors may call on the service and/or resources of any Imperial servant or organisation. Not even a High Lord may refuse the order of an Inquisitor without good reason. This power extends across the Adeptus Astartes and the Adeptus Mechanicus.

 

The role of the Inquisition requires proactivity and efficiency unbound by the dogmatic bureaucracy common to most other Imperial departments. Accordingly, there is little in the way of hierarchy or departmentalisation within the Inquisition. Authority within the Inquisition is governed by two factors - reputation and influence. Seniority is in itself no indicator of authority, however most Inquisitors will take heed of the wisdom an older and more experienced peer.

 

Because the Inquisition are the watchdogs of the Imperium, answerable only to themselves, given almost absolute power, along with such broad jurisdiction, corruption is an ever present danger. Its integrity is therefore upheld by constant self-policing and scrutiny. In the earliest editions of the background, this was the stated role of the Ordo Malleus, which were the Inquisition's secretive Inner Order.

 

As per the Inquisitorial Remit, Inquisitors hold the absolute power to judge all who fall beneath their gaze. The Inquisition holds countless paths to death that usually correspond to the level of guilt of the condemned.

Adeptus Mechanicus

 

The Adeptus Mechanicus is a technological organisation. It holds a monopoly on technological knowledge in the Imperium. Their factories turn out the Imperium's most powerful and advanced weaponry and equipment. The organisation's adepts, the Tech-priests, are vital in maintaining much of the Imperium's more technologically advanced equipment.

:Adeptus Ministorum

 

The Ecclesiarchy (officially the Adeptus Ministorum) is the official state church of the Imperium. It maintains and spreads the Imperial Cult throughout the Imperium. Although the interpretation of particular Imperial Cult dogmas varies through the Imperium, any extreme deviance from its strictures is considered heresy and dealt with extremely severely.

 

The Ecclesiarchy is not part of the Adeptus, but a wholly separate organisation. At its head is the Ecclesiarch, who, by tradition, is always one of the High Lords. Below him are the Cardinals. Below the Cardinals are the Ministorum Priests: Deacons, Pontifices, Confessors, Missionaries and Preachers. Other specialist ranks and duties include Cenobites, Relic-Keepers, and Chapel-Masters.

 

The Ministorum's ruling body is the Holy Synod, comprised of the organisation's Cardinals. The Ministorum in turn divides the Imperium into dioceses, each generally encompassing an entire region. A diocese is further divided into parishes centered around a shrine. Each diocese is headed by a Cardinal, while each parish is headed by a Preacher. Ranking between these individuals are Pontifices whose authority extends over several parishes and preachers within a single diocese.

 

The Ministorum also includes an administrative bureaucracy, the Creed Temporal, headed by Arch-Deacons, who controls all secular business. Arch-Deacons are the administrative counterparts to Cardinals, responsible for the temporal affairs of an entire diocese. Their servants deal with the money entering and leaving a specific diocese or parish, regulate the construction of new shrines and temples and deal with the other physical requirements of the organisation.

Adeptus Arbites

 

The Adeptus Arbites enforce the Lex Imperialis, embodied within the great Book of Judgement. Their organisation represents the soldiers and police of the Adeptus .

 

Each of the Imperium's regions have their own government, laws, and their own local police forces to enforce those laws. The Arbites concern themselves only with the enforcement of the broader laws to which the entire Imperium is subject.
 

Utterly dedicated and without mercy, the Arbites are feared throughout the nation, for they are the agents of a harsh law, where failure and incompetence are crimes, and the only punishment is death. Arbites are empowered to act as judge, jury and executioner – citizens have no rights, and only members of the Priesthood or the Inquisition could claim anything so elaborate as a trial.

Persepolis - The Imperial Capital and Jewel of the Empire

 

The surface area of Persepolis, the Imperial Capital, is broken into levels, mega blocks, blocks, and sub-blocks. The city, itself, is divided into quadrants, which are divided into zones. Areas are specifically designated senatorial, governmental, financial (including banking zones), commercial, and residential. Larger areas of the city are designated for industrial or manufacturing use only. Each sector is numbered on official maps, but sectors often had nicknames, such as Sah'c Town (sector H-46, named for a prominent family that owned a large portion of its land).

Column Commons

 

Another area of Persepolis is CoCo Town (short for "collective commerce"). Many diverse people live in this district and work in manufacturing. CoCo Town is an upper level district full of exclusive stores, restaurants and old-style diners. Another District is the Column Commons. The Commons consisted of vast open areas, exposed to the wind and weather, interspersed with thick, sturdy duracrete columns, thousands of meters tall. Column Commons is the publishing district of Persepolis and the Empire, housing hundreds of news services.

The Imperial Bank of Persia HQ

 

Encompassing an area of roughly 30 square kilometers and bordering Collective Commerce is the Financial District, which is home to many wealthy businesses and businessmen. Located inside of the Financial District of the Bank of the Empire and the Imperial Stock Market.

 

The Government District is located next to the Financial District. The Government District contains most of the Imperial Ministry offices, which were located in the Ministerium. The Ministerium was a vast pyramid running along Basilica directly opposite the Plaza of the Union from the Senate Rotunda (the Ministerium’s association with Basilica has led to the street’s common use as a metonym for Imperial governmental administration in general). Located in the Government District was the Judicial District as well. The Imperial Ministry of Justice was located in the Judicial District. Next to the Judicial District is the Imperial Senate Building. The Imperial Senate was a massive building boasting a diameter of more than two kilometers and several hundred meters tall, with a shield-shaped dome mounted on a narrower drum-shaped body.

Imperial Palace at Night

 

 

Outside of the Government District was the Imperial Palace, the Emperor’s principal official residence and easily the most famous holding of the Palace District. The vast complex of polished gray-green rock and mirrored crystals was adorned with countless phosphorescent panels, glow-spheres, electroluminescent strips, hanging gardens, marble pyramids, and fountains. The complex began it's life as the much more modest Presidential Palace, a sub-city thousands of years old which chiefly served as a ceremonial residence for the gold government and housed most of the civil service’s offices in the late Republic; after his acclamation as Emperor, Emperor Bahadur had the old palace extensively renovated, transfiguring it into what has been widely described as “the centerpiece of the entire gleaming city.” The Palace grounds were home to more than fifty connected structures and more than twenty thousand rooms; some of the rooms, like the famous Grand Corridor, were themselves kilometers long. The Palace complex was so large and extensive that it served simultaneously as the government district, housing a fully-equipped medical sub-complex and a number of offices and headquarters, including the War Room, the Admiral’s Office, the Crypt (a cryptologic center, not a burial vault), and the Imperial Information Center.

 

The residential district of the Palace complex was accessible through the Grand Corridor, including the wood-paneled President’s Guests Floor; the Emperor’s actual living space was a tiny fraction of the Palace called the Residence, a suite of residential rooms, studies, private audience chambers, libraries, and art galleries deep in the core of the main building reserved for his personal use. The Palace included a number of throne rooms and audience chambers, including the famous Chamber of the Imperial Presence, a cavernous room modeled on the old Senate Rotunda with the Imperial Throne on a raised column where it was bathed in illumination from prismatic skylights; it is from this chamber that he gave most of his public addresses. Stretching out beyond the Sublime Porte — the main entrance to the Palace grounds — was the enormous Pliada di am Imperium, a vast plaza that opened into Glitannai Esplanade, Imperial City’s celebrated ‘carotid artery’ running along Judicial Plaza and ending in the Imperial Navy’s headquarters at Unity Gardens. The Palace had a reviewing balcony overlooking the Pliada to enable the Emperor or other dignitaries to observe parades and other celebrations in the enormous plaza.

Monument Plaza

 

Inside of Persepolis is a number of areas for recreational purposes. A famous area inside of Persepolis is Monument Plaza. Monument Plaza is a bowl-shaped arena. It sits one kilometer south of the site of the Imperial Palace. The buildings of Monument Plaza is in the style of the Imperial period, characterized by an epic style of architecture. The North Garden is one of the sections of the plaza, capable of holding over 6,000 individuals.

 

A cavalcade of memorials and Imperial banners line the approach to Monument Plaza, and a set of main gates provide entrance to it. The plaza statuary consist of statues of Imperial heroes and officials. A massive statue of Emperor Bahadur was erected in the plaza as well, looming over all the other sculptures.

Society and Culture in the Empire

 

The culture in Persia is ascetic, minimalist, pro-Imperial, pro-business, pro-individualist and militaristic. These aesthetics are encouraged throughout the nation by the Coalition for Progress, an arm of COMPNOR.

 

Arts

 

The role of art and media in the Empire is primarily didactic; cultural expression serves as an instrument for inculcating New Order ideology. The Empire is not particularly brutal in the suppression of artistic culture, as it is primarily interested in military and political dominance.

 

Art in the Empire is monitored by the Coalition of Progress, which was a sub-agency of the Commission for the Preservation of the New Order. Considered the most despised group within Progress by some citizens, the Art group reports on the various art forms throughout the nation and passes judgment on the art in order to ensure the art stayed in line with the ideals of the New Order, though the Art group did not necessarily ban works of art that might have been unfavorable to the Empire. Instead, when the Art group had a particularly bad review of a piece of art, they attached a holopanel near the site that continuously replayed their review. The text had an intense red wavelength, which caused these holopanels to earn the name "scarlet".

 

Education

 

The Imperial government considers education one of the most important subjects in Persia. The Imperial Ministry of Education is tasked with homogenizing the level of education throughout the Empire, to place emphasis on the values cherished by the New Order. The Imperial state spends billions to maintain education. Education, in Persia, is provided by a number of institutes, some operated privately and publicly.

 

One of the most popular educational facilities in Persia is the Imperial Institute of Higher Studies. It is known as one of the premier learning facilities in the New Order. This establishment gives students the opportunity to study all range of topics under, of course, the tight observation of Imperial professors. This control of academic education is just one aspect of the basis of Imperial mind conditioning. Pro-Imperial attitudes are supported and rewarded during these studies and any anti-regime ideas are observed, controlled, and, if necessary, wiped out.

 

Religion

 

Under the Empire, anti-clericalism is a government policy, which meant that people were discouraged to believe in any type of religion. The new Imperial hierarchy did not allow itself to be overridden by the power that the Church traditionally held. This stance was further cemented into place, when the Imperial Council approved the Dangerous Cults Act, which labeled any and all religions a danger to the very well-being of the state. However, while the Emperor disapproved of many religions, most are tolerated as long as they remain apolitical.

The Imperial Guard (Astra Militarum)

The Imperial Guard, also known as the Astra Militarum in traditional High Gothic, is one of the largest coherent fighting force in the world. They serve as the Imperium of Persia's primary combat force and first line of defence from the myriad threats which threaten the existence of Persia. It is comprised of countless millions of men and women, supported by a vast array of light and heavy armoured vehicles that provide the Guard's primary offensive punch. They are usually the first Imperial force to respond to a threat if a sectors National Guard fails to suppress it. They also garrison major locations of strategic or cultural interest to the Imperium and are often found in defensive roles. The Imperial Guard is often referred to as the "Sledgehammer of the Emperor"; the sheer amount of force that the Imperial Guard can bring to bear on the enemy is devastating, but is not as direct or as precise as the Immortals, who are described as the "Scalpel of the Emperor."

 

Organization of the Imperial Guard

 

 

The Imperial Guard are ultimately controlled by the masters of the Departmento Munitorum, who themselves are members of the Imperial Council. The relevant Councilors in this case are the Chancellor of the Estate Imperium, the Master of the Administratum and perhaps most importantly, the Lord Commander Militant of the Imperial Guard. Subordinate to him are the Lord Commanders of each of the five Segmentae of the Imperium, ultimately in charge of all military operations in his own Segmentum.

 

An unusual command rank outside the normal promotions ladder is that of Warmaster, the commander of Crusades. This rank is not reachable by any conventional means and is only bestowed by agreement of the Imperial Councilors themselves. It is unlikely that more than one Warmaster would exist at any one time in the entire Imperium and many centuries may pass without anyone holding this exalted position.

 

The highest 'conventional' rank reachable in the Guard is that of Lord General Militant (or equivalent), the highest rank above the General Staff corps and one which brings with it command of armies of almost limitless number. The General Staff itself is a highly striated and decentralised formation, with its officers present in every major (and many minor) battle theatre in the Imperium. There are many variations of General Officer rank, but by nature an Imperial Guard General is likely to command battlegroups of multi-regiment force. Regimental Officers are normally holders of the rank of Colonel, with each regiment's officer corps split into various senior, junior and non-commissioned positions.

 

Operating in parallel to this command tree is that of the other Imperial organisations the Guard comes into contact with, principally that of the Commissariat. Commissars are integral parts of the Imperial Guard command echelons, with every regiment having at least one Commissar attached to it, and likely more. Departmento Munitorum

 

While strategic command is vital to Imperial Guardsmen in the field, the true foundation of the Imperial war effort is the Departmento Munitorum, also known as the Adeptus Munitorum. The military arm of the Adeptus Administratum, the Munitorum is a defense-spanning logistical monster. Within the vast mechanisms of the Munitorum's relentless bureaucracy, individual men and women are reduced to the most miniscule of cogs.

 

The remit of the Departmento Munitorum is to ensure that all the material needs of the Imperial Guard are met. From administrating recruitment tithes to overseeing the collection and disposal of slain soldiers, the Munitorum organises and provides for almost every aspect of life in the Imperial Guard. The rations in an Imperial Guardsman's pack, the gun he fires and the bullets it consumes, the bandages and tinctures with which his wounds are treated, and the liquor rations with which he dulls the horrors of each battle, all of these are Munitorum-issue. From cultural readjustment to dogmatic primers and nutritional supplements, the Munitorum reaches into every aspect of a Guardsman's life with the intention of ensuring that he performs in battle to the best of his ability. So too is it the remit of the Departmento Munitorum to assess any claim that a war zone is beyond the capacity of currently deployed Imperial forces to secure; no demand for reinforcements can be made through official channels without Munitorum approval stamped in triplicate.

 

 

Organization of the Departmento Munitorum

 

The Departmento Munitorum is represented and overseen by three members of the Imperial Council

   

  • Lord Commander Militant of the Imperial Guard
  • Chancellor of the Estate Imperium
  • Master of the Administratum

Note: The Lord Commander Militant is the highest ranked figure within the Imperial Guard and the Departmento Munitorum and represents the Guard on the Council. Given the vast size of the Imperium, the Lord Commander Militant is mostly concerned with bureaucratic and political matters and ultimately the five Lord Commanders of each Segmentum, his direct subordinates, oversee military operations in their respective regions.

 

Senior Offices

 

The Departmento Munitorum has four Senior Offices, each answering to one of its three directors:

  •     Officio Tactica - Subordinate Lord Commander Militant
  •     Schola Progenium - Coordinated with the Adeptus Ministorum.
  •     Office of the Imperial Pursary - Subordinate to the Chancellor of the Estate Imperium
  •     Office of Records - Subordinate to the Master of the Administratum

Below the senior offices are a vast multitude of lower Offices each overseeing a different task. Many of these offices coordinate their activities with the Adeptus Mechanicus.

High Command

 

 

Since the dark days after the end of the Great Formation when the Imperial Reformation was completed by Robute Guilliman, the Imperial Guard has been controlled jointly by the Chancellor of the Estate Imperium, the Master of the Administratum and the Lord Commander Militant of the Imperial Guard. These three Councilors represent the top of the chain of command for the Imperium as a whole. In matters of strategy, it is the Lord Commander Militant who is the supreme commander of the Imperial Guard, and he is directly assisted by the five Lord Commanders of the Imperial Guard, one for each of the five Segmentae of the Imperium. Since most of the time of the Lord Commander Militant is occupied defending the Imperial Guard's interests in the Senatorum Imperialis, it falls to the Lords Commander Asia, Middle East, North America, South America and Oceania to ensure the correct day-to-day deployment of the Imperial Guard in their Segmentum. The highest "conventional" rank reachable in the Guard is that of Lord General Militant, the highest rank above the General Staff corps. This rank brings with it command of armies of almost limitless number, and the responsibility for command of a whole theatre of operations.

 

  • Lord Commander Militant of the Imperial Guard: This is the highest rank of the strategic staff of the Departmento Munitorum. A powerful official, he is often appointed to a position on the Imperial Council, the governing body of the Imperium.
  • Lord Commander: A subordinate strategic rank, five Lord Commanders are each responsible for the Guard forces in each of the Imperium's segmentums.
  • Warmaster: Warmasters are created when a Crusade is being planned and resources from multiple sectors are needed.
  •  Lord General Militant: the highest conventional field rank in the Imperial Guard. They are in charge of whole battlegroups of Imperial Guard and are assigned to their combat theatres by the Departmento Munitorum

 

General Staff

 

The General Staff of the Imperial Guard is not a coherent organisation; the term is principally used to describe all officers who serve in the command echelons above those of regimental level. Most commanding officers in the staff category carry some form of General's rank, but more junior officers can also be found in the General Staff; they are drawn from regiments to act as aides and administrative assistants. They do not exercise individual authority and merely act as conduits between their superiors and other officers. A position common in the General Staff is that of Imperial Tactician, a non-command rank that nevertheless is vital. Trained staff officers, Tacticians help to devise and organise battle plans and strategy.

   

  • Lord General: The highest rank available inside the General Staff, and one with a multitude of official designations. This position is also known as Lord Marshal, Captain-General and also Lord Castellan.
  • General: A staff officer normally responsible for leading a multi-regiment battlegroup.

 

 

Warmaster

 

An unusual command rank outside the normal hierarchy of the Imperial Guard is that of Warmaster, the Imperial general officer who serves as the supreme commander of an Imperial Crusade. There is rarely more than one Warmaster operating within the Imperium at any one time, due to the extreme powers given to them.

The Imperial Navy

 

The Imperial Navy is one of the senior service of the Armed Forces. The Navy controls not only the Persia's vast fleet of enormously powerful warships, but also the majority of troop transports and the logistics train, as well as a large inventory of weapons of mass destruction. The Navy is unimaginably vast, containing hundreds of warships, and countless more support ships. In addition to the warships of the fleet, the Navy owned a vast constellation of hospital ships, fleet tankers, container ships, stores and replenishment vessels, ammunition ships, and forward repair ships operated by the Fleet Auxiliary, whose sailors are actually civilian merchant mariners subject to naval discipline and obligated to serve under warlike conditions. Needless to say, the Navy also controls hundreds of forward naval stations, shipyards, naval bases, and other installations belonging to the Shore Establishment.

  • Lord High-Admiral - Also called a Battlefleet Commander, Lord High-Admiral is the highest rank of the Imperial Navy. Only five of these august individuals exist, one for each of the Segmentae Majoris. Each is responsible for the Imperial Navy's fighting forces across sectors in their allotted portion of the world, or in the case of the Lord High-Admiral Solar, the substantial volumes of space around Persia itself.
  • Lord-Admiral - A Lord-Admiral, or Sector Commander, is responsible for all naval operations in a given sector and has direct command of units of the Segmentum battlefleet allocated to that sector.

Organization

 

SGs are not restricted to a specific composition and can be modified depending on expected threats, roles, or missions expected during a deployment, and one may be different from another. The Navy states that “there really is no real definition of a strike group. Strike groups are formed and disestablished on an as needed basis, and one may be different from another. However, they all are comprised of similar types of ships.”  A Persian Navy carrier strike group typically includes:

  • A supercarrier, which is the centerpiece of the strike group and also serves as the flagship for the CSG Commander and respective staff. The carrier is commanded by an aviation community captain.

  • One or two Aegis guided missile cruisers (CG), —a multi-mission surface combatant, equipped with BGM-109 Tomahawk missiles for long-range strike capability, each commanded by a surface community captain.

  • A destroyer squadron (DESRON) commanded by a surface community Captain (O-6) who commands the escort destroyers, with two to three guided missile destroyers (DDG), —a multi-mission surface combatant, used primarily for anti-aircraft (AAW) and anti-submarine (ASW) warfare, but which also carries Tomahawk missiles for long-range strike capability. A destroyer is commanded by a surface community commander.

The Imperial Air Force

 

The Imperial Air force is the aerospace branch of the Imperial Armed Forces. According to the Imperial Security Act which created the Air Force, "In general the Imperial Air Force shall include aviation forces both combat and service not otherwise assigned. It shall be organized, trained, and equipped primarily for prompt and sustained offensive and defensive air operations. The Air Force shall be responsible for the preparation of the air forces necessary for the effective prosecution of war except as otherwise assigned and, in accordance with intel rated joint mobilization plans, for the expansion of the peacetime components of the Air Force to meet the needs of war."

The stated mission of the Imperial Air Force is to "deliver sovereign options for the defense of Persia and its global interests — to fly and fight in Air, Space, and Cyberspace.

 

Training

 

Imperial Air Force Pilots attend the Imperial Air Academy. Imperial Pilots represent some of the elite of the Imperial Military having to under go grueling physical and psychological conditioning to achieve their ranks. An elite corps, only 10 percent of Air Force Pilots successfully navigate the intense training and testing of the Imperial Air Force. The rest are reassigned throughout the Air Force as transport pilots, gunners, crewmen, and other personnel.
